Abstract

Purpose

The paper reviews existing literature on South Asian ecosystem-based disaster risk reduction (DRR) and identifies how community participation can be used to plan and implement ecosystem-based DRR approaches.

Design/methodology/approach

The literature review methodology involved several stages. Firstly, the research objective was determined. Secondly keywords for the literature search were determined. Scopus, Google Scholar, JSTOR and AUT online library were utilized for the literature search. After the search, the literature was screened. The study design, methodology, results and limitations were identified and documented. After data extraction, the literature was analyzed. The patterns, trends and inconsistencies in the literature were identified based on the research question. Later the gaps, controversies and future research needs were identified. Then, a comprehensive and structured literature review that summarizes the relevant literature, synthesizes the findings and provides a critical evaluation of the literature was documented. After writing the document, it was reviewed and edited to ensure its clarity, accuracy and coherence.

Findings

The paper identifies four different themes recurrently emerging in literature on the importance of community participation in ecosystem-based DRR in South Asia. The themes are local community participation in ecosystem-based DRR governance, knowledge production, livelihood enhancement and increased public acceptance.

Originality/value

The paper also illustrates the challenges in integrating community participation with the dominant physical scientific approaches ecosystem-based DRR and proposes a five-element framework to facilitate the integration.

Abstract

Purpose

Policy coherence is a complex and tough task for many developing nations because their capacity to examine and deliver evidence-based inputs to policymaking is limited, and policy dialogue platforms need to be effectively used. Resolving these difficulties is a critical requirement for policy consistency. As a result, the study focuses on the level of policy coherence for climate change adaptation (CCA), disaster risk reduction (DRR) and sustainable development goals (SDG) in Sri Lanka and suggests routes for policy coherence for Resilience. This study aims to investigate the coherent approach of CCA, DRR and SDG; to identify concerns in policy documents addressing the coherence of CCA, DRR and SDG in local context; and to propose policy coherence suggestions for resilience in Sri Lanka.

Design/methodology/approach

Methodology comprises a review and content analysis of 17 policy and legal documents in Sri Lanka and a qualitative study. The qualitative approach consists of semistructured interviews that obtained deep and broad expertise knowledge with ten government representatives and stakeholders. Both content analysis and interview data were analyzed by using NVivo.

Findings

It was discovered that there are several issues with the coherence of policies in Sri Lanka, including the fragmented approach, lack of integration, inadequate coordination, limited resources and lack of monitoring and evaluation. The policies are inspired by international frameworks, and local implementations are not focused, leading to inadequate implementation of policies. The lack of development cooperation for the use of innovative approaches, such as climate-resilient infrastructure and environmentally friendly solutions for CCA and DRR, further aggravates the situation. Another concern is the lack of land use management and responsibility for the development of physical infrastructure for DRR integration with CCA. It is found that there is a limited community involvement which is vital for the implementation of policies. Local implementations are encouraged to fill the gaps in existing policies/acts. The analytical framework of the study is based on a preliminary examination of policy documents, a review of the literature and discussions with practitioners. The framework reflects the current situation of policy integration which addresses strategic, conceptual, institutional, operational and financial coherence. The research suggests pathways for achieving policy coherence in CCA, DRR and SDG in Sri Lanka, such as enhancing the strategic coherence by improving goals to increase the coherence within CCA, DRR and SDG; improving the credibility of the unified approach for developing DRR and CCA risk assessments; intensifying institutional cooperation and stakeholder management; improving the common monitoring and evaluation; establishing implementation strategies; and increasing the community involvement.

Research limitations/implications

The study on policy coherence in Sri Lanka recommends increasing community and professional involvement, conducting more research, developing a national strategy, increasing capacity building, strengthening international collaboration and fostering multisectoral collaboration. These recommendations can help improve policy coherence between CCA, DRR and SDGs, align policies with national goals and priorities and improve implementation effectiveness. By implementing these recommendations, Sri Lanka can address the challenges of climate change and natural disasters and achieve SDGs.

Practical implications

The study on policy coherence for resilience in Sri Lanka has practical implications, including improved coordination and resource allocation, increased capacity building, improved reputation and sustainability. By integrating CCA, DRR and SDGs, this study can help Sri Lanka become more resilient to climate change and natural disasters, achieve SDGs and become a responsible actor in the international community. These implications can contribute to a more sustainable future and ensure that development goals are achieved in a way that is resilient to climate change and natural disasters.

Social implications

Increased community participation: the study emphasizes the importance of community involvement in the policy development process. This can help build trust between communities and government agencies, improve transparency and ensure that policies are developed in a way that is responsive to local needs and priorities.

Originality/value

Based on the identified existing loopholes in the policies and pathways to policy coherence, the issues in policymaking could be overcome. It could be used to establish strong linkages between policies based on CCA, DRR and SDGs to achieve long-term resilience.

Abstract

Purpose

The authors present a dynamic macroeconomic model for assessment of disaster risk reduction (DRR) policies under multiple hazards. The model can be used to analyze and compare various potential policies in terms of their economic consequences. The decomposition of these effects into multiple benefits helps policy makers and other stakeholders better understand the ex ante and ex-post advantages of DRR investments. The purpose of this paper is to address these issues.

Design/methodology/approach

A dynamic real business cycle model is at the core of this research. In the model multiple natural hazards modeled stochastically cause shocks to the economy. Economic outcomes, most importantly, output can be assessed before and after disasters and under various DRR policies. The decomposition of benefits aims to quantify the concept of triple dividends.

Findings

In case study applications in Tanzania and Zambia, the authors find that investments into physical infrastructure and risk transfer instruments generate a variety of benefits even in the absence of disaster. A land use restriction with planned relocation for example reduces output in the short run but in the long run increases it. Overall, policy effects of various DRR interventions evolve in a nonmonotonic manner and should be evaluated over a long period of time using dynamic simulation.

Originality/value

The novelty of this study lies in the economic quantification of multiple benefits described in the triple dividends literature. This helps comparing ex ante, ex-post and volatility-related economic effects of multiple disasters and related physical and financial DRR investment options. As observed in the case studies, the model can also identify overlooked temporal heterogeneity of co-benefits of DRR investments.

Abstract

Purpose

Indigenous peoples represent one of the most vulnerable groups and need access as well as hands-on experience in the use of emerging Earth observations (EO)-based DRR solutions at the community level, while balancing this learning with traditional indigenous knowledge (IK). However, complicating any engagement between EO and IK is the reality that IKs are diverse and dynamic, with location-specific relevance and accuracy. Additionally, the COVID-19 pandemic caused complex risks and cascading effects for which the world was not prepared. Thus, there is a need to examine the lessons learned and motivate emerging EO-based innovations and demonstrations related to DRR and climate change adaptation.

Design/methodology/approach

Hence, this study aims to undertake an in-depth assessment of IK related to DRR covering relevant UN instruments and provides state-of-the-art of opportunities presented by EO-based tools and solutions.

Findings

The overall research strategy was designed to integrate key components of IK for DRR in a coherent and logical way, with those offered by the EO technology developers and providers. There are several EO tools accessible that are relevant to integrate IK and complement DRR. The study examined and identified challenges and barriers to implement workable and replicable EO solutions in pursuit of resilience.

Originality/value

The key findings of this study will help create a balanced approach by acknowledging the importance of IK for DRR with co-development, co-creation and use of culturally relevant EO data and tools for sustainable innovation, capacity building and youth empowerment. The technological inequalities appear to be growing, and it would be challenging to meet the Sendai Framework indicators.

Purpose

The Sendai framework for disaster risk reduction (DRR) 2015–2030 offers guidelines to reduce disaster losses and further delivers a wake-up call to be conscious of disasters. Its four priorities hinge on science, technology and innovations as critical elements necessary to support the understanding of disasters and the alternatives to countermeasures. However, the changing dynamics of current and new risks highlight the need for existing approaches to keep pace with these changes. This is further relevant as the timeline for the framework enters its mid-point since its inception. Hence, this study reflects on the aspirations of the Sendai framework for DRR through a review of activities conducted in the past years under science, technology and innovations.

Design/methodology/approach

Multidimensional secondary datasets are collected and reviewed to give a general insight into the DRR activities of governments and other related agencies over the past years with case examples. The results are then discussed in the context of new global risks and technological advancement.

Findings

It becomes evident that GIS and remote sensing embedded technologies are spearheading innovations for DRR across many countries. However, the severity of the Covid-19 pandemic has accelerated innovations that use artificial intelligence-based technologies in diverse ways and has thus become important to risk management. These notwithstanding, the incorporation of science, technology and innovations in DRR faces many challenges. To mitigate some of the challenges, the study proposes reforms to the scope and application of science and technology for DRR, as well as suggests a new framework for risk reduction that harnesses stakeholder collaborations and resource mobilizations.

Research limitations/implications

The approach and proposals made in this study are made in reference to known workable processes and procedures with proven successes. However, contextual differences may affect the suggested approaches.

Originality/value

The study provides alternatives to risk reduction approaches that hinge on practically tested procedures that harness inclusivity attributes deemed significant to the Sendai framework for DRR 2015–2030.

Purpose

This paper aims to enhance the understanding of what is being taught – and how – to future built environment (BE) professionals in higher education (HE) BE curricular in the context of disaster risk reduction (DRR).

Design/methodology/approach

Reflecting on the results of an extensive survey carried out among 21 BE educators representing 14 countries, the pedagogies used to educate tomorrow’s BE professionals about DRR-related subjects are explored.

Findings

The vast majority of HE training for the future BE professionals focuses on hazards as a “problem” posed by nature – something that can be “solved” through a technical solution. Little reflection is required as to the social implications of DRR “solutions”, and knowledge too often remains analytical and distant from any sort of lived experience. Whilst many DRR-related subjects introduce the ideas of human-centric DRR, there is still a disconnection between technical engineering subjects and broader social science subjects. This is a missed opportunity for students acquiring technical knowledge to reflect on and engage with a wider societal context.

Originality/value

The paper draws on the liberative pedagogies of Paulo Freire, bell hooks and others to engage BE educators in collectively drawing on philosophies and practices that emphasise holistic ways of knowing and learning and encourage the broader consideration of non-technical ideas. This kind of DRR pedagogy is required if the society is to collectively strive for a BE that enhances equity and well-being, while avoiding the creation of risk through development and redevelopment.

Abstract

Purpose

The literature emphasises that integration of disaster risk reduction (DRR) into planning processes is a key to reduce natural disaster losses, boost socio‐economic development needs and ensure sustainability in development gains. But linking DRR to the infrastructure reconstruction sector has become a challenge in developing country settings. Therefore, the purpose of the main research, of which this paper is based on, is to explore how integration of DRR into infrastructure reconstruction should be done in such a way to contribute to socio‐economic development process. As a part of this main aim, this paper focuses on exploring the existing gap in the concept of DRR at the policy‐making level and the infrastructure reconstruction project level. Thus, the paper seeks to review the current policies on post‐disaster reconstruction and DRR at the national and intermediate‐organisational level in Sri Lanka and integration of DRR concept within these policies. Not limiting to the policies, DRR processes were assessed on their success through the level of implementation of DRR strategies at the post‐disaster infrastructure reconstruction projects.

Design/methodology/approach

The paper is based on the data collated from a case study conducted in a water supply and sanitation reconstruction project in Sri Lanka supported by expert interviews among national and intermediate‐organisational level policy makers those who are involved in the development of policies related to disaster management and construction activities.

Findings

The results highlight the lack of individual policies on reconstruction and DRR of reconstruction at the national and intermediate‐organisational level except certain sections within certain policies. It was found that integration of DRR within these policies is lower than the level of importance of such integration. Further, the level of implementation of these policies in practise is average as it is averted by required speed and quality of reconstruction, availability of finances for reconstruction, the scale of reconstruction projects, reliability and practicability of policies, legitimacy of policies and adequacy of authority delegated to the relevant bodies, the consistency of various policies, detail explanations on relationships with other policies, the level of awareness about policies by the relevant bodies, attitude of construction professionals and experience of reconstruction bodies in the field of disaster reconstruction.

Research limitations/implications

The findings of this paper is not limited to one specific policy related to disaster management or construction in Sri Lanka. It represents an overall view of most of the existing policies in the field. Furthermore, the data collection was limited to the Sri Lanka context.

Practical implications

The findings of this paper will be useful to relevant policy makers to understand the areas needed further attention within the policies in terms of integration of DRR concept within them.

Originality/value

The paper is unique in its findings as it discovers overall gaps in the concept of DRR within the policies and actual infrastructure reconstruction project practises.

Purpose

The purpose of this paper is to analyze the status quo of disaster risk reduction (DRR) policy and legislation in Cameroon.

Design/methodology/approach

Using a qualitative method, this paper examines historical data from sectoral administrative reports, plans, declarations, commitments and speeches, texts and peer-reviewed journals on disaster and risk management in Cameroon for the period 1967-2017. Empirical data from ten selected government sectors were used to analyze the status quo, together with quantitative data collected by using four instruments (i.e. HFA Priority 1 & 4, USAID Toolkit, GOAL Resilience Score and the Checklist on Law and DRR).

Findings

Findings show that Cameroon largely still practices disaster response through the Department of Civil Protection. Transparency and accountability are the sine qua non of the state, but the lack thereof causes improper implementation of DRR within development institutions. DRR is seen as an ad hoc activity, with the result that there is not effective institutional capacity for implementation. The need to develop a new national DRR framework is evident.

Originality/value

Analyzing the status quo of DRR in Cameroon could assist with the review and reevaluation of a new DRR framework within the Cameroonian territory.

Abstract

Purpose

Disaster risk reduction (DRR) researchers and practitioners have found that schools can play a critical role in DRR education, with many Non-Governmental Organizations (NGOs) developing initiatives to actively involve children in DRR education programs. This paper reports on a case study on an innovative Chinese NGO school-based program focused on participatory child-centered DRR (PCC-DRR) education, from which a PCC-DRR education framework was developed so that similar programs could be replicated, especially in developing countries.

Design/methodology/approach

After nearly a year of research involving follow-up interviews, fieldwork and secondary data collection from annual reports, news reports and official websites, a case study was conducted on the PCC-DRR education program developed by the One Foundation (OF), a resource-rich NGO in China, that focused on its education strategies and project practice in Ya'an following the 2013 Lushan earthquake.

Findings

Based on constructivist theory, the OF developed a PCC-DRR education program that had four specific branches: teacher capacity building, child DRR education, campus risk management and campus safety culture, which was then implemented in 115 schools and consequently evaluated as being highly effective.

Originality/value

The innovative OF PCC-DRR education program adds to theoretical and practical DRR education research as a “best practice” case. Because the proposed framework is child-centered, participatory and collaborative, it provides excellent guidance and reference for countries seeking to develop school-based DRR education programs.

Abstract

Purpose

Employing a case study of Barbados, the purpose of this paper is to highlight key stakeholders involved in the construction sector, discusses the roles of construction stakeholders in disaster risk reduction (DRR) and the key stages of the construction process where proactive DRR inputs could be made, The following objectives are addressed: to describe the main natural hazards in Barbados; to reveal key stakeholders involved in the decision making during the design, construction and operation process (DCOP) and DRR process; to discuss the roles of construction stakeholders in DRR and the key stages of the DCOP where proactive DRR inputs could be made; to emphasise the main barriers to the implementation of DRR in the Barbados’ construction sector.

Design/methodology/approach

A qualitative case study methodology, that includes semi-structured interviews with construction stakeholders in Barbados, a critical review of relevant literature and media coverage of natural hazards, and construction site visits.

Findings

The key construction stakeholders that should be responsible for DRR integration in construction process are identified. The main barriers to the implementation of DRR in the Barbados’ construction sector are also discussed; these include the absence of an enforced building code and complacency towards natural hazards from the general population as well as construction stakeholders.

Originality/value

Whilst some attempts have been made in mainstreaming DRR into construction projects in Barbados, many of the measures are not effectively implemented due to various constraints. In addition, little research has been done on the state of the construction sector and its use of DRR in the Caribbean. This paper aims to fill this research gap.
