Abstract

Looking back over the 1990s, it is easy to see the widespread troubles of many ventures that depended upon advanced IT applications, including business process re‐engineering projects, enterprise systems, knowledge management projects, online distance education courses, and, famously, some of the dot‐com businesses. These “troubles” vary from substantial underperformance (i.e. projects that were much more costly and/or produced much less social or business value than most of the participating IT professionals anticipated) and many outright failures. Many of these “troubles” could have been avoided (or at least ameliorated) if the participating IT professionals had much more reliable and critical understanding of the relationships between IT configurations, socio‐technical interventions, social behavior of other participants in different roles, and the dynamics of organizational and social change. Social informatics is the name of the field that studies and theorizes this topic, and is discussed in more detail in this paper. The key issue addressed in this paper is who will produce social informatics research for IT professionals, and where will they learn about important findings, theories, design approaches, etc.? The paper examines the record of computer science in the US as a major contributor to the relevant research and teaching. It also examines the possibilities for new kinds of academic programs – sometimes called “information schools” and “IT schools” – that are being developed to expand beyond the self‐imposed boundaries of computer science and to integrate some organizational and social research as sites for social informatics.

Abstract

Purpose

The purpose of this paper is to characterize library and information science (LIS) as fragmenting discipline both historically and by applying Whitley’s (1984) theory about the organization of sciences and Fuchs’ (1993) theory about scientific change.

Design/methodology/approach

The study combines historical source analysis with conceptual and theoretical analysis for characterizing LIS. An attempt is made to empirically validate the distinction between LIS context, L&I services and information seeking as fragmented adhocracies and information retrieval and scientific communication (scientometrics) as technologically integrated bureaucracies.

Findings

The origin of fragmentation in LIS due the contributions of other disciplines can be traced in the 1960s and 1970s for solving the problems produced by the growth of scientific literature. Computer science and business established academic programs and started research relevant to LIS community focusing on information retrieval and bibliometrics. This has led to differing research interests between LIS and other disciplines concerning research topics and methods. LIS has been characterized as fragmented adhocracy as a whole, but we make a distinction between research topics LIS context, L&I services and information seeking as fragmented adhocracies and information retrieval and scientific communication (scientometrics) as technologically integrated bureaucracies.

Originality/value

The paper provides an elaborated historical perspective on the fragmentation of LIS in the pressure of other disciplines. It also characterizes LIS as discipline in a fresh way by applying Whitley’s (1984) theory.

In this paper I discuss how feminist research focusing epistemological issues can be used within computer science (CS). I approach and explore epistemological questions in computer science through a number of themes, which I believe are important to the issues of what knowledge is produced as well as how it is produced and how knowledge is perceived in CS. I discuss for example paradigms and metaphors in computer science, the role of abstractions and the concept of naturalisation. In order to illustrate epistemological views in CS and how these can be questioned from the viewpoints of feminist epistemology, I also do a close reading and commenting of a recent book within the philosophy of computing.

There is a huge amount of information and data stored in publicly available online databases that consist of large text files accessed by Boolean search techniques. It is widely held that less use is made of these databases than could or should be the case, and that one reason for this is that potential users find it difficult to identify which databases to search, to use the various command languages of the hosts and to construct the Boolean search statements required. This reasoning has stimulated a considerable amount of exploration and development work on the construction of search interfaces, to aid the inexperienced user to gain effective access to these databases. The aim of our paper is to review aspects of the design of such interfaces: to indicate the requirements that must be met if maximum aid is to be offered to the inexperienced searcher; to spell out the knowledge that must be incorporated in an interface if such aid is to be given; to describe some of the solutions that have been implemented in experimental and operational interfaces; and to discuss some of the problems encountered. The paper closes with an extensive bibliography of references relevant to online search aids, going well beyond the items explicitly mentioned in the text. An index to software appears after the bibliography at the end of the paper.

Abstract

This article is a contribution to the development of a comprehensive interdisciplinary theory of LIS in the hope of giving a more precise evaluation of its current problems. The article describes an interdisciplinary framework for lis, especially information retrieval (IR), in a way that goes beyond the cognitivist ‘information processing paradigm’. The main problem of this paradigm is that its concept of information and language does not deal in a systematic way with how social and cultural dynamics set the contexts that determine the meaning of those signs and words that are the basic tools for the organisation and retrieving of documents in LIS. The paradigm does not distinguish clearly enough between how the computer manipulates signs and how librarians work with meaning in practice when they design and run document mediating systems. The ‘cognitive viewpoint’ of Ingwersen and Belkin makes clear that information is not objective, but rather only potential, until it is interpreted by an individual mind with its own internal mental world view and purposes. It facilitates further study of the social pragmatic conditions for the interpretation of concepts. This approach is not yet fully developed. The domain analytic paradigm of Hjørland and Albrechtsen is a conceptual realisation of an important aspect of this area. In the present paper we make a further development of a non‐reductionistic and interdisciplinary view of information and human social communication by texts in the light of second‐order cybernetics, where information is seen as ‘a difference which makes a difference’ for a living autopoietic (self‐organised, self‐creating) system. Other key ideas are from the semiotics of Peirce and also Warner. This is the understanding of signs as a triadic relation between an object, a representation and an interpretant. Information is the interpretation of signs by living, feeling, self‐organising, biological, psychological and social systems. Signification is created and con‐trolled in a cybernetic way within social systems and is communicated through what Luhmann calls generalised media, such as science and art. The modern socio‐linguistic concept ‘discourse communities’ and Wittgenstein's ‘language game’ concept give a further pragmatic description of the self‐organising system's dynamic that determines the meaning of words in a social context. As Blair and Liebenau and Backhouse point out in their work it is these semantic fields of signification that are the true pragmatic tools of knowledge organ‐isation and document retrieval. Methodologically they are the first systems to be analysed when designing document mediating systems as they set the context for the meaning of concepts. Several practical and analytical methods from linguistics and the sociology of knowledge can be used in combination with standard methodology to reveal the significant language games behind document mediation.

Abstract

A university course in infopreneurship could contribute to bridging the gap between the so‐called security of full‐time employment and the imagined insecurity of an own information business. At present the Rand Afrikaans University in South Africa offers infopreneurship courses to Information Science and Computer Science students. The course content and presentation methods of the courses are similar in nature, but the same cannot be said about the two groups of students. It was therefore decided to conduct a questionnaire‐based survey of the two groups of students and to compare their responses. The exploratory investigation reported here scrutinises the status quo of infopreneurship education at universities. The perceptions of the two groups of students with regard to the objectives of an infopreneurship course at the university, course contents and presentation methods are compared. In conclusion possible adaptions and improvements to the course are considered.

Abstract

The term ‘informatics’ was first advanced formally by the Director of VINITI, A. I. Mikhailov, and his colleagues A. I. Chernyi and R. S. Gilyarevskii, in their paper Informatics—new name for the theory of Scientific Information published at the end of 1966. An English translation was circularized in the beginning of 1967. As the authors state in this paper, they are not the first to use this term, and they quote a review by Professor J. G. Dorfmann of their own book Fundamentals of Scientific Information in which Dorfmann criticizes the use of other terminology, such as ‘documentation’, ‘documentalistics’, ‘information science’, and so on. Although the authors do not object to the use of the word ‘Documentation’ in the name of the International Federation for Documentation, nevertheless they claim that this term has not found application in the USSR and indeed they apologize for spending some time in discussing its suitability as a name for ‘the new scientific discipline which studies the structure and properties of scientific information as well as the regularities of scientific information activity, its theory, history, methods, and organization’. It is clear that the authors have made a thorough survey of the literature, as might be expected, and they argue fairly about the meaning of most of the terms that have at one time or another been advanced to name this ‘new discipline’. Their definition is as stated above but they are careful to add the rider that Informatics docs not investigate the specific content of scientific information, only the structure and properties. In their paper they also advance definitions for ‘information’, ‘scientific information’, ‘scientific information activity’, ‘information officer’, andinformation scientist’. They have backed up their proposal by changing the title of their own book for its second edition, and the title of the information science fascicule of the Referativnyi Zhurnal, which is now called Informatiki.

Abstract

Purpose

Data science is a relatively new field which has gained considerable attention in recent years. This new field requires a wide range of knowledge and skills from different disciplines including mathematics and statistics, computer science and information science. The purpose of this paper is to present the results of the study that explored the field of data science from the library and information science (LIS) perspective.

Design/methodology/approach

Analysis of research publications on data science was made on the basis of papers published in the Web of Science database. The following research questions were proposed: What are the main tendencies in publication years, document types, countries of origin, source titles, authors of publications, affiliations of the article authors and the most cited articles related to data science in the field of LIS? What are the main themes discussed in the publications from the LIS perspective?

Findings

The highest contribution to data science comes from the computer science research community. The contribution of information science and library science community is quite small. However, there has been continuous increase in articles from the year 2015. The main document types are journal articles, followed by conference proceedings and editorial material. The top three journals that publish data science papers from the LIS perspective are the Journal of the American Medical Informatics Association, the International Journal of Information Management and the Journal of the Association for Information Science and Technology. The top five countries publishing are USA, China, England, Australia and India. The most cited article has got 112 citations. The analysis revealed that the data science field is quite interdisciplinary by nature. In addition to the field of LIS the papers belonged to several other research areas. The reviewed articles belonged to the six broad categories: data science education and training; knowledge and skills of the data professional; the role of libraries and librarians in the data science movement; tools, techniques and applications of data science; data science from the knowledge management perspective; and data science from the perspective of health sciences.

Research limitations/implications

The limitations of this research are that this study only analyzed research papers in the Web of Science database and therefore only covers a certain amount of scientific papers published in the field of LIS. In addition, only publications with the term “data science” in the topic area of the Web of Science database were analyzed. Therefore, several relevant studies are not discussed in this paper that are not reflected in the Web of Science database or were related to other keywords such as “e-science,” “e-research,” “data service,” “data curation” or “research data management.”

Originality/value

The field of data science has not been explored using bibliographic analysis of publications from the perspective of the LIS. This paper helps to better understand the field of data science and the perspectives for information professionals.
