Abstract
Purpose
This study aims to analyse the mechanism of trust instrument from a Shariah point of view. Analysis of the mechanism would determine the extent to which its implementation can resolve estate planning issues such as frozen estate and the issue of naming beneficiaries under the age of 18.
Design/methodology/approach
This is a qualitative study method through library research. To explore the mechanism of trust instrument, an in-depth interview with five participants using purposive sampling and analyses of documents were used. The selection of this sample allows the researcher to obtain specific data in their field of expertise. Therefore, two officers from the Trust Administration Department of Amanah Raya Berhad (ARB) and three Shariah advisors from ARB (MPS ARB) were interviewed to find out the mechanism of trust instrument from the Shariah perspective. The researcher also referred to the trust deed documents, ARB company policies, field case studies such nomination cases and trust accounts, articles and court cases.
Findings
The trust instrument meets Shariah requirements even though it is based entirely on the Civil Law. The comprehensive and flexible features of trust deeds can help donors to plan systematically during their lifetime.
Research limitations/implications
This study only focuses on the trust instruments that are currently being implemented in the ARB. Five trust products were analysed to achieve the objectives of the study, namely, the Normal Trust, Safecare and Safecare Premium, Takaful Care, Hibah (literally “gift”) as well as Trust and Declaration of Hibah.
Practical implications
The implementation of trust instrument at an early stage can ensure the property is well managed through a trust deed, guarantee the life of the beloved heirs after the death of the donor and prevent the property from being frozen.
Originality/value
This study comprehensively describes the trust instrument from the Shariah perspective and its implementation mechanism in the industry.

Abstract
Purpose
This paper aims to discuss how the originality, authenticity, reliability and genuineness of legal records found at the National Archives of Zimbabwe (NAZ) are maintained. Provenance issues and their implications in diplomatics are also discussed. It notes that the status quo at the NAZ favours the diplomatic archiving of paper records, while electronic records are neglected.
Design/methodology/approach
The paper uses a qualitative research approach. The data will mainly be collected using document analysis augmented by observations from the NAZ. Literature in regard to the Court Legal system of Zimbabwe will be reviewed and this even includes newspaper articles. Academic research papers on the archiving of electronic records in the less developed nations and developed nations will be reviewed also.
Findings
The qualitative research approach revealed that the electronic national heritage of Zimbabwe is being lost mainly due to the archaic legislation which is silent on the management of electronic records. The results show again the violation of the sanctity of provenance principles in some selected cases. It was also found that the government is now producing both paper and electronic records, but the National Archives is only archiving paper records, the result of this being the incompleteness of records, thereby negatively affecting their diplomatics.
Originality/value
Whereas a lot has been published about the management of electronic records in the developing world, this paper does not try to duplicate that but tries to bring a new dimension into this by showing how the diplomatics of these records is affected.

Abstract
Purpose
The adoption of green building concepts and practices is rapidly gaining momentum globally due to their tendency to mitigate adverse effects of construction activities on the environment. The purpose of this study is to examine the challenges and benefits of implementing green building development in Nigeria.
Design/methodology/approach
Primary data were collected from questionnaires administered to 122 participants selected using stratified sampling techniques in North-East Nigeria. Semi-structured interviews complemented survey findings with proposed solutions. The quantitative data were analysed using descriptive statistics to identify the benefits and challenges, while thematic analysis was used to identify effective measures to the challenges of green building.
Findings
Results show that “conservation of natural resources”, “reducing maintenance” and “heightened aesthetic” were rated higher as environmental, economic and social benefits, and thus were significant to green building development. The study revealed “economic issues”, “government issues” and “absence of standard assessment system” were the key factors as internal, external and general challenges to green building. Most practical solutions were related broadly to policy, awareness and support as measures to challenges of green building development.
Originality/value
The study is imperative to bridge the knowledge gaps and provide empirical information for green building policy guidelines specific to North-East Nigeria’s built environment sector. The understanding of policy implications will assist in building regulatory and monitoring agencies in developing new internal management policies to inform the public and investors about the effects of green building development.

Abstract
Purpose
The paper aims to examine how Scottish facility and estate managers have developed estates and facilities management strategies to ensure that the Scottish government civil estate has remained fit for purpose in a period of rapid social, economic and technological change, and political development covering the devolution period.
Design/methodology/approach
This paper examines the development of the policy frameworks within which facility mangers have worked and how they have adapted the asset portfolio to meet the demands of modern working practices and the budgetary disciplines resulting from economic change.
Findings
The period 1989-2015 has shown major changes. It commenced with a highly centralised model driven by the Whitehall Department of the Treasury and run by the Property Services Agency. Just before and during devolution, there was administrative decentralisation of activity to agencies and non-departmental public bodies, and this was reflected in decentralised property management first to departments and then to the agencies and non-departmental public bodies. During this time, profound changes occurred in working practices, e-mail, e-records, mobile telephones and open-plan layouts; remote working changed the ways buildings were used. Public sector property was used to promote distribution of jobs to outer areas. Towards the latter end of the period from 2008 onwards, the economic difficulties have led to acute budget pressures, and from 2011 onwards, there has been a trend both in Whitehall, and the Scottish devolved administration towards greater corporate management of the estate to drive down costs and promote more modern ways of working which may lead to a model similar to the one which prevailed at the start of the period.
Research limitations/implications
The paper explains the development of the management framework and changes on the estate itself to inform the debate between policymakers, academic researchers and FM practitioners interested in the efficient use of central government assets.
Practical implications
The paper will help academics and practitioners understand the historic context within which they are working.
Social implications
The paper indicates how the Scottish Government has adapted its property assets to meet the needs of users.
Originality/value
The paper is an historic exposition of how public sector facility managers have adapted the management of the Scottish Government estate in Scotland to meet the needs of central government staff and the public to whom it provides wider services and considers how this illuminates wider FM issues.

Abstract
Purpose
This paper aims to make a systematic review of the manpower prediction model of the construction industry. It aims to determine the forecasting model's development trend, analyse the use limitations and applicable conditions of each forecasting model and then identify the impact indicators of the human resource forecasting model from an economic point of view. It is hoped that this study will provide insights into the selection of forecasting models for governments and groups that are dealing with human resource forecasts.
Design/methodology/approach
The common search engine, Scopus, was used to retrieve construction manpower forecast-related articles for this review. Keywords such as “construction”, “building”, “labour”, “manpower” were searched. Papers that not related to the manpower prediction model of the construction industry were excluded. A total of 27 articles were obtained and rated according to the publication time, author and organisation of the article. The prediction model used in the selected paper was analysed.
Findings
The number of papers focussing on the prediction of manpower in the construction industry is on the rise. Hong Kong is the region with the largest number of published papers. Different methods have different requirements for the quality of historical data. Most forecasting methods are not suitable for sudden changes in the labour market. This paper also finds that the construction output is the economic indicator with the most significant influence on the forecasting model.
Research limitations/implications
The research results discuss the problem that the prediction results are not accurate due to the sudden change of data in the current prediction model. Besides, the study results take stock of the published literature and can provide an overall understanding of the forecasting methods of human resources in the construction industry.
Practical implications
Through this study, decision-makers can choose a reasonable prediction model according to their situation. Decision-makers can make clear plans for future construction projects specifically when there are changes in the labour market caused by emergencies. Also, this study can help decision-makers understand the current research trend of human resources forecasting models.
Originality/value
Although the human resource prediction model's effectiveness in the construction industry is affected by the dynamic change of data, the research results show that it is expected to solve the problem using artificial intelligence. No one has researched this area, and it is expected to become the focus of research in the future.

Purpose
This paper aims to collect evidence on the issues and challenges in cryptocurrency estate planning and the possible approaches or methods to address them. Then, this paper also aims to understand Malaysia’s situation compared to global situations and determine how the country could address those challenges.
Design/methodology/approach
This study adapted a standard systematic review protocol named preferred reporting items for systematic reviews and meta-analyses, guided by three research questions: what are the challenges of cryptocurrency estate planning, how do researchers and practitioners address the issues or challenges and how could Malaysians move towards sustainable cryptocurrency estate planning? Relevant documents reported on cryptocurrency estate planning were analysed using thematic analysis.
Findings
The results of this review suggested that the issues and challenges in cryptocurrency estate planning can be described from six aspects: awareness, financial aspects, law, process, security and taxation. On the other hand, the approaches or methods to address these challenges may be categorised into laws, processes and technology. Further, a framework for cryptocurrency estate planning in Malaysia is proposed as an initial step towards a sustainable economy and society in Malaysia.
Research limitations/implications
The state and the use of cryptocurrency are still considered new in most countries globally. Hence, people are yet to be aware of the issues that may arise from it. Nevertheless, cryptocurrency estate planning will soon become an area of interest in which this study could enhance the literature and contribute knowledge to understanding the situation.
Originality/value
This study collected evidence on the issues and the approaches to address cryptocurrency estate planning. This study then focused on the Malaysian perspective by proposing a framework that was not covered by existing studies.

A new database demonstrates that between 1600 and 1830, Parliament passed thousands of acts restructuring rights to real and equitable estates. These estate acts enabled individuals and families to sell, mortgage, lease, exchange, and improve land previously bound by landholding and inheritance laws. This essay provides a factual foundation for research on this important topic: the law and economics of property rights during the period preceding the Industrial Revolution. Tables present time-series, cross-sectional, and panel data that should serve as a foundation for empirical analysis. Preliminary analysis indicates ways in which this new evidence may shape our understanding of British economic and social history. The data demonstrate that Parliament facilitated the reallocation of resources to new and more productive uses by adapting property rights to modern economic conditions. Reallocation surged in the decades following the Glorious Revolution and was concentrated in areas undergoing urbanization and industrialization. The process was open to landowners of all classes, not just the privileged groups who sat in the Houses of Lords and Commons. Parliament's rhetoric about improving the realm appears to have been consistent with its actions concerning rights to land and resources.

Abstract
Purpose
The study aims to pioneer an innovative approach for the evaluation of government portal websites (GPWs) by introducing an eye-tracking-based method. The research meticulously pinpoints and analyses the distinct usability issues and challenges that users encounter while navigating and interacting with GPWs.
Design/methodology/approach
This study devises an eye-tracking-based GPW usability evaluation approach, which focuses on the major functions (i.e. government information disclosure, government services and interactive responses) of GPWs. An Entropy Weighted Technique for Order Preference by Similarity to an Ideal Solution (EW-TOPSIS) method is employed to process eye-tracking indicator results for deriving GPW usability results.
Findings
The proposed approach is demonstrated to assess the usability of 12 GPWs in pilot smart cities in China, and it is found that most GPWs have lower-than-average usability. GPWs with low usability require more cognitive load that exhibit increased fixation and saccade. The comparisons among the GPW usability results from (1) the eye-tracking experiment, (2) questionnaire surveys and (3) the ready-made performance evaluation report validate the effectiveness of eye-tracking-based GPW usability evaluation.
Originality/value
The work contributes to shifting the GPW usability evaluation approach from a subjective judgment paradigm to an objective paradigm, as well as provides implications for enhancing GPW usability, including improving search function, reducing website complexity and prioritizing user needs.
