Abstract

Virtually all research on organizational citizenship behavior (OCB) is rooted in a social exchange based view of citizenship performance. While we do not dispute the significant role exchange motives play in citizenship performance, we nevertheless see what amounts to a preoccupation with and over-reliance on social exchange processes in extant OCB theory. With the goals of improving the prediction of citizenship performance and advancing human resource management practice, we outline several new directions for OCB theory and research.

Abstract

Purpose

The purpose of this paper is to outline concepts that can build an ethical society.

Design/methodology/approach

The paper examines selected literature on citizenship through the lens of theory building‐blocks. It identifies the role of leadership in society and its importance in developing society into an ethical one.

Findings

The paper distinguishes between a ruler, which is defined socially as a hierarchical position, and a leader, which describes a personal quality and is embedded in psychology. Leadership is a developmental process, which is based on the type of choice a leader makes, which implies that two good options are always available from which to select. Nevertheless, one should make choices in accordance with his worldview, looking for affiliation (i.e. the Theta worldview), or looking for achievement (i.e. the Lambda worldview). Consequently, the choices leaders make for societal activities have to fit their own worldview. Pursuing the fit between one's worldview and planned societal or citizenship activities ensures that society continuously improves its ethical behaviour. The paper concludes with examining the meaning of citizenship and the state in modern times.

Research limitations/implications

Being a theory‐based exploration, the paper does not provide empirical examples of how this theory might be applied in practice.

Originality/value

The paper fills a gap in explaining why current theories could not provide an ethical theory of citizenship. It follows by distinguishing between the definitions of a ruler and a leader. In addition, it questions the viewing of a state as a long‐term entity.

Abstract

Purpose

This paper aims to investigate the effect of mining supervisor behaviour, safety motivation and perceived job insecurity on Ghanaian underground miner’s safety citizenship behaviour.

Design/methodology/approach

The authors proposed a conceptual framework that tested supervisor behaviour as an independent variable, safety motivation as a mediator variable, perceived job insecurity as a moderator variable and safety citizenship behaviour as a dependent variable. The authors tested the hypothesized relationships using 351 valid responses collected through a structured questionnaire using hierarchical regression analysis.

Findings

Results revealed that both components of supervisor behaviour significantly influenced safety motivation and safety citizenship behaviour. Furthermore, safety motivation could mediate the relationships between both components of supervisor behaviour and safety citizenship behaviour. Also, perceived job insecurity failed to moderate the relationship between safety motivation and safety citizenship behaviour.

Originality/value

This current study is vital for managerial practices. The complex conceptual framework also contributes to offering different ways of understanding how supervisors’ behaviours can catalyze improvement or worsen safety outcomes.

Abstract

This article offers a reflective analysis of the Eco Ambassadors Project as an example of the some of the ways in which learning about environmental issues and active citizenship can be encouraged and enabled through collaboration and negotiated participation. Some policy background to the project is given, followed by a critical consideration of the theoretical framework of situated learning; participation in a community of practice is then presented in relation to the project, alongside theories of citizenship. Three activities undertaken during the project are highlighted and these are critically examined in relation to the theories under consideration. The paper argues that the theoretical framework of learning by participation can usefully augment and help better explain how learners develop their identities as citizens, and that through participation people can become active members of communities that are environmentally and politically aware.

Abstract

Purpose

After the handing over of Hong Kong sovereignty from 1997 and under the “one country two systems” model, the Special Administrative Region's Government initiated new policies of civic education and amended or ignored the old ones. However, it was not until May 2011 that the complete new policy paper was introduced for consultation and then it was passed and issued as national education in April 2012. This article aims to analyze the civic education policy of Hong Kong in the transfer of power after the handing over in the following 15 years.

Design/methodology/approach

This policy analysis describes the preparations for Hong Kong’s future citizens and masters. Theories of citizenship education are adopted for this analysis. Moreover, theories of the state are also applied for more in‐depth understanding. These concepts are helpful to operationalize the contents of the study. It was a historical and comparative method to help to understand and explain the civic education policy of the HKSAR's governance.

Findings

Basically, it can be seen that the policies are anticipatory and responsive. The historical context of Hong Kong helped to make the correspondence with how the government expected to mold its future citizens in order to facilitate and implement their administration and governance.

Originality/value

This paper explores the role of the Hong Kong Government in the initiation and implementation of civic education.

Abstract

Purpose

The purpose of this article is to critically examine two possible solutions to the lack of citizenship rights of children who lack documentation. Many industrialized countries must deal with undocumented children who have resided in the country most of their lives. In the USA, immigrants brought as children by their parents illegally are not eligible to receive financial help in most states for higher education, receive federal health care, or obtain driver's licenses. Even if they are qualified, they cannot legally work.

Design/methodology/approach

The article provides an in-depth analysis of the Dream Act and Deferred Action for Childhood Arrivals. The benefit of this study is to critically examine two possible solutions to the problem of undocumented children who have lived most of their lives in the USA.

Findings

The two solutions are analyzed in terms of broader conceptions of citizenship and human rights. Citizen rights are contested rights in the USA for undocumented immigrants and their children. It is found that theories of immigration and citizenship do not adequately explain the situation of undocumented childhood arrivals. After compulsory public education, undocumented students’ lives are at the mercy of state and federal administration policies. Citizenship theory is analyzed as it applies to undocumented immigrants brought as children to the USA.

Research limitations/implications

This paper is limited to undocumented children in the USA.

Practical implications

The results point to the need for universal policies that will ensure young adults will have the critical resources and associated rights.

Social implications

As Latinos become a large proportion of the US population, barriers to their continued education will impose significant economic and personal costs for individuals who have “identity without citizenship”.

Originality/value

This is among the first academic paper to link undocumented childhood arrivals in the USA, citizenship theory and public policy.

Abstract

Purpose

In China, it is the continuation of citizenship education in primary schools, which lays the foundation for citizenship education in senior high schools. So the authors have chosen citizenship education at the junior high schools stage in mainland China as the purpose of this paper is to provide answers to three research questions: (1) is ideological and moral education citizenship education at junior high schools in China? (2) What is the content of citizenship education at junior high schools in China? (3) What are the characteristics of citizenship education at junior high schools in China?

Design/methodology/approach

This paper adopts the methods of literature review and text analysis. Text analysis means that researchers must study from the surface to the depths of a text and grasp the profound meaning which cannot be found otherwise by general readers. Of course, there are many modes of text analysis. Here, we mainly adopt intertextuality and dialogue analysis modes to understand citizenship education and its characteristics from the Ideology and Morality textbooks. The analysis of the textbooks has been carried out from three perspectives (i.e. the concepts, contents and teaching methods of citizenship education), where the focus is on the analysis of the textbook content. Through literature review, this study presents a critique of the definitions, and of analogous and conflicting ideas, to provide answers to research questions RQ1 and RQ2. Because of the authority and representativeness of the Ideology and Morality textbooks in citizenship education studies at the relevant stage in mainland China, they are chosen and are subject to text analysis from three perspectives (i.e. the concept, content and teaching method of citizenship education), to answer RQ3. The paper’s argument is built on an appropriate base of theory and concepts.

Findings

Through a textual analysis of Ideology and Morality for junior high schools in China, we can report the following findings: First, the junior high school ideological and moral course is citizenship education with Chinese characteristics. Second, the contents of citizenship education in junior high schools in China include the identification of the Chinese state and nation, the enhancement of citizenship education based upon the unity of right and obligations, and the importance of the contents and requirements of such civic knowledge as a means for public consciousness education. Third, the methods involve classroom instruction and the participation in practical activities.

Originality/value

The Ideology and Morality course in junior high schools in China is representative of a citizenship education that has Chinese characteristics. The citizenship education at this stage is peculiar, but its construction is far from perfect. Besides, this special form of education is now facing challenges from burgeoning nationalism and globalization, which is creating pressure for the improvement of the theories of citizenship education presented in this period, the standardization of its content and the change of its methods of delivery. This paper sheds light on this issue to some extent.

Abstract

Purpose – Educating active citizens engaged in civic life is a critical goal of citizenship education. This study examines how citizenship education is practiced in three public high schools in the City of Ottawa, Canada, and how teachers through their instruction prepare their students for active citizenship.Design – This investigation draws on citizenship theories and an examination of citizenship pedagogy through observations of class instruction and interviews with teachers and students.Findings – The research shows that despite shared provincial guidelines, in practice, there are dramatic differences in the design and provision of citizenship instruction across classrooms, shaped largely by teachers’ understandings of what constitutes active citizenship. I detail three distinct understandings of active citizenship that are advanced through class instruction: the duty-based, the make-a-difference, and the politically oriented active citizenship.Value – The article discusses important implications that these differing understandings and pedagogical approaches have as they delineate different expectations and paths for youth citizenship participation in public life.

Abstract

Purpose

Public schools in a democracy should educate young people to develop the knowledge and dispositions of citizenship in order to foster a more inclusive society and ensure the continuation of the democratic republic. Conceptualizations of citizenship must be clearly framed in order to support civic engagement, in particular, civic engagement for social justice. Rarely do educational technology scholars or educators interrogate the International Society for Technology in Education definition of digital citizenship. Educational technologists should connect notions of civic engagement and conceptions of digital citizenship. Instead, the field continues to engage in research, policy and practice which disconnects these ideas. This suggests that a gap exists between educational technologists’ conceptualizations of citizenship and the larger implications of citizenship within a democracy. The paper aims to discuss this issue.

Design/methodology/approach

This paper uses a between-study analysis of the literature to answer: How does the field of educational technology discuss and research digital citizenship? The data were coded using constant comparative analysis. The study adopted a theoretical framework grounded in Westheimer and Kahne’s (2004) What Kind of Citizen, and Krutka and Carpenter’s (2016) digital approach to citizenship.

Findings

The findings suggest that educational technologists’ uncritical usage of the term digital citizenship limits the authors’ field’s ability to contribute to a fundamental purpose of public schooling in a democracy – to develop citizens. Further, it hampers imagining opportunities to use educational technology to develop pedagogies of engaged citizenship for social justice.

Originality/value

Reframing the conception of digital citizenship as active civic engagement for social justice pushes scholarship, and its attendant implications for practice, in a proactive direction aimed at dismantling oppression.

Abstract

Purpose

The authors advance a model theorizing how new ventures elicit citizenship behaviors to cultivate dynamic capabilities that help bolster survival in their nascent years of operations—a characteristically resource-scarce and turbulent context.

Design/methodology/approach

Drawing on and integrating research on citizenship behaviors with dynamic capabilities, the authors develop a theory that new ventures that are better able to evoke a combination of affiliative and challenging citizenship behaviors from their wider entrepreneurial team (i.e. internal, and external stakeholders) are more adept at mitigating the liabilities of smallness and newness. As these behaviors are spontaneous and not explicitly remunerated, new ventures become stronger at utilizing their limited resource base for remaining lean and agile. Further, key boundary conditions are theorized that the sociocultural norms the venture is embedded within serve to heighten/attenuate the degree to which entrepreneurs can effectively cultivate dynamic capabilities from their team's “extra mile” behaviors.

Findings

The propositions extend a rich body of research on citizenship behaviors into the new venture domain. As all new ventures face the challenge of overcoming liabilities of newness, models that help understand why some are more adept at overcoming this and why others fail, hold substantive practical utility.

Originality/value

This research is the first to unpack how citizenship behaviors manifest among an extended range of stakeholders traditionally overlooked in new venture teams research and the mechanism for how this links to venture survival.
