Abstract

Laboratories or “labs” outside science and technology have become increasingly popular in recent years. Their proliferation raises questions about what they have in common and the extent to which “lab” as a metaphor is still pertinent. We develop six criteria to assess these types of labs: (1) theoretical foundations; (2) experimentation; (3) collaboration; (4) boundaries; (5) governance; and (6) temporality. We identify a number of paradoxes in the operation of labs and explore their implications for research and practice.

Abstract

Purpose

The purpose of this paper is to describe how, from 2004‐2006, a New Zealand research team experimented with the “change laboratory” learning process to create a new method of government policy development and implementation, referred to as “practice‐making”. The apple industry in Hawke's Bay was chosen because of the level of tension among government agencies and small/medium‐sized firms in the industry, particularly around the scarcity of seasonal labour, amid growing concerns about the possible collapse of the industry.

Design/methodology/approach

The team stimulated a cycle of expansive learning among the network of activity systems in the industry. Laboratory participants were growers, labour contractors, pack house operators, quality controllers, horticultural consultants and government officials. The expansive learning cycle is a core concept in developmental work research (DWR) and cultural‐historical activity theory (CHAT).

Findings

Participants created a shared “object” for apple production and its government policy and regulation built around quality, making a substantive shift from adaptive learning to transformational learning, and creating a major redesign of the industry. Many of the new practices are now being implemented in the industry and government.

Practical implications

The CHAT/DWR approach seems particularly well suited for complex problem solving in any network where there are intractable systems contradictions and a strong desire among participants to make real change.

Originality/value

It is understood that this is the first time a change laboratory process has been used for government “practice‐making” with industry, in contrast with traditional policy development and implementation that frequently does not address systemic problems.

Abstract

Purpose

The purpose of this paper is to research a critical transition from individually‐experienced double binds to collaborative change. To this end an early phase of a change process in a central surgical unit is studied in detail.

Design/methodology/approach

The study uses an interventionist and ethnographic methodology to research the shift from individual to collective during organizational change. Organizational change is studied as a resolution of evolving contradictions. In this early phase, contradictions can emerge as individually‐experienced double binds and crisis.

Findings

The findings of the study describe a transition in which individually‐experienced double binds and crisis become a driving force for organizational change. The dissolution of contradictions as double binds and crisis is strongly connected to emotions. When emotions are unveiled and collectively worked out, they become shared and can be understood critically. A change process is usually conceptualized as proceeding through sequential phases. This study demonstrates, however, that some phases can emerge almost coincidently in organizational change. Researchers can accelerate change with interventionist and ethnographic methodology.

Research limitations/implications

A challenge for change management is how to manage contradictions and emotions to enable change to happen. Emotions have an important role in change processes, which is also a challenge for further research.

Originality/value

An alternative and complementary approach to studying the process of change as a transition from the individual experience of contradictions to collaboratively created change is introduced in the paper.

Abstract

Purpose

The aim of this study is to determine the effect of the application of the lean methodoloy in the pathology laboratory and to evaluate the results on the turnaround time.

Design/methodology/approach

This study was a prospective intervention study formed of the three stages of pre-intervention, determination of problem areas and the application of lean techniques and quality improvement. The study was conducted between February 2019 and August 2020. In the first stage, research was made through interviews, observations, questionnaires and seminars; in the second stage, observations, brain-storming, process flowcharts and fishbone diagram were used; and in the third stage, Kaizen, A3 method and spaghetti diagram were applied.

Findings

Following the application of lean techniques, turnaround time in the pathology laboratory was decreased, and the changes made in the working methods and placement of the units in the laboratory were found to have prevented unnecessary steps. The lean method was also determined to have had positive effects on the workplace satisfaction of the laboratory employees and of the physicians working with the laboratory.

Originality/value

The results showed that applying lean techniques could reduce waste and increase participation in processes. This article demonstrates its originality and relevance by proving that the lean techniques can be applied in the hospital laboratory. Actions to improve turnaround time are also crucial for the efficient use of resources.

Abstract

The origin and nature of meaningful, persistent firm-specific differences is a central issue in the study of business strategy. I investigate in this paper the role of characteristics physically external to firms, but embodied in their local geographic areas, in driving differences in firms’ organizing strategies. Specifically, I examine the extent to which location-specific characteristics affect the organization of pharmaceutical firms’ research laboratories bringing both qualitative and quantitative evidence to bear on this issue. Analyses of the histories of several late 19th century drug makers suggest that differences in local institutions, labor markets, and demand structures played important roles in affecting case firms’ strategic evolution. For example, while Mulford (Philadelphia PA) exploited the strength of nearby universities and the city’s public health system in organizing around leading-edge capabilities in bacteriology, Sterling (Wheeling WV) found that its local environment rewarded investments in marketing and distribution. Panel data analysis on a sample of firms from the late 20th century provides complementary evidence, demonstrating that the scientific orientation of modern drug discovery laboratories is positively and significantly correlated with measures of the strength of the local scientific and technical base. Together, these analyses suggest that location-specific characteristics may be important in driving firm heterogeneity and, ultimately, competitive advantage.

Abstract

The use and limitations of variable costs in predicting the financial effects of changing workloads in clinical chemistry are illustrated and discussed. The study identified the 10 tests with the highest annual variable expenditure in clinical chemistry laboratories of a district general hos‐pital and a teaching hospital. Six tests were common to both laboratories. The differences were due to the demands of specialised depart‐ments on the laboratory in the teaching hospital. In the laboratories studied, a very small group of commonly requested inexpensive tests (blood gases, plasma glucose, creatinine, urea, sodium and potassium) accounted for a large proportion (36–54 per cent) of the variable expenditure. Establishing glucose, the test with the highest variable expenditure, as a discretionary test in the district general hospital decreased the total number of tests by 6.9 per cent but revenue expenditure fell by only 1 per cent. However, efforts to save money by reducing workload would be most productive if directed at tests with a high variable expenditure.

Abstract

The technology of so‐called new public management (NPM) in the UK encompasses a broad range of approaches to the reform of public services based loosely around notions of downsizing the State, cost‐cutting, marketisation, competition and emphasis on the reform of accounting within the Government. NPM has been utilised in the reform of the old public sector science and technology laboratories. This paper sets out the reasons why the provision of science and technology services may be a discrete area of public service, not necessarily amenable to NPM. It then charts the development of policy and practice in this area, using actual examples of agencification and privatisation. Finally it offers a tentative evaluation of the manifestations of NPM in this area concentrating on ownership, control and accountability; markets and customers; and financial costs and rewards.

Abstract

The authors link High-Involvement Work Systems (HIWS) with social network research both theoretically and methodologically by conceiving of these work systems as networks and by using network methods to better understand and evaluate these arrangements. Their approach is to integrate the institutional perspective of industrial relations with the analytical methodology of social network analysis. They use a longitudinal data set collected before and after the introduction of an HIWS in a pharmaceutical company to measure the impact on patterns of employee communication as well as communication between the union and management. Improvements were found in customer satisfaction, and positive effects were seen in the pattern and structure of organizational communication with an increase in the density of lateral and vertical interdepartmental communication, and a decrease in hierarchy. These results were confirmed using survey data on employee perceptions of particular types of communication and interviews with employees at various levels of authority.

Abstract

Purpose

This study aims to depict how a change laboratory (CL) promotes sustainable professional practice at the workplace to tackle unequal access to educational success.

Design/methodology/approach

The empirical findings are from a CL focusing on school professionals’ agency and a follow-up study one year after the CL.

Findings

The study shows how the staff gained insight that professional agency is a collective and relational practice. Furthermore, the staff explored how to make a difference with viable means to create new workplace models for students’ success despite experiencing a conundrum.

Research limitations/implications

This study examined participants’ perspectives in workplace change and provided support for further research examining how professionally and collectively designed models gain sustainability in schools.

Practical implications

This study provides empirical data of how professional agency for change driven by collective visions can be accelerated with the interventionist method CL among school professionals.

Social implications

This study emphasizes the value of professional collective learning at the workplace, driven by several professional groups in school, and the need to follow up to detect sustainable change.

Originality/value

Three events of significance to this country took place in 1899 – the British Food Journal was launched, Australia retained the Ashes, and the Boer War hostilities commenced. If challenged on the order of their importance, cricketers and Empire‐builders may be excused their preference. However, looking at it purely from the standpoint of pro bono publico, the dispassionate observer must surely opt for the birth of a certain publication as being ultimately the most beneficial of the three.
