Abstract

Purpose

European justice systems are facing a dramatic performance crisis due to the frequent inability to resolve cases without incurring unreasonable delays and backlogs. In this framework, the Italian Judicial system places itself well below the European countries average, in terms of speed of resolution of administrative, civil and criminal trials. The purpose of the paper was to (1) identify factors affecting Italian judicial system efficiency and (2) identify potential actions to manage them, improving judicial system efficiency.

Design/methodology/approach

In order to achieve the aims of this paper, a systematic review to map all critical factors discussed in previous studies was performed. Studies were extracted from Google Scholar, Web of Science and SSRN databases. In total, 22 studies were included.

Findings

The identified factors of inefficiency of the Italian judicial system have been divided into three macro-classes depending on whether they concern human resource management, the judicial process or whether they pertain to internal or external outside the judicial organization. For each of these, possible strategies have been developed in a new conceptual framework.

Originality/value

The framework seeks to assist policymakers in forming policy measures that can significantly increase court effectiveness. This is the first attempt to review and map all factors affecting judicial system efficiency systematically, providing a new conceptual framework to manage them.

Abstract

Purpose

At present, there is no reference to Attention Autism (AA) as a framework and therapeutic tool with autistic children in occupational therapy (OT) literature. By way of introducing AA as a potential intervention to the OT community, this study aims to investigate the extent to which participation in a two-day AA training could contribute to increasing confidence and inspire changes in practice for Irish occupational therapists (OTs) supporting autistic children.

Design/methodology/approach

A pilot study design with mixed qualitative and quantitative methods was used to evaluate the impact of a two-day AA training on six OTs. The OTs support autistic children throughout Ireland across public, private and voluntary sectors. They completed brief, non-standardised questionnaires 2 weeks before the training (Time 1) and again 12 weeks post (Time 2) training session. At Time 2, additional exploratory questions were answered by OTs regarding their use of AA in practice.

Findings

This explorative study’s quantitative findings presented percentage change increases within three areas of confidence for all OTs. These include establishing attention, motivating and developing functional skill goals with autistic children. One of the participants did not score any change in confidence in a fourth area, building rapport, however, the five other participants scored percentage change increases. Qualitative data provided by participants showed that they were implementing AA in practice since attending the training. Five of the participants reported positive experiences of using AA and one participant reported the programme was not suitable for her caseload because of their level of understanding and need.

Research limitations/implications

This was a small, exploratory, practice-based study. As this is the first study exploring this area of practice for OTs, to the best of the authors’ knowledge, there were no standardised methods of assessment available, therefore a self-designed survey was used by the author which had a limited number of open-ended questions and four Likert scale questions. This study was also limited in that there was one main researcher who also delivered the two-day AA training. The sample data set was small which resulted in the limitation of the choice of methods used to analyse the quantitative data. Percentage changes were used as the only available and reliable method for a small data set.

Originality/value

Findings of this study, despite their preliminary nature, indicate that AA training may be a useful professional development consideration for OTs who provide a service for autistic children. Further AA research in OT is required including larger and more rigorous studies. An alternative training option of The Curiosity Programme may be considered for OTs supporting children who may not yet be ready to participate in AA.

Abstract

In the current chapter, we discuss the shape and contours of the field of probation in Romania as they appear in scientific literature and mass media, focusing on the concerns academics and professionals have voiced about Romanian probation. We analyse the timeframe from 2014 to 2021, after the introduction of the country’s New Penal Code (NPC). We structure our argument as follows. The chapter begins with a short incursion into the historiography of probation as a field in Romania. The focus, however, is on the adoption of a NPC in 2014, as this was a significant moment that led to changes for both probation workers and probationers. While we present the first 25 years since probation was instituted in Romania in 1997 as a period of experiments, trials and errors, we aim to highlight the development and consolidation that occurred in the period after 2014 (see Durnescu 2008, 2015; Preda, 2015a, 2017; Sandu, 2016). The NPC was intended to bring forward a reconfiguration of the probation system in Romania (Preda, 2015b). Beyond the promise of the NPC, the 2014–2021 period is one where probation edges into the public sphere via extensive media coverage, including the considerable number of probationers or a string of protests by probation counsellors who felt overworked and overwhelmed. We continue the chapter by analysing the composition and the dynamics of the probation population, always looking beyond the mere numbers to other analytic markers (i.e. numbers of obligations and lengths of the probation period). We conclude the chapter by arguing that our discussion of the ‘weight’ of supervision adds to the current understanding of mass supervision by looking at the aggregated impact that different social, political, penal and cultural factors have on probation practice. In other words, large caseloads, limited human resources, precarious material conditions and negative organisational cultures are likely to generate supervision experiences that can be better interpreted by looking and thinking beyond numbers.

Abstract

Purpose

This paper aims to outline the initial pilot use of the client complexity matrix (CCM), an outcome measure developed for an NHS Adult Intellectual Disabilities Intensive Support Team (IST) in the West Midlands of England.

Design/methodology/approach

A mixed method approach was used to report the results and evaluate the use of the CCM within this IST. The CCM was trialled for six months between January 2022 and June 2022. CCM scores pre and post IST intervention were analysed via t-test, and qualitative feedback from clinicians is detailed.

Findings

Analysis suggests the CCM captures service success showing a significant decrease in complexity and risk post-intervention. Qualitative comments from clinicians were generally positive; however, there were requested changes regarding specific presentations, use of labels/language and for a digital version.

Research limitations/implications

The tool is not co-constructed with the client. Because of this IST’s caseload, the sample size was small. Only one clinician was asked to complete the CCM pre and post intervention. Future use of the measure will encourage two clinicians to complete the measure to evidence its inter-rater reliability. Each client’s specific presentation was not explicitly analysed here.

Practical implications

The CCM will be updated using the feedback from clinicians and from the peer review process. Research that examines the generalisability of this measure to other IST services would be beneficial.

Originality/value

The CCM appears to fill a gap in outcome measurements for this IST service which looks at breadth and depth of client complexity and risk.

Abstract

Purpose

This study aims to explore which outcome measures are used by occupational therapy staff in adult social care settings in the UK, and the factors affecting use of outcome measures.

Design/methodology/approach

A quantitative descriptive research design was used, using a cross-sectional study to explore occupational therapy staff views on the use of outcome measures. A 38-question survey was developed on Microsoft Forms. Recruitment occurred online over a three-week period in 2021 via the social media platform “Twitter”. Results were analysed using Excel using descriptive statistics and qualitative results used thematic analysis.

Findings

Participants (n = 20) used a range of outcome measures (13) in adult social care settings in the previous 12 months. Standardised measures were used by half the sample in the previous 12 months. The Therapy Outcome Measure and Barthel Index were in most use. The breadth of adult social care practice and practical factors such as caseload and lack of a meaningful tool were found to be barriers to outcome measure use. Facilitators included service improvement, accountability, use of audit and professional occupational therapy leadership.

Research limitations/implications

The overall use of outcome measures can be considered low in this setting, with manager support seen to be key to the use of outcome measures. Further research is needed to investigate nationwide use.

Practical implications

Training, time and manager support are key to use of standardised tests and outcome measures in the adult social care settings. The use of occupational performance measures should be considered to demonstrate unique professional impact.

Originality/value

This contemporary study reveals use of outcome measures within occupational therapy adult social care services in the UK, which is an under researched and under published area.

Abstract

It is well-known and documented that despite a plethora of efforts by institutions to broaden participation in engineering, the representation, retention, and degree completion of Black males in engineering continues to lag. Coupled with a lack of representation, there is also a dearth of research that has sought to understand the experiences of Black males in engineering. In this chapter, through the lens of Hildegard Peplau's (1991) interpersonal relations theory, we sought to explore the experiences of nine undergraduate Black male engineering majors with academic advisors. Academic advisors are strategically positioned in higher education settings as guides to help students navigate college culture, policies, and procedures. Using thematic analysis, three salient themes emerged: “spots are limited,” building their own “advising team,” and prescriptive perceptions. As institutions imagine routes for broadening participation in engineering, they might also consider how they support advisors and encourage relationship development between students and advisors.

Abstract

Purpose

The growing number of people with multiple problems in different areas of life means that cross-domain interprofessional collaboration is becoming increasingly important. This study aims to focus on interprofessional collaboration between professionals from social work and financial and employment service organizations in The Netherlands. This type of cross-domain collaboration is still mostly superficial, and limited empirical knowledge is available about its beneficial factors.

Design/methodology/approach

The interprofessional collaboration model of Mulvale et al. (2016) was used as theoretical background for the research methodology and to reflect on the findings of our study. Data was collected through a qualitative study among professionals (N = 18) from social work and financial and employment service organizations in three different Dutch municipalities.

Findings

Similar team-level collaboration mechanisms of Mulvale et al.’s (2016) model were seen within this study. Joint client meetings were very beneficial for the interprofessional collaboration. Further beneficial factors include the decision-making process, team vision, client as an equal member, open communication and the appointment of a coordinator.

Research limitations/implications

Further special attention is needed to determine how best to allocate co-ordinating tasks, and how organizational and policy contexts affect the functioning of interprofessional collaborative teams.

Originality/value

This study offers an empirical view on a cross-domain collaboration between social work and financial and employment service organizations, by using Mulvale et al.’s (2016) model. In addition, this study also offers special attention to the role of the client in interprofessional collaborative teams.

Abstract

Purpose

In 2016, the oversight body for policing in England and Wales reported a national shortage of 5,000 qualified detectives and other investigators. Commissioned by the National Police Chiefs Council, this research critically assessed initiatives taken by the Police Service of England and Wales since that time to remedy that shortfall. The purpose of this study is to answer the question, “To what extent can fast-track investigator recruitment and training schemes enhance the PSEW’s investigative capacity and capability?”

Design/methodology/approach

Between 2019 and 2020, the authors examined four cases in England and Wales. Three were novel fast-track programmes for new joiners. The fourth was an investigator resilience programme. This study was qualitative and interpretive in nature. The authors carried out systematic reviews of the literature on investigative policy and detective work. The authors reviewed internal evaluations completed by Forces A, B and C. The authors interviewed respondents (n = 82) and supplemented the interview data with survey data (n = 45; N = 127); the authors analysed the data thematically and reviewed the findings in the context of systems theory and social identity theory.

Findings

The major themes identified by the analysis presented in this study were marketing and recruitment, attrition and progression, acceptance of the trainees, training and trainees’ welfare and well-being. The programmes were not as successful as they might have been because of systems failures. Principally, ineffective coordination of the programmes with other elements of the forces on which their success also relied (such as training, human resources and detective, departments). A critical limiting factor was the lack of experienced, skilled detectives able to train, support and mentor the trainees.

Practical implications

This paper provides empirical evidence of the efficacy of a whole systems approach to organisational change. This study evidences the crisis in police investigative practice that limits the service that the police can provide to victims and communities and ultimately threatens police legitimacy. This study provides insights from police practitioners into detective work in the modern era and highlights areas where improvement is necessary. The research on which this study is based was commissioned by the National Police Chiefs Council. Thus, there is institutional buy in to its findings.

Originality/value

With its roots firmly in empiricism, this paper presents the first scholarly evaluation of the police's attempts to make up a massive shortfall in investigators. To the best of the authors’ knowledge, this paper presents the first attempt to explain the challenges the police faced in this context, thematically. This study’s focus on systems and on human behaviour is intended to inform a wide audience beyond British policing.

Abstract

Purpose

The aim of this study is to empirically explore and analyze the concrete tasks of output measurement and the inherent challenges related to these tasks in a traditional and autonomous professional public work setting – the judicial system.

Design/methodology/approach

The analysis of the tasks is based on a categorization of general performance measurement motives (control-motivate-learn) and main stakeholder levels (society-organization-professionals). The analysis is exploratory and conducted as an empirical content analysis on materials and reports produced in two performance improvement projects conducted in European justice organizations.

Findings

The identified main tasks in the different categories are related to managing resources, controlling performance deviations, and encouraging improvement and development of performance. Based on the results, key improvement areas connected to output measurement in professional public organizations are connected to the improvement of objectivity and fairness in budgeting and work allocation practices, improvement of output measures' versatility and informativeness to highlight motivational and learning purposes, improvement of professional self-management in setting output targets and producing outputs, as well as improvement of organizational learning from the output measurement.

Practical implications

The paper presents empirically founded practical examples of challenges and improvement opportunities related to the tasks of output measurement in professional public organization.

Originality/value

This paper fulfils an identified need to study how general performance management motives realize as concrete tasks of output measurement in justice organizations.
