Reports on a research project aimed at making precise formulations of the characteristics of organisational structure, and that the fieldwork involved heavy interviews at 52 corporate bodies in the UK city of Birmingham. States the present research programme has been concerned with the problems of such measurements of precise formulations and development of measuring scales, with which to assess differences quantitatively. Concludes that further work is necessary to widen the range of variables to which marketing organisations can be related – in order to explore the salient features of the context of the marketing specialism.

Abstract

Purpose

Most households in Sub-Saharan African cannot afford adequate housing. Most often, their pension benefits are also meagre, usually resulting from low contribution levels and mismanagement. Coupled with low life expectancies, most would not live to enjoy the benefits of pensions, thus validating the need to utilize their hitherto deferred pension benefits for immediate housing investment and consumption.

Design/methodology/approach

Quantitative research methodology via the present value technique was used in valuing pension benefits to demonstrate the potential of pension schemes as savings mobilization mechanisms for long-term pension-backed housing financing in Ghana.

Findings

Policy wise, the paper provides some evidence to support proposals for the development of pension-backed housing finance systems in Ghana with lessons for Sub-Saharan Africa. The authors demonstrate that the Tier 2 defined contribution mandatory occupational pension scheme could serve the purpose of a savings mobilization mechanism for long-term housing financing. The authors observe that by increasing the Tier 2 contribution rate to 30 per cent, the majority of the sample, mainly of the middle-income class, could accumulate between US$11,000 and US$17,000 over their working life. At the same rate, between US$5,783 and US$9,550 could have been raised as savings between 2010 (when implementation began) and 2014. This could form a substantial equity contribution in a mortgage investment and or borrowed on a housing microfinance basis.

Originality/value

The paper contributes to the ongoing debate on the need to develop alternate savings mechanisms and collateral assets using pension assets, other than property, for mortgage financing. The proposals made are aimed at influencing policy by way of advocating for the use of latent pension equity to improve the housing conditions of members while they are alive, and also to suggest pension-backed housing financing as an alternative investment option. A comprehensive study would be required to settle issues of scalability, pricing and model design.

Abstract

Purpose

Obsolescence is a decline or loss of utility of an object, building or product. Different types of building obsolescence decrease buildings’ utility and shorten their service life. The purpose of this paper is identification of building obsolescence types and the relevant factors that affect buildings to become obsolete. It is also intended to categorise building obsolescence types to provide a contribution towards increasing building service life and delivering sustainability.

Design/methodology/approach

A systematic literature review is applied to conduct this research. It follows five steps: (1) formulating the research question; (2) locating studies; (3) selecting and evaluating relevant studies; (4) analysing the findings; (5) reporting and making use of the results.

Findings

Via this study, it is revealed that there are 33 types of building obsolescence. They are clustered in 10 categories regarding their conceptual and causing aspects and are presented based on their recurrence in the literature. According to the findings, economic obsolescence (including economic, financial and market obsolescence types) and functional obsolescence (including functional, use and utility obsolescence types) are the most remarkable categories.

Originality/value

Investigating the literature makes it clear that building obsolescence types have been studied intermittently with infrequent profound exploration of the relationship between them. This paper presents a comprehensive identification of building obsolescence types and introduces obsolescence categories that classify connected obsolescence types. It is a new framework for further studies on building obsolescence to find more effective prevention strategies to mitigate social, economic and environmental consequences of building obsolescence.

Abstract

Purpose

This study aims to evaluate the effectiveness of national and international R&D support programmes on firms’ technology scouting, defined as firms’ use of external knowledge sources.

Design/methodology/approach

Drawing on a unique data set on R&D support programmes for small and medium-sized enterprises (SMEs) operating in both manufacturing and service sectors across 28 European countries, this study reports treatment effects estimated by the copula-based endogenous switching model, which takes into account unobserved firm heterogeneity.

Findings

Empirical results indicate that R&D support programmes have heterogeneous effects on technology scouting. In particular, a crowding-out effect arises in the case of informal sources of external knowledge, whereas additional effects are reported for formal, strategic sources.

Practical implications

For informal sources of external knowledge, a random distribution of R&D measures would have a substantially larger effect rather than using current selection criteria.

Originality/value

To the best of the authors’ knowledge, this is the first study to explore the policy effects on technology scouting applying a copula-based endogenous switching model. Most cross-sectional empirical studies use matching estimators, although their main disadvantage is the selection on observables.

Abstract

Since 1980, property cycles have emerged emphatically as a phenomenon of urban development in both developed and developing countries. Among the many things which need to be explained is the continuing high levels of financial investment in property sectors, even well past the time when supply exceeds demand and vacancy rates continue to grow. Various intellectuals have put forward new theories and some situational explanations of the periodic over‐capitalisation in property. The economic adversities are not confined to the property and finance sectors. They extend into the socio‐economic performance of national economies, and in some cases they have international linkages and impacts. Gives exposition and evaluation relating to cyclicity in the USA, the UK, Japan, and some developing countries in Asia. The aim is mainly centred on explanation and theory, extending earlier published work in the authors’ research programmes in property cycles, urban development, and experience in both developing and developed countries. The economic, social, and political significance of property cycles is enormous.

Abstract

Purpose

Little is known about how subsidies enhance both collaborative and opportunistic behaviours within subsidized industry–university partnerships, and how partners' behaviours influence the intellectual capital dynamics within subsidized industry–university. Based on these theoretical foundations, this study expects to understand intellectual capital’s (IC's) contribution as a dynamic or systemic process (inputs?outputs?outcomes) within subsided university–industry partnerships. Especially to contribute to these ongoing academic debates, this paper analyses how collaborative and opportunistic behaviours within industry–university partnerships influence the intellectual capital dynamics (inputs, outputs and outcomes) of the subsidized projects.

Design/methodology/approach

By combining two sources of information about 683 Mexican subsidized industry–university partnerships from 2009 to 2016, this study adopted the structural equation modelling (SEM) to analyse the effect of collaborative vs opportunistic behaviours in intellectual capital dynamics within subsidized projects.

Findings

Our results show three tendencies about the bright/dark side of subsidies within the Mexican industry–university partnerships. The first tendency shows how collaborative behaviours positively influence intellectual capital dynamics within subsidized industry–university partnerships. The second tendency shows how opportunistic behaviours influence intellectual capital impacts (performance) and return to society (job creation). The third tendency shows how initial inputs of subsidized projects generate some expected socio-economic returns that pursued the subsidies (mediation effect of intellectual capital outputs).

Research limitations/implications

This research has three limitations that provide a future research agenda. The main limitations were associated with our sources of information. The first limitation, we did not match subsidized partnerships (focus group) and non-subsidized partnerships (control group). A qualitative analysis should help understand the effect of subsidies on intellectual capital and partnerships' behaviours. The second limitation, our measures of collaborative/opportunistic behaviours as well as intellectual capital dynamics should be improved by balancing traditional and new metrics in future research. The third limitation is that in emerging economies, the quality of institutions could influence the submission/selection of subsidies and generate negative externalities. Future research should control by geographical dispersion and co-location of subsidies.

Practical implications

For enterprise managers, this study offers insights into IC dynamics and behaviours within subsidized industry–university partnerships. The bright side of collaboration behaviours is related to IC's positive impacts on performance and socio-economic returns. The dark side is the IC appropriation behind opportunistic behaviours. Enterprise managers should recognize the relevance of IC management to capture value and reduce costs associated with opportunistic behaviours. For the university community, this study offers potential trends adopted by industry–university partnerships to reinforce universities' innovative transformation processes. Specifically, these trends are related to the legitimization of the university's role in society and contribution to regional development through industry–university partnerships' outcomes. Therefore, university managers should recognize the IC benefits/challenges behind industry–university partnerships.

Social implications

For policymakers, the study indirectly shows the role of subsidies for generating/reinforcing intellectual capital outcomes within subsidized industry–university partnerships. The bright side allows evaluating the cost-benefit of this government intervention and the returns to priority industries. The dark side allows for understanding the need for implementing mechanisms to control opportunistic behaviours within subsidized partnerships. Accordingly, policymakers should understand the IC opportunity-costs related to industry–university partnerships for achieving the subsidies' aims.

Originality/value

This study contributes to three ongoing academic debates in innovation and management fields. The first debate about how intellectual capital dynamic is stimulated and transferred through the collaborative behaviour within industry–university partnerships in emerging economies. The second debate is about the “dark side” of partnerships stimulated by public programmes in emerging economies. The third debate is about the effectiveness of subsidies on intellectual capital activities/outcomes.

Abstract

Purpose

The purpose of this paper is to examine the role of the University of New South Wales (UNSW) in the establishment of the Faculty of Military Studies (FMS) at the Royal Military College (RMC) at Duntroon between 1965 and 1968. And, in so doing, detail the academic culture and structure of the FMS at its inception in 1968.

Design/methodology/approach

Given the small body of literature on the subject, the chronology of events was developed primarily through archival research and interview transcripts, supplemented by correspondence and formal interviews with former academic staff of the FMS (UNSW HREAP A-12-44).

Findings

This paper reveals the motivations for, issues encountered, and means by which UNSW’s administration under Sir Philip Baxter were willing and able to work with the Army to establish the FMS. In so doing, it reveals the FMS as a “compromise institution” in which the role of UNSW and the academic staff was to deliver a professional education subordinate to the imperatives of the RMC’s socialization and military training regime.

Research limitations/implications

Primary materials were restricted to archived documentation comprised of correspondence and meeting minutes as well as a limited group of witnesses – both willing and able – to provide insight into UNSW and RMC in the mid-1960s.

Originality/value

This paper presents an original account of the establishment of the FMS and the role of Sir Philip Baxter and the UNSW administration in pioneering the institutional forbearer of the Australian Defence Force Academy.
