Abstract

In North America, the profession known as ‘research management’ elsewhere across the globe, is often known as ‘research administration’ and encompasses the activities and work associated with developing, administering, accounting for and complying with sponsor requirements, guidelines, procedures, and laws relating to externally funded projects. In the United States and Canada, the expansion of respective federal government agencies and programmes was the major factor for the need and growth of the research administration profession. Initially, administrative and business staff often administered research funding, however over the decades, a fully-fledged profession has evolved with distinct specialisations. Both the United States and Canada now have maturing professions and professional societies to organise and advance research administration. This chapter outlines the chronological origins, growth, and professionalisation of research administration in North America, with a focus on the United States and Canada. Mexico has not yet evolved a formalised research administration infrastructure.

Abstract

Purpose

Innovation is the fundamental driving force for the long-term sustainable development of an economy. After four decades of rapid economic growth, China is facing crises related to a demographic structure of “aging before getting rich,” industrial overcapacity of low-end products and environmental and resources constraints. This paper aims to discuss these issues.

Design/methodology/approach

Based on logical analysis and recapitulation of previous empirical research, this study presents the conclusion.

Findings

Scientific and technological innovation, as strategic support to improve social productivity and overall national strength, must be placed at the center of the country’s overall development.

Originality/value

The development model that preys upon cheap resources for extensive growth is unsustainable. Thus, the country needs an urgent strategic switch to drive its economic growth through research and development innovation and original technological advancement.

Abstract

The development of Research Management and Administration (RMA) in Europe is strongly connected with the development of the Science and Technology (S&T) policy of the European Union (EU). These policies were the result of a continuous debate between the member states and the European Commission and European Parliament.

Although there is no data on the early development of RMA, there are some publications on the history of the development of the S&T policy in Europe: the excellent publication ‘A History of European Union Research Policy’ by Luca Guzzetti (Guzzetti, 1995). Guzzetti’s book investigates the history of EU research policies from 1948 up to the preparation of the Fourth Framework Programme (FP) (1994–1998).

The RMA aspects are constructed mainly by oral history complemented with some written sources. The history shows a gradual development of the profession unevenly spread in time and European geography. This has mainly with the EU enlargement in the same period, when new member states were connected to the FP. The profession started with a few colleagues’ way back in the eighties of the last century as financial people were dealing with the first European financial reporting up to the present day where RMA is becoming a field of work attracting many new colleagues.

Abstract

I historically compare changes in institutional frameworks creating academic positions linked to temporary employment by analyzing university employment statistics in Chile, Colombia, Germany, and the USA. I find that temporary academic positions were institutionalized through the creation of previously inexistent academic categories called a contrata in Chile, de cátedra in Colombia, “junior professor” without tenure in Germany and “postdoc” in the USA; used in higher education and employment laws since 1989, 1992, 2002, and 1974, respectively. Under institutional frameworks demanding the maximization of students and research, universities have increasingly contracted academics through temporary contracts under rationales that differ between regions. In Colombia and Chile, public university leaders and owners of private universities contract such teaching positions to expand student numbers through lowering costs. In Germany and the USA, employment insecurity is mostly driven by temporary scientific positions under a main rationale of scientific expansion. The share of temporary positions has increased exponentially in Colombia and Germany in recent decades, whereas in the USA there has only been an increase since 2012. Moreover, in Chile, the share of permanent positions has decreased since 2012. The common trend is one of isomorphism of vertical academic structures sharing a pyramidal form, with a wide base of academics working under conditions of contractual insecurity. Such trends follow a rationale for maximization of student numbers as well as administration, and scientific production that is in tension with prioritizing wellbeing and improvement of academics’ working conditions. Yet, in these environments, the institution of tenure in the USA and recent Chilean regulations on accreditation represent mechanisms counteracting precarious employment.

Abstract

Purpose

This paper aims to research how technology transfer occurs, based on the Schumpeterian approach to innovation trilogy focusing on the interaction between the university and the company.

Design/methodology/approach

The methodology used for this study was the analysis of two cases with an exploratory and qualitative approach. The case study subjects were two Brazilian universities: University of Campinas (UNICAMP) and University of Vale do Rio dos Sinos (UNISINOS). Semi-structured interviews were used as the data collection technique, whereas content analysis was used as the analysis technique.

Findings

The main results showed the need of companies and universities to understand that working in collaborative technology research contributes to the transformation of applied research into technological innovations that can transform society.

Research limitations/implications

The research’s limitations were the unfeasibility of studying the government helix, the lack of clear and established processes within universities so that a comparison between the cases would be possible and the lack of access to technology contracts, as they are considered confidential. In addition, the use of two cases is considered a limitation, as it is not possible to generalize the conclusions pointed out by the study.

Originality/value

With this research, the authors were able to conclude that the university–industry interaction process has been improving, but it still needs to advance in organizational aspects. Some of the aspects to be considered are the adjustments for the institutions’ internal policies, the existing negotiations, the researchers’ behavior regarding the dissemination of the innovation culture and the performance of the technological innovation centers, which gradually are being trained to work in the market as well as in the university. It is necessary that primarily companies and universities understand that they must join efforts in collaborative technological research, so that the financial resources invested are not only accepted as published articles in qualified journals but also turn into technological innovations accepted by the market. All this investment must return as new products, services and technologies that generate local, regional, national and even international impact, implementing new types of businesses and new markets and yielding an economic impact in the country, thus generating innovation and social well-being.

Abstract

Purpose

The purpose of this paper is to show how the documentation movement associated with the utopian thinkers Paul Otlet and Henri La Fontaine relied on patent offices as well as the documents most closely associated with this institutional setting – the patents themselves – as central to the formation of the document category. The main argument is that patents not only were subjected to and helped construct, but also in fact engineered the development of technoscientific order during 1895–1937.

Design/methodology/approach

The paper draws on an interdisciplinary approach to intellectual property, document theory and insights from media archeology. Focused on the historical period 1895–1937, this study allows for an analysis that encapsulates and accounts for change in a number of comparative areas, moving from bibliography to documentation and from scientific to technoscientific order. Primary sources include Paul Otlet’s own writings, relevant contemporary sources from the French documentation movement and the Congrès Mondial de la documentation universelle in 1937.

Findings

By understanding patent offices and patents as main drivers behind those processes of sorting and classification that constitute technoscientific order, this explorative paper provides a new analytical framework for the study of intellectual property in relation to the history of information and documentation. It argues that the idea of the document may serve to rethink the role of the patent in technoscience, offering suggestions for new and underexplored venues of research in the nexus of several overlapping research fields, from law to information studies.

Originality/value

Debates over the legitimacy and rationale of intellectual property have raged for many years without signs of abating. Universities, research centers, policy makers, editors and scholars, research funders, governments, libraries and archives all have things to say on the legitimacy of the patent system, its relation to innovation and the appropriate role of intellectual property in research and science, milieus that are of central importance in the knowledge-based economy. The value of this paper lies in proposing a new way to approach patents that could show a way out of the current analytical gridlock of either/or that for many years has earmarked the “openness-enclosure” dichotomy. The combination of intellectual property scholarship and documentation theory provides important new insight into the historical networks and processes by which patents and documents have consolidated and converged during the twentieth century.

Abstract

Purpose

Since 2015, China has made efforts to reform its intellectual property rights (IPR) system to better protect and stimulate innovation. These reforms are a result of the demand for more stringent intellectual property (IP) protection from China’s domestic, innovative industries and a measure to ease the pressure exerted by its foreign trading partners, particularly against the background of the US-China trade dispute that started at the beginning of 2018. This paper summarizes these reforms and their implications.

Design/methodology/approach

This paper combines a variety of sources, including academic articles, government websites, news reports, industry surveys and expert opinions, to offer insights in China’s IPR system and its recent reforms.

Findings

This paper summarizes and discusses (1) the state’s law amendments, including the 2015 amendment of the “Law on Promoting the Transformation of Scientific and Technological Achievements”, the second amendment of the “Anti-Unfair Competition Law” with regard to trade secret protection, the fourth amendment of the “Patent Law”, and the legislations and regulations addressing the criticisms of the US administration over China’s so-called “forced” technology transfer policies; (2) the establishment of the specialized IP courts and tribunals since 2014; (3) the restructuring of the State IP Office; and (4) the issuing of an “Outline for Building an IPR Powerhouse (2021–2035)”.

Originality/value

This paper highlights China’s efforts to make its IPR system stronger and more just. It also discusses international observers’ reactions and pinpoints specific areas for further improvement.

Abstract

Purpose

In this article, the ideas and methods behind the “patent-paper citation” are scrutinised by following the intellectual and technical development of approaches and ideas in early work on patentometrics. The aim is to study how references from patents to papers came to play a crucial role in establishing a link between science and technology.

Design/methodology/approach

The study comprises a conceptual history of the “patent paper citation” and its emergence as an important indicator of science and technology interaction. By tracing key references in the field, it analyses the overarching frameworks and ideas, the conceptual “hinterland”, in which the approach of studying patent references emerged.

Findings

The analysis explains how interest in patents – not only as legal and economic artefacts but also as scientific documents – became evident in the 1980s. The focus on patent citations was sparked by a need for relevant and objective indicators and by the greater availability of databases and methods. Yet, the development of patentometrics also relied on earlier research, and established theories, on the relation between science and technology.

Originality/value

This is the first attempt at situating patentometrics in a larger societal and scientific context. The paper offers a reflexive and nuanced analysis of the “patent-paper citation” as a theoretical and historical construct, and it calls for a broader and contextualised understanding of patent references, including their social, legal and rhetorical function.

Abstract

Purpose

The entrepreneurial capability (EC) environment refers to the general social and economic settings of a given local/regional entrepreneurship environment. The primary purpose of this study is to uncover key indicators of the EC milieu and test these components empirically within the context of the Association of South East Asian Nations (ASEAN)-5 economies to elucidate the current state of their EC environments, at the regional and national levels. To this end, the aim of this study is twofold. First, this work endeavors to explicate the determinants of EC, with aims of elucidating its association to commercial opportunities in (ASEAN)-5 economies, namely, Indonesia, Malaysia, the Philippines, Singapore and Thailand. Next, this study applies the developed theory, including the identified determinants of EC to empirically test the efficiency and imperative coefficients of variables that have an impact on perceived entrepreneurial capabilities within a given environment.

Design/methodology/approach

This research applies two frontier models, namely, the consistent estimation of fixed-effects and linear transformation stochastic frontier models, to assess the coefficients of significant EC variables for the panel sample. Data corresponding to the assessed variables were retrieved from the databases of the Global Entrepreneurship Monitor (GEM) – 2016 and the World Competitiveness Yearbook (WCY) – 2016, for the period, 2010-2016.

Findings

The attained results suggest that factors corresponding to the variables “Entrepreneurship as a good career choice” and “perceived opportunities” have played a significantly positive role on the EC environment of ASEAN 05, although findings suggest both factors may still be improved upon. Conversely, the “fear of failure rate” factor was shown to have exerted a negative impact on the efficiency of the EC environment of ASEAN 05. Other important variables – such as intellectual property rights, university education and knowledge transfer rate – were shown to generate a positive impact on the EC environment of these economies.

Originality/value

This study makes an important contribution to the entrepreneurship literature and can stimulate policymakers to rethink the EC settings of ASEAN-05 in their pursuit of an innovation-driven region.

Abstract

Purpose

Universities, when collaborating with industry, are generally assumed to be the motors for innovation. Inspired by a case on a university’s collaboration with small- and medium-sized enterprises (SMEs) in a regional strategic network (RSN), this paper aims to put forth how the university makes important contributions through transferring knowledge on innovation processes that is a teaching role, rather than sees itself as the party producing innovations. This paper describes and discusses the university’s teaching role and its consequences in university-industry collaborations for innovation.

Design/methodology/approach

Empirically, the paper departs from a mid-Swedish RSN where nine SMEs started to work with a university. Interviews with representatives of the nine SMEs participating in the innovation project, along with university and RSN representatives, comprise the main data source. The paper analyzes the university’s teaching role and the consequences of it.

Findings

Findings point at how the SMEs developed structured innovation processes, improved their market intelligence and increased their efficiency in providing new solutions. The university facilitated knowledge, while the SMEs responded through creating knowledge both on how to innovate and in terms of innovations.

Originality/value

The teaching role, which would mean that the university stays with one of its core functions, indicates a need to rethink university-industry collaboration related to expectations and role division. Moving from producing innovations to facilitating knowledge on how to innovate, would, for universities, mean that they minimize those conflicts emerging from their various roles and indicate that the production of innovation is placed at those devoted to run and grow businesses.
