Abstract
Purpose
This paper aims to draw on Ostrom’s commons theory to analyse the governance regime of Antarctic as a commons institution. Antarctic is a peculiar territorial space on Earth, which due to its unique characteristics constitutes a global common resource that very much resembles outer space resources. On these grounds, the paper highlights successful, and less successful, arrangements developed in the Antarctic commons to be considered as a blueprint or roadmap towards the governance of outer space resources as a commons.
Design/methodology/approach
The paper uses first, the social-ecological system (SES) framework to outline the characteristics of Antarctic as a commons institution, and second, Ostrom’s design principles to assess the commons institution of Antarctic. The Antarctic commons institution is used next, as an analogy to reflect on the challenges outer space global resource face and the way it could be managed.
Findings
The paper concludes that Antarctic enjoys a functional, credible and successful commons institution that should reinforce the twofold governance structure it exhibits. Similar cases of global common resources, such as these of outer space, that seek to establish a similar commons institution should take into account issues related the benefits spectrum and the credible commitment of actors to engage in different levels of the governance regime. What matters is not necessarily the form of the regime but rather how the commons as an institution functions, whether it fulfils the needs and interests of the driving actors and, on these grounds, how credible these arrangements are in the eyes of the committed members.
Research limitations/implications
Both Antarctica and outer space are rather unique cases and domains of multiple resources.
Practical implications
The paper provides an analogy to consider sustainable appropriation of global resources (“global commons”) for peace and prosperity to all.
Originality/value
The paper is original, in the sense that according to the best of the authors’ knowledge, no published work has identified Antarctic as a commons institution or has used the aforementioned methodologies to analyse Antarctica as a commons and to employ their findings in providing directions for the design of appropriate governance frameworks for other resources that exhibit the characteristics of global commons, such as these of the outer space.

Although initial discovery and exploration began with Captain Cook in the 18th century, substantial investigation began only in the 20th century. 1956 — the start of the International Geophysical Year — marks the major turning point for interest in Antarctica and the beginning of a continuing growth in Antarctic information. Abstract
Purpose
The paper is meant to analyse the debate over the revival of a comprehensive convention on international terrorism. The purpose of this paper is to demonstrate that a United Nations (UN) Convention on international terrorism is still necessary – provided that it is updated considering the new challenges that have recently emerged – and could be complemented by an annex containing the list of terrorist organisations, the determination of which is of common concern of the entire international community.
Design/methodology/approach
The analysis is conducted from an international law perspective. The paper uses a comparative perspective – counter-terrorism, Antarctic and ICAO system - to support the main argument.
Findings
The paper proposes an annex to the convention including a list of terrorist organisations. Some terrorist organisations are unanimously labelled as terrorist and therefore this list will be useful in developing cooperation among States. A system of revision is also presented; a system which emphasises the role of the UN Ombudsperson.
Research limitations/implications
The proposal presented does not delve into the content of the convention which should be based on the draft prepared by the UN General Assembly ad hoc Committee and should take into account the most recent forms of terrorism. The paper does not provide an answer to all the questions, and it does not linger over the tragedy of civilians living in Syria and Iraq who have been deprived – starting long before the rise of the Islamic State – of their land and lives.
Practical implications
Revival of the debate on the draft convention – proposal for a renewed role of the Ombudsperson – legal implications of a list annexed to a convention on international terrorism – importance of multilateral cooperation in the field.
Originality/value
The paper is innovative in changing the perspective of the problem. The point of view regarding the definition of international terrorism has usually been the following: to find a common definition of international terrorism trying to overcome all the differences regarding general exceptions. The proposed perspective is to find the lowest common denominator for the definition and to identify organisations on which States cannot but agree on their condemnation.

Purpose
Tourism in Antarctica is rapidly growing and diversifying, which raises concerns about its impacts and the robustness of the current regulatory regime. Focusing on the analysis of past developments and trends of Antarctic tourism, this paper aims to describe the future opportunities for tourism in Antarctica.
Design/methodology/approach
Using literature on the recreation opportunity spectrum (ROS) and ecotourism opportunity spectrum (ECOS), the paper analyzes the future opportunities of Antarctic tourism and the key factors that determine the window of opportunity for Antarctic tour operators.
Findings
The analysis shows that tourism opportunities in Antarctica are defined by a combination of factors, which the authors integrate into an Antarctic tourism opportunity spectrum (ATOS). The paper argues that the opportunity settings for tourism in Antarctica vary from operations of increasing scale and efficiency to the continued development of smaller scale niche products, both of which will continue to diversify and drive the development of tourism in Antarctica.
Research limitations/implications
The paper is an attempt to transfer the concept of ROS, originally designed for the operational level of national park management, to the more strategic level of tourism trends in Antarctica. The research findings are based on stakeholder interaction within a limited number of countries.
Practical implications
The paper is a potential source of information and advice for policy makers and managers of Antarctic resources, as well as scholars interested in Antarctic tourism issues.
Originality/value
The paper contributes to the ongoing debate on the regulation of tourism in Antarctica.

Abstract
Examines one of the hypothetical economic policy options for international fisheries management, namely a national transferable quota (NTQ). Special emphasis will be placed on an examination of the voluntary agreement on the Antarctic whaling quota in 1962, as well as the trend in recent southern bluefin tuna (SBT) fisheries. An examination of the Antarctic whaling agreement, from a standpoint of economic efficiency, indicates that the 1962 agreement resulted in Pareto improvement. The trend in recent SBT fisheries also shows the economic rationalization between Japan, Australia and New Zealand. These events indicate that NTQ as an economic policy option has been unconsciously applied in international management systems in order to achieve mutual and effective agreement among the countries. It is, however, important to consider the possibility of an international monopolistic supply situation if the decision makers decide to implement this option. Discusses the possibility of third‐degree price discrimination in relation to the SBT.

Abstract
Purpose
The purpose of this paper is to provide a conceptual framework for using citizen science – defined as a data collection method through which non-professionals engage in contributing to authentic scientific inquiry – within the expedition cruise industry to contribute significantly to the collection of environmental data from hard-to-access Arctic areas.
Design/methodology/approach
The authors review trends in Arctic expedition cruise tourism and current needs in Arctic research and monitoring, and clarify where the expedition cruise tourism industry could have the most impact by providing data to the scientific community. The authors also compare the regulatory context in the Antarctic to that in the Arctic and discuss how these differences could affect the widespread use of citizen science. At last, the authors describe some general principles for designing citizen science programs to be successful on board, and highlight several existing programs that are being recognized for their contributions to a greater scientific understanding of the Arctic.
Findings
The authors find that citizen science data from the expedition cruise industry are underutilized as a tool for monitoring Arctic change. Numerous examples illustrate how citizen science programs on-board expedition ships can successfully collect robust scientific data and contribute to enhancing the knowledge and stewardship capacity of cruise passengers. Inclusion of citizen science data from the expedition cruise industry should be considered a critical part of international Arctic observing networks and systems.
Social implications
Active participation in Arctic citizen science by tourists on expedition cruise ships has many potential benefits beyond the collection of high quality data, from increasing passengers’ knowledge and understanding of the Arctic while on board, to affecting their attitudes and behaviors after they return home.
Originality/value
The potential for tourism to contribute to Arctic observing systems has been discussed previously in the scientific literature; the authors narrow the focus to citizen science programs in the expedition cruise industry, and provide concrete examples, in the hope that this will streamline acceptance and implementation of these ideas by researchers and tourism practitioners.

Purpose
The purpose of this paper is to give an outline of existing laws that regulate each area of the Commons. With specific reference to the growing international concern for the protection of the global commons, this paper aims to re-examine to what extent present legal regime for global commons is successful. Finally, it proceeds with some way outs and suggestions that may, if adopted, play significant role to protect common areas from environmental damage.
Design/methodology/approach
This paper is purely analytical. Analytical approach has been applied to proceed with the write-up which is basically based on the review of primary and secondary literature studies including books, scholarly articles and laws. Internet-browsing is being used for collection of most recent literature on the subject. Relevant case studies in this regard are evaluated.
Findings
Transboundary damage is a practical and contextual matter requiring concrete rules and principles, both procedural and substantive. Here, priority is to establish minimum standards of conduct for such activities that affect the environment of global commons, at the national and international level. An expertly designed treaty with balanced contents, which are strong enough to hold the state parties liable for their activities and, at the same time, motivating enough to be bound by obligation by ratification, is to be adopted.
Originality/value
This paper is original in calling for the full participation of all states, rich and poor, to address damage to global commons effectively and efficiently.

Abstract
Purpose
Climate change strains scarce water resources and food production infrastructure, necessitating establishment of sound scientific basis for operation of sustainable alternative food production methodologies - such as aquaponics, which promises high yield versus small footprint. In a climate (such as in Bloemfontein, South Africa) including temperatures below freezing, real-time aquaponics monitoring and control is necessary to mitigate thermal losses and to ensure sustainability of fish stock and bio-filter micro-organisms. The system thermal energy also needs sustainable supplementation during wintertime. This study/paper aims to address the problem of monitoring and controlling thermal energy in a medium sized aquaponics system, to ensure biological sustainability, especially during extreme cold weather events.
Design/methodology/approach
Required supplementation was determined and the aquaponics system described and quantified in terms of mass-flow power transfer by measuring loop differential temperature and flow rate. Cold front temperature data evaluation determined implementation suitability and -sustainability. Subsystem temperature contributions to the main reservoir, and their cumulative influence on the biological component, were considered.
Findings
Results indicate thermal supplementation enabled 1.3 °C temperature loss mitigation for a 42-kl water reservoir over a period of three days, offsetting severe system temperature decrease during a cold front event, and preventing organism mortality
Originality/value
Quantification of flow loop power transfer, and successful supplementation monitoring and control, demonstrates the approach and implementation merit in the Bloemfontein area. Wi-Fi-enabled online real-time data potentially facilitates incorporation into the concept of “Sustainable Smart Cities”.
