Abstract

Purpose

The purpose of this paper is to understand the impact that perceptions of integrity have on perceptions of leadership effectiveness in the context of leadership behaviors.

Design/methodology/approach

The paper used multi‐source feedback from top‐level public service managers, their direct reports, peers, and bosses to examine two aspects of the relationship between integrity and leadership. The paper used exploratory factor analysis to investigate what qualities different stakeholders – self, direct reports, peers, and bosses – associate with integrity. The paper then used the resulting integrity factor in a hierarchical regression analysis to examine if perceived integrity had a greater impact on perceived leadership effectiveness than leadership behaviors.

Findings

The paper shows an association between honesty and integrity for all stakeholder groups. Integrity has an impact above that of leadership behaviors on perceived effectiveness for managers and their peers but not for their direct reports and bosses. For bosses and direct reports, there is a significant relationship between being flexible and perceived effectiveness. Goal orientation is the leadership role that bosses most strongly associate with perceived effectiveness.

Research limitations/implications

The interpretation of integrity is left up to the respondents; the paper does not gather a more in‐depth understanding of what principles guide the respondents; the paper uses same‐source data to examine the associations among values, leadership roles, and effectiveness; and this research only provides a one‐time glimpse of how colleagues perceive their leaders' integrity and their personal effectiveness but does not link these to long‐term organizational effectiveness.

Practical implications

This research shows that what matters to bosses is that managers obtain results. Integrity adds to perceptions of effectiveness for managers themselves and their peers. For bosses and direct reports, flexibility is more important.

Originality/value

This paper articulates the perception of integrity in an organization, tests the axiom that integrity is an essential component of effective leadership, and provides empirical evidence on the role that perceptions of integrity has on the perceptions of leader effectiveness. Integrity may not be as strong as has been suggested.

Abstract

Purpose

The purpose of this paper is to review the use of open access (OA) resources in Kenyan university libraries with the gist of the discussions being the status of the universities in the implementation of OA, usefulness, challenges and recommendations.

Design/methodology/approach

The study employed descriptive research by engaging respondents in formal interviews and brief discussions. It also reviewed existing related literature on OA resources with specific reference to four university libraries in Kenya.

Findings

Kenya as a developing country is still at the intermediate stage of embracing OA. The university libraries are among the forefront institutions helping in the adoption of OA for research, empowerment, education and information. However, compared to other universities in Africa, Kenyan universities are far many steps ahead in embracing OA.

Research limitations/implications

The study limited itself to descriptive survey supported by face to face interviews, informal discussions and literature. This may not give 100 percentage accurate results for the study. However, the triangulation of the instruments were sufficient enough to have credible study findings.

Practical implications

OA to information is not a simple technological issue. It raises issues of information policies, such as availability, reliability, infrastructure, technical knowledge, legal barriers and production/creation. As the Kenyan Government enhances its efforts in going digital, universities and especially the libraries have become key stakeholders in the arranging and availing of this information through OA. It is therefore important to review the gains made and the challenges encountered by Kenyan university libraries in as far as OA is concerned.

Originality/value

This paper discusses OA status in university libraries in Kenya, which is a new development in the information cycles in Africa.

Abstract

Purpose

This study aims to uncover and develop explicit knowledge of existing smart communities (SCs) to guide services and business solutions for enterprises and serve community users in a well-thought-out manner. These sagacious frameworks will assist in analyzing trends and reaching out to pre-existing setups with different degrees of expertise.

Design/methodology/approach

A systematic overview is provided in this paper to unify insights and competencies toward building SCs; a hybrid analytical approach is used consisting of machine learning and bibliometric analysis. Scopus and Web of Science (WoS) are the primary databases for this purpose.

Findings

SCs implement cutting-edge technologies to enhance mobility, elevating information and communication technology (ICT) skills and data awareness while improving business processes and efficiency. This system of SC is an evolution of the conventional method. It provides a foundation for intelligent community services based on individual users and technologies such as the Internet of Things (IoT), artificial intelligence, cloud computing and big data. Manufacturing-based, service-based, retail-based, resource management and infrastructure-based SCs exist in the literature.

Originality/value

The paper summarizes a conceptual framework of SCs based on existing works around SCs. To the best of the authors’ knowledge, this is the first systematic literature review that uses a hybrid approach of topic modeling and bibliometric analysis to understand SCs better.

Abstract

Purpose

The events sector is an innovative and dynamic working environment that requires a creative and diverse workforce to help it thrive. However, in the main, the events workforce is not diverse, with evidence suggesting that most leaders continue to be White and male. There has been no previous research exploring the experiences of ethnically diverse professionals in this environment. This paper aims to draw on the theory of racialised organisations to begin to address this gap and amplify the voices of ethnically diverse events professionals.

Design/methodology/approach

Qualitative, semi-structured interviews were conducted with 17 ethnically diverse event managers working in the UK events industry.

Findings

Covert and overt forms of racism and discrimination remain ubiquitous within the culture of event organisations, and in a number of guises, ranging from regular racialised microaggressions to more subtle forms of exclusion. The events industry needs to do more than pay lip service to neoliberal notions of diversity and acknowledge the ways in which racial relations of power shape the industry and the experiences of individuals within it, and design interventions to address these issues.

Originality/value

To the best of the authors’ knowledge, this study is the first to apply the theory of racialised organisations to the events industry, recognising the centrality of race and racism to events organisations and careers. In so doing, it offers essential insight into race and ethnicity in this sector and contributes to ongoing efforts to integrate race and racism within theorising in management and organisation studies.

Abstract

“Valleys” make for interesting analogies. They are geological depressions that can reflect the struggles and lows sometimes experienced with equity and diversity work. Carved out by ancient glaciers, valleys lend themselves to critical comparisons to the glacial pace that frequently characterizes the change in higher education. But when tagged with the noun “hope,” glaciers represent the work of carving out new forms, shapes, avenues, and their amazing transformative power to change landscapes. The aspiration and desire for change, the wish for something better, and acting intelligently and intentionally on ambitious equity and diversity goals make “Valleys of Hope” an apt analogy of the higher education landscape that describes the University of Minnesota’s equity and diversity journey and successes. Carpe Diem, a Latin phrase frequently translated to mean “seize the day,” is in our chapter title because we felt it appropriately conveyed how two consecutive equity and diversity leaders harnessed the zeitgeist of campus strategic initiatives to rally their campus communities around equity and diversity imperatives. Carpe Diem sometimes connotes a focus on the present versus the future. Yet, in our view visions and initiatives anchored in core values have in fact a surprising omnipresence and permanence over time. We share two leadership “acts” with readers in this chapter.

Abstract

Purpose

It is unclear how consumer participation (CP) can be optimised to transform drug and alcohol treatment services and improve health outcomes. The purpose of this paper is to present the findings of a systematic review examining the types and benefits of activities, and the factors that facilitate CP in drug treatment services.

Design/methodology/approach

A structured search of four databases was undertaken to identify peer reviewed primary research literature in English. Screened articles were appraised. A content analysis was applied to examine the types and outcomes of CP and the associated factors affecting the process. In total, 16 articles were included for review.

Findings

A range of CP activities were identified, and benefits included increased consumer satisfaction, and improved health service delivery. Factors that facilitated the process of CP included positive attitudes of both consumers and providers and employment of people with a lived experience of drug use. However, the lack of consumer and organisational capacity, negative attitudes of providers and power imbalances between consumers and providers constrained CP efforts.

Practical implications

To maximise the benefits of CP in drug and alcohol treatment services, negative attitudes about CP and power dynamics between consumers and health providers need to be addressed. This can be achieved by the strategic use of strengths-based interventions and consumer led education to enhance social capital.

Originality/value

This is the first known review to examine the benefits and facilitators of CP in drug treatment services.

Abstract

Purpose

This study defines and critically analyzes Korean high modernism using the Sewoon Sangga project as a case study, as it has significant value in Korea's urban and architectural history.

Design/methodology/approach

The methodology applied for this study was a theory-interpretive analysis. This study examines the modernization process of Seoul based on the concept of “high modernism,” in that the theory-interpretive analysis method analyzes historical phenomena centered on a specific concept.

Findings

As a form of national belief, the various ideas that give birth to modern cities are defined as “high modernism.” As a Korean megastructure, the Sewoon Sangga project is significant in the history of Korean urbanism and architecture because it is the archetype of Korean high modernism and is representative of South Korea's compressed economic growth. However, soon-to-be-demolished Sewoon Sangga signifies the failure of Korean high modernism. This study identified the critical characteristics of Korean high modernism through the Sewoon Sangga project.

Originality/value

This study analyzed a representative Asian city through the specific concept of high modernism. It transpired that high modernism, which played an important role in the birth and development of modern cities, should be transformed for future cities and architectural development. This study has significance in that it expands the study of the history of urbanism and architecture centered on the West to the same in Asia.

Abstract

Purpose

Malicious attacks extremely traumatize knowledge networks due to increasing interdependence among knowledge elements. Therefore, exposing the damage of malicious attacks to knowledge networks has important theoretical and practical significance. Despite the insights being offered by the growing research stream, few studies discuss the diverse responses of knowledge networks’ robustness to different target-attacks, and the authors lack sufficient knowledge of which forms of malicious attacks constitute greater disaster when knowledge networks evolve to different stages. Given the irreversible consequences of malicious attacks on knowledge networks, this paper aims to examine the impacts of different malicious attacks on the robustness of knowledge networks.

Design/methodology/approach

On the basic of dividing malicious attacks into six forms, the authors incorporate two important aspects of robustness of knowledge networks – structure and function – in a research framework, and use maximal connected sub-graphs and network efficiency, respectively, to measure structural and functional robustness. Furthermore, the authors conceptualize knowledge as a multi-dimensional structure to reflect the heterogeneous nature of knowledge elements, and design the fundamental rules of simulation. NetLogo is used to simulate the features of knowledge networks and their changes of robustness as they face different malicious attacks.

Findings

First, knowledge networks gradually form more associative integrated structures with evolutionary progress. Second, various properties of knowledge elements play diverse roles in mitigating damage from malicious attacks. Recalculated-degree-based attacks cause greater damage than degree-based attacks, and structure of knowledge networks has higher resilience against ability than function. Third, structural robustness is mainly affected by the potential combinatorial value of high-degree knowledge elements, and the combinatorial potential of high-out-degree knowledge elements. Forth, the number of high in-degree knowledge elements with heterogeneous contents, and the inverted U-sharp effect contributed by high out-degree knowledge elements are the main influencers of functional robustness.

Research limitations/implications

The authors use the frontier method to expose the detriments of malicious attacks both to structural and functional robustness in each evolutionary stage, and the authors reveal the relationship and effects of knowledge-based connections and knowledge combinatorial opportunities that contribute to maintaining them. Furthermore, the authors identify latent critical factors that may improve the structural and functional robustness of knowledge networks.

Originality/value

First, from the dynamic evolutionary perspective, the authors systematically examine structural and functional robustness to reveal the roles of the properties of knowledge element, and knowledge associations to maintain the robustness of knowledge networks. Second, the authors compare the damage of six forms of malicious attacks to identify the reasons for increased robustness vulnerability. Third, the authors construct the stock, power, expertise knowledge structure to overcome the difficulty of knowledge conceptualization. The results respond to multiple calls from different studies and extend the literature in multiple research domains.

Purpose

The purpose of this paper is to gain insight in how South African local governments organize citizen engagement. The new South African constitution provides ways to construct and implement citizen engagement at local level. However, understanding citizen engagement at local level is still a challenge and municipalities search for proper structures and mechanisms to organize citizen engagement efficiently.

Design/methodology/approach

Interviews with different municipal actors were analyzed using a single case study method. As a primary unit of analysis, a specific project in which citizen engagement is organized was used. In addition, document analysis and a focus group were used to deepen understanding.

Findings

The findings reveal that citizen engagement is a viable strategy to identify the needs of the community if facilitated by a third party and that learning leadership is important when organizing citizen engagement.

Originality/value

The value of this research is the exploration of the citizen engagement process. It sheds light on the conditions that play a role when a local government organizes citizen engagement. As local governments search for ways to effectively organize and structure citizen engagement, insight into these conditions is helpful.

Abstract

Purpose

The purpose of this paper is to focus on organizational flexibility and explore its antecedents, organizational structure, and processes, as proposed by network organization theories. The study also explores the possible moderating effects of power distance (Pd) and cultural diversity.

Design/methodology/approach

Using self-report data from three different multinational military exercises and one laboratory experiment, the paper explored the relationships between perceptions of flat organizational structure, decentralized processes, and flexibility. The data from each of these studies were analyzed both separately and together.

Findings

The analyses revealed that decentralization had the most consistent relationship to organizational flexibility across each of the four studies. Moreover, when the data were analyzed conjunctively, significant positive relationships between decentralization and flexibility and between flat structure and flexibility were observed. No moderating effects of Pd or cultural diversity were found.

Practical implications

The results suggest that decentralizing processes and creating flatter hierarchies may contribute to achieving higher levels of organizational flexibility in military organizations.

Originality/value

The paper contributes to empirical support for the central theoretical propositions of network organizational literature, including moderating factors that are essential in multinational organizational contexts.
