Allied forces commanded by the American five star General Dwight D. Eisenhower won the War in Europe on May 8, 1945, and Western Europe was liberated. Immediately thereafter, in 1947, President Truman signed the Marshall Plan to make funds available for the economic reconstruction of war-ravaged Europe. To the applause of thousands of Europeans, President Kennedy stood at the high podium facing the Berlin Wall and proclaimed, “I am a Berliner.” President Reagan called for the end of the Cold War and the Berlin Wall came down in 1989. During the conflicts in Southeastern Europe in the 1990s, President Clinton led the war under North Atlantic Treat Organization (NATO) command, with full support of European allies, and stopped the massacre of innocent peoples in the region. Since WWII, the core of America's European policy has been one of participation and cooperation.

Historically, Asia was known for its history of ancient civilizations, philosophies and religions, performing arts and exotic lifestyles, and of course, spicy culinary specialties. The rest of the world made tremendous efforts to discover this land of charm and mysticism. Asia, however, was not known for its economic scores. In general, the Asian economies were preindustrialized, traditional, and agricultural. The share of gross domestic product (GDP) from the agricultural sector was relatively large as the industrial revolution had yet to reach Asia. People farmed with primitive indigenous tools and the marginal productivity of labor was low. Hence, the income of the individual farmer, man or woman, remained insignificant and poverty was the overall end product. As late as the 1970s, ranking economists questioned if Asia beyond Japan could ever industrialize (Krugman, 1994; Lau and Kim, 1994). The doubt is no more. The historic success of the import–export-led growth model in the context of Asia has been robustly explained (Klein, 1990). The world now marvels at the success of Asia's industrial revolution.

This chapter examined which APEC 21st-century skills Filipino women educational leaders best exemplify. It looked into the ways in which these leaders manifest these skills in their power roles. It also determined what their plans are for the ASEAN integration as they steer their organizations toward the goal of the Philippines, which is to open the country to better opportunities as it collaborates with its neighbors. Finally, this chapter generated theories based on the power roles of these Filipino women educational leaders. This study is a qualitative examination of the skills these leaders employ and uses a questionnaire to gather data from three women presidents of State Universities and Colleges in Northern Mindanao, the Philippines.

Regional trading arrangements are proliferating at a rapid pace in the Asia-Pacific region, although the architecture that will eventually emerge remains uncertain. In this chapter we explore the economic implications for both China and its trading partners of the current crop of preferential arrangements and potential future developments in the Asia-Pacific region, using computable general equilibrium simulations. By doing so the chapter aims to identify factors that are likely to weigh heavily in the economic interests of the different participants in some of the alternative ways in which the trade architecture of the region might develop, and the extent of convergence or divergence in these interests.

This chapter examines the role that strategic marketing plans play throughout the process of destination recovery post terrorist attack for the purpose of encouraging the return of tourists. It investigates the impact that strategic marketing plans have as a part of crisis management applying a mixed-method approach which utilises survey data examining future industry leaders to quantify perspectives regarding the relationship between terrorism, tourism and destination marketing. Furthermore, this chapter reviews destination marketing techniques employed by international locations to determine recovery strategies utilising marketing plans. Bali, Paris, Northern Ireland, New York, Sri Lanka, Syria, Tunisia and Turkey were selected as case studies because they have been the focus of significant research studies to date (Asia-Pacific Economic Cooperation (APEC): BBC News, 2019; Ferreira, Graciano, Leal, & Costa, 2019) which have primarily focused on the relationship between terrorism and tourism regarding the collapse of the tourism industry. A survey was issued to gain perspectives regarding the relationship between terrorism, tourism and destination marketing. Second, case study analysis was conducted to examine both successful and unsuccessful destination recovery strategies. Results indicate that destinations that utilised strategic marketing as a part of crisis management frameworks experienced the return of tourists and recovered. This research contributed to the development of an inclusive, universal crisis management framework encompassing strategic marketing plans as a tool for recovery.

Bill Clinton is exemplary of a new conception of leadership appropriate for the 21st century. In spite of his sexual proclivities (for which he received harsh criticism and impeachment proceedings) Clinton’s physicality signals an end of a Gnostic view of leadership that separates the knowing head from the rest of the body. We propose that 20th century manifestations of leadership are no longer appropriate for this age, and we illustrate this idea with the ‘reality’ television series Undercover Boss. Further, by exploring artist Peter Robinson’s installation The End of the Twentieth Century we claim that Clinton’s call for inclusivity, a ‘both–and’ approach that characterizes his late- and post-Presidential rhetoric, opens possibilities for alternative constructs that place the body at the heart of leadership. Our exploration of Clinton’s physicality is through his speech to the APEC business leaders in 1999, his commentary on the movie documentary The Hunting of the President and his speech to the 2004 Democratic National Convention. In each of these he reaches out to his audiences through physical and verbal gestures. He pleads for tolerance and understanding so that people may find commonalities among their flaws and differences. Through enacting the physical ‘doing’ of leadership in these instances, Bill Clinton offers an exemplar of re-locating leadership within its physical context.

This article put forward two claims. First, it argues that, historically, the rationale for education has shifted from religious and national indoctrination to, in the more recent neoliberal period, human capital and the related notion of individual empowerment. Second, the article argues that the recent shift toward individual empowerment is reflected in international organizations’ (IOs) changing emphases in education. IOs’ educational agenda has undergone various changes since their early work in the 1960s: From the structural expansion of national education systems to the measurement of individual educational achievement through a focus on competencies and, most recently, individual psychosocial development.

Based on a content analysis of 60 documents from 38 IOs involved in international education networks between 1990 and 2015, this work identified an expanding field of IOs directing attention to the mental capabilities of a learner. The proliferated model of an individual actorhood reflected in these novel assessment designs will be presented and embedded in wider discussions about the cultural construction of the individual in contemporary world polity.

An important aspect of good governance is a well-managed government procurement system. This has a direct impact on the extent and quality of a country's infrastructure and the effectiveness of its public services. Two key principles underpin a well-managed procurement system: value for money from the goods, services, and public works, which are procured, and fair access to procurement opportunities. Arguably, competition and transparency in the procurement process are necessary conditions for both. Yet despite this, most of the states of Southeast Asia have been reluctant to create an openly competitive and transparent government procurement system. This has been in part reflected in the fact that none them have become signatories to the WTO's Government Procurement Agreement of 1994 with the notable exception of Singapore. This Agreement seeks to promote international access to the government procurement market in goods, services, and public works by mandating open competition and transparent procedures.
