Abstract

Purpose

The goal of this study is to propose and test a model of the effect of the socio-cultural context on the disability inclusion climate of organizations. The model has implications of hiring people with disabilities.

Design/methodology/approach

To test the model, we conducted a cross-sectional study across four countries with very different socio-cultural contexts. Data were gathered from 266 managers with hiring responsibilities in Canada, China, Norway and France. Participants responded to an online survey that measured the effect of societal based variables on the disability inclusion climate of organizations.

Findings

Results indicated support for the theoretical model, which proposed that the socio-cultural context influenced the disability inclusion climate of organizations through two distinct but related paths; manager’s value orientations and their perception of the legitimacy of legislation regarding people with disabilities.

Originality/value

The vast majority of research regarding employment of people with disabilities has focused on supply side factors that involve characteristics of the people with disabilities. In contrast, this research focuses on the less researched demand side issue of the socio-cultural context. In addition, it responds to the “limited systematic research examining and comparing how country-related factors shape the treatment of persons with disability” (Beatty et al., 2019, p. 122).

Abstract

Purpose

This research aims to explore whether or not the widely adopted diversity management strategy of Japanese firms aids female self-initiated expatriates' careers. Japan is famous for its male-dominated society (e.g. Hofstede, 2003), which seems to conflict with the recent fading of this strategy in Japanese firms. To what extent does the strategy work for Japanese organisations and how do female self-initiated expatriates perceive it?

Design/methodology/approach

An interview-based qualitative methodology is used to collect testimony from female self-initiated expatriates who are currently working fulltime in Japanese firms. The interviews were conducted with 22 female expats who come from 13 different countries.

Findings

Although the strategy aims for equality, gender still matters in Japanese society and within firms. The interviews found that male-centred rules set out every single step for local employees' behaviours. “Male things” are defined everywhere at work, which makes female expats sceptical of Japan and Japanese firms. The dynamics of the male-based rule seem to eliminate female expats from the centre of organisational society.

Originality/value

Discussion over female expatriates has been increasing due to the frequent movement of international labour to Japan. Also gender fairness has been pushed by the international community, including Japanese. These factors, however, have yet to be explored in the context of the Japanese workplace for female international expatriates. What do we know about female expats working in Japan? What does the male dominance mean for female expats? This study provides an initial insight on female and expatriate diversity management in Japan.

Abstract

Purpose

This study aims to build on the well-documented case of the Olympus scandal to dissect how social networks and corporate culture enabled corporate elites to commit fraud across multiple generations of leaders.

Design/methodology/approach

A flexible pattern matching approach was used to identify matches and mismatches between behavioural theory in corporate governance and the patterns observed in data from diverse sources.

Findings

The study applies the behavioural theory of corporate governance from different perspectives. Social networks and relationships were essential for the execution of the fraud and keeping it secret. The group of corporate elites actively created opportunities for committing misappropriation. This research presents individuals committing embezzlement because the opportunity already exists, and they can enrich themselves. The group of insiders who committed the fraud elaborated the rationalizations to others and asked outside associates to help rationalise the activities, while usually individuals provide rationalizations to themselves only.

Practical implications

The social processes among actors described in this case can inform the design of mechanisms to detect these behaviours in similar contexts.

Originality/value

This study provides both perspectives on the fraud scandal: the one of the whistle-blowers, and the opposing side of the transgressors and their associates. The extant case studies on Olympus presented the timeframe of the scandal right after the exposure. The current study dissects the events during the fraud execution and presents the case in a neutral or a negative light.

Abstract

Purpose

This study aims to analyze the effect the liberalization of industrial relations in Germany has had on trade unions’ influence on companies’ decisions. Particular attention is given to European measures of flexibilizing company law and how they affect industrial relations in Germany.

Design/methodology/approach

After presenting a theoretical basis regarding industrial relations and corporate governance, the paper then demonstrates, via a case study, the effects of the flexible European company law. It examines the strategic avoidance of trade union activity at SAP, a case that ended up before the European Court of Justice.

Findings

The flexibility of European company law allows companies to limit the influence of trade unions on company decisions. Limiting trade unions' internal participation weakens their position overall. Precautionary measures to protect employees’ rights help to reduce the dangers of this process.

Originality/value

The influence of European law brings a new perspective to the transformation of the German industrial relations model. The analysis of the strategy of using the legal type of the European company (Societas Europaea) to limit the internal activity of trade unions demonstrates the connection between institutional settings and corporate governance.

Abstract

Purpose

This paper takes an ideal type of different welfare regimes as a starting point. It investigates with survey data people's experiences and expectations towards the welfare state and its functioning against various social risks. The paper discusses questions like, are there differences in perceptions between welfare regimes? And what is the role of the welfare state regime in explaining those differences?

Design/methodology/approach

This research article is based on OECD survey data and classical welfare state classifications. The analysis of welfare regimes provides both a theoretical and methodological structure for study. The study-applied analysis of variance (one-way ANOVA) to test a hypothesis that regimes matter analyses more nuanced aspects of current and prospects to the near future welfare state provision.

Findings

This examination suggests that welfare regimes still matter even though the differences in averages were not as immense as expected. Perceptions in different welfare regimes also have priorities related to the willingness to pay more taxes in order to receive better access to services and financial support if needed. In Nordic countries, the acute priority based on survey data is investment in education and re-training. In Continental Europe, more financial support is needed for pensions. Overall, respondents representing emerging Eastern European and Mediterranean welfare regimes think that welfare provision should be financed more compared to other welfare regime respondents. Health is a universal and unifying issue, particularly in ageing welfare states, and brings health as a traditional and central question again.

Originality/value

Respondents' perceptions work as people's voice and assessments are used to gain a contemporary understanding of welfare and about welfare state functioning.

Abstract

Purpose

The significance of well-being in social development policy and practice is increasingly acknowledged by scholars and practitioners worldwide. Nevertheless, when examining well-being within the context of Global South trends, existing conceptualisations seem to yield incongruent indicators. Given the background, this paper aims to synthesise theoretical and empirical literature on well-being to foster an understanding of well-being in contemporary Global South.

Design/methodology/approach

This article reviews the now large literature on the well-being in the Global South. The article begins with a discussion of the contributions of state-of-the-art developments in well-being studies, a realm experiencing remarkable growth in social policy studies. It then turns to the prominent well-being constructs that have garnered considerable attention within the literature, with an examination of the Global North and Global South context followed by reinterpretation of these concepts to facilitate a comprehensive study of well-being beyond the realms of welfare states. Concluding the narrative, a succinct outline of potential pathways for future research is presented in the final section.

Findings

The review reveals that the concept of well-being in the Global South does not necessarily deviate entirely from the prevailing belief that the region is fundamentally distinct from the Global North on a conceptual level. The authors have discovered that three core dimensions of well-being, namely objective, subjective and relational, are observable across societal boundaries due to the diffusion of knowledge and social and cultural practices that have progressively aligned them with Global North-style modernisation. An exception arises in the relational aspect, where the attainment of positive collective relationships precedes individual happiness to some extent. The paper advances a renewed perspective on well-being, portraying it as a situational, interconnected, collective undertaking and continuous process. These approaches empower the researchers to address the overarching question of which analytical foundations can most effectively uncover the intricacies of well-being in diverse and contemporary circumstances.

Abstract

Purpose

The purpose of this paper is to explore two financial inclusion measures adopted within the local welfare context of the city of Milan, Italy, examining their functioning and underpinning representations. The aim is also to understand how such representations take concrete shape in the practices of local actors, and their implications for the opportunities and constraints regarding individuals' effective inclusion. To this end, this paper takes a wide-ranging look at the interplay between the rise of financial inclusion and the individualisation and responsibilisation models informing welfare policies, within the broader context of financialisation processes overall.

Design/methodology/approach

This paper draws on the sociology of public action approach and provides a qualitative analysis of two case studies, a social microcredit service and a financial education programme, based on direct observation and semi-structured interviews conducted with key policy actors.

Findings

This paper sheds light on the rationale behind two financial inclusion services and illustrates how the instruments involved incorporate and tend to reproduce, individualising logics that reduce the problem of financial exclusion, and the social and economic vulnerability which underlies it, to a matter of personal responsibility, thus fuelling depoliticising tendencies in public action. It also discusses the contradictions underlying financial inclusion instruments, showing how local actors negotiate views and strategies on the problems to be addressed.

Originality/value

The paper makes an original contribution to the field of sociology and social policy by focusing on two under-researched instruments of financial inclusion and improving understanding of the finance-welfare state nexus and of the contradictions underpinning attempts at financial inclusion of the most vulnerable.

Abstract

Purpose

In this article, we examine the historical and cultural foundations of Nordic states’ strong contemporary social indicators to understand whether their successes can be replicated in other contexts.

Design/methodology/approach

We draw on a range of academic literature to frame a comparison of two regions’ cultural and theological roots, identifying contrasts to make arguments about prescriptions for contemporary welfare policy.

Findings

We find Nordic history contributes to a duty-based culture with strong cohesion and social trust. These cultural norms make palatable welfare policies with strong activation measures, while the US model prefers to avoid the latter because of its strong cultural orientation to rights and autonomy.

Social implications

To mitigate differences between the Nordic states and other cultural contexts, policymakers seeking to replicate Nordic welfare successes should consider welfare programming that combines stronger activation policies with oversight and relational components that mitigate gaps in social cohesion.

Originality/value

We uniquely bring together the literature on comparative welfare policy and on religion and culture to understand the precursors of contemporary attitudes and their implications for welfare policy prescriptions.

Abstract

Purpose

This study examines the public’s perception of cash transfers for children in societies where children's welfare is often viewed as a private affair.

Design/methodology/approach

Based on 12 semi-structured interviews and Focus Group Discussions (FGDs) conducted in urban Jakarta, Indonesia, we explore mothers' perspectives on cash transfer programmes for children within low-income families during fieldwork in October 2023 and January 2024. In addition to the semi-structured interview, a FGD involving parents and other related stakeholders was conducted to increase data accuracy.

Findings

Our findings reveal that cash transfers function as a “caregiving allowance” in Jakarta, allowing mothers to prioritize familial obligations while maintaining a reasonable standard of living. Contrary to the “de-familisation” focus observed in advanced welfare countries, these cash transfers for children reinforce traditional family labour division (familisation). Interestingly, despite reinforcing the familisation function, the initiative receives significant support. These results clearly highlight the influence of familisation-oriented welfare production, demonstrating a focus on enhancing family resilience in the design of child-related policies in Indonesia. Overall, these results make clear the visibility of traditional division of labour influences on welfare production, revealing a focus on the familialisation effect in the design of child-related policies in Indonesia. These findings reinforce the suitability of the term “familistic welfare regime” as an appropriate descriptor for Jakarta in particular and Indonesia in general.

Originality/value

This study enriches our understanding of the evolution of child-related assistance in the Global South through a defamilisation lens, shedding light on the complex interplay between gender inequalities and social policy formulation in these regions. Furthermore, it offers valuable insights into the ongoing discourse on welfare regime studies in Indonesia, suggesting that mainstream narratives of productivist transition are only partially validated. The insights garnered from this research open avenues for future studies across diverse contexts.

Abstract

Purpose

This paper analyzes how a national social enterprise policy encourages the social missions of social enterprises and uncovers the relationships between social enterprise governance and labor equity, an area that has been rarely studied in nonprofit governance studies.

Design/methodology/approach

The study analyzes the effects of four legal requirements for work-integrated social enterprises (WISEs) codified by the Social Enterprises Promotion Act (SEPA, 2007) in South Korea. Then, it relies on panel regression analysis (2020–2022) to examine how the compositions of the governance of WISEs are related to their hiring and wage equity.

Findings

The institutional arrangements required by SEPA have resulted in positive social impacts for most WISEs. However, the results of regression models show that individual participant groups in the WISE governance achieved mixed results depending on the labor issue.

Research limitations/implications

Generally, this research explores the concept of diversity and its utility in nonprofit governance, with a particular focus on targeted diversity policies, demonstrating that governance arrangements influence the success of these policies.

Practical implications

The findings bring new insights for policymakers about “altruistic economic entities.” For practitioners in social enterprises, the results of the regression models underscore the importance of understanding the participant composition of decision-making meetings.

Originality/value

This study sheds light on labor equity, which government-certified social enterprises should achieve from the perspective of nonprofit governance.
