The analysis of cultural consumption centers on the influence of individual characteristics (mainly social class). However, this chapter proposes that this relationship is contextual. More specifically, this relationship varies according to the nature of local cultural scenes where people live. In order to show the contextual impact of cultural scenes, we analyze a representative survey among a Spanish population. Three main conclusions are drawn. First, two main dimensions explain the patterns of cultural consumption by the Spanish population: the classical distinction between popular and high culture, and the distinction between conventional and unconventional cultural practices. Second, other characteristics, beside social class, are important to explain the implication of population in different patterns of cultural consumption, for instance, age; young people are oriented toward more unconventional practices regardless of their social class. Third, local cultural scenes matter: the difference between cultural practices of different groups (for instance, young and old people) is reduced in municipalities oriented toward unconventionality, showing an “assimilation contextual effect.” This contextual effect also has some impact upon local cultural policies that we mention briefly.

The analysis of lifestyles and cultural consumption has focused mainly on determining the impact of individual attributes on the types of practices developed by individuals. However, the effect of the access or exposure to certain opportunities of cultural consumption is less frequently analyzed, or even whether this exposure has different effects according to different social groups. The analysis of this issue is one of the objectives of the “Cultural Scene” research program, which is being developed under the project “Cultural Dynamics of Cities.” In this chapter, we try to determine whether existing cultural scenes in different municipalities influence how Spanish residents develop their cultural practices, with data from a nationally representative survey.

In the spirit of ‘Europe of the Regions’, local authorities are responsible for responding to the main interests, needs and preferences of the country’s citizens. Regional and local administrative authorities provide citizens with the necessary public goods, which reflect the trend towards ‘glocalisation’ in public administration at the European level, more significantly in the states in which the political system recently became democratic. With this background, the effectiveness of local self-government depends not only on local authorities’ decision-making freedom but also on (financial) support for it through decentralisation, and the member states of the European Union (EU) employ different strategies to achieve the same goal, with varying degrees of success. Within this context, our chapter offers a comparative analysis of the administrative, financial and local self-government decentralisation in member states, which include the southern and eastern regions on the outer edges of the EU. The general goal of our study is to identify the main trends in the present administrations and their challenges, as well as best practices that can offer lessons to other member states which are reforming their administration through decentralisation. In addition to the identified challenges, solutions and best practices, our study reveals a tendency towards consolidation at the level of regional government not only in the terms of legal responsibility but also of administrative budgets, thus generating an assumption of improvement in the general quality of governance in the member states.

City governments know well that culture is a powerful tool they can use to promote local development. Those governors also know that there are different ways to pursue that process. Two main strategies considered here are: instructional strategies, which promote cultural services among local inhabitants, and instrumental strategies to promote economic development creating big cultural spaces and large events. This chapter shows the impact of cultural strategies on the attraction of creative residents (creative class), as well as on income differences among Spanish municipalities.

Our main hypothesis is: in comparison with instructional strategies, instrumental strategies have a positive impact on local creativity and economic development. Using secondary data from the Spanish census, cultural strategies in a local area are analyzed, and are included in multiple regression models to test this idea.

These analyses show that, first, instrumental strategies have a positive impact on creative class localization; second, these strategies have a positive impact on local income regardless of the presence of a creative class, and moreover, the impact of a creative class on local income depends on the orientation of cultural strategies. This implies that the impact of creativity on local development is contextual according to the nature of local cultural strategies.

The Spanish region commercially branded as Costa Blanca has long been a popular destination for millions of holidaymakers from both northern Europe and Spain itself (Gaviria Labarta, 1974; Moreno Garrido, 2007). However, from the 1960s onward, these Mediterranean shores have also attracted thousands of people from northern Europe for other purposes, some as more or less permanent residents, and others as seasonal peripatetic visitors, traveling back and forth between their first, second or third homes (Aledo, 2008). In many ways, the increase in second home visits and long-term stays in areas such as Mediterranean Spain parallels well-known developments of seasonal and full-time retirement and other migration in North America to what has been termed the Sunbelt states (Mings & McHugh, 1995). The situation in Europe, however, is more complex, due, for instance, to the crossing of national borders, a variety of spoken languages, and possibly also for greater cultural differences. Certain parts of such flows are related to perceptions of diminishing distances and to the progress of internationalization processes in societies in general, where tourism and other long-distance mobilities are not only an outcome, but also a crucial catalyst.

Purpose – The aim of this chapter is to find pathways for a better stakeholder involvement in land planning issues at regional level. The case study is the Madrid region (Spain).

Methodology/approach – The work presented in this chapter follows a methodological strategy called integrative research, as a combination of qualitative and quantitative methods.

Research implications – This kind of research seems to be the most appropriate to deal with the conflicts we have in large urban regions with “rural landscapes”, and conflicts between antagonized stakeholders.

Findings – The region of Madrid has gone through irreversible, territorial changes during the last decade. Urban growth, tourist development and abandonment of agricultural land are some of the principal causes of these land-use changes. 80 per cent of the population live in the urban area of the region. In contrast, only 5 per cent of the population live in rural areas, i.e., municipalities that have less than 1.000 inhabitants. Nevertheless, rural areas in Madrid are of great importance due to their tourism value.

Practical implications – A participatory policy tool is developed on the basis of several analyses (spatial–temporal analysis and political–-institutional analysis) to formulate policy recommendations and scenarios for sustainability.

Originality – Integrative research, combining discursive and analytical phases of work, seems a good way to improve the sustainable configuration of the region of Madrid.

The increase in the variety and complexity of forms of collaboration between public, private and non-profit actors (OECD, 2005; Skelcher, Mathur, & Smith, 2005) is laying the groundwork for a future scenario in which governments must effectively manage all the necessary networks to develop the relational state (Mendoza & Vernis, 2008). When we analyse the specific intergovernmental issues leading to this future scenario, one of the most important is the issue of effective management. This is true for the networks in which the government participates or leads, and also true in terms of ‘network portfolio’, a concept we introduce in this chapter. Our study is based on an analysis of 44 local intergovernmental networks. It serves as the basis to illustrate different ways in which the network portfolio concept can contribute to improving our understanding of network management within public management. In other words, the question we aim to answer is: how can a ‘network portfolio’ focus help to improve our understanding of network management within public management? Actively incorporating this perspective will help public decision-makers strategically manage the global set of networks in which they participate and help these decision makers make better decisions about collaborative public networks.

Because I want the next generation of women to be set free from the birdcage of racial, gender and class stereotypes, a place from which my mother, grandmothers and great grandmothers never had the chance to escape, it is a personal and political choice to rupture the experiences of racial prejudice that bind us into phobic races within various shades of hatred. I am both digging a new place to find “truth” and criticizing an essential part of who I am or what I was taught to believe about our black and indigenous heritage. An epiphanic moment combines past, present and future moments into an act of doing and becoming. In honoring the first “queen” in my family, I wrote the following non-fiction children's story about my great grandmother Bernarda in three languages. Although I have never seen a picture of Bernarda, I feel her Chibcha blood burning inside of me and within every awkward phrase that I piece together as I fumble through grammatical structures, reviving memories into performative language. I wrote the first draft in English and later translated it into French and Spanish.

Waste management is one of the vital objectives for the EU since it has a substantial effect on the environment. European Commission expects annual waste creation on Earth to increase by 70% by 2050. European Commission also estimates that efficient waste management might boost the EU economy's gross domestic product (GDP) by 0.5% by 2030. Hence, it is essential to conduct research including both efficiency and influencing factors analysis for effective waste management. First, we employ both slack-based measure (SBM) and super-SBM data envelopment analysis approaches to investigate the waste management efficiency of the EU region and distinguish between efficient countries. The countries with small areas such as Luxembourg and Ireland have demonstrated super efficiency. Second, we maintain our empirical research with ordinary least square analysis to explore the determinants of waste management. We also conclude that population density, GDP per capita, and tourism rise the amount of waste generated in the EU region.
