Abstract

I historically compare changes in institutional frameworks creating academic positions linked to temporary employment by analyzing university employment statistics in Chile, Colombia, Germany, and the USA. I find that temporary academic positions were institutionalized through the creation of previously inexistent academic categories called a contrata in Chile, de cátedra in Colombia, “junior professor” without tenure in Germany and “postdoc” in the USA; used in higher education and employment laws since 1989, 1992, 2002, and 1974, respectively. Under institutional frameworks demanding the maximization of students and research, universities have increasingly contracted academics through temporary contracts under rationales that differ between regions. In Colombia and Chile, public university leaders and owners of private universities contract such teaching positions to expand student numbers through lowering costs. In Germany and the USA, employment insecurity is mostly driven by temporary scientific positions under a main rationale of scientific expansion. The share of temporary positions has increased exponentially in Colombia and Germany in recent decades, whereas in the USA there has only been an increase since 2012. Moreover, in Chile, the share of permanent positions has decreased since 2012. The common trend is one of isomorphism of vertical academic structures sharing a pyramidal form, with a wide base of academics working under conditions of contractual insecurity. Such trends follow a rationale for maximization of student numbers as well as administration, and scientific production that is in tension with prioritizing wellbeing and improvement of academics’ working conditions. Yet, in these environments, the institution of tenure in the USA and recent Chilean regulations on accreditation represent mechanisms counteracting precarious employment.

Abstract

The UAE only officially formed in December 1971, now has seven Emirates joined together as a nation under one President. Since its establishment as a sovereign, independent country around just 50 years ago, the UAE has accelerated advancement across numerous sectors at notable speed, and science, technology, and Research & Development (R&D) sectors are no exception. Research Management and Administration (RMA) as a profession is in the relatively early stages of being recognised as a distinct and niche skill set; at present, the UAE largely imports experienced international talent to fill RMA roles. However, the country’s strides in progressing R&D infrastructure and goals of elevating ranks from regional to global R&D leader is beginning to generate a legitimate career ladder for RMA professionals across the country. This, paired with the UAE’s commitment to engage more Emirati nationals in the workforce, is cultivating a viable environment for the RMA profession to emerge more significantly from general administration and begin generating a skilled talent pipeline of RMA professionals within the UAE.

Abstract

The global economy is facing a steep challenge from volatility, risk and uncertainty associated with climate change, pandemics, regional conflicts and trade wars which are unprecedented and overlapping. These crises are leading to macro- and microeconomic imbalances. The immediate effects like rising inflation, shortage of energy and fertiliser, food insecurity, loss of jobs and poverty are looming large, leading to existential threat. It is evident that decades of progress are at risk and pursuing sustainable development goals (SDGs) requires dedicated and customised efforts by the governments and other relevant actors, especially in the low- and middle-income countries (LMICS). The concept of circular economy is considered to bring a paradigm shift by reducing the dependence on natural resource extraction and decoupling economic growth from use of natural resources. Bioeconomy is another emerging field which deals with the use of renewable biological resources such as biomass to produce renewable biofuels, bioproducts, and biopower for economic, environmental and social benefits. Circular bioeconomy (CBE) lies at the intersection and is defined as the production of recoverable biological (waste) resources and the conversion of these resources into high-value-added products, such as food, feed, bio-based products and bioenergy. It has been estimated that the economic opportunity for the sector to complement or even substitute conventional ones is estimated to be USD 7.7 trillion by 2030 for food and feed waste products, and energy. CBE is perceived as a pathway for development and has the potential to target different SDGs directly like 6, 7 and 12 and SDGs 2, 3, 11, 12, 13 and 15 indirectly. This study explores the linkages of CBE with the SDG goals and provides recommendations to stimulate the sector.

Abstract

We discuss how multinational enterprises (MNEs) can play a leading role and take more responsibility towards reducing inequalities by developing a global sustainability regime. We especially focus on how this may contribute towards the United Nations’ Sustainable Development Goals (UN SDGs). Our purpose is to identify and discuss the components and activities that are needed to develop such a strategy and implement it in markets with different structural and institutional conditions. We will especially discuss interactions between the head office and the local subsidiaries/organizations as well as interactions with different salient groups of stakeholders. We focus on three highly significant groups: business, social and political actors. We identify four key components of a global sustainability approach – namely, (i) make it relevant within the organization, (ii) establish a legitimate sustainable network position, (iii) present incentives and gains that stimulate action and (iv) establish long-term salient structures. These components and the associated activities have not been discussed in a coherent manner although some aspects have been put forward in earlier studies. We present a comprehensive framework that suggests what role MNEs can play and what challenges they face while doing so. The chapter is based on more than 10 years’ experience of studying MNEs’ activities in developing as well as developed markets, including how they work with sustainability. The study is based on data from four Swedish MNEs and three major research projects.

Research management has evolved significantly in Malaysia from being part of generic administration into a more specialised yet diverse field. The importance of research and innovation in the government’s agenda is reflected in the five-year Malaysia Plans and policies. The GERD percentage of GDP has grown steadily each year since 1996. Business enterprises and non-profit organisations are important players in the R&D ecosystem. Universities record the highest percentage of R&D personnel, including contracted staff and seconded academics for research management. Recognising the importance of professional RMAs led to the formation of the Malaysia Association of Research Managers and Administrators (MyRMA). It provides a platform for the community of practice to develop professionalisation pathways.
