Abstract

An affordability challenge for the governments is the trade-off between cost and quality. The housing gap is a reality for developing countries, and most frequently the gap is met by producing large numbers of low-cost housing units for the maximum number of people. Declining affordability is known to adversely affect both owner occupiers and tenants. The needy, due to an uninterested private sector, usually has either to depend on low quality housing mislocated in the city, without supporting infra- and social structures, or on squatter dwelling. The second option, despite being informal is responsive to the spatial and cultural needs of the users who ideally partake in the construction. The article queries and explores the ways in which the process and cultural preferences of the users of squatter houses, as builder-owner-occupants, are harmoniously intermingled in squatter housing; and draw housing policy implications through institutionalising some of their potentials. Considering squatters are at the lowest stratum areas and that their housing constitutes significant portion of the urban stock, government's pareto optimal which claims maximum good for the maximum number of people at minimum cost is seemingly justified with the quite restricted budget of governments of developing countries.

Abstract

In Turkey, the process of squatterisation can best be traced to the increase in its urban population from 24 percent in 1950 to 59 percent in 2000. In the periods up to the present, the prevention, improvement and renewal of squatter settlements were not achieved within the existing legal framework and planning structure; and their urban quality has been degraded.

The aim of this article is to discuss the upgrading of squatter settlements through a mitigation process considering the possibility of an earthquake in Istanbul. The target groups of this upgrading study are the squatter dwellers and their settlements.

In getting prepared for the predicted big Istanbul earthquake, the improvement of squatter housing is extremely important for the existing urban housing stock. With this aim, the undesirable consequences of a possible natural disaster in various squatter settlements in Istanbul were scrutinised. Also, earthquake-forecasting reports were analysed in conjunction with squatter maps to extract data for the purpose of upgrading squatter settlements through rehabilitation, reconstruction and reinforcement at the urban and architectural levels with amelioration of damage after an earthquake. In the article, a model is proposed which includes measures to transform squatter zones into healthy areas by means of simple reinforcement and contemporary solutions.

Abstract

This article aims to explore the changes and continuity in housing patterns of Turkish society comparing traditional and contemporary usage. In this context, the spatial and social structures of housing patterns are studied comparatively from an historical perspective. The article is based on research projects carried out by the author that aimed to identify the effects of socio-cultural and psychological factors on the spatial formation, meaning and use of domestic space in different types of Turkish dwellings. Examples chosen from a number of case studies in different housing patterns are mainly those of the Middle Asian Tent, the Traditional Turkish House and Squatter Housing ‘Gecekondu’. The article consists of six sections. In the first two, the aim and the general concept of the paper are defined, the research field is explained and the problem is specified. In the third section, the formation of spatial setting in different housing pattern of Turkish settlers will be analysed by comparing the tent, traditional house and squatter house. The fourth section focuses on related theoretical concepts in environmental behavioural studies with the conceptual model of culture and space interaction system in terms of meaning and use of home space. In the last two sections, the field study is presented and the article builds on the findings of the case studies to offer some proposals for new design principles.

Abstract

Purpose

Turkey has been rapidly urbanizing since the 1950s. In quantitative and qualitative meanings, the problem of housing is one of the most important subjects on Turkey’s agenda. Increasing population, rapid cultural and economic transition and the dynamics of in-migration, changes in social life, consumption patterns and value systems have made a significant impact on housing demand and supply. If we try to realize a general analytical outlook to define the basic formal and informal categories that reflect specific values pertaining to housing typology of the twentieth century, it would be possible to make a classification under the following sub-titles: formal housing-row houses, separate houses, apartment blocks, social housing, mass-housing, luxury housing including gated communities; informal housing – squatter settlements/gecekondus, slums; inbetween –apartkondus, unpermitted constructions/building extensions. The paper aims to discuss these issues.

Design/methodology/approach

Istanbul has been experiencing these various dynamics of planned and unplanned housing settlements in a very radical way, since the 1950s. Changing typology is examined systematically under certain periods up to now. In confronting housing needs under rapid urbanization, “types of housing supply channels” appeared and as a result, urban texture has been changing by periods. In this paper, in order to understand each of these categories and the conditions under which they have been generated, an analysis will be realized to understand the urban housing concept of Istanbul within the twentieth century urban environment.

Findings

The factors playing a role in the evolution of twentieth century dwelling forms on Istanbul will be defined, and the physical/architectural, locational, neighborhood characteristics, as well as their user profile will be examined.

Originality/value

This study is expected to contribute to the further understanding of the urban housing stock and the future trends in housing typology.

Abstract

This study examines whether or not the waste management practices of the poor households living in squatters and low‐cost flats in Kuala Lumpur are conducive to the environment. With the aim of accomplishing the above, the study empirically assesses knowledge, attitude and behaviour of the urban poor concerning their household solid waste management. With primary data collected from the level of living condition and waste management practices of the urban poor, the study employed a multiplicity of statistical techniques such as t‐tests of equality of means, one‐way analysis of variance, chi‐square ‘likelihood ratio’ tests, and descriptive statistics. The findings of the study provide evidence to the effect that poverty does not cause environmental degradation as the knowledge, attitude, and behaviour of the urban poor concerning solid waste management are found to have been conducive to the environment. The study suggests that the problems of poverty and environment need to be seen differently as the causal relationship between the two does actually depend on the level of socioeconomic profile and the type of environmental practices of a particular group of community

Abstract

Purpose

The purpose of this paper is to present how the state government can successfully intervene in providing better quality of urban living standard in Malaysia.

Design/methodology/approach

The paper approaches the issue of state intervention by using a case study of a former squatters’ colony area in Bandar Baru Sentul in the capital city of Kuala Lumpur.

Findings

The paper establishes that for many decades the governance of Kuala Lumpur has played an active role in designing and implementing a wide range of housing policies to eradicate squatters’ settlement in the city, consequently fulfilling the aspirations of low‐income people to become part of the home owning democracy.

Practical implications

This paper attempts to encourage public policy makers and local authorities to undertake a more active role in providing better quality of urban living standard through the establishment of strong institutional capacity.

Originality/value

The paper provides information on how the state government provides a range of mixed policies to rehabilitate squatters’ colonies in Kuala Lumpur, Malaysia.

Abstract

Purpose

While a substantial amount of study of informal settlements has been undertaken, they remain largely unstudied in terms of urban form. In this analysis, the purpose of this paper is to set forth a conceptual framework, which considers the context in which informality takes place, the settlement itself, the houses contained therein, the dwellers of those houses and the process through which a settlement is designed and transformed over time.

Design/methodology/approach

This is a literature review.

Findings

This framework aims to be sufficiently flexible to be deployed across diverse national settings. Its formulation is important because informal settlements are a permanent fixture of the global urban landscape, and are increasing in scale.

Originality/value

Any sustainable strategies to improve informal settlements depend on a better understanding of their urban space, as well as of the producers of this space – the residents themselves. Finally, professional designers may be able to learn from this contemporary urban vernacular grammar – perhaps the only one left in the era of sanitized, contrived and prosaic urban design.

Abstract

Purpose

The purpose of this study is to inform policy and contribute to the existing literature on low-income housing.

Design/methodology/approach

In this study, a case study approach was adopted, and data were collected through secondary data collection that is literature survey and through empirical data collection by conducting face to face interviews and survey of key stakeholders, citizens, and government authorities, and in some cases supplemented by on site photography. The data collected from the field was analysed using quantitative and qualitative techniques. The questionnaires were coded for scientific analysis of data. The information was presented in a structured way that permits for in-depth analysis of the data.

Findings

In this study, many paradoxes were noted defying common sense, but nonetheless, they require a solution. It has been concluded that, while efforts to improve settlements and anticipate future ones are becoming more common, the desire for eradication persists in many towns in Botswana.

Research limitations/implications

The major limitation of this study is that it was done during the period of COVID-19 induced movement restrictions. As a result, the preferred face to face interviews with key informants were not possible.

Practical implications

This research informed policy on low-income housing in Botswana. The Government of Botswana can use the findings of this study to formulate policies which help in alleviating challenges currently faced in practice when implementing low-income housing projects. The concept of low-income housing has been adopted by many developing countries including in Africa. As such, results of this study can also be applicable in other developing countries where they can be used as a starting point for evaluating the success of policies and the practice of low-income housing.

Originality/value

This work made original contribution to knowledge by putting the plight of housing the urban poor in Botswana will in perspective.

Abstract

During the post-World War II period, Turkey's housing supply models were limited to individual housings. Three main trends in the construction industry helped overcome this limitation to a certain extent. These were cooperative societies, spontaneous squatter housing and the build-sell process. Build-sell process later became the most obvious reflection of urban transformation in the 1950s and 1960s. Within this context, this study examines the housing policy of the period and the build-sell process as well as the Rer-1 Apartment Block designed in line with the build-sell process. The Rer-1 Apartment Block was designed and implemented by architect Nejat Ersin between the years 1962-1964, and was constructed in Aşağı Ayrancı District in Ankara. This specific apartment block was examined as an extraordinary example of the build-sell process - which rejects architectural concerns and prioritises profits - as it still incorporated such concerns despite being designed adhering to logic of the build-sell process. For the purpose of this study, an oral history study was conducted with Nejat Ersin. It was, therefore, possible to evaluate Nejat Ersin's apartment block, presenting a new experience in the build-sell context, within the scope of era's social, cultural, political and economic conjecture. The Rer-1 Apartment Block was scrutinized from the build-sell process aspect within the scope of the architect's professional approach.

Abstract

Purpose

Comprehensive urban management (CUM), with specified philosophical and technical limits, can address the negative consequences of the interrelationship between increasing urban poor population, spatial expansion of squalor and informal settlement on marginalised urban lands, overburdened and old urban infrastructure and increase in frequency and intensity of natural hazards. The research places these four concerns within the urbanisation context of the Kingston Metropolitan Region (KMR) in Jamaica, where their expressions are related to the lack of effective urban management and planning. The research uses a mixture of secondary information, from a myriad of public and private institutions and field surveys in the forms of observations and questionnaires. The cause and effects interrelationship between the factors are presented in a problem tree and analysed and discussed against known facts and theoretical posits. The paper aims to discuss these issues.

Design/methodology/approach

The research draws from a litany of document analysis, qualitative research as well as pre-coded questionnaires, field research and expert interviews and discussions with urban managers. Information and data selected from state and quasi-state agencies also proved valuable. Additionally, other relevant materials were sourced from the published domain including publications, journal articles, newspapers, textbooks and internet (online professional group discussions), etc.

Findings

Increase in urban poor over the last ten years increase in squalor settlements on marginal urban lands. Urban infrastructure is old and overburdened. Natural hazards are on the increase and are associated with negative demographic and social dynamics. Development plan and planning is lacking in the KMR. Urban management roles and responsibilities are not clearly defined. There are gaps and overlaps in roles and legislations. CUM needs redefinition for it to be effective in solving this relationship. Limits can be set for defining comprehensive urban planning.

Research limitations/implications

Space to explore more the relationship and evidences of the factor under investigation to their fullest extent.

Practical implications

Investments in urban infrastructure and other built environment and physical structures in important for urban resilience to hazards. Non-traditional countries and agencies are good source of financial and technical support for developing countries to improve their urban and national physical and social infrastructure. Urban land management and administration are crucial or urban spatial planning and land use.

Originality/value

The four factors under investigation, even though they are not novel in their individual treatment, are however original in the context of assessing their interrelationship and moreover their relationship with CUM. A redefinition of CUM is attempted to give stated criticisms of its past failures. The application to Jamaica and its potential application to other small island developing states are unique.
