1. Introduction

This volume of proceedings comprises selected papers presented to the 10th Nordic Conference on Construction Economics and Organization (CEO2019) held in Tallinn, Estonia on the 7th and 8th May, 2019. All selected papers have undergone a rigorous, double-blind, peer review process under the auspices of a scientific committee of internationally recognised researchers.

The CEO2019 conference was organised by the Building Lifecycle Research Group in the Department of Civil Engineering and Architecture of Tallinn University of Technology in association with the CREON (Construction Researchers on Economics and Organisation in the Nordic region) network.

The CREON network is responsible for this conference series. It is a voluntary, non-profit association for people who study, work, teach and research into the management in and of construction in all of its aspects. Its aims are:

• to promote education, dissemination and research connected with management in and of construction by any means available;

• to encourage excellence in the research of CREON members;

• to hold conferences, workshops and seminars for members, notably the recurrent conference series “Nordic Conference on Construction Economics and Organization”;

• to encourage the exchange of ideas and experiences through a newsletter;

• to provide a forum for debate about all matters concerned with management in and of construction in the Nordic region.

2. Conference Themes

Against a backdrop of globalization, the free movement of people, goods, services and capital, particularly within the European Single Market, suggest that it is increasingly relevant to consider the construction industry from a regional perspective. Regional integration brings with it both opportunities - to expand operations and smooth out the volatility of construction boom-bust cycles in smaller countries - and associated challenges such as greater competition and the conditions governing posted workers. The academic research community has historically embraced networking beyond national boundaries, but, under these same drivers, regional and international research coallitions are increasingly becoming the norm.

The 10th Nordic Conference on Construction Economics and Organization is focused on exploring these developments with its general theme “Regional markets, networks and opportunities”.

5. Continuity

The first Nordic Conference on Construction Economics and Organization was held at Chalmers University of Technology in Gothenburg, Sweden, in 1999. Since then, this series of conferences has become an important biennial event bringing together academics and industry professionals from the Nordic countries and around the world to network and share their most recent findings and experiences.

We thank all the keynote speakers, authors and colleagues who have contributed their time and effort towards a successful and stimulating 10th conference and we now look forward to the 11th conference which is planned to take place in 2021.
