Abstract
Purpose
The purpose of this article is to look at how internal marketing can be coupled with corporate entrepreneurship. The paper then suggests explicit practices that enhance potential for innovation at the organizational level.
Design/methodology/approach
The article presents the results of a survey based on a random sample of 223 public servants working at regional Greek governmental organizations (prefectures). It makes use of full profile conjoint analysis and cluster analysis using an appropriate survey instrument. Drawing from earlier research, different attributes that foster corporate entrepreneurship and their corresponding levels were used to form specific scenarios. The applied methodology captures and formalizes scenario preference by the public servants who participated in the survey.
Findings
The results indicated four distinct clusters of respondents, whose classification formed a pattern, which is consistent with Rogers' model of diffusion of technological innovations.
Research limitations/implications
Research relied on a sample of public servants from the Greek public sector and data is cross‐sectional in nature. Future research should be multinational and longitudinal to test the results and assumptions reported herein.
Originality/value
The findings of this paper are original and unique and provide a well‐documented framework in addressing corporate entrepreneurship in the public sector. Furthermore, the results of the study are useful to policy makers interested in formulating a strategy that fosters corporate entrepreneurship in the public sector setting.

Abstract
Purpose
The purpose of this paper is to present and compare alternative theoretical frameworks for understanding entrepreneurship policy: targeted interventions to increase venture creation and/or performance. The authors contrast the Standard view of the state as a coherent entity willing and able to rectify market failures with an Individualistic view that treats policymakers as self-interested individuals with limited knowledge.
Design/methodology/approach
The authors draw on the perspective of “politics as exchange” to provide a taxonomy of assumptions about knowledge and incentives of both entrepreneurship policymakers and market participants. The authors position extant literature in relation to this taxonomy, and assess the implications of alternative assumptions.
Findings
The rationale for entrepreneurship policy intervention is strong under the Standard view but becomes considerably more tenuous in the Individualistic view. The authors raise several conceptual challenges to the Standard view, highlighting inconsistencies between this view and the fundamental elements of the entrepreneurial market process such as uncertainty, dispersed knowledge and self-interest.
Research limitations/implications
Entrepreneurship policy research is often applied; hence, the theoretical rationale for intervention can be overlooked. The authors make the implicit assumptions of these rationales explicit, showing how the adoption of “realistic” assumptions offers a robust toolkit to evaluate entrepreneurship policy.
Practical implications
While the authors agree with entrepreneurship policy interventionists that an “entrepreneurial society” is conducive to economic development, this framework suggests that targeted efforts to promote entrepreneurship may be inconsistent with that goal.
Originality/value
The Individualistic view draws on the rich traditions of public choice and the entrepreneurial market process to highlight the intended and unintended consequences of entrepreneurship policy.

JEPP was created to encourage and disseminate quality research about the vital relationships among institutions, entrepreneurship and economic outcomes. JEPP 's aim is to improve the quality of scholarly and public discourse about entrepreneurship and development policies. In general, JEPP seeks high‐quality articles that say something interesting about public policy, entrepreneurship and economic development.
Originality/value
The editorial describes the thinking behind JEPP, and the journal's objectives. JEPP welcomes all scholars and individuals with professional or personal interests in acquiring and sharing knowledge about institutions, entrepreneurship, and economic outcomes.

Abstract
Purpose
The purpose of this paper is to examine US public relations professionals' perceptions of the benefits and challenges associated with the concept of moral entrepreneurship, defined as the purposeful process of changing or creating new institutionalized ethical norms. This study argues that the concept of moral entrepreneurship provides organizations with a potentially valuable framework to actively recognize societal pressures and problems and act accordingly to better the environment in which the organization resides and operates.
Design/methodology/approach
This exploratory study uses purposive in-depth interviews with 25 diverse public relations professionals, who represented communication firms, in-house public relations departments, higher education, nonprofits and government.
Findings
Respondents assigned a high value to the concept of moral entrepreneurship: In addition to its being viewed as the right thing to do, they recognized its practice as a way to help organizations recruit and retain employee talent and improve stakeholder trust. However, based on the interviews, organizational leadership is the primary initiator of ethical changes; therefore, without a seat at the management table, practitioners lack the influence to initiate such new organizational directions and take on the role of moral entrepreneurs only when directed to do so by their superiors. Barriers to adopting a moral entrepreneurship approach included a limited budget and shortage of staff, employees' resistance to change, fear of failure, poor leadership and a politically polarized workplace.
Practical implications
Practice implications include considerations for furthering moral entrepreneurship in organizations.
Originality/value
This study is the first to explore the applicability of the concept of moral entrepreneurship in public relations. The paper underscores the need for further discussion around novel approaches to ethics in public relations that go beyond simple compliance with professional codes and industry standards and that help organizations lead societal change.

Abstract
Purpose
The purpose of this study is to examine mediating role of public sector governance in the relationship between entrepreneurship and economic growth in the Palestinian context during the years 2005–2020.
Design/methodology/approach
The necessary data were collected from the World Bank website and the annual financial reports of the Palestinian Monetary Authority. To achieve the study’s objectives, the researcher used content analysis method and regression model.
Findings
There is an effect of some dimensions of entrepreneurship (starting a business, obtaining credit, women starting a business) and public sector governance with dimensions (voice and accountability, political stability and absence of violence, effectiveness of government performance, organizational quality, the rule of law and control of corruption) on economic growth. In addition, there is no mediating effect of public sector governance in the relationship between entrepreneurship and economic growth.
Practical implications
The study helps in enhancing the elements of entrepreneurship by evaluating public governance in Palestine. It also offers future researchers a comprehensive vision that encourages Palestinian economic growth.
Social implications
The paper contributes to showing the reality of public governance indicators for the Palestinian context and the amount of support for entrepreneurial activities indicators that affect economic growth.
Originality/value
Trying to activate cooperation mechanisms between government institutions and entrepreneurial institutions to adopt creative projects and ideas, especially for women, needs to focus on activating the principles of public sector governance in addition to facilitating administrative and financial procedures to start commercial projects in a way that enhances economic growth with the need to achieve the highest level of public sector governance indicators.

Purpose
Going beyond the traditional approach of formal and informal institutions as antecedents of entrepreneurship (directly) and development (indirectly), this paper seeks to explore knowledge institutions as a necessary input for entrepreneurship and the development of societies.
Design/methodology/approach
Institutional economics lenses are utilized to observe other factors (e.g. the number of R&D staff and researchers from the public sector) that involve laws and socialization processes, which at the same time create knowledge useful for entrepreneurs and society. These ideas are tested through a sample of 281 observations from 17 autonomous communities and two autonomous cities in Spain. The information coming from the Global Entrepreneurship Monitor (GEM), Ministry of Economics, Industry, and Competitiveness, and INE (Instituto Nacional de Estadística), was analyzed through 3SLS, which is useful for a simultaneous equation strategy.
Findings
Knowledge institutions such as the number of R&D staff and researchers from the public sector are found positively associated with entrepreneurship, which is a factor directly and positively linked to economic development across Spanish regions.
Originality/value
The findings help the operationalization of other institutions considered in institutional economics theory and its application to entrepreneurship research. Moreover, the results bring new insights into the knowledge spillover theory of entrepreneurship in the public sector, in which the institutional analysis is implicit.

Abstract
Purpose
While the term “entrepreneurship” was almost exclusively associated with private sector, it is now found with increasing frequency in the literature on the public sector and public administration. However, research on public entrepreneurs remains restricted to top and middle managers and elected politicians and focuses on policy promotion and initiatives concerning public sector transformation. The perpose of the present article is to extend earlier research to the empirical assessment of entrepreneurial behaviour among front line staff in the Greek public sector.
Design/methodology/approach
A scale of entrepreneurial behaviour was assessed. A short, self‐report questionnaire was administered to a random sample of 237 public servants working at prefecture level, which is the second level of government in Greece. Exploratory and confirmatory factor analysis of the entrepreneurial behaviour scale contributed to the formation of a hierarchical factor structure with a super‐ordinate entrepreneurial behaviour factor and three lower‐level factors.
Research limitations/implications
The reported research relied on self‐reports and on a sample from the Greek public sector. Moreover, data are cross‐sectional and alternatives relationships may exist. Future research should be multinational and longitudinal to test the assumptions of the present study and should encompass variables of actual entrepreneurial behaviour.
Practical implications
The research findings demonstrate that the concept of “public entrepreneurship” is relevant for the average civil servant and reveals facets of entrepreneurial behaviour of front line staff. Moreover, the study finds evidence that there is a positive correlation between the supportive context, as expressed by encouragement of initiatives and access to managerial information, and entrepreneurial behaviour among public servants. As a result, policy makers should take the appropriate measures to build a supportive context for public entrepreneurship.
Originality/value
The research findings are original and unique and are based on established models and theories from the literature on private sector entrepreneurship. The results are based on a sample of public servants working in different prefectures in Greece. In addition, respondents come from different organisational units across each prefecture. The research findings are useful to academics and to policy makers interested in fostering public entrepreneurship.

Purpose
Studies on entrepreneurship in public agencies suggest that managing for innovation may increase organizational performance. These studies, however, do not take into consideration the processes of opportunity identification. Therefore, the purpose of this paper is to, first, situate the concept of opportunity identification within the broader research on public sector entrepreneurship, and second, to explore the relationship between managerial empowerment practices and employee alertness to new opportunities.
Design/methodology/approach
This paper uses aggregated data from the Federal Employee Viewpoint Survey – an annual survey of the US Federal employees – to examine the relationship between managerial empowerment practices and employee alertness. The analysis employs a fixed-effects regression to model each panel of the US Federal agencies, from 2011 to 2017.
Findings
The results indicate that managerial empowerment practices have a clear correlation to employee alertness and are substantively different from empowerment practice’s relationship to “innovation” – an outcome of entrepreneurship. These findings suggest that scholarship should include opportunity identification as a moderating variable in future studies on public sector entrepreneurship.
Research limitations/implications
The empirical analysis should be viewed as a novel approach to alertness in order to demonstrate the need to include opportunity identification processes in studies on managing for public sector entrepreneurship. Consequently, the results are not generalizable to all public agencies.
Originality/value
This paper highlights processes of entrepreneurial opportunity identification concerning management practices in the public sector, which scholarship has traditionally ignored.

Purpose
Existing scholarship indicates that more research is needed to explore beneficial spillovers from public entrepreneurship. The purpose of this paper is to fill the gap in that literature by examining a case of public entrepreneurship by a corporation. While political engagement by private firms frequently reduces to rent-seeking, this paper explores an instance in which public entrepreneurship by a private firm lead to beneficial spillovers – specifically, positive externalities resulting from the engagement of Cummins Engine Company with city government in Columbus, Indiana. In the case study, these spillovers consist of improved infrastructure, altered norms, and the reintroduction of economic calculation.
Design/methodology/approach
This case study uses publications in popular outlets, newspapers, and historical documents to understand the relationship between Cummins Engine Company and its local government.
Findings
Contrary to the presumption that public engagement by private firms necessarily reduces to rent-seeking, the activities of the Cummins Engine Company lead to beneficial public spillovers by way of improved infrastructure and norms, as well as by restoring a degree of economic calculation to the production of public buildings in Columbus, Indiana.
Originality/value
The authors illustrate the precise mechanisms that generate the potential spillovers from public entrepreneurship that Klein et al. (2010) explore theoretically.

Abstract
Purpose
The purpose of this paper is to investigate the mediation role of public governance in the relationship between entrepreneurship and economic growth in the United Arab Emirates (UAE).
Design/methodology/approach
To achieve this aim, the study uses a 20-year time series analysis (1996–2015) and tests the effect of entrepreneurship on economic growth, through public governance, via a mediator model.
Findings
The study has determined that public governance buoys the positive effect that entrepreneurship activities exert on economic growth in the UAE. Based on this determination, the study posits a set of recommendations that focus on supporting entrepreneurship activities that play a significant role in economic growth.
Originality/value
The study adds to the literature on the impact of entrepreneurship on economies dependent on oil revenues vis-à-vis a public policy perspective. The study provides insights into the type of entrepreneurship that most efficaciously suits the Emirati social and cultural milieu in terms of fostering national economic growth. In addition, the study limns a vision of the role of public governance in creating an enabling environment that stimulates entrepreneurial activity and, in turn, increases economic growth in the Emirates.
