Abstract

This chapter develops a theoretical account of higher education policy creation and the relationship between universities and the state. Through this process, it demonstrates the relevance of theories from political science – including policy analysis and parliamentary/legislative studies – to higher education policy analysis. The chapter outlines the enduring relevance of political factors in shaping higher education around the world and the different ways in which political and policy analysis can be positioned within higher education research. A series of theoretical frameworks are introduced including policy networks, neo-institutionalism and principal-agent theory. These theories account for how policy is made, the behaviour of universities and policy makers, and the dynamics within the relationship between universities and the state. The chapter explains how these approaches can be adapted and applied to higher education policy research, and how frameworks from political science can inform and enrich studies of higher education.

Abstract

Several governments in Canada have made commitments to adopting evidence-based policy development. Several obstacles to the adoption of this approach have been identified in the policy literature. However, this literature has lacked an economic perspective. This is unfortunate, since economics has produced the most fully developed normative theory of government policy in the social sciences and humanities. The main elements of this theory are the theory of market failure and the theory of non-market failure, and the integration of those two elements in what Charles Wolf called implementation analysis. The Austrian economics tradition also offers the implications of what is often called Hayek’s knowledge problem and the lessons learned from the economic calculation debate as contributions to the understanding of the challenges facing the application of evidence-based policy. The authors propose adding four economic elements to the current model of evidence-based policy development: (1) providing sufficient and convincing evidence that a market failure has occurred; (2) providing sufficient and convincing evidence that a non-market failure is unlikely to occur or if it does occur the damages from the non-market failure will be less serious than the harm resulting from the market failure; (3) an appreciation of the distributed and conflicted character of social knowledge; and (4) the technical challenges involved in constructing a social preference order. The authors illustrate the application of the economic approach to evidence-based policy with an example from rural land use policy in Ontario.

Abstract

This chapter presents both main arguments of dividend policy theories and their empirical evidence. According to Miller and Modigliani (1961), dividend decisions are not relevant to firm value in a perfect capital market. Nevertheless, there are several market frictions in the real world (e.g., information asymmetry, agency problems, transaction costs, firm maturity, catering incentives and taxes). Therefore, academics use them to develop theories which help them explain corporate dividend decisions. Particularly, signaling theory considers dividend payments as a signal about firms' future prospects since outside investors face information disadvantage. “Bird-in-hand” theory argues that investors prefer dividends to capital gains since the former have lower risk than the latter. Agency theory is developed from the conflict of interest between corporate managers and shareholders. Corporate managers have high incentives to restrict dividend payments. Furthermore, transaction cost theory and pecking order theory posit that firms prefer internal to external funds. This drives firms to hold more cash and pay less dividends. Life cycle theory explains dividend policy by firm maturity. Mature firms have fewer investment opportunities, and thus, they tend to pay more dividends. Catering theory states that dividend decisions are based on investors' demand. Firms pay more dividends since investors prefer dividends and assign higher value to dividend payers. Tax clientele theory argues that firms that have corporate dividend policy rely on the comparative income tax rates for dividends and capital gains. Under the tax discriminations against dividends, firms tend to restrict their dividends in order to increase their stock prices.

Abstract

Starting from Gino Arias’s dictum on the uselessness of international trade theory for fascism, this contribution aims to demonstrate two main points. First, the free trade attitude displayed by fascism immediately before and after the “March on Rome” clashed with its nationalist origins. The nationalist movement had supported a strong protectionist policy starting from a rejection of the main principles of marginalist theory. This explains why some issues raised by Pareto and Barone which could have been used as arguments in favor of protectionism were neglected. In turn, this impasse played a major role in the rejection of Mihail Manoilescu’s theory in the thirties. The second point concerns the possibility of some – at least relatively – free theoretical debate on international trade theory and policy. When the regime set itself a clear objective, like the reduction of trade to begin with, and then autarky, the scope for free discussion narrowed to the point of eventually closing. In this context, refusing to support the regime’s choices in economic policy meant resigning oneself to becoming an outcast. A situation offering one more tessera in the complex mosaic of relations between science and politics in authoritarian regimes.

Abstract

This chapter explores how critical language theory could be applied to the language dynamics in higher education that is created by internationalization and university's traditional role in maintaining national languages. Language policy is an instrument of governance that is increasingly used to regulate the linguistic situation at the university, so it is at the center of my analysis. As a broad concept, language policy is not limited to the formulations of the policy text but includes interactions of different actors and addresses instruments mediating the university's linguistic situation. A critical approach highlights that language policy is permeated with power, which is unequally distributed between different actors. I suggest further conceptualization of the language dynamics of the internationalized university created by national language protection and internationalization through three layers of analysis. The first layer derives from the Bourdieu's approach to language in society focusing on the societal hierarchies that are underpinned by language use. It also includes a discussion about structure versus agency, and a conversation about the navigational capacities of individuals to challenge preestablished social structures. The second layer discusses dialogue as a theoretical approach to the process of negotiating language policy. This is where agency is being realized, depending on the relative power of different actors in the particular social context. The third layer explores the conception of language, how different ways to understand what language is are turned into policy principles.

Abstract

This chapter focuses on theories and methods for policy studies in higher education, in an era of accelerating globalisation. Policy is increasingly conceived as a complex process which extends from global to local levels, and is contested at all levels. At the same time, higher education has assumed a more central role in the development of a so-called ‘global knowledge economy’. Thus, the re-conceptualisation of ‘policy’, along with the repositioning of the role of higher education in globalising times, call for a rethink on theory and method for higher education policy studies. With attempts to cover a broad global-local span, single theoretical framings are often insufficient, and theoretical eclecticism potentially offers more comprehensive insights into dynamic policy processes than single theories alone. In particular, the combination of critical theory and post-structural theory has presented a fruitful way to build policy ‘trajectory’ and ‘network’ analyses across multiple levels and sites.

Abstract

In recent years, the field of comparative and international education (CIE) has experienced an outburst of self-reflective papers wherein comparativists study the nature of the field and map its content. This study contributes to this trend by drawing attention to a previously unstudied aspect of CIE: its purpose. Using Arnove’s dimensions as a starting point to create five new purpose categories, four prominent CIE journals are surveyed to test whether the pragmatic history of CIE is evident in its current body of research. In this process, a complete and clear genetic mapping of the journals is created, which explores their similarities and differences, as well as the changes in their content over time. Findings indicate that the pragmatic purpose of CIE dominates, though it is primarily emancipatory and transformative in its prescription. Furthermore, articles rooted in specific situational contexts were more prominent than expected considering the comparative and international nature of the field.

Abstract

It is commonly accepted that the study of urban politics has become increasingly complex and fragmented, characterised by a shift away from formal local government structures to a diverse range of public, private and voluntary agencies. The analysis of ‘multi-level’ local governance (Stoker, 2004) in contemporary urban societies therefore requires a need to focus on informal relationships as well as formal institutions, acknowledging the role of a multiplicity of actors and their interactions within partnership and network structures. In this respect the limitations of a purely quantitative methodology have been well-documented, including a lack of depth, insufficient attention to power relationships and an inability to account for symbolic action (see, e.g. Silverman, 2001 and other chapters in this collection). Qualitative methodologies offer the opportunity to consider meaning, complexity and institutional fragmentation in urban policy through detailed empirical and theoretical analysis. However, it is less clear what kinds of theoretical tools are most appropriate to underpin effective qualitative research. The purpose of this chapter is not only to suggest a general approach (that of social constructionism), but also to demonstrate how recent developments can be applied effectively to overcome some of the criticisms of constructionist social theory. The chapter suggests a number of approaches that can provide a means by which contemporary urban processes can be systematically interpreted.
