In a recent speech LORD ROSEBERY charged the people of this country with possessing, to an inordinate extent, the fatal gift of complacency, and he observed that the nation which is not progressive is retrogressive. “Rest and be thankful,” said LORD ROSEBERY, is a motto which spells decay, and those who have any experience of the methods of the manufacturers of the country will admit that this seemingly severe impeachment is by no means unfounded or uncalled‐for. Industries, of which at one time the English were masters, are now gradually falling into other hands. The workers of other lands are successfully competing with our own, and yet, in spite of this condition of our mercantile affairs, the spirit of complacency is rampant. The sons are content to continue in the footsteps of the fathers, oblivious of the fact that time and seasons do not stand still and that they may be overwhelmed by the advancing flood of competition. The trade conservatism which was in the past opposed to the introduction of the steam‐engine, the power‐loom, and other mechanical appliances, is still responsible for the extreme slowness with which English firms appreciate the necessity for such innovations in the conduct of their business as would place them in a position to hold their own in the markets of the world. In respect to the protection of pure food production Great Britain and the British manufacturers are still a long way behind. Although the Sale of Food and Drugs Act of 1875 was one of the first Acts passed in any country to prevent the sale of adulterated food and drink, its machinery is cumbrous, and the subsequent Amendment Acts have not added materially to its efficiency; with the result that the Adulteration Acts do not compare favourably with those of many other countries. The spirit of complacency in regard to food products has affected alike the producer and the distributor, and the result is that in many instances there is no adequate inducement to produce anything but a mediocre article—such an article, in fact, as only escapes condemnation because of the faulty construction of the machinery of the law.

In line with the fast development of information technology, the Internet of Medical Robotic Things (IoMRT) is gaining more ground in health care. Sharing patients' information effectively and securely can improve sensing data usage and confidentiality. Nevertheless, current IoMRT data sharing schemes are lacking in terms of supporting efficient forward secrecy; when secret key for a robotic nurse as a data requester is compromised, all the historically shared data with this robotic nurse will be leaked.

The presented paper suggests an efficient puncturable attribute-based data sharing scheme enabling guaranteed firm security and versatile access control over health sensing data in IoMRT. This scheme integrates attribute-based and puncturable encryption to avail a shared secret key for data sharing that can be encrypted by an access structure over the Data Requester (DR) attributes. Additionally, the establishment of the shared key and the mutual authentication is simultaneously done between the cloud servers and DRs.

The proposed scheme can achieve forward secrecy by adopting the bloom filter technique that efficiently helps the updating of a private key with no need for the key distributor to reissue the key. The security proof illustrates that this scheme adheres to the security model. Besides, the performance evaluation expresses the feasibility of the suggested scheme.

The main goal of designing a puncture algorithm is to devise an updated key from the ciphertext and a secret key, allowing the decryption of all ciphertexts except the one that has been punctured on. This research illustrates the first effort to develop a puncturable attribute-based encryption scheme to achieve efficient finegrained data sharing in IoMRT.

The question has been recently raised as to how far the operation of the Sale of Food and Drugs Acts of 1875, 1879, and 1899, and the Margarine Act, 1887, is affected by the Act 29 Charles II., cap. 7, “for the better observation of the Lord's Day, commonly called Sunday.” At first sight it would seem a palpable absurdity to suppose that a man could escape the penalties of one offence because he has committed another breach of the law at the same time, and in this respect law and common‐sense are, broadly speaking, in agreement; yet there are one or two cases in which at least some show of argument can be brought forward in favour of the opposite contention.

AT Oxford, on October 8th and 9th, was celebrated the tercentenary of the founding of the Bodleian Library by Sir Thomas Bodley, an Exeter man, who early realised the value of books in the work of education. The occasion was made one of great importance, and there were gathered together distinguished representatives of literature and librarianship from all parts of the world. The list of delegates given below will show how extensive this representation was, although it will occur to some, as a somewhat remarkable circumstance, that not a single municipal library in London was represented, while many of the more important English towns were also ignored. Considering that such libraries are doing so much in the cause of popular education, compared to which the work of many of the colleges and institutions represented is microscopical, it does strike the outsider that the gathering would have been much more impressive and representative had there been more “Town” and less “Gown” in the celebration. The following is a full list of all but the Oxford representatives, who included practically every head of a college, professor, or college librarian, together with various local celebrities:—

Three events of significance to this country took place in 1899 – the British Food Journal was launched, Australia retained the Ashes, and the Boer War hostilities commenced. If challenged on the order of their importance, cricketers and Empire‐builders may be excused their preference. However, looking at it purely from the standpoint of pro bono publico, the dispassionate observer must surely opt for the birth of a certain publication as being ultimately the most beneficial of the three.

The purpose of this paper is to investigate the financing behavior of Romanian listed firms with regard to their tendency to exhibit herding behavior, more specifically to follow the mean capital structure of the sector they belong to.

A panel data model was employed to examine the herding financing behavior of Romanian listed firms over the period 2007–2014. The dependent variable of the model is firms’ debt ratio (DR) and the independent variables are: the first lag of the mean DR in each sector of the analysis, firm-specific characteristics and the average characteristics of the firms from the sector they belong to.

The results of the study indicate that Romanian listed firms have a herding behavior and try to reach the mean DR of the sector they belong to, moving away from the optimal capital structure that maximizes firms’ value. In addition, the results of the model estimation suggest that Romanian firms’ capital structure depends on both firms’ characteristics (i.e. profitability, firm size and asset tangibility) and the average characteristics of the firms from the same sector they belong to (i.e. average profitability and average size).

Acting with the herd determines firms to move away from the optimal capital structure and to miss in this way the maximization of the firm value. Consequently, it is in managers’ best interest to avoid herding behavior and try to act rationally when they decide firms’ financing sources.

To the best of the knowledge, this is the first study in the literature that finds support for the herding financing behavior in an Eastern European country.

We observe with pleasure that the French Analytical Control, which is known as the Controle Chimique Permanent Français, continues to make satisfactory progress. The value and importance of the system of Control cannot fail to meet with appreciation in France—as it cannot fail to meet with appreciation elsewhere—so soon as its objects and method of working have been understood and have become sufficiently well known. From the reports which appear from time to time in l'Hygiène Moderne, the organ of the French Control, it is obvious that a number of French firms of the highest standing have grasped the fact that to place their products on the market with a permanent and authoritative scientific guarantee as to their nature and quality, is to meet a growing public demand, and must therefore become a commercial necessity. An ample assurance that the Controle Chimique Permanent Français is a solid and stable undertaking is afforded by the facts that it is under the general direction of so distinguished an expert as M. Ferdinand Jean and that he is assisted by several well‐known French scientists in carrying out the very varied technical work required.

This book has presented theoretically driven empirical research that confirms the impact of workplace bullying on the community college campus. Theoretical insights and methods such as equal opportunity theory (Mithaug, 1996), Hochschild’s emotional labour (2003), McPhail’s culture management theory (2002), Bandura’s self-efficacy (1977), and theories on power (Goldblatt, 2007) provide a framework for these data. Further, social dominance theories, (Sidanius & Pratto, 1999) and employee disengagement theories (Samnani, Salamon, & Singh, 2014) give different lenses from which to consider bullying.

Theories provide solid backdrops, yet for those facing workplace bullying, there is nothing theoretical about the experience. The abuse is real and demoralizing; by the definition used throughout this book, bullying is escalating (Einarsen, 2003). In response to bullying, study respondents confirm filing EEO complaints, leaving the job, taking stress leave, and changing work schedules to find relief. The following scenarios provide an opportunity to reflect objectively on workplace bullying and its application to different community college constituencies.

The goal for each discussion is to find relief for the target, and develop recommendations to create a healthy environment. As one reflects on these scenarios, one also needs to consider: (1) A rationale reaction or strategy that is not informed by outrage, anger, or helplessness, (2) what resources can be or should be at the disposal of the target, and (3) what policies or legislations are available to assist the target. Readers should be encouraged to utilize the findings and data in this book and policy at their respective institutions to craft possible solutions. These scenarios are appropriate for those considering the nuances of workplace bullying and leadership in scholastic or practical arenas. Further, emerging leaders and graduate students can also consider solutions to workplace bullying.

The CONFERENCE ON LUBRICATION AND WEAR was arranged by the Institution of Mechanical Engineers at their headquarters, at 1 Birdcage Walk, Westminster, London, S.W.1., on October 1st to 3rd, 1957. Papers were presented and discussed here as well as in Church House, Westminster, in the Assembly Hall of Central Hall, Westminster, and in the Grand Council Chamber of the Federation of British Industries, The President of the Institution, Sir George Nelson, Bart., LL.D., M.I.Mech.E., M.I.E.E., opened the Conference and was supported by the Chairman of the Organizing Committee, Dr. D. Clayton, M.I.Mech.E., who is also the Chairman of the Institution's Lubrication Group.

The only comprehensive list of British medical libraries hitherto available has been that in The Aslib directory 1928, and there is an extended account of those in London in Reginald Rye, The students' guide to the libraries of London (3rd ed., 1927), pp. 362–77. The new list, here put forward, is intended to bring the information from those two books of reference up to date, after nearly twenty years. British libraries are briefly listed among ‘Medical libraries outside North America’ in the Medical Library Association's A handbook of medical library practice, ed. Janet Doe, Chicago, American library association 1943, chapter 1, appendix 2, pages 41–64. The meagre information in that list, if contrasted with the detailed documentation of American and Canadian libraries in successive issues of the American medical directory, accentuates the need for us to know ourselves better. Several, perhaps many, medical librarians have had to compile lists of kindred libraries for their own convenience. A list which I had thus prepared seemed to Aslib to offer adequate basis for a Directory of British medical libraries, and in order to complete it Aslib issued a questionnaire in the autumn of 1944 to libraries known to possess medical collections and to hospitals, medical societies, and medical institutions throughout the British Isles. The information obtained from the generous response to this questionnaire is epitomized in the list which follows. I am responsible for all omissions and errors and I hope that those who detect any will supply corrections and additions so that this preliminary list may be revised and become a definitive Directory.
