Abstract

Urban planning is the blueprint for the development of urban construction and the basis for management of a city. The urban planning of China’s high-speed modernization has encountered many bottlenecks, and the gap between the daily living needs of residents and the urban planning objectives has attracted particular attention. Harmonious development between man and nature is necessary to build a harmonious society, and urban planning that is close to the needs of residents and more humanized has become the main goal of urbanization. In this paper, urban planning of Zhuhai City was studied for one year. Zhuhai focuses on building transport hub, industrial layout, and urban development in three major patterns. Many problems in the planning and management of Zhuhai City were encountered in the past, because the plans are only heavy concepts that ignore implementation and lack of comprehensive survey. Based on the concept of communication planning, the main features of the public participation in the urban planning model through modern mass media may be suitable for achieving the objectives and satisfying public needs. Urban planning and decision-making in Zhuhai City in recent years are evaluated by SWOT method. Future plans of Zhuhai City are discussed.

Abstract

The scale of urban land has been expanding because the speed of urban development has increased the population. Thus, certain improvement in planning and construction based on circular economy is required. Industrial resource-based city planning and construction is particularly important based on the aforementioned problems and development background. The development of industrial resource cities in the transformation stage based on the circular economy was considered as the breakthrough point. The development, function, and concept of the new district planning were analyzed in view of the design strategy of the current domestic resource-based urban planning; moreover, the planning principles (integration of regional and harmonious resource constructions and coordinated organization function) that are suitable for resource industrial city were presented. In this study, taking the industrial transformation and resource-based city of Yichun as an example, the infrastructure and the general situation of the new district planning in the future were deeply analyzed. In the light of the functional development and planning structure of the transformation and development planning of resource-based industrial cities, the following planning and development strategies were proposed: the centralized small-scale space should be constructed. Diversion control should be carried out on bicycle lane and motorized lane in new area. The three-dimensional layout of the grid should be applied to the overall planning of the road, and according to the expressway, main roads, secondary roads and ordinary sections, there must be four kinds of traffic system, so as to construct a diversified traffic diversion system. The original industrial land should be extended into a continuous space, and the allocation of new district resources after transformation must be suitable for the development plan of brand strategy, so as to perfect the forestry land of Sun Yue gorge street and transform it into RBD recreational and entertainment community, and build a friendly eco city.

Abstract

To improve the quality of life, human-oriented smart city planning and management based on time-space behavior was studied. First, the basic theory of time-space behavior and smart city was introduced. The relationship between public participation and smart city construction planning was analyzed, and the positive and negative significance of public participation in smart city construction planning was expounded. Then, the mechanism for public participation in smart city construction planning was proposed. Finally, public participation in smart city construction planning was analyzed from the perspectives of power balance, interest coordination and safeguard measures. The results showed that public participation in smart city construction planning was an important manifestation of the realization of public democratic rights. The scientific nature and feasibility of smart city construction planning was enhanced. The smooth implementation of smart city construction planning was an important foundation for promoting smart city construction. Therefore, public participation is an important way to safeguard social public interests and build a harmonious society.

Abstract

The cultural tourism industry, which has subtly met the needs and solved the major problem of the current age, is a new growth point for the current city economic growth. Therefore, its position in the industrial structure system will be increasingly improved. The development of the cultural tourism industry also provides an important opportunity for the renewal and re-engineering of urban space. For the current urban space construction crisis needs the integration of historical and cultural elements urgently while the development of the cultural tourism industry itself happened to need the city to provide the necessary carrying space and incubation carrier urgently as well. Thus this research discusses the construction of urban visual planning system and the specific implementation path from the perspective of the development of cultural tourism industry.

Interest in the origins and history of city planning in the United States has made it necessary to provide more information about biographical and reference sources on the subject. In tracing the evolution of American city planning, it is often necessary to identify individuals active, for the most part, during the period from 1900 to 1950, who are significant either for the roles they have played in the development of particular cities or regions, or for their advocacy of particular planning principles. Anthony Sutcliffe, who organized the first International Conference on the History of Urban and Regional Planning in 1977, points out the importance of city planning biography in his book, The History of Urban and Regional Planning; An Annotated Bibliography (1981). In the introduction to his chapter on individual planners, he notes the “great attraction of the biographical approach to planning historians” (139).

Abstract

Climate and disaster resilience mapping has been discussed in detail in Chapter 3. The Climate Disaster Resilience Index (CDRI) as a comprehensive and well-structured methodology for measuring the resilience of cities is presented, as well as the differences between CDRI and various assessment tools. The resilience of cities, or their agglomerations or subzones, is being measured because cities are seen to be at a suitable level to efficiently initiate action, especially in developing countries where unplanned or haphazard urbanization is a major risk factor. But for climate and disaster resilience mapping to be of value, it should be followed by action planning. Having a vision for the future and charting a course to achieve it is what action planning is about. Studies have consistently shown that vision, planning, and goal setting can positively influence cities’ organizational performance. Action planning can compel future thinking, highlight new opportunities and threats, and refocus a city's mission. Productive action planning focuses on the most critical problems, choices, and opportunities. Action planning requires time and a process. If used effectively, it is a powerful tool for self-management and goal-based achievement. Action planning typically includes deciding who is going to do what and by when and in what order for the city to reach its long-term goals. The design and implementation of the action planning depend on the nature and needs of the city.

Abstract

Purpose

The purpose of this paper is to compare and learn from Chandigarh in addressing an orderly urbanisation in India. Chandigarh is considered as a benchmark for city design in India. The aim is recapitulate the city design process and garner useful inputs towards city design process in India.

Design/methodology/approach

Considering the purpose of the study, two research methodologies are identified – namely “case study” and “analytical narrative”. A case study method is usually focused on certain urban systems with a view to explain why certain systems were a success and why some ended up being a failure. It mostly concerns itself with questions of efficiency. A narrative analysis seeks to understand urban development process and change. It appeared in disciplines such as policy analysis, urban history, social science, political science and economics. Analytical narrative evaluates the explanatory performance of new genre, using some philosophy.

Findings

This paper contributes in reinvigorating the aura of Chandigarh and its contribution in developing an Indian city with its own identity. It also reflects upon the series of failure among the recent city planning endeavours, and its avenue of differences from the successful case.

Originality/value

The paper contributes in understanding the existing shortcomings of city design approaches in India from the perspective of a relatively successful case of a functional Indian city. It also helps to point out the forgotten dimensions of city design that contributes in creating a functional city.

Abstract

This chapter analyzes the role of new local planning frameworks in the development of urban megaprojects (UMPs). It argues that the way projects are integrated with existing planning controls and statutory procedures influences how its costs and benefits are distributed. Drawing on the case studies of the Special Hudson Yards District in New York City, the “Zone d’Amenagement Concerte Clichy-Batignolles” in Paris and the Operacao Urbana Agua Branca in Sao Paulo, it compares how the legislative reforms and strategic plans enacted in each city impacted development programs, implementation process, and public benefits delivered by each project. This is a comparative case study analysis using quantitative and qualitative data collected through planning documents, press articles, interviews, and field research on the planning process of the three case studies, their administrative and institutional frameworks focused combined with quantitative analysis of the development proposals and outcomes of each project. The research shows how the articulation between the new plans and the underlying zoning districts as well as willingness by the city to commit public funds to finance the required upfront investments influence the ability of cities to extract public benefits from urban megaprojects and improve integration with surrounding neighborhoods, transport infrastructure, and regional policy. Based on a succinct review of the related literature the chapter illustrates the evolving role of public agencies and land-use regulation in the development of UMPs, illustrates the material expression of strategic planning on legislative reform and policy statements, provides a comparative analysis of contrasting legal systems, and suggests policy formulations that can improve the “public return” generated by UMPs.

Abstract

Purpose

The purpose of this paper is to discuss the responses from the urban planning and design professions in Brisbane to the impacts of climate change and the implications of the 2011 flood. In the past decade, the ramifications of climate change have already left a scar on some of the urban regions round the world. The Australian continent has been regarded as one of the most affected regions in terms of climate change implications. The 2011 Queensland floods of historic proportion, which came after a decade of extreme drought, raised many questions about the future development of cities. For the past decades, Queensland’s economy was largely based on property-led development. The flood plain land situated along Brisbane River has been developed and overburdened with building infrastructure contributing to the magnification of the flood events.

Design/methodology/approach

The research methodology is based on identification of the problem and the major objective. To address the objective, this study concentrated mainly on the use of qualitative research methods. The major qualitative research methods include literature review, qualitative analysis and observations. Brisbane, the capital of the Australian state of Queensland, has been selected as the case study area.

Findings

The paper revealed strong regional and city-wide planning directives addressing climate change which has not yet been fully been translated at the local-neighbourhood level.

Originality/value

This paper provides a deep insight analysis and evaluation of the design and planning measures currently used to combat the impacts of climate change.

Abstract

Purpose

The purpose of this paper is to present the legal conditions under which governments may use green artificial intelligence (AI) in city planning. Although Japan was one of the early countries to release its general AI principles, it has been relatively slow in establishing conditions where administrative agencies may use AI. Granted, there have been some recent scholarship that discusses the usage of AI in general under Japanese administrative law, but the use of green AI in city planning under Japanese law has not yet been discussed. Hence, this paper intends to focus on green AI in city planning and discuss the conditions for usage based on different categories of AI.

Design/methodology/approach

This paper conducts a legal analysis on the utilization of AI for the purpose of sustainable city planning and administration in Japan. The approach of this paper is to summarize the existing scholarship in Japanese administrative law and analyse the new elements in the new field of green AI in city planning. This paper is not a natural science paper. The social science method of jurisprudence is used. This paper cites only public sources, and no informal literature has been referenced.

Findings

This paper establishes the conditions where Japanese central and local government may use green AI in city planning from a legal viewpoint based on three categories. The categories are green AI usage in city planning concerning things, green AI usage in city planning concerning people and green AI usage in city planning concerning automated decision-making.

Research limitations

This research is limited to an analysis of Japanese law, which means that issues other than law are not included in this paper. Further, although general legal issues are discussed, this paper is intended to discuss Japanese law issues only, and foreign laws are not discussed. Therefore, this paper mostly cites Japanese language papers published in domestic journals.

Practical implications

The intended practical implication of this paper is to allow central and local governments to determine – based on the proposed categories – whether green AI can be used for city planning purposes and under which conditions. The authors hope that this will assist the Japanese government in establishing rules on the usage of AI by governmental agencies and allow for the greater actual usage by Japanese central and local governments of green AI in future city planning.

Social implications

As the theme of this paper deals with governmental use (and the function of a government is to serve society), the social implications at issue can be said to be equivalent to the practical implication.

Originality/value

There have been articles discussing Japanese administrative law restrictions on AI in general. However, as of now, to the best of the authors’ knowledge, there have been no articles published focusing on green AI used for city planning. The authors note that the green AI used for city planning would have different legal implications from AI’s usage by the government in general, such as the chatbot used by the agencies or lethal autonomous weapons by the military force. Therefore, this paper is original in focusing on green AI used for city planning.
