Abstract
Purpose
The purpose of this paper is to analyze the trends of global automobile industry toward energy saving and smart application. The automobile industry has its own special supply, safety and reliability system. It combined with the legislations that progressive safety driving leads to increase automobile electronic (AE) facilities and enlarges the proportion of the electronic control for vehicles. Based on matured communication and semiconductor industries in Taiwan, the government assists these hi-tech industries in entering the AE domain by clustering relevant enterprises with assembly supply chains. Flagship IC packaging and LCD panels enterprises are located in the Kaohsiung Industrial Park which possesses advantages for the clustering of AE industry.
Design/methodology/approach
In this paper, a systematic investigation on establishing AE industry cluster in Kaohsiung Industry Park (KIP) is presented. First, 42 electrical and electronics enterprises are site visited and interviewed for operation and management preferential demands. Second, problems encountered in enterprises’ operation are identified through expert weight method. Third, the main factors involved in the operational management are then analyzed based on five flagship enterprises in KIP. The integration of industrial–university–government resources and assistance is demonstrated. Finally, the establishment of an innovative talents cultivation model is illustrated.
Findings
The developed systematic talent program is proposed to resolve the urgent demands in recruiting talents, operational costs and new products development.
Originality/value
This paper satisfies needs of research enterprise management. The establishment of an innovative talents cultivation model is illustrated.

Abstract
Purpose
The purpose of this paper is to identify the determining factors in the performance of integrated vocational education schools, in addition to management characteristics and specificities.
Design/methodology/approach
By means of a descriptive study with a qualitative approach, a case study was conducted in two schools located in the cities of Cotia and São Roque.
Findings
The following factors were identified: engagement and commitment of teachers; motivation and focus of teachers and students; team of professionals; commitment and focus of students; family involvement; leadership and climate and selection of students. The following characteristics were observed: participative leadership associated with the use of management tools; pedagogical leadership in partnership with the school community; monitoring of student performance; performance assessment and training of teachers related to career plan; selection of students and actions along the community.
Research limitations
The results reflect the vision of the schools' managers and teachers and not that of the managing institution. There is no intention whatsoever to obtain generalization to other ETECs but rather inferences that could shed light on future studies.
Practical implications
This research ratifies what has already been proven in the literature, showing that there are no isolated factors that interfere with performance, but an interrelationship among them, given the characteristics and peculiarities of each school.
Originality/value
This study is expected to contribute to guiding school managers and teachers in the search for quality education, whether vocational or regular basic education.

Purpose
The purpose of this paper is to use the two-way fixed effect (TWFE) methodology to estimate the impact of the reform, exploiting its staggered implementation across regions. The analysis is restricted to graduates from the short vocational track before and after the reform.
Design/methodology/approach
This paper studies the impact on the length of school-to-work transition of a reform that extended from two to three years the short vocational track in Italy in the early 2000s.
Findings
The study finds that the reform had a positive impact and reduced school-to-work transition by around five months (a 24% reduction). Moreover, the new short vocational track proved to be extremely effective for migrants and females, whose school-to-work transition was reduced by 1.4 years and 0.9 years, respectively. In implementing the new short vocational track, some regions adopted a quasi-market organization in which private training institutions competed with public schools. This model proved to be more effective in shortening school-to-work transitions, in particular for migrants.
Originality/value
This study makes an important contribution to the literature on the labor-market effect of vocational education by showing that lengthening the short vocational track, and changing the overall content of curricula, can speed up school-to-work transition.

Abstract
Purpose
This study aims to examine the rationales for and obstacles to developing a national qualifications framework (NQF) in Japan. From a research perspective, it attempts to propose a model of a qualifications framework in the national context to provoke further political discussion in developing the Japanese Qualifications Framework (JQF).
Design/methodology/approach
To propose a possible model of a qualifications framework in the Japanese context, this study employs a qualitative document analysis approach to known NQFs. Next, based on documents and the literature, including government data and the United Nations Educational, Scientific and Cultural Organization’s Tokyo Convention (2011a, b), this study analyzes the motives and challenges in developing the JQF.
Findings
Japanese motives to develop the JQF can be summarized in four conditions: (a) International expectations along with the Tokyo Convention and establishment of the National Information Center, (b) avoiding qualification holders’ disadvantages in mobility, (c) quality assurance of qualifications with a competence-based approach and (d) lifelong learning by promoting recognition of diverse learning. The challenges in developing the JQF are (a) fitness with the traditional employment system and (b) multiple stakeholders’ involvement. The current priority in developing an NQF in Japan is to make educational qualification information “visible” based on legal grounds, particularly entrance requirements, to facilitate mobility.
Originality/value
This study explores the possibility of the JQF by summarizing the background and roles of NQFs worldwide and clarifying the motives and challenges for developing the JQF. This study provides suggestions for the possible qualifications framework model in the Japanese context from academic and practical perspectives in Japan, where official discussions on establishing an NQF have not progressed. Ensuring the international compatibility of qualifications so that qualification holders can smoothly take the next step in their studies and employment is important.

Abstract
Purpose
The paper seeks to disclose the features and implications of the neoliberal VET and employment policy agendas for the social and institutional VET ecosystems and the integration of at-risk youth in the labour market in the Baltic countries.
Design/methodology/approach
The research is based on the comparative policy analysis approach with reference to the theories of social and skill formation ecosystems and the historical institutionalism perspective.
Findings
The research has revealed three interconnected and alternately/simultaneously applied development pathways in the skill formation and vocational education of at-risk youth in the Baltic countries: (1) the market-oriented approach based on fostering immediate employability based on the momentary skills needs in the economy; (2) the state-assistance approach based on ensuring equal access to the VET and employment services by the state and (3) the approach of systemic support to socially disadvantaged or at-risk young people in developing their capabilities.
Originality/value
The originality of the paper lies in a new, holistic and comparative perspective in analysing the implications of the “Baltic neoliberalism” for the development of skill formation systems, VET and employment of at-risk youth in this region.

Abstract
Purpose
The Italian school-to-work transition (STWT) is astonishingly slow and long in comparison to the other EU countries. We analyze its determinants comparing the Italian case with Austria, Poland and the UK.
Design/methodology/approach
The analysis is based on a Cox survival model with proportional hazard. The smoothed hazard estimates allow us to identify the nonlinear path of the hazard function.
Findings
The authors reckon that the actual length of the transition to a stable job is around 30 months in Italy. Conversely, it is less than one year in the other countries. Women are particularly penalized, despite being on average more educated than men. Tertiary or vocational education at high secondary school strongly increases the hazard rate to a regular job. The smoothed hazard estimates suggest positive duration dependence at the beginning of the transition and slightly negative thereafter.
Practical implications
Stimulating economic growth and investing in education and training are important pre-conditions for shortening the transition.
Originality/value
Despite the duration of the STWT is one of the most important indicators to measure the efficiency of the STWT, it is not easy to measure. The authors build on their previous research work on this topic, but relaxing the assumption of a monotonic hazard rate and using the flexible baseline hazard approach to test for the existence of nonlinear duration dependence. Furthermore, they extend the analysis by including student-workers who attended a vocational path of education, in order to detect its effectiveness in allowing young people finding a job sooner.

Abstract
Purpose
This study attempts to investigate the interrelationship between choice-based educational achievement and employability prospects across the skill-based occupations amongst the youth in India.
Design/methodology/approach
This study relies on the use of National Sample Survey (NSS) data on employment and unemployment for the 68th round (2011–2012) and the Periodic Labour Force Survey (PLFS) (2017–2018). To estimate the relative contributions of choice-based educational attainment affecting the skill-based employment of youth in a different category of occupations ( high/medium/low skilled), the multinomial logistic regression and its marginal effects have been used.
Findings
The study finds educational attainment both as an opportunity (improvising employability in the high and medium skill occupation) and a challenge (highest unemployment amongst the educated) while ensuring skill-based youth employability. Despite the growing enrolment of youth in education, youth from a general education background does not find sustained employability prospects in high-skill occupations.
Research limitations/implications
Vocational education highlights a brighter employability prospect but the acceptability of the same amongst the youth needs a policy intervention.
Practical implications
Educational choices need an intervention based on market-driven apprenticeships and training.
Social implications
The decline of overall employability in the low-skill occupation raises a threat to inclusive development as such youth results to Not in Employment, Education or Training (NEET), better identified as the unproductive economic youth.
Originality/value
This study attempts to investigate that “how far the choice of educational attainment (general/technical/vocational) is able to make youth a fit in the world of work?” in the Indian context, where the youth constitute the highest share in the population.
