Abstract

This chapter chronicles the evolution of Russian academic practices that are designed to support all students in one educational environment. It draws on Russia’s time-honored practices and includes the contemporary global push toward inclusive settings. This dialogue examines the theories that lay the foundation for Russia’s inclusive transformation. The method of examination for this descriptive qualitative work is a general review of historical educational legislation. The objective is to examine the barriers to inclusion as well as to provide a description of best practices and guiding principles. This historical discussion addresses the foundation of education and builds a context for educators to view the process of embracing inclusion. In this chapter, language, parental views and educational practices are all assessed to comprehend the Russian social nuances that impact change.

Abstract

The Bureau of Economics in the Federal Trade Commission has a three-part role in the Agency and the strength of its functions changed over time depending on the preferences and ideology of the FTC’s leaders, developments in the field of economics, and the tenor of the times. The over-riding current role is to provide well considered, unbiased economic advice regarding antitrust and consumer protection law enforcement cases to the legal staff and the Commission. The second role, which long ago was primary, is to provide reports on investigations of various industries to the public and public officials. This role was more recently called research or “policy R&D”. A third role is to advocate for competition and markets both domestically and internationally. As a practical matter, the provision of economic advice to the FTC and to the legal staff has required that the economists wear “two hats,” helping the legal staff investigate cases and provide evidence to support law enforcement cases while also providing advice to the legal bureaus and to the Commission on which cases to pursue (thus providing “a second set of eyes” to evaluate cases). There is sometimes a tension in those functions because building a case is not the same as evaluating a case. Economists and the Bureau of Economics have provided such services to the FTC for over 100 years proving that a sub-organization can survive while playing roles that sometimes conflict. Such a life is not, however, always easy or fun.

We understand that at the Annual Meeting of the Iron and Steel Institute it was decided to expel all the alien‐enemy members of that body. In commenting upon this action The Engineer observes that it is some time since the name of the German Emperor was removed from the list of honorary members of the Institution of Civil Engineers, but that up to the present time ordinary alien‐enemy members of this Institution have not been expelled. The same observation applies to the Institution of Mechanical Engineers.

Abstract

Purpose

In this review paper, the authors are particularly interested in the growth in the scholarly investigation of the efficacy of developmental interventions for doctoral and early career researchers. This paper aims to provide a “State of the Art” overview of the emerging fields of research and suggest areas that command more research.

Design/methodology/approach

A foundation of key disseminations relating to the new discipline has become established, and it is the outputs of these that the authors look to first in their review. However, much of the work is reported in the proceedings of two specific conferences, known to the authors and does not appear in database searches, which results in a concentration of research in two specific countries, namely, the UK and Australia. Relatively little is found from database searches, however approached, but the authors also report on this work.

Findings

There is a general gap in the depth of the body of work in all areas of literature relating to research on the practice of developing researchers. We have identified specific areas as the most limited in terms of the body of published research including research governance; work life balance; engagement influence and impact training and creativity and innovation training.

Research limitations/implications

There is much work as yet unpublished and the practice of rigorous study and publication is not yet generally embedded in this research discipline.

Practical implications

Without the depth of rigorous and robust findings of research to provide us with evidence of good practice, the emergent discipline will struggle to have integrity in its practice. Continued growth in research in this emergent discipline is essential.

Originality/value

To the best of the authors’ knowledge, this is the first review of its kind looking at the published research in respect of the development of researchers.

Abstract

PROPERLY administrated, the reading room—displaying newspapers, magazines, and ready‐reference books—may, in spite of all that has been said to the contrary, become an important contributory factor in the educational work of our libraries. Let us examine the position closely. It is admitted, even by intemperate opponents, that the reading room is one of our most frequented departments. How, then, may the librarian make it of real educational value to the frequenters? This is a significant question, and, in the limited space available, we propose to indicate a few directions in which much might be done to enhance the utility of this department, and, within certain limits, to systematize its work on the lines of the policy governing the circulating departments. First of all, there is the important question of planning the room; and, although the size and arrangement must, to a large extent, depend upon the local requirements, a few general observations, applicable under almost all circumstances, may here be made. The room should be so designed as to facilitate supervision—glass partitions being more desirable than solid walls. Wherever practicable, the exit should be within view of the staff. For passages between tables, ample space should be allowed—six to eight feet being a reasonable width where movable chairs are used. The accompanying plan obviates the necessity for further comment, and will, perhaps, convey a clearer idea of what is required.

THE following list of errata, adjustments and revisions of the actual classification itself, represents all that it has been deemed necessary to note in the way of such alterations, and the changes have been suggested by the experience of users and the discoveries of various librarians. Those who use the scheme should have the changes noted in an interleaved copy of the book, and others may find it desirable to do likewise, pending the appearance of a revised issue which will be published in the near future. Most of the changes are self‐explanatory, and their meaning can be ascertained at once by reference to the S.C. itself. Suggestions and notes of errors will be very gratefully received, as it is only by the vigilance and practical working of many minds that a classification scheme can ever arrive at even reasonable accuracy and completeness.
