There are two factors essential to collection development and management in any library or information center. The first is an explicit statement of the organization's goals. The second is the size of the materials budget—the financial resources provided to achieve the goals. Professional literature includes a profusion of information dealing with the selection process for school library media centers, but very little is available about materials budgets. A clear, practical and rational procedure needs to be developed to help school librarians determine how much funding is necessary to fulfill the school library media center's goals.

How are public libraries fairing in this era of tight money? Investigations into sources of financing have made two things clear. The first is the predominantly local nature of public library support, despite the attention given the array of federal and state programs implemented since the passage in 1956 of the Library Service Act, later the Library Services and Construction Act (LSCA).

California's Proposition 13 and Proposition 2½ in Massachusetts were warning signs to libraries that a new era of competition for public funds had begun. Since then, fiscal support of public libraries has been steadily declining; even the strength of urban libraries, which have generally gained the greatest support in the past, is being sapped by the major problem facing their host cities—an eroding tax base as first people and then businesses leave for the suburbs.

Two speakers at Online 95 spoke on the contentious subjects of censorship and other ethical matters on the Internet. Charles Oppenheim, then of the University of Strathclyde, talked about three problem areas on the Internet that are difficult to police — pornography; copyright and moral rights infringement; and libel and slander. He also cited some examples of each. Michael Dahan of the Hebrew University of Jerusalem, and of the Israel Democracy Institute, then talked about the censorship imposed on the Internet by the secret service in Israel — a country that is understandably more security conscious than many in the West.

DURING much of the Second World War, the affairs of the Library Association were conducted for the Council by an Emergency Committee. The record of its meeting on 10th June 1941, includes the following: “A resolution having been received suggesting that a committee be formed to consider post‐war reconstruction, it was resolved that by means of a notice in the LIBRARY ASSOCIATION RECORD, Branches and Sections should be invited to formulate suggestions for the consideration of the committee. A draft questionnaire for the purpose of an enquiry into the effects of the war on the public library service was approved”. In July, the Committee reported “further arrangements … for carrying out an exhaustive survey designed to give the necessary data for full and detailed consideration and ultimate recommendation as to the future of public libraries, their administration and their place in the social services”. The promised notice appeared as an editorial in September.

THE Programme of the Library Association Conference which reached us on April 22nd is one of much interest. Every year increases the difficulty of providing matter which has such appeal that members can say at the close that the time has been spent profitably. The pre‐print of the papers—a rather incomplete affair—raises the thought that Conference time could be better used than in discussions on such “Research Committee” matters as library vans and temporary buildings, excellent as we admit the enquiries and results of them to be. Yet this reflection is accompanied by the certainty that there have been few conferences which have not contributed something of material use to every participator and we still hold the view that more is learned in “a week at one than in months of hermit‐like seclusion.” That last quotation was written in the first edition of Brown's Manual and is valid to this day. Our representatives will write impressions after the event, not by way of detailed report, but as endeavouring to sum up what, if anything, material has been achieved. The report published by the Association usually gives the papers in extenso, but we wish its issue could be delayed long enough to provide more informative records of the discussions. As the best contributions occasionally come from the floor, the bare‐bones notes of the names of speakers and almost telegram‐like utterances they are supposed to have made, which have been the customary report, could be greatly improved.
