Abstract
Purpose
To increase university–industry collaboration and research commercialisation, the Australian government recently introduced the Intellectual Property (IP) Framework, a set of online standard contracts. This follows a predecessor standard contract initiative, the IP Toolkit, which has not previously been evaluated. This paper aims to examine standard contracting in the innovation sector, tracing the policymaking behind the IP Toolkit using the lens of Macneil’s relational contract theory, to assess prospects of success for the new IP Framework, and similar initiatives in other jurisdictions.
Design/methodology/approach
This is a disciplined-configurative case study, drawing on qualitative secondary data analysis and applying Macneil’s relational contracting theory to guide case construction and generate hypotheses around likely success of standard contracting initiatives (stakeholder sentiment, stakeholder adoption). Within-case analysis process-traces development of the IP Toolkit, to discover what the policymakers wanted, knew and computed – and to detail observable implications Macneil’s theory predicts. Its themes are triangulated with multiple sources.
Findings
The case study, via Macneil’s theory, confirms the first hypothesis (resistant stakeholder sentiment) and partly validates the second hypothesis (low levels of adoption), demonstrating limited suitability of standard contracting in the dynamic and highly uncertain space of university–industry collaboration.
Research limitations/implications
The study provides insights into the limited role that standard contracts can play in improving national collaborative research and development performance.
Originality/value
This is a novel theory-driven case study triangulated with previously unpublished data on the IP Toolkit’s website usage, and data from recent consultations on the new IP Framework. It has broader implications for other jurisdictions considering adoption of the standard contract model.

Abstract
University–industry collaborations are an important driver of innovation that highlights the benefits of collaborative processes across organizational boundaries. However, like in most collaborative processes, many challenges remain when trying to manage the process of knowledge sharing and interaction in university–industry partnerships. In this chapter, the authors specifically investigate how leadership as a managerial dimension facilitates collaboration within university–industry joint laboratories. The authors present an explorative and inductive case study of eight joint laboratories set up by Telecom Italia within five major Italian universities. The results show that the laboratory directors play a crucial role in providing a dynamic and socially active working environment, which is enabled through a process of sensemaking and sensegiving. The authors, moreover, find that this process plays a crucial role by shaping effective communication channels that facilitate knowledge sharing and transfer of information. The authors find that this process ultimately acts as a mediator between charismatic leadership on the individual level and distributed leadership on the collective level.

Abstract
Purpose
University-industry collaboration (UIC) is a symbiosis relationship, brought about through knowledge and resource sharing, with the attendant benefits of innovation and technological advancement. The purpose of this paper is to investigate the state of UIC in quantity surveying profession in Nigeria with a view to ascertaining the situation and chatting the way forward.
Design/methodology/approach
Using quantitative survey research approach, primary data were collected through the administration of structured questionnaires on quantity surveying academia and practitioners. A total of 126 respondents were sampled: 52 university lecturers and 74 quantity surveying firms. Of these, 32 university lecturers (61.54%) and 34 quantity surveying firms (45.95%) provided valid responses. In all, this amounts to 52.38% response rate. The quantitative data obtained were analysed using mean score, frequency distribution, percentage and Mann Whitney test.
Findings
The findings show that collaboration is very strong in the areas of student industrial placement and research cooperation between students and academic researchers. However, collaboration in the areas of funding and staff exchange was found to be lagging behind.
Practical implications
The findings indicate strong collaboration areas (student industrial placement and research cooperation) to be sustained as well as weak areas (funding and staff exchange) to be critically looked into.
Originality/value
The paper represents the first research to empirically assess the state of UIC in quantity surveying profession in Nigeria. In addition, it shows the areas where efforts should be concentrated in maximizing the benefit of UIC.

This paper is a response to a frequently asked question from prospective industry partners searching for opportunities to collaborate with the Computer Science Department of Swansea University, UK. This paper seeks to provide structured guidance in the form of what is titled the Industry Engagement Ladder.
Design/methodology/approach
The Industry Engagement Ladder presents a selection of collaboration opportunities, outlining the possible cooperation mechanisms between an industry partner and the academic institution.
Findings
Opportunities are described and ranked according to the amount of investment required by the industrial partner, and therefore risk, from low to high.
Originality/value
This concise paper provides a quick reference for perspective industry academia collaboration opportunities, the risks involved with each, the possible funding available to help foster these partnerships and the benefits to industry. These collaborative activities (and variations thereof) can be incorporated by any university department. The manuscript offers an ideal starting point for industry–university collaboration.

Collaboration with universities is an important innovation strategy for enterprises. However, currently very little research has focused on how such university-industry collaborative innovation activities should be managed. The paper aims to discuss this issue.
Design/methodology/approach
This paper introduces the university-industry collaborative innovation practices of Zhejiang NHU Company in China. By using a case study as the method, this paper aims to illustrate the mechanism of university-industry collaborative innovation and how to manage the collaborative innovation activities efficiently.
Findings
Zhejiang NHU Company established a university-industry collaborative innovation link through three innovation platforms: the technology R&D center, the ZJU-NHU joint-research center, and the national engineer center. Zhejiang NHU Company manages its collaborative relationships with universities through this innovation network.
Originality/value
NHU Company managed the collaborative relationship efficiently with the institutions, representing an effective degree of university-industry collaborative innovation management.

Abstract
Purpose
The study aims at disclosing the evolution process to an entrepreneurial university in the government‐pulled triple helix in China through the analysis of MIT and Stanford model of “university‐pushed triple helix” in which academic institutions take the lead in regional innovation.
Design/methodology/approach
The paper is based on a case study of the Northeastern University (NEU), which is located in the Northeast China where there is a dominant government‐pulled triple helix and with the establishment of China's first science park in which a highly successful software company (Neusoft) was created.
Findings
The pathway to an entrepreneurial university begins with government‐pulled + industry‐university collaboration, to university‐industry collaboration + interaction triple helix. This may be followed by a gradually developing “university‐industry collaboration” in which companies fund academic research with potential industrial use, the beginnings of a university‐pushed triple helix.
Originality/value
The analysis of NEU exemplifies the emergence of the entrepreneurial university in China and provides strategic implications for policy makers in terms of designing the appropriate policy to support university enterprising strategy.

Abstract
Purpose
There is little known about investigating the importance of all proximity dimensions simultaneously as a result of geographical proximity on university-industry collaborative innovation. This paper aims to answer the question of how geographically proximate university and industry influence cognitive, social, organizational, institutional and cultural proximity within university-industry joint laboratories and finally, what is the outcome of these interplays on collaborative innovation.
Design/methodology/approach
The study uses an exploratory multiple-case study approach. The results are derived from 53 in-depth, semistructured interviews with laboratory directors and representatives from both the company and the university within 8 joint laboratories of Telecom Italia (TIM). The data collection was carried out in 2014 and 2015. The analysis follows a multi-grounded theory approach and relies on a mix of deductive and inductive reasoning with the final goal of theoretical elaboration.
Findings
This study finds the role of social and cultural proximity at the individual level as a result of geographical proximity as an enabler of collaborative innovation by triggering mutual learning, trust formation and frequent interactions. Cognitive proximity at the interface level could systematically influence collaborative innovation, while organizational and institutional proximity has marginal roles in facilitating collaborative innovation. The qualitative analysis offers a conceptual framework for proximity dimensions and collaborative innovation within university-industry joint laboratories.
Practical implications
The framework not only advances state-of-the-art university-industry collaboration and proximity dimension but also offers guidance for managers in designing collaborative innovation settings between university and industry.
Originality/value
With this study, the paper advances the understanding beyond solely the relationship between proximity and collaboration and shed light on the interplay between geographical proximity and other proximity dimensions in this context, which has received limited scholarly attention.

Abstract
Purpose
The purpose of the study was to examine the factors that are important for strengthening university–industry collaboration (UIC). This study also investigates the outcome of UIC in the light of creativity, skill, knowledge, and research work.
Design/methodology/approach
A survey method has been used to collect data for the study. This study applied a purposive judgmental sampling technique where particular types of respondents like university faculty members and the top officials of the organizations were selected who are knowledgeable and can provide the desired information. The current study used the structural equation modeling method to analyze the data. In the first stage, this research assessed the demographic factors of the respondent. Then this study conducts confirmatory factors analysis and convergent and discriminant validity and reliability test. Finally, the hypotheses are tested by using nonparametric.
Findings
This study finds that knowledge transfer mechanism, governmental factors, organizational design factors, technology transfer and the collaborative network has a significant impact on strengthening UIC, which ultimately facilitates creativity, knowledge creation, skills development and supply of graduate according to the requirement of the industry, good research work.
Originality/value
The current study identified some important determinant that has a substantial influence on strengthening UIC. According to the study organizational design, government, technology, collaborative network and mechanism for knowledge transfer play very crucial roles in strengthening collaboration that ultimately increases the creativity, skills, knowledge and research capability of graduates.

Abstract
Purpose
The purpose of this paper is to explore recent national human resource development (NHRD) practices in China through a literature review focusing on programs and activities that represent the roles and interactions among the government, industry and universities.
Design/methodology/approach
To effectively consolidate previous work and conceptualize the recent development of the NHRD practices in China, a semi-narrative literature review was used to explore and analyze NHRD-related functions and activities.
Findings
Findings from the literature review showed that although the central government still plays a predominant role in China, universities and corporations are increasingly playing a critical role in developing an innovative and skilled workforce. At the regional level, NHRD initiatives in China have been increasingly undertaken by universities, industry and government–industry–university collaborations. The authors also found a disparity between developed and underdeveloped regions in terms of NHRD in China.
Research limitations/implications
This study used the triple helix model as a framework that provides an insightful lens for researchers to examine how various social entities interact with each other and jointly contribute to NHRD. Further case studies are needed to generate evidence-based knowledge to the NHRD literature.
Practical implications
A more systematic NHRD leadership structure at both the national and local level is desired to unleash the potential of bottom-up development and active government–industry–university collaboration. To counter regional divergence in NHRD in China, intra- and cross-regional collaborations are helpful in improving resources distribution and workforce development.
Originality/value
Based on open system theory, this study focused on programs and activities that represent the roles and interactions among the government, industry and university in Chinese NHRD through the lens of the triple helix model. In addition, this study offers a conceptual model of Chinese NHRD to help scholars and practitioners understand the transitional efforts in NHRD.

Abstract
Purpose
The research purpose is to analyse when and how innovation support programmes (ISPs) can affect collaboration between universities and established small and medium sized enterprises (SMEs). The paper specifically considers SME’s absorptive capacity.
Design/methodology/approach
A Swedish research centre is studied in the context of innovation support and two of its SME-ISPs are examined with regards to industry–university collaboration and impact on firm innovation capabilities. Data collection and analysis are performed, using interviews, survey answers, document search and reflectional analysis to evaluate processes and effects of the centre and the programmes.
Findings
A developed research centre, integrated into both academia and industry, can support translational collaboration and promote SME innovation absorptive capacity. The action learning elements and the organisational development approaches used when coaching in the ISPs contribute to the SMEs internal absorption capacity and collaborational skills. Organising collaboration into ISPs can provide a relational path to future collaboration with universities, which, for example start with student projects.
Research limitations/implications
The study, though limited to one Swedish region, adds to empirical innovation research as it connects industry–university collaboration and absorptive capacity to organisational learning.
Practical implications
The empirical results indicate possible long-term gains for industry and universities in building collaborative innovation into SME-ISPs.
Originality/value
The contribution of this study pertains to the practice of innovation support for established SMEs with the inclusion of absorption capacity and collaborative innovation development.
