Abstract

Recounts the merger of Jerusalem’s Neighbourhood Self Management Organizations (NSMOs) and Community Service Organizations (CSOs) into the Joint Community Neighbourhood Management Organization (JCNM). Refers to literature on institutional theory and the process of decentralization. Focuses then on the NSMOs and CSOs, providing some background information on how and why they were originally set up and what their goals were. Compares the differences between the organizations, as well as the basic principles they have in common – hence the merge into one organization. Discusses the problems the JCNM has faced over the years, including issues such as identify, legitimacy, composition of board of directors, professional or political values, and restructuring the organization. Draws a quadrant model of patronage and centralization, suggesting that the NCNM aims to occupy a particular quadrant but is being hampered in doing so because policy makers prefer to keep things the way they are.

Abstract

This case study examines whether an academic listserv functions primarily as a medium for progressive discourse in which enacted power relations are collaborative or primarily as a medium for discourse in which norms are unilaterally established and off‐line hierarchical power relations are re‐enacted. A few instances of progressive norm setting and other indicators of collaborative power relations were found. However, findings overall suggest that the hierarchical power relations of the college context were re‐enacted in the listserv as revealed by the manner in which the discourse was patterned by gender, rank, and role.

Abstract

Downsizing is a necessary evil when times get tough or when corporations get bloated. It is not, however, a viable long‐term business strategy. Even in the short run, downsizing produces relatively weak returns. A Mercer Management Consulting study of the 1,000 largest US companies, comparing the stock market performance of successful cost‐cutters with that of successful growth companies, found that investors will pay considerably more for a dollar of profits generated through revenue growth than for that same dollar generated through cost reduction. The message is clear: a company cannot shrink to greatness. It has to grow.

Abstract

Investigates the doctrine of Relative Purchasing Power Parity. Mixed evidence is found supporting the concept when using a method analogous to that used by Lucas in testing the quantity theory of money. Relative Purchasing Power Parity is not consistently rejected in the long run between Canada and the United States and between Japan and the United States using quarterly data covering two separate periods: 1957 QI‐1973 QII, and 1973 QIII‐1989 QIV. Given the inconclusive results associated with relying on the methodology of Lucas, considers two alternatives: first, where the requisite smoothed time series are obtained via appropriate autoregressive integrated moving average filters and, second, where cointegration techniques are employed. In these instances, the results are unequivocal. Relative Purchasing Power Parity does not hold.

Abstract

This article draws on longitudinal research into the establishment of co‐principalships. It discusses this innovative approach to school management in relation to women’s negotiations of their motivations, aspirations and strategies for career advancement and work/life balance. Longitudinal case studies of three primary school co‐principal initiatives were carried out between 1995 and 2000. Repeat interviews and observations with co‐principals, board chairpersons and school staff were conducted. Interviews were also undertaken with parents; students; and representatives of state education agencies, national governing boards, principals’ associations and teacher unions, alongside analysis of school and state policy documents. The resulting case study narratives described how each co‐principalship was initiated and either established or dis‐established. A discourse analysis of these narratives then examined how links between discourse, knowledge and power were being negotiated and challenged, as the new subject position of “co‐principal” was being constructed in New Zealand. This article analyses the significance of the similarities and differences in the women’s career backgrounds, motivations and strategies for moving into management positions. As they initiated their co‐principalships, the women variously went “against the grain” and/or co‐opted elements of the new public management corporate executive model for school leadership, which was introduced within the radical state restructuring during the late 1980s and early 90s in New Zealand.

A Description of the Origins of the Short SC.5 Belfast Strategic Freighter and its Preliminary Design. THE Belfast C, Mk. 1 is a large and important aircraft by any standards—both to Short Brothers and Harland Ltd. and to the Royal Air Force. Indeed it is the second largest aircraft in production in Europe—only conceding pride of place to the Vickers VC10. It is important to Short's in that the immediate future of the company is intimately associ ated with the Belfast programme and its progress. Its significance to the Royal Air Force stems from the fact that it is the first strategic freighter to be adopted by the Service—a type which, hitherto, has been curiously absent from the U.K. military inventory despite the world‐wide nature of her commitments.
