Abstract

Remittances in the former Soviet Union have increased rapidly over the past decade. In some countries of the former Soviet Union, remittances have reached staggering levels. For example, in Armenia, Kyrgyzstan, Moldova, Tajikistan, and Uzbekistan remittances now account for over 10% of GDP, with Tajikistan leading the pack with annual remittances of approximately 40% of GDP. Remittances in this group of economies now exceed foreign direct investment and foreign assistance. Because this rapid rise in remittances is a relatively recent trend and obtaining reliable data is difficult, this area of research has been underexplored.

The aim of this paper is to provide a comprehensive review of existing remittance measurement methodologies. Moreover, we propose practical methods to adjust the Central Bank of Russia data to derive more accurate remittances estimates in selected countries of the former Soviet Union. These selected economies are major recipients of remittances among transition economies and account for as much as 10% of remittances worldwide. There have been attempts to provide this type of estimation in individual countries; however, there have been no studies, to our knowledge, that propose a general methodology for the region.

Abstract

This chapter provides an overview of the internal airline market in the Maghreb and examines the determinants of intra-Maghreb air traffic flows. Most accounts of recent developments in the air transport markets in Africa have focused on the Continent as a whole and to some extent on Eastern and Southern African countries. Previous analysis of air transportation in the Maghreb has involved origins and destinations outside of the region. The analysis of domestic and intra-Maghreb traffic shows that the greatest share of traffic is concentrated on routes linking capital cities and commercial centers. Most intra-Maghreb flights are indirect, with some domestic and intraregional flights transferring through European airports. Here, a gravity equation is used to estimate the volume of traffic between Maghreb countries in relation to a wide set of factors. The results suggest that key determinants of air intra-Maghreb air traffic demand are generally in line with findings in other markets, including those involving GDP, fares, conflicts, visa openness, trade, and the quality of airline services.

Abstract

In recent decades, capitalist globalization has entailed a new international division of labor with the relocation of some stages of manufacturing production from the Center to the Periphery through the Global value chains (GVCs). This new pattern of global production is marked by wide income disparities between the different regions of the world economy, accentuated by value transfers hidden within both traditional and GVCs international trade. The chapter presents a theoretical model based on a Marxian approach for the accounting of unequal exchange in international trade in value-added, resulting from the decoupling of value-produced and value-captured inside and outside GVCs. The empirical results show the ongoing relevance of unequal exchange in contemporary capitalism as one of the fundamental causes of disparities in income and economic development among the countries of the global economy.

Abstract

In the spirit of ‘Europe of the Regions’, local authorities are responsible for responding to the main interests, needs and preferences of the country’s citizens. Regional and local administrative authorities provide citizens with the necessary public goods, which reflect the trend towards ‘glocalisation’ in public administration at the European level, more significantly in the states in which the political system recently became democratic. With this background, the effectiveness of local self-government depends not only on local authorities’ decision-making freedom but also on (financial) support for it through decentralisation, and the member states of the European Union (EU) employ different strategies to achieve the same goal, with varying degrees of success. Within this context, our chapter offers a comparative analysis of the administrative, financial and local self-government decentralisation in member states, which include the southern and eastern regions on the outer edges of the EU. The general goal of our study is to identify the main trends in the present administrations and their challenges, as well as best practices that can offer lessons to other member states which are reforming their administration through decentralisation. In addition to the identified challenges, solutions and best practices, our study reveals a tendency towards consolidation at the level of regional government not only in the terms of legal responsibility but also of administrative budgets, thus generating an assumption of improvement in the general quality of governance in the member states.
