Abstract

Purpose

The paper seeks to show frontline employee sensemaking in service encounters. The purpose is to reveal the processual nature of the dysfunctional behavior category and to point out the dilemmas that organizations face when drawing the line between what is acceptable and what is not.

Design/methodology/approach

The paper focuses on fare evasion management in urban bus transport, and more specifically on control interactions between ticket inspectors and passengers. Thanks to an ethnographic study of inspection work and to a dramaturgical approach to control interactions, the paper accounts for the process of fraud enactment.

Findings

The paper gives insight into a specialized service related activity: frontline inspection. It shows how different types of fare evasion behaviors are identified, qualified and eventually enacted. In addition, it points out three types of dilemmas in deviant behavior management: service/sanction; offense focused perspective/dysfunctional behavior management perspective and control outcome effectiveness/control outcome visibility.

Research limitations/implications

Further research is needed to generalize the results. Moreover this original enactment perspective may not be restricted to service encounters, and future research work should address other aspects of the dysfunctional behavior enactment process.

Practical implications

Managers should take into consideration the organizational complexity involved in dysfunctional behaviors' management. A collective inquiry into their organization's participation in the shaping of these behaviors is especially recommended; so is a specific focus on front line employees' management, given their importance in the enactment of deviant behaviors.

Originality/value

The paper contributes to the theory of deviant clients' behaviors and brings a processual and social‐constructive perspective.

Abstract

Purpose

The purpose of this paper is to examine what we can learn from an autoethnographical approach about public administration. In this context it presents and discusses the advantages and disadvantages of autoethnography.

Design/methodology/approach

The paper is based on a case study of E-rail, a European national rail service subject to extensive negative press coverage. The autoethnographic accounts, based on interviews, observations, phone calls, e-mails, and other informal interactions with the organizational members, highlight the researcher’s entry to and exit of the organization.

Findings

The paper mobilizes fieldwork access negotiation and trust building with participants as empirical material in its own right, arguing that challenges involving “being in the field” should be explored to provide new types of knowledge about the organizational phenomenon under study – in this case the rise of organizational paranoia.

Originality/value

This paper uses autoethnography, which is rare in public administration studies, and discusses the distinct features of autoethnography as an ethnographic approach to public organizations. It argues that autoethnographic accounts of fieldwork relationship highlight and challenge the boundaries of the kind of research questions we might ask – and the kind of answers we might provide – about public administration.

Abstract

Purpose

The use of digital inspection or e-inspection of transportation projects has been proven as an efficient method over the last decade. A wide range of studies were dedicated to developing and applying e-inspection techniques and technologies. However, there is a lack of a comprehensive systematic review and content analysis of using e-inspection in highway construction and maintenance projects. The main objectives of this study were to explore the current trend and identify relevant inspection technologies and their applications for highway construction projects.

Design/methodology/approach

A systematic review of 172 articles from 16 high-ranked academic journals in construction engineering and management published during 2000–2021 was conducted. This process resulted in 67 relevant articles included in the detailed content analysis. The analysis involved synthesizing six main construction elements and work types, nine typical inspection activities, and 23 technologies.

Findings

The result of the analysis showed that among the six construction elements and work types, bridge and hot mix asphalt (HMA) recorded the largest share of e-inspection research. For the nine inspection activities, progress monitoring of construction operations was the highest focused area of e-inspection research. The most common e-inspection technologies are geospatial tools, 3D modeling, and unmanned aircraft systems (UASs). Camera-based inspection has existed for decades, however, has limited research development. The critical success factors in implementing e-inspection in highway projects are sharing data among different technologies, inspector training, and reducing the cost of technology purchase.

Originality/value

This study is one of the first attempts to conduct a content analysis of the e-inspection implementation for highway projects. The findings of this study expose knowledge gaps in contemporary research related to implementation barriers such as cost of purchase and operation of e-inspection technologies and transferring data between technologies.

Abstract

In this article the everyday relationships of children in the context of the contemporary multicultural city will be discussed. It is based on ethnographic research into social relationships of city dwellers in Antwerp, a Flemish city in Belgium, within the framework of the reflection on community life, conflict and public space. In this research several city dwellers were interviewed about their social relationships, a small number of individual city dwellers were followed in their everyday life and participant observation was done in shops and on public transport. The fieldwork on public transport was carried out over a period of eight months. Observations were done on one specific tramline and its stops; drivers were informally interviewed and the researcher took part in the ticket control with inspectors of the public transport company. The fieldwork in the shops consisted of participant observations (not anonymous) for six months in a small shoe shop, a baby shop and a department store with a refreshment bar in it. Next to this in a specific city neighbourhood 30 interviews were done with different city inhabitants about their relationships and contacts and three of them were each followed for two months in their daily activities in and around the city. An elderly woman, a working man and a child were involved. The research unit was not formed by a specific ethnic, socio-economic or age group but by the relationships between different city dwellers. Special attention is given to crosscutting ties, those ties between individuals that run through delineated social groups and geographical boundaries. This article offers only descriptions of everyday relationships of children from the ethnographical research projects described above.
