Abstract
Purpose
Shrinking population can have significant negative impacts on the social and economic fabric of a city. This paper aims to understand different urban transportation policies to respond to population decline in shrinking cities by examining two case studies of urban interventions in mid-size cities in Japan.
Design/methodology/approach
The paper analyzes the implementation of sustainable mobility strategies in the urban transport sector in the Japanese cities of Toyama and Kanazawa, which risk having their populations significantly reduced in the next decades. The analysis is based on case study research that uses the data and information collected through desk and field research. Interviews with local actors, as well as published policy and academic documents on the case studies provided critical data and information to analyze the case studies.
Findings
Both cities have tried to make urban mobility more sustainable via different strategies. Toyama used more structural changes, called the “sticks and dumplings” approach, having land use incentives and the Light Rail Transit reinforced by bus routes as the backbone of its strategy. Kanazawa relied on a city center revitalization plan to densify residential use in the city center.
Practical implications
More structural interventions are necessary to change the declining of shrinking cities, mitigating some of the negative effects. City administrations need to have clear policy priorities and should not allocate their limited resources to competing policy agendas.
Originality/value
The study is unique as it is one of the first efforts to analyze urban transportation interventions in shrinking cities in Japan.

Abstract
This article describes a current dilemma of urban planning in cities of the former German Democratic Republic (GDR). The process of demographic shrinking, and the increasing growth of the more privileged to suburbia since the early 1990s had dramatic consequences, especially on cities with large-scale settlements (Großsiedlungen) that once had been built especially for sites based on heavy industries. This paper argues that far from the banal, grey and depressing stigma attached to them at present, some of these housing projects, particularly the one for Leipzig-Grünau represented one of the most enthusiastic experiments to realise societal utopias. The study looks particularly at the role of residents' participation in the success and development of their estate. However, at the moment when buildings are being demolished public participation in determining the fate of their urban environment, seems futile and redundant. These often random and short-sighted demolitions undermine the housing estates' cohesiveness, which in turn helps to dilute the residents' sense of pride and privilege. It seems almost as though population ‘shrinking’ was part of a plan to re-appropriate the city by erasing the ‘unfamiliar’ fabric of a competing ideology. The paper investigates how this process is played out, what form it takes and how the configuration and coherence of the urban fabric is affected by a complicated sequence of chain reactions which degrade the attractiveness of the area to such a degree that demolition appears as the only possible solution. An intentional cultural-political policy of de-familiarisation takes place and demolition is made to appear all but unavoidable.

Abstract
Purpose
The purpose of this paper is to explore the association between local entrepreneurs’ perception of the city’s decline and their place attachment (measured in terms of commitment to the declining city and sense of how the declining city compares to other cities).
Design/methodology/approach
The authors surveyed entrepreneurs in a relatively small sample (N = 105) from a declining city of about 78,000 residents in the USA.
Findings
The authors found significant inverse correlations and found that, after controlling for length of residency, the entrepreneur’s perception of the city’s decline predicted lower place attachment. The authors also tested a moderation hypothesis and observed that, whereas professional-service entrepreneurs with both stronger and weaker perceptions of the city’s decline showed similar place attachment, non-professional entrepreneurs showed significantly more variation, displaying both the highest place attachment when weak in perceptions of the city’s decline and the lowest place attachment when strong in perceptions of the city’s decline.
Research limitations/implications
The authors discuss implications for place attachment, place image and place branding research, as well as for the study of place context’s effects on entrepreneurship.
Practical implications
Results hold implications for place branding’s participative development and for reasons to expect some difficulty in place branding when the context is a declining city.
Originality/value
Relative to prior research in place management, the research features a neglected segment of the city’s population, business owners, to study place attachment. Relative to prior entrepreneurship research, the authors advance the study of context’s effects on entrepreneurship by extending it to the place context of declining cities, which are not usually featured in entrepreneurship studies.

Purpose
Existing old building stock needs retrofit of structures and performance upgrading. Retrofit is often neglected, either lacking understanding of maintenance importance or to keep living costs low. Retrofit is inevitable. Depending on a buildings geographical location, condition or expected time of use; demolition of building or increment space is worth considering. This study looks at the economics about which is the best option: renovation and energy efficient upgrading of existing building or replacement of existing building.
Design
Research method is case study. The same case building – size, age, existing performance as well as renovation and new performance – studied at different regions. These are (1) growing city, (2) stable city and (3) shrinking city. Life cycle cost analysis bases on payback periods. The most important input data are the rent and occupancy rate on each area.
Findings
In growing cities, both renovation and replacement of existing buildings are feasible options. In other two areas, payback periods of renovations are rather long and acceptable only if building is in own use. Often retrofit is necessary because of the poor condition of the building.
Research Implications
This study looks at the subject only from building owners economical point of view and ties building to its location. Life cycle assessment (energy use and greenhouse gas emissions) has analysed earlier (Nippala and Heljo, 2010).
Practical Implications
Analysis gives the most feasible option to different regions.
Originality
This study raises the debate on how realistic it is to expect the building stock to meet the EU’s energy saving and greenhouse cut targets.

Abstract
Purpose
The purpose of this paper is to introduce a Central-European perspective into the international discussion of the participatory place-making. The research focuses on the renewal of the large prefabricated housing estates, dominant type of urban housing in the area where after the privatisation process resident-owners own only a so-called floating plot under their block. In total, 80 per cent of the land of the whole neighbourhood remains public. The question is how participatory place-making works in this specific urban, social and cultural situation?
Design/methodology/approach
By introducing the topic from a theoretical point of view, the study is based on research conducted in Budapest’s Újpalota Housing Estate. Fieldwork, project analysis and interviews uncover the complexity of this Hungarian case where appropriation of residents, municipality and European social regeneration projects are simultaneously present with different types of participatory methods.
Findings
The majority of real changes in Újpalota – as well as in housing estates of post-Communist countries in general – are led by individual or common appropriation that sometimes becomes convincing participation. This informal transformation of the built or natural environment can create a small sense of place everywhere. At the same time, it can work against the architectural and urban character of a neighbourhood or a building, rendering a feeling of disorder.
Originality/value
The paper based on this Hungarian case shows that the real culture of participatory place-making is still missing in post-Communist context, and despite some good examples, the majority of people are inactive, waiting for changes to be made by leaders.

The Great Recession has strained governments at all levels and presented cities, especially formerly industrial cities, with nearlyunprecedented budgetary challenges. This paper examines the long-termimplications for infrastructure maintenance and service provision ofunfavorable economic and demographic trends in Philadelphia andBaltimore. The concept of the public equity holder, which borrows a term forpublic finance from corporate finance, introduces a category of potentialcontributors to the capital deficit undermining urban sustainability. Abstract
Purpose
Entrepreneurial ecosystems, the inter-connected set of organizing forces that produce and sustain regional entrepreneurial activity, are receiving heightened attention. This research finds that narratives about ecosystem participants discursively construct entrepreneurial ecosystems. However, the studies do not emphasize ecosystem and region-level narratives, focus on ecosystems in which narratives are uncontested and, thus, do not examine how ecosystem narratives compete with other regional narratives. The purpose of this paper is to develop a theory that explains how narratives and entrepreneurial ecosystems emerge and change in response to existing regional narratives.
Design/methodology/approach
A longitudinal process model is proposed to explain how entrepreneurial ecosystem narratives emerge and compete with other regional narratives. To illustrate the phases of the model, archival data were collected from three entrepreneurial ecosystems where new narratives have had to overcome entrenched economic and cultural narratives.
Findings
It is theorized that entrepreneurial ecosystems emerge, in part, through discourse. For an entrepreneurial ecosystem to develop, a narrative must take hold that allows participants to make sense of the new entrepreneurial activities and the changes to the region. A four-phase process model is presented to explain how entrepreneurial ecosystem narratives compete with other regional narratives and, particularly, negative economic narratives.
Originality/value
The theory developed in this paper contributes to the research on entrepreneurial ecosystems and organizational narratives and generates practical implications for policymakers and entrepreneurs seeking to promote entrepreneurship as a tool for economic development.
