Abstract

This chapter provides evidence on the factors that influence the design of the control arrangements that govern support services. Specifically, we study sourcing decisions of non-strategic information technology (IT) support services. While the popular management literature suggests to outsource non-strategic activities, in practice organizations perform these services (partly) in-house. Based on transaction cost economics (TCE), we hypothesize that control structure choices depend on asset specificity, uncertainty and frequency. Using survey data on IT sourcing decisions from 89 firms in the construction industry, we find support for most of our hypotheses. Our results indicate that asset specificity deriving from the degree of organizational embeddedness of the IT function negatively affects firms’ propensity to outsource their non-core IT support, and that (behavioural) uncertainty intensifies this negative effect. As expected, we also find that frequency has a negative direct effect on the willingness to outsource IT services provision. However, we find no support for the hypothesized interaction between asset specificity and frequency. Overall, our study indicates that the organization's choice to outsource non-strategic support services depends on the organizational role of these services, rather than on their technological characteristics.

Abstract

Purpose – To discuss how coevolutionary framework is useful to research emerging and evolving phenomena, such as global sourcing of business services, where West meets East.

Approach – The authors first introduce the phenomenon of global sourcing of business services and then review extant literature on coevolutionary research.

Findings – The authors discuss how global sourcing is a coevolutionary and multilevel phenomenon, which can be better understood by identifying micro and macro factors (task, firm, industry, and country), demand and supply (clients and service providers), technological and institutional factors (Information and Communication Technology (ICT), digitization, demographic trends, national and regional policies).

Research implications – The authors identify the main mechanisms, research questions, and methodological issues that underlie coevolutionary analysis.

Originality/Value – The main contribution of this chapter is twofold: provide a deeper and more nuanced understanding of global sourcing of business services, and assert that in coevolutionary research the role of mechanisms affecting a phenomenon may change over time.

Abstract

Increased global sourcing of manufacturing and service activities has been a prominent part of the restructuring of firms’ supply chains in the 1990s and beyond. Academics and consultancy firms have largely supported the view of global sourcing as one of the key drivers of superior performance. As we are now increasingly discovering, the drawbacks of offshore outsourcing – or, put differently, the advantages of vertical integration – have been underestimated or even neglected. In this chapter, we first discuss the need to balance sourcing levels and then how global sourcing levels must achieve a strategic fit with the environment. Finally, we synthesize these balance and fit perspectives to suggest how, over time, changes in the fit alter the required balance in global sourcing. From this synthesis, we develop a number of future research questions related to important conceptual perspectives on sourcing. For managers we provide indications of how they can achieve a balance and a fit of their sourcing strategies.

In the late 1990s, Yair Aharoni was one of the early international business scholars who spearheaded exploration of FDI in services. This chapter reviews a more recent development of trade in business services that involves the demand for and the emergence of a global sourcing industry for business services such as business processes, information technology infrastructure, software development, engineering services, innovation (product development and design, technology and process breakthrough, etc.), marketing and sales (e.g., customer relationships management), human resource management, contact centers, and knowledge process outsourcing. The chapter is based to a large extent on findings from the longitudinal international Offshoring Research Network (ORN) project, which was initiated in 2004 by the Duke University, Fuqua School of Business Center for international Business Education and Research (CIBER).

Abstract

Purpose

The purpose of this study is to offer an integrated literature review of shared services’ organizational structures by specifically focusing on centralization, specialization, control, and formalization mechanisms.

Methodology/approach

A sample consisting of 103 empirical and conceptual articles, identified in a structured literature search in Science Direct and Scopus, was analyzed. The focus was on exploring the structural dimensions of shared services in various fields: Supply Chains, Finance, Human Resource Management, and Information Technologies. Findings from the selected articles were codified alongside the structural dimensions drawn from contingency theory.

Findings

Most of the papers identified were concerned with the Human Resource function or with Accounting and Finance in the private sector. Purchasing was only mentioned in a few general articles and Marketing not represented at all, even though the literature suggests that shared services do exist in this field. This uneven distribution across fields, as well as the reality that many articles fail to make clear divisions between disciplines, is hardly conducive to identifying trends for individual disciplines, and only general trends for each dimension could be identified. Although centralization was one of the most discussed dimensions, there was no consensus as to whether shared services should be centralized or decentralized. Standardization and formalization were both found to be highly important, although a need for customization was also emphasized.

Implications

Future research should be oriented toward the structural dimensions of shared services in a broader range of fields as current findings are dominated by the Human Resource function. Another implication of our findings is that scholars could usefully test empirically the dimensions, especially those where opinions differed the most: centralization and specialization.

Originality/value

Earlier conceptualizations noted that the mixed shared service outcomes stem from the diversity in governance and several contingency factors. This work continues the exploration of the contingency factors and mechanisms that, through integration, allow shared services to respond to the environmental uncertainty. The value of this chapter is in examining the structures of different functional types of shared services that are reported as successful in the literature, thus offering an overview of best practices in organizing shared services.

This chapter focuses on the four topics pertaining to foreign direct investment (FDI) and multinational enterprises (MNEs) that are the focus of this volume: (1) managerial decision-making processes that result in FDI and internationalization; (2) the changing national origin of MNEs, particularly those spawned by emerging markets; (3) the changing scope of MNEs, as they fine-tune and globally disperse their value chains, expand into new services, and rely increasingly on networks, alliances, and offshoring to enhance global competiveness, and speed up internationalization to the point of being “born global”; and (4) the changing relationship between MNEs and home and host countries. After surveying Yair Aharoni's significant contributions in each of these areas, the chapter offers a preview of the volume's contents on each topic. It concludes with an agenda for future research by international business scholars.
