Abstract

Purpose

This study aims to provide an empirical investigation into rising capital flight and the role of institutional quality to mitigate its effect on the real sector in sub-Saharan Africa (SSA).

Design/methodology/approach

The study uses the system generalized method of moments and uses data spanning from 1989 to 2020 from 26 SSA countries.

Findings

The findings show that capital flight has no direct impact on the real sector while institutional quality adversely impacted the agricultural and industrial sectors. The study also found that institutional quality is unable to mitigate the effect of capital flight on the industrial sector.

Originality/value

This study investigates if institutional quality mitigates the impact of capital flight on the real sector proxied by industrial value-added and agriculture value-added.

Abstract

Purpose

We wanted to find out how infant multinationals originating from Poland enact opportunities in Sub-Saharan African (SSA) countries.

Design/methodology/approach

We conducted a comparative case study of four Polish firms operating in SSA.

Findings

We found that when entering SSA, studied firms employed effectual decision-making logic. Thus, their internationalization was means-driven, serendipitous, partnership-oriented, based on the “affordable loss” principle and focused on shaping opportunities in SSA, rather than predicting, analyzing and planning any firm-specific assets or capabilities.

Originality/value

We illuminated the nature of the means employed in effectual internationalization and the role of partners (“effectual stakeholders”) in this process. Thus, we contribute to a deeper understanding of how infant multinationals navigate extreme uncertainty in the emerging SSA markets.

Abstract

Purpose

This study aims to examine the effect of structural transformation on poverty alleviation in Sub-Saharan Africa (SSA) countries with a higher share of services as a percentage of gross domestic product (GDP). The study specifically focuses on the value-added share as a percentage of GDP in the agricultural, manufacturing, industrial, and service sectors using time series data from 1988 to 2019.

Design/methodology/approach

The study utilizes the autoregressive distributive lag (ARDL) bound test framework for estimation, based on the conclusions drawn from the augmented Dickey-Fuller and Phillips–Perron unit root tests, which provide evidence of a mixed order of integration.

Findings

The result reveals that agriculture value-added (AVA), manufacturing value-added (MVA), industrial value-added (IVA), and services value-added (SVA) have a positive and significant impact on poverty alleviation in both the short and long run. However, the agriculture sector is found to be more effective in reducing poverty compared to the other sectors examined in this study. Additionally, this study challenges the notion that SSA countries have undergone an immature structural transformation. Instead, it reveals a pattern of stagnant structural transformation, as indicated by the lack of growth in the industrial and manufacturing value-added shares of GDP.

Practical implications

To enhance productivity and reduce poverty, SSA economies should adopt a development strategy that prioritizes heavy manufacturing and industrial sectors, leading to a transition from the agricultural to the secondary and tertiary sectors.

Originality/value

The study contributes to the emerging literature on structural transformation by investigating which sector is more efficient in reducing poverty in SSA countries, using the value-added share as a percentage of GDP for agricultural, manufacturing, industrial, and service sectors. The study also aims to determine if SSA countries have experienced immature structural transformation due to the growing share in the service sector.

Abstract

Purpose

Mainland Tanzania has seen two decades of significant social policy reforms and transformations in its social and economic structures, whilst the country continues to grapple with persisting gender inequalities. This article examines Tanzania's social policy developments from a gender perspective. The authors analyse the level, reach and quality of social policy delivery to working-age women across the areas of health policy, social protection and employment policy during 2000–2021.

Design/methodology/approach

The article draws on qualitative research deploying the scoping review method. The data consist of diverse secondary materials, including academic publications, government policy documents, relevant statistics and other types of “grey” literature.

Findings

Tanzania has made significant advancements in the legal frameworks around welfare provision and has instituted increasingly gender-responsive government policy plans. The health and social protection sectors, in particular, have witnessed the introduction of large-scale measures expanding social policy implementation. However, social policy delivery remains two-tiered, with differences in provisions for women in the formal and informal sectors.

Originality/value

Social policy delivery and implementation have increased and diversified in Sub-Saharan Africa (SSA) during the new millennium, with a growing integration of gender-specific policy objectives. However, limited social policy scholarship has focused on the gendered effects of broader social policy models in SSA. The article remedies the concomitant knowledge gaps by examining various social policies and their impacts on working-age women in Mainland Tanzania. The authors also engage with the theoretical welfare regime literature and present an analytical framework for gender-sensitive assessment of emerging social policy models in the Global South.

Abstract

Purpose

The study investigates the influence of inclusive growth on tax revenue. It validates the fiscal exchange and resource bargaining theories, which suggest that tax compliance improves when citizens perceive that their tax contributions lead to enhanced welfare and that the government negotiates with people to provide public goods and services in exchange for taxes received.

Design/methodology/approach

The paper employs inclusive growth measures, including an integrated GDP and equity growth measure and alternative proxies based on GDP per person employed and Asian Development Bank (ADB) inclusive growth indicators. Using 39 sub-Saharan African countries as a sample, our analysis captures spatial interactions across these contiguous countries using the Fixed-Effect model with the Driscoll and Kraay non-parametric consistent covariance matrix and the spatial Durbin Arellano–Bond linear dynamic panel generalized method of moment (Spatial GMM) approach with an interaction weight matrix to capture interactions between countries in the region.

Findings

The paper shows that inclusive growth positively influences tax revenue in the region. This validates the fiscal exchange and resource bargaining hypotheses, demonstrating that tax compliance is positively influenced by public goods provision and the government’s ability to emphasize the necessity of taxes for service provision. It indicates that citizens are more willing to pay taxes when the government effectively promotes welfare. We find a significant positive spatial spillover effect, suggesting that inclusive growth not only boosts tax revenue within a specific country but also extends its benefits to neighboring countries, aligning with the spillover theory.

Practical implications

The study posits that the government implements policies that guarantee effectiveness and accountability in public welfare delivery as well as sufficient tax bases and tax revenue. An inclusive growth policy that engenders GDP growth, employment and equity growth should be implemented since the rate of tax compliance of the citizens improves for every welfare provided by the government.

Originality/value

This study tests the validity of the fiscal exchange and resource bargaining theories in Sub-Saharan Africa. Accommodating spatial dependence and cross-border effects, the study sheds light on how inclusive growth impacts tax revenue across contiguous countries in the region. As such, the region should prioritize regional integration, fostering economic ties and harmonizing policies through knowledge sharing and cross-border investment.

Abstract

Purpose

This paper aims to develop a method for tuning the parameters of the active disturbance rejection controller (ADRC) for fixed-wing unmanned aerial vehicles (UAVs). The bald eagle search (BES) algorithm has been improved, and a cost function has been designed to enhance the optimization efficiency of ADRC parameters.

Design/methodology/approach

A six-degree-of-freedom nonlinear model for a fixed-wing UAV has been developed, and its attitude controller has been formulated using the active disturbance rejection control method. The parameters of the disturbance rejection controller have been fine-tuned using the collaborative mutual promotion bald eagle search (CMP-BES) algorithm. The pitch and roll controllers for the UAV have been individually optimized to obtain the most effective controller parameters.

Findings

Inspired by the salp swarm algorithm (SSA), the interaction among individual eagles has been incorporated into the CMP-BES algorithm, thereby enhancing the algorithm's exploration capability. The efficient and accurate optimization ability of the proposed algorithm has been demonstrated through comparative experiments with genetic algorithm, particle swarm optimization, Harris hawks optimization HHO, BES and modified bald eagle search algorithms. The algorithm's capability to solve complex optimization problems has been further proven by testing on the CEC2017 test function suite. A transitional function for fitness calculation has been introduced to accelerate the ability of the algorithm to find the optimal parameters for the ADRC controller. The tuned ADRC controller has been compared with the classical proportional-integral-derivative (PID) controller, with gust disturbances introduced to the UAV body axis. The results have shown that the tuned ADRC controller has faster response times and stronger disturbance rejection capabilities than the PID controller.

Practical implications

The proposed CMP-BES algorithm, combined with a fitness function composed of transition functions, can be used to optimize the ADRC controller parameters for fixed-wing UAVs more quickly and effectively. The tuned ADRC controller has exhibited excellent robustness and disturbance rejection capabilities.

Originality/value

The CMP-BES algorithm and transitional function have been proposed for the parameter optimization of the active disturbance rejection controller for fixed-wing UAVs.

Abstract

Purpose

Tanzania is rich in small hydropower (SHP) potentials. However, many of these potentials have yet to be fully used, and more than two-thirds of its rural population lacks access to electricity. The purpose of this paper is to explore the role of SHP stations in improving rural welfare in the southern highlands of Tanzania. It further explores the history, cost-effective analysis and threats to the sustainability of SHP as one of the renewable energy sources.

Design/methodology/approach

The study uses a qualitative research design to explore respondents’ views on the role of SHP stations in facilitating rural electrification and welfare improvement. Primary data were gathered using semi-structured interviews with the 27 key informants and beneficiaries of SHP stations from the Southern Highlands of Tanzania. In addition, the study used documentary research to complement the information from the field survey.

Findings

The findings found that SHP stations enhance rural electrification and welfare by providing electricity in remote areas with sparse populations. They operate as standalone off-grids, often by church communities and individuals. However, the sustainability of SHP stations is hampered by challenges such as climate change impacts, high capital investment costs, heavy siltation of small reservoirs, skilled manpower shortages, limited local manufacturing capabilities and infrastructural issues.

Originality/value

The study contributes to the ongoing debate on renewable energy supply and uses, focusing on how SHP stations could contribute to sustainable rural electrification and achieve the 2030 United Nations agenda for sustainable development, which, among other things, aims to safeguard access to sustainable and modern energy and alleviate energy poverty.

Abstract

The rule of law has been tried in many countries under the state of exception during COVID-19. This chapter focusses on the case of Finland, the only Nordic country to declare a state of exception during the pandemic. Drawing from theoretical accounts on the state of exception, it analyses to what extent the Finnish democratic Rechtsstaat has coped in the state of exception.

The authors propose the concepts of a radical and restrained state of exception and argue that while the Finnish states of exception were rather restrained than radical, there are risks involved in the fact that powers granted by the Emergency Powers Act to be used during a state of exception are moved to normal legislation. Indeed, as Giorgio Agamben, among others, has warned, the state of exception may become permanent and undermine democracy and the rule of law. The chapter provides a dialogue between theory and empirics related to a state of exception, applying theoretical insights on the case of Finland during COVID-19.

Abstract

Purpose

The purpose of this study is to forecast the mechanical properties of ternary blended concrete (TBC) modified with oyster shell powder (OSP) and shea nutshell ash (SNA) using deep neural network (DNN) models.

Design/methodology/approach

DNN models with three hidden layers, each layer containing 5–30 nodes, were used to predict the target variables (compressive strength [CS], flexural strength [FS] and split tensile strength [STS]) for the eight input variables of concrete classes 25 and 30 MPa. The concrete samples were cured for 3–120 days. Levenberg−Marquardt's backpropagation learning technique trained the networks, and the model's precision was confirmed using the experimental data set.

Findings

The DNN model with a 25-node structure yielded a strong relation for training, validating and testing the input and output variables with the lowest mean squared error (MSE) and the highest correlation coefficient (R) values of 0.0099 and 99.91% for CS and 0.010 and 98.42% for FS compared to other architectures. However, the DNN model with a 20-node architecture yielded a strong correlation for STS, with the lowest MSE and the highest R values of 0.013 and 97.26%. Strong relationships were found between the developed models and raw experimental data sets, with R2 values of 99.58%, 97.85% and 97.58% for CS, FS and STS, respectively.

Originality/value

To the best of the authors’ knowledge, this novel research establishes the prospects of replacing SNA and OSP with Portland limestone cement (PLC) to produce TBC. In addition, predicting the CS, FS and STS of TBC modified with OSP and SNA using DNN models is original, optimizing the time, cost and quality of concrete.

Purpose

The purpose of this study is to present a system dynamic (SD)-based remanufacturing economic analysis model of used automobile engine under two recycling modes. The authors will compare the remanufacturing cost, sales profit and sales revenue from time and space dimensions incurred in different recycling modes in the long run.

Design/methodology/approach

The remanufacturing economic analysis model is based on SD methodology. The authors can simulate the relations of impact factors on automobile engine recycling and remanufacturing and further analyze and compare the cost, sales profit and sales revenue incurred in different recycling modes in the long term.

Findings

Sinotruk Steyr engine remanufacturing in Shandong province is taken as the research case subject. The revenue, cost and profit under the two recycling modes from 2015 to 2035 are analyzed and compared. The results show that different recycling modes have significant varying influence on the economy of engine remanufacturing.

Originality/value

This economic analysis model can provide a method reference to decide the recycling mode for auto components and other product remanufacturing. Moreover, this model can guide and support the sustainable development of remanufacturing industry.
