Abstract
Purpose
This paper aims to compare the health status of Roma in Europe and Aborigines in Australia, examining access to health care (both primary and long‐term), administrative and communication problems, environmental risks associated with location of residences, women's health, substance abuse and mental health.
Design/methodology/approach
The paper discusses issues generated by cultural practices by both health care providers and the target groups.
Findings
Both Roma and Australian Aborigines have significantly poorer health status than the majority of the societies they are embedded in, and are clearly amongst the most disadvantaged members of their respective societies. Nevertheless, affirmative action programs for Aboriginal people over the last 40 years have produced some significant changes, with Aboriginal doctors and nurses, and culturally appropriate service provision being found in many areas.
Originality/value
Although there are considerable similarities between the health status and situation of Romanies and Australian Aborigines, clearly, there are also substantive differences. The paper suggests possible culturally appropriate service provision for Roma, based on Australian Aboriginal experiences and models.

Purpose
The purpose of this paper is to describe and to gain an understanding of the prejudices and discrimination faced by Finnish Roma entrepreneurs in their business activities.
Design/methodology/approach
The starting point to this phenomenographical research is social marginality since the people of the Roma continue to exist at the margins of Finnish society. As a result of the study, how Roma entrepreneurs observe and understand discrimination against them in the business world is described and the manner in which their perceptions are formed is explored.
Findings
The entrepreneurs interviewed had experienced prejudice and discrimination in interactions with revenue offices, TE‐Centres (Employment and Economic Development Centre), city councils, banks, insurance companies, suppliers, retailers, customers and with competitors.
Practical implications
Creating trusting relationships with special interest groups was seen as the best method by which to reduce the prejudices. The perception of the Roma entrepreneurs was that the solution to discrimination is through the elimination of prejudice which would be most successfully achieved through cooperation between the Roma and the main population.
Originality/value
This paper gives an understanding of the Roma people as entrepreneurs in a prejudiced society.

Abstract
Purpose
Participation in community programmes by the Roma community is low, whilst this community presents with high risk of poor health and low levels of wellbeing. To improve rates of participation in programmes, compatibility must be achieved between implementation efforts and levels of readiness in the community. The Community Readiness Model (CRM) is a widely used toolkit which provides an indication of how prepared and willing a community is to take action on specific issues. The purpose of this paper is to present findings from a CRM assessment for the Eastern European Roma community in Bradford, UK, on issues related to nutrition and obesity.
Design/methodology/approach
The authors interviewed key respondents identified as knowledgeable about the Roma community using the CRM. This approach applies a mixed methodology incorporating readiness scores and qualitative data. A mean community readiness score was calculated enabling researchers to place the community in one of nine possible stages of readiness. Interview transcripts were analysed using a qualitative framework analysis to generate the contextual information.
Findings
An overall score consistent with vague awareness was achieved, which indicates a low level of community readiness. This score suggests that there will be a low likelihood of participation in currently available nutrition and obesity programmes.
Originality/value
To our knowledge, this is the first study to apply the CRM in the Roma community for any issue. The authors present the findings for each of the six dimensions that make up the CRM together with salient qualitative findings.

Abstract
Purpose
The article deals with one of the key causes of Roma children's low academic achievement, notably their presence in segregated special schools originally reserved for mentally disabled children. The purpose of the research was to analyse the assessment process for school‐readiness and special educational needs, and discover the reasons for Roma children's widespread failure on the tests.
Design/methodology/approach
Using a quantitative survey and qualitative focus group interviews, the study analysed the assessment process for school‐readiness and special educational needs.
Findings
The tests in use offer an overly generalized picture of children's abilities. The test results have little influence on the actual decisions about the schools children will be sent to. Roma children tend to do significantly worse on the tests than non‐Roma children, in all examined areas.
Research limitations/implications
The situation of Roma is similar in all countries of the East and Central European region, and resembles the situation of all socially excluded ethnic minority groups. The results can therefore contribute to a better understanding of the educational situation of Roma and other ethnic minority groups in the region. However, the education system as well as the process of determining special educational needs are in several ways unique in each country. The findings therefore have limited validity outside of Hungary.
Originality/value
Although the problems with Roma children's academic performance are well documented, there had been no research in Hungary that focused on the selection process and the problems of using assessment tests in determining Roma children's special educational needs.

Abstract
Purpose
The purpose of this paper is to explore the emergence of “Roma health and wellbeing” as a focus of attention in European research and in policy and the possible detrimental consequences of action founded on a generic representation of “Roma health.”
Design/methodology/approach
Based on discussions with and research conducted by scholars who work directly with Roma communities across European regions from a wide range of academic disciplines it suggests how future research might inform: a more nuanced understanding of the causes of poor health and wellbeing among diverse Roma populations and; actions that may have greater potential to improve the health and wellbeing among these populations.
Findings
In summary, the authors promote three types of research: first critical analyses that unpick the implications of current and past representations of “Roma” and “Roma health.” Second, applied participatory research that meaningfully involves people from specific self-defined Roma populations to identify important issues for their health and wellbeing. Third, learning about processes that might impact on the health and wellbeing of Roma populations from research with other populations in similarly excluded situations.
Originality/value
The authors provide a multidisciplinary perspective to inform research that does not perpetuate further alienation and prejudice, but promotes urgent action to redress the social and health injustices experienced by diverse Roma populations across Europe.

Abstract
Purpose
The purpose of this paper is to explore senses of powerlessness and empowerment among Romani in Ukraine in relation to such social circles as the extended family, the Romani local community and the whole Ukrainian society. The main research interest is focused on situations and factors that make people feel powerless or empowered.
Design/methodology/approach
The study was conducted using a semi-structured interview method via telephone. Romani NGO experts approved the interview content. Trained Roma-facilitators were interviewers. Every interview was transcribed for further thematic analysis.
Findings
The most prominent empowerment factors for Romani people are located within their families and local communities, while the bigger society (Ukrainians themselves and Ukrainian public institutions) is a main source of powerlessness. At the same time, the rigid role of family and community expectations is seen as detrimental for both males and females.
Originality/value
The paper is original in terms of its topic (senses of powerlessness and empowerment among Romani in Ukraine as social determinants of mental well-being) and research strategy (engagement of Roma-facilitators as interviewers).

Abstract
Purpose
In this paper, the authors focus on a professional development programme in Cyprus aiming to enhance teachers’ intercultural understanding, awareness and competencies. This paper aims to focus on trainers’ and teacher trainees’ reflections upon a teacher professional development programme in the primary school in Cyprus with the largest number of Roma children.
Design/methodology/approach
The training was provided by a small team of six trainers. Immediately after each training session, each trainer participated in an interview, while three of the trainers participated also in a focus-group interview at the end of the training. The trainers’ data were complemented by semi-structured interviews with a number of trainees either before or after the training. All interviews were transcribed, while interview questions comprised the framework for the qualitative analysis. The findings are presented by means of content analysis which formed the basis for emerging themes.
Findings
The authors claim that trainee teachers appeared culturally aware and sensitive, as well as knowledgeable about intercultural education; furthermore, they seemed to implement different teaching methodologies and curriculum interventions to support Roma children’s inclusion in the local school community. At the same time, they seemed to adopt instrumental approaches towards the content and purpose of the programme, seeking explicit instructional guidelines, plans and heuristics to deal with Roma inclusion. Considering the mis-recognition of teachers’ efforts by stakeholders outside the school and the expectations of the educational authorities – voiced via their school inspectors – teachers desperately asserted the need for tangible strategies to help them cope with difference in their classrooms.
Research limitations/implications
The authors argue that such professional development programmes should aim at facing, deconstructing and bringing to the fore prejudices and discrimination against the Other/s by valuing teachers, first, as reflective individuals and, second, as professionals with their own cultural backgrounds and identities, on which any training programme, of the kind presented in this paper, could start from and build on.
Practical implications
Even though there is no tailored magic recipe to make teachers’ daily professional enterprise in multicultural settings easy, to help teachers master the necessary knowledge, skills and confidence, the authors suggest that training should be directly linked to classroom practice and acknowledge stress and helplessness that accompany work in multicultural school settings.
Social implications
The inclusion strategy in many educational systems needs to become more comprehensive to cope with varying sources of social exclusion, faced by vulnerable groups of a different cultural background, such as Roma. Teacher training thus needs to meet the challenges of working in a diverse and multicultural environment in general and with Roma children in particular. In view of the multicultural character of local societies, a more critically oriented humanistic education is needed based on tolerance and understanding.
Originality/value
The limited participation of Roma in the school system could be related to teachers’ (mis)conceptions about the Roma culture and that the widely different ways in which Roma relate to schooling are often disregarded by the school.

Purpose
Place-based community events fulfil important functions, internally and externally. They provide opportunities for people from diverse communities and cultures to encounter each other, to participate in pleasurable activities in convivial settings and to develop mutual understanding. The purpose of this paper is to investigate the value of such events as a means of resisting or challenging the deleterious effects of territorial stigmatisation.
Design/methodology/approach
The authors explore two place-based community events in areas that have been subject to territorial stigmatisation: Govanhill in Glasgow, Scotland, and South Dunedin, New Zealand. They draw on in-depth case study methods including observation and interviews with key local actors and employ inductive analysis to identify themes across the datasets.
Findings
The demonstrate how neighbourhood events in both Glasgow and Dunedin actively seek to address some of the deleterious outcomes of territorial stigmatisation by emphasising strength and asset-based discourses about the areas they reflect and represent. In their planning and organisation, both events play an important mediating role in building and empowering community, fostering intercultural encounters with difference and strengthening mutuality within their defined places. They make use of public and semi-public spaces to attract diverse groups while also increasing the visibility of marginalised populations through larger showcase events.
Research limitations/implications
The empirical element focuses only on two events, one in Glasgow, Scotland (UK), and the other in South Dunedin (New Zealand). Data generated were wholly qualitative and do not provide quantitative evidence of “change” to material circumstances in either case study community.
Practical implications
Helps organisers think about how they need to better understand their communities if they are to attract diverse participation, including how they programme public and semi-public spaces.
Social implications
Place-based community events have significant value to neighbourhoods, and they need to be resourced effectively if they are to sustain the benefits they produce. These events provide an opportunity for diverse communities to encounter each other and celebrate what they share rather than what divides them.
Originality/value
This paper is the first to examine how place-based community events help resist narratives of territorial stigmatisation, which produce negative representations about people and their environments. The paper draws on ethnographic insights generated over time rather than a one-off snapshot which undermines some events research.

Abstract
Croatia is a multinational and multicultural country. According to the 1991 census there are 21.9 per cent various ethnic and cultural minorities in Croatia. Osijek‐Baranya county (Eastern Croatia) is the third in number of Roma people in Croatia. The Romany minority is in a particularly difficult position regarding the integration with the rest of the Croatian population. Their marginalisation can be seen at four levels: economic, cultural, territorial and political, and their integration becomes an ever‐increasing problem. Libraries have a potential to help the Romany minority towards their way out from marginalisation and segregation. This paper looks into the information needs of Romany minority and their awareness of those needs as well as the presence of library services aimed at that very minority in the area of Baranya (Eastern Croatia).

Abstract
Purpose
This paper aims to identify the successful strategies, through literature review, to be used in Kosovo to help integrate the Roma community and to reduce the community’s overall social exclusion. This paper further examines the gaps between strategies and implementation results in reducing the social exclusion of the Roma through experiences of other European countries with similar political and socio-economic history as Kosovo.
Design/methodology/approach
This paper uses a literature review and further examines the experiences of other European countries, with similar political and socio-economic history as Kosovo and their strategies in eliminating the social exclusion for Roma communities. A holistic socio-ecological approach is used as a recommended model to be used for the development of a strategy to reduce social exclusion among Roma Communities in Kosovo.
Findings
The social and economic implications are extremely negative for countries with large Roma minorities, such as Western Balkan countries and the European Union (EU) as a whole. Roma inclusion policies both in the EU and Western Balkans contain considerable flaws and tend to ignore the variables of discrimination and antigypsyism. There is an obvious need to act more urgently to prevent the exclusion of Roma and to create strategies for better inclusion. Overall, gaps seem to remain between the strategies and implementation results.
Practical implications
This paper aims to add to the existing literature about the ongoing efforts of the international development assistance community and communities in the developing world. This paper also aims to show the gaps in ongoing efforts and provide generic recommendations that may be applicable in many diverse situations with the aim of leading communities toward a self-sufficient sustainable future.
Originality/value
The Kosovo anti-discrimination law protects all individuals from discrimination; however, in practice, studies show that the Roma exclusion is very high in Kosovo. This paper stands among the first to analyze comparative literature and policy reviews.
