Abstract

Purpose

As stated in the United Nations Global Assessment Report 2022 Concept Note, decision-makers everywhere need data and statistics that are accurate, timely, sufficiently disaggregated, relevant, accessible and easy to use. The purpose of this paper is to demonstrate scalable and replicable methods to advance and integrate the use of earth observation (EO), specifically ongoing efforts within the Group on Earth Observations (GEO) Work Programme and the Committee on Earth Observation Satellites (CEOS) Work Plan, to support risk-informed decision-making, based on documented national and subnational needs and requirements.

Design/methodology/approach

Promotion of open data sharing and geospatial technology solutions at national and subnational scales encourages the accelerated implementation of successful EO applications. These solutions may also be linked to specific Sendai Framework for Disaster Risk Reduction (DRR) 2015–2030 Global Targets that provide trusted answers to risk-oriented decision frameworks, as well as critical synergies between the Sendai Framework and the 2030 Agenda for Sustainable Development. This paper provides examples of these efforts in the form of platforms and knowledge hubs that leverage latest developments in analysis ready data and support evidence-based DRR measures.

Findings

The climate crisis is forcing countries to face unprecedented frequency and severity of disasters. At the same time, there are growing demands to respond to policy at the national and international level. EOs offer insights and intelligence for evidence-based policy development and decision-making to support key aspects of the Sendai Framework. The GEO DRR Working Group and CEOS Working Group Disasters are ideally placed to help national government agencies, particularly national Sendai focal points to learn more about EOs and understand their role in supporting DRR.

Originality/value

The unique perspective of EOs provide unrealized value to decision-makers addressing DRR. This paper highlights tangible methods and practices that leverage free and open source EO insights that can benefit all DRR practitioners.

Abstract

Purpose

A search and rescue incident is ultimately all about the location of the missing person; hence, geotechnical tools are critical in providing assistance to search planners. One critical role of Geographic Information Systems (GISs) is to define the boundaries that define the search area. The literature mostly focuses on ring- and area-based methods but lacks a linear/network approach. The purpose of this paper is to present a novel network approach that will benefit search planners by saving time, requires less data layers and provides better results.

Design/methodology/approach

The paper compares two existing models (Ring Model, Travel Time Cost Surface Model (TTCSM)) against a new network model (Travel Time Network Model) by using a case study from a mountainous area in Austria. Newest data from the International Search and Rescue Incident Database are used for all three models. Advantages and disadvantages of each model are evaluated.

Findings

Network analyses offer a fruitful alternative to the Ring Model and the TTCSM for estimating search areas, especially for regions with comprehensive trail/road networks. Furthermore, only few basic data are needed for quick calculation.

Practical implications

The paper supports GIS network analyses for wildland search and rescue operations to raise the survival chances of missing persons due to optimizing search area estimation.

Originality/value

The paper demonstrates the value of the novel network approach, which requires fewer GIS layers and less time to generate a solution. Furthermore, the paper provides a comparison between all three potential models.

Abstract

Purpose

This paper aims to study the effects of different weather conditions on typical concrete work tasks’ productivity. Weather is one important factor that has a negative impact on construction productivity. Knowledge about how weather affects construction works is therefore important for the construction industry, e.g. during planning and execution of construction projects.

Design/methodology/approach

A questionnaire survey method is used involving means to perform pairwise comparisons of different weather factors according to the analytical hierarchical process (AHP). The survey also contains means to enable assessment of the loss in productivity for typical work tasks exposed to different weather types. The survey targets practitioners involved in Swedish concrete construction projects, and the results are compared with previous research findings.

Findings

The survey covers responses from 232 practitioners with long experience of concrete construction. The pairwise comparisons reveal that practitioners rank precipitation as the most important followed by wind and temperature. The loss in productivity varies significantly (from 0 to 100%) depending on the type of work and the type of weather factor considered. The results partly confirm findings reported in previous research but also reveal a more complex relationship between weather and productivity indicating several underlying influencing factors such as type of work, type of weather (e.g. rain or snow) and the intensity of each weather factor.

Originality/value

This paper presents new data about how 232 practitioners assess the effects of weather on construction productivity involving novel means to perform objective rankings such as the AHP methodology.

Abstract

Purpose

The United States (US) sugar program protects domestic sugar farmers from unrestricted imports of heavily-subsidized global sugar. Sugar-using firms (SUFs) criticize that program for causing US sugar prices to be higher than world sugar prices. This study examines the financial performance of publicly traded SUFs to determine if they are performing at an economic disadvantage in terms of accounting profitability, risk and economic profitability compared to other industries.

Design/methodology/approach

Firm-level financial accounting and market data from 2010 to 2019 were utilized to construct financial metrics for publicly traded SUFs, agribusinesses and general US firms. These financial metrics were analyzed to determine how SUFs compare to their agribusiness peer group and general US companies. The comprehensive financial analysis in this study covers: (1) accounting profit rates, (2) drivers of profitability, (3) economic profit rates, (4) trend analysis and (5) peer comparisons. Quantile regression analysis and Wilcoxon–Mann–Whitney statistics are employed for statistical comparisons.

Findings

Regarding various profitability and risk measures, SUFs outperform their agribusiness peers and the general benchmark of all US firms in terms of accounting profit rates, risk levels and economic profit rates. Furthermore, compared to other US industries using the 17 French and Fama classifications, SUFs have the highest return on investment and economic profit rate―measured by the Economic Value Added® margin―and the second-lowest opportunity cost of capital, measured by the weighted average cost of capital.

Originality/value

This study finds nothing to suggest that the US sugar program hinders the financial success of SUFs, contrary to recent claims by sugar-using firms. Notably in this analysis is the evaluation of economic profit rates and a series of robustness techniques.

Abstract

People with severe persistent mental illness pose a significant challenge to managed care organizations and society in general. The financial costs are staggering as is the community impact including homelessness and incarceration. This population also has a high incident of chronic comorbid disorders that not only drives up healthcare costs but also significantly shortens longevity. Traditional case management approaches are not always able to provide the intense and direct interventions required to adequately address the psychiatric, medical and social needs of this unique population. This article describes a Medicare Advantage Chronic Special Needs Program that provides a Medical Home, Active Community Treatment, and Integrated Care. A comparison of utilization and patient outcome measures of this program with fee for service Medicare found significant reduction in utilization and costs, as well as increased adherence to the management of chronic medical conditions and preventative services.

Abstract

Purpose

This paper aims to present a critical review of some literature on climate change and migration through conceptualizing and contextualizing the linkages between the two topics. Much literature on links between climate change and migration tends to downplay ambiguities in the terms and the limited empirical evidence. Conceptualizing refers to the knowledge gaps and the need to understand and detail (even if not agreeing on) conceptual issues such as terminology, definitions, linkages, drivers, thresholds, implications, data requirements and methodologies. Contextualizing refers to understanding the climate change and migration debate within wider topical and geographical contexts. Results identify major qualitative and quantitative gaps. Qualitatively, limited material exists on why people react differently to similar environmental stressors and why certain outcomes may arise. Quantitatively, credible and verifiable measures are not always available for assessing the climate change impacts on migration. This paper recommends a stratified, multi-disciplinary approach to facilitate policies regarding climate change and migration connections.

Design/methodology/approach

Illustrative literature review, clustering important themes found in published research and policy documents. First, qualitative aspects are covered, particularly in terms of definitions and terminology. Second, quantitative aspects are detailed, particularly in terms of data available and estimates made. Further, the paper is organized around two distinct areas, i.e. conceptualizing and contextualizing climate change and migration links.

Findings

Results identify major qualitative and quantitative gaps. Qualitatively, limited material exists on why people react differently to similar environmental stressors and why certain outcomes may arise. Quantitatively, credible and verifiable measures are not always available for assessing the climate change impacts on migration. This paper recommends a stratified, multi-disciplinary approach to facilitate policies regarding climate change and migration connections.

Originality/value

Without being comprehensive in the literature covered, this paper provided a critical overview and synthesis of climate change and migration work through the lens of conceptualization and contextualization. Major gaps in the literature were identified through an illustrative, not complete, review. Qualitative and quantitative aspects were covered including definitions, terminology, data available and estimates being made.

Purpose

Forests support human livelihoods and mitigate against climate change, yet they are at a risk of irreversible loss due to high degradation rates. The success of forest conservation mechanisms depends on involvement and support by forest dependent communities. In this paper, the authors assess forest dependent household's willingness to pay (WTP) labour or cash for a conservation programme seeking to restore degraded forestland in Mount Elgon Forest, Kenya.

Design/methodology/approach

Data were collected from 919 households in Mt Elgon forest reserve, Kenya. A double bounded contingent valuation approach was used to examine households' WTP and an ordered probit model to estimate the determinants of WTP.

Findings

The findings of the study show a higher WTP for conservation through labour days (12 days/month, equivalent to 1800 KES/month) compared to cash (KES 450/month). Forest dependence has a significant influence on households' willingness to support conservation activities. A higher WTP was observed amongst households with higher vulnerability (high shocks value, low asset value and those in the poorest wealth categories) implying that they are more willing to contribute for forest conservation.

Originality/value

While emerging literature on WTP for forest conservation is growing, few studies have paid attention on the influence of forest dependence on WTP for forest conservation. There are limited studies on use of in-kind contribution as a payment vehicle for WTP. The study's findings show a high WTP in form of labour suggesting the importance of embracing in-kind contribution as a mechanism of supporting forest conservation in contexts of developing countries.

Abstract

Purpose

The creation of positive social change (PSC) is considered the primary success criterion when evaluating social enterprise performance. However, despite a proliferation of PSC-measurements, their empirical validity and applicability in emerging economies remain largely unclear. The quantitative study examines the validity of the PSC-measurement approaches proposed by Bloom and Smith (2010; Bloom and Smith approach [BSA]) and Weaver (2020b; Weaver approach [WA]) in South Africa.

Design/methodology/approach

Investigating a representative sample of 347 social entrepreneurs from Gauteng and Limpopo provinces, the authors use questionnaire data to explore the factorial, convergent and discriminant validity of both PSC-measurement approaches. Statistically, this is done by applying factorial and correlation analyses.

Findings

The results yield acknowledgeable differences. BSA has a high factorial and convergent validity, while its discriminant validity remains doubtful. For WA, problems concerning factorial validity occur.

Research limitations/implications

Despite limited generalizability, the authors provide a first guideline for scholars regarding the empirical validity of BSA and WA outside the context of developed economies.

Originality/value

The current study sheds light on the validity of two PSC-measurement approaches in an emerging economy context. This way, the authors contribute to the field by addressing the scarcity of empirical research and the restricted scope of developed economies regarding PSC-measurement.
