Abstract
This paper presents a generic simulation model to determine the equipment mix (quay, yard and intra-terminal transfer) for a Container Terminal Logistics Operations System (CTLOS). The simulation model for the CTLOS, a typical type of discrete event dynamic system (DEDS), consists of three sub-models: ship queue, loading-unloading operations and yard-gate operations. The simulation model is empirically applied to phase 1 of the Yangshan Deep Water Port in Shanghai. This study considers different scenarios in terms of container throughput levels, equipment utilization rates, and operational bottlenecks, and presents a sensitivity analysis to evaluate and choose reasonable equipment ratio ranges under different operational conditions.

Abstract
Purpose
To achieve a high container handling efficiency at transshipment hub ports, there are a variety of scheduling problem as ship-to-berth assignment (BAP), container-to-yard arrangement (YAP), etc. As it is difficult to acquire the actual data of an existing terminal under various circumstances, this study aims to develop the time estimation model of container handling. Additionally, to achieve an efficient handling of containers at the yard, this study proposes the way to optimize the yard arrangement along with the berth allocation simultaneously by using estimated handling time.
Design/methodology/approach
To obtain the handling time based on various situations of the terminal operated, the discrete simulation model of container handling is constructed. The model to estimate the handling time of a quay crane assigned to a relevant ship by multiple regression analysis is developed. To find a feasible solution to minimize the total service time which includes YAP and BAP simultaneously, a genetic algorithm based on heuristics is developed.
Findings
The proposed regression model has high performance to estimate the time spent of container handling. In the total service time, the proposed approach outperformed the existing 2-step process approach.
Originality/value
As it is difficult to acquire the actual information of an existing marine terminal under various circumstances, the paper contains a regression model to estimate the container handling time based on simulation data, and the regression model is used in an optimization model to minimize the ship turnaround time.

Abstract
Purpose
This paper examines how the altering nature of planning decisions affects operational efficiency in seaport container terminals. The uncertainty and the role of the planner were investigated considering the dynamic integrated planning function of the quay to yard interface.
Design/methodology/approach
A system dynamics model has been built to illustrate the integrated dynamic environment. Data collection was conducted at a leading container terminal at a hub port. The model was simulated for different scenarios to derive findings.
Findings
The planner has been identified as the agent who makes alterations between the initial operational plan and the actual plan. The initial plan remains uncertain even when there is no impact from crane breakdowns, requiring a significant number of alterations to be made. The planner who had worked on the yard plan had altered (approximately 45%) the initial plan than the alterations done by the planner who had worked on the vessel plan. As a result, the feedback loop that is created by the remaining moves at each hourly operation influences the upcoming operation as much as crane breakdowns influence.
Originality/value
The uncertainty and the role of the planner were investigated considering the dynamic integrated planning function of the quay to yard interface. The findings of this study are significant since terminal efficiency is examined considering the quayside and landside as an integrated system.

Abstract
Purpose
The purpose of this paper is to identify factors promoting innovation in the framework of R&D based on surveys conducted on firms in five ASEAN countries, Indonesia, Laos, Thailand, the Philippines, and Vietnam.
Design/methodology/approach
The analytical method divided sample firms into two categories, namely, “the R&D group” and “non-R&D group.” The analysis attempts to identify which of the internal capabilities, consisting of technology, human factors and organization factors, promote innovation. Ordered probit analysis is employed.
Findings
Findings from the estimations indicate that the two groups pursue product innovation differently. The R&D group promotes innovation by cross-functional teams of production, engineering, and marketing and IT use, whereas the non-R&D group promote product innovation by HRD programs for workers, group awards for suggestions or QC, and ISO9000 series.
Research limitations/implications
The number of samples related to the non-R&D group is too small to conduct statistical analysis. External linkages played an important role in the authors’ previous studies. The introduction of external linkages into the model may yield different results, though the analysis would become more complex.
Practical implications
The results of this paper provide the solid basis of policy to promote innovation and upgrading SMEs in the region.
Social implications
Many ASEAN SMEs successfully achieve innovation without owning specified in-house departments or sections to conduct R&D.
Originality/value
The features of this paper lie in the original firm-level survey data and rigorous estimation method using ordered probit analysis, which are new to this literature.

Abstract
Purpose
The purpose of this paper is to discuss the stages involved in the module development process at the Open University Malaysia (OUM), to make them “print ready,” and how this has evolved over the years with various quality assurance (QA) mechanisms in place.
Design/methodology/approach
The paper builds upon the 12 quality control checks in the various stages of module development from pre-development to actual development and finally to post-development process. This is in line with the QA continuous improvement process of PDCA or Plan, Do, Check and Act.
Findings
Change, through the fine-tuning of QA processes and open door communication, is the key toward achieving quality modules, and hence meeting learners’ expectations.
Research limitations/implications
This paper highlights the experiences of only the Centre for Instructional Design and Technology, OUM in the development of quality learning material for the Open and Distance Learning (ODL) learners.
Originality/value
This paper outlines the step-by-step process in module development, from print to print-ready material, to assist the ODL universities in their mission to provide quality learning material to learners.
