Abstract

This study aims to evaluate the potential of using the components of the quadruple helix and quintuple helix models, which are extensions of the triple helix university-private sector-public sector cooperation model. Thus, the triple helix model shaped by university-private-public sector cooperation has transformed into a quadruple helix innovation model with the inclusion of the media and culture-oriented public helix. In this context, while the triple helix emphasizes tripartite networks and hybrid organizations, the quadruple helix system focuses on intertwined collaborations, coevolution, and specialization within the framework of firms, institutions, and stakeholders. In the quadruple helix innovation system, the coevolution of art and innovation has assumed a central role in knowledge generation and innovation. In the quintuple helix innovation model, the natural environment of society is added to the quadruple helix. This study consists of three parts. In the first part, the literature on triple helix, quadruple helix, and quintuple helix models is reviewed. In the second part, digital transformation and technological innovations from Industrial Revolution 1.0 to Industry 5.0 are analyzed. In the third section, the contribution of the quintuple helix model to Industry 5.0 and Society 5.0 is explained.

Abstract

Purpose

This chapter studies the transfer of performance measurement system (PMS) innovations across the three sectors of the economy: private, public, and nonprofit.

Methodology/approach

The spread of organizational innovations and learning from best practices is slow and complicated (Lillrank, 1995). Based on differences in languages used by writers and readers and differences in employee characteristics among the three sectors as well as cognitive biases, we expect the transfer of PMS innovations to be easier within sectors than across sectors. We use the frequency and timing of journal articles written about activity-based costing and the balanced scorecard as a proxy for the actual transfer of the innovations within and across economic sectors.

Findings

Our empirical results indicate that the transfer of the ideas across economic sectors does not happen as quickly as the transfer of the ideas within sectors. We provide evidence that it is the practitioners, not the academics, who lead the transfer of ideas in the open literature from one sector to another. Viewing a sector as unique limits the applicability of available solutions and applications, thereby inhibits useful change.

Originality/value of paper

By focusing on differences, the exchange of ideas and techniques among the three economic sectors can be hindered.

Abstract

Third-sector organizations have been described as intermediate organizations (Evers, 1995) in mixed economies (Ben-Ner & van Hoomissen, 1991) that are situated in the interstices between the private and the public sector. This curious mode of defining a group of organizations in terms of something they are not has created a rich field of opportunities to explore the interfaces between them and other organizations in the private, public or third sectors. Research has emerged from this juxtaposition that explores the maintenance of organizational differences and the processes of organizational convergence. Interest in hybridization as a process to explain the management of the conflicting pressures to maintain difference and foster convergence has led to advances in institutional theory (Battilana & Dorado, 2010), institutional entrepreneurship (Tracey, Phillips, & Jarvis, 2011) and our understanding of bricolage (DiDomenico, Haugh, & Tracey, 2010). In their chapter, Le Ber and Branzei add to this area of critical analysis by adopting feminist theory to extend our understanding of hybridization practices in the third sector.

Abstract

The leadership of the Iraq and Afghanistan war has been criticized for reported cases of contractor corruption. This chapter examines the extent to which these wars have played out in the political agendas of candidates for President. The hypothesis is that while the two wars continue to be a key campaign issue in election cycles, the corruption narrative is a neglected part of the discourse. There are possible reasons for the disjuncture between United States (U.S.) positions against corruption by foreign governments and contractor behaviors within the defense industry, namely the impact of corruption on voters, candidates and other stakeholders. The chapter closes with lessons about the effects of corruption on agenda setting while also contributing to research on evaluation of private-public partnerships in public policy implementation and governance.

Abstract

In this chapter, we develop a conceptual framework on how cultural value can be lost in conflict and created by the arts, artists and arts organisations again and how the arts may also help victims of conflict. We explore examples of the different ways that the effects of cultural engagement are manifested and articulated in the depiction of armed conflict, especially looking at the civil war in Syria (2011–present as of 2020) and discuss three stages in the life-cycle of cultural value. Our conceptual framework of cultural value in the depiction of armed conflict is based on the multifaceted private, public, intrinsic and instrumental benefits of the arts as well as the cultural value created by arts, artists and arts organisations. We discuss universal value at the first stage of a potential loss of cultural value. The second stage addresses the politics of aesthetic value, as the cultural value created by artists and artistic activities which may evolve during armed conflict with examples of two international war artists, John Keane and Ben Quilty. Finally, we review social value as the impact of the cultural value created in overcoming armed conflict as well as restoring and transforming impaired individuals, communities and societies. Within this context, we reinforce the notion of cultural value as an alternative framework for understanding the value constructs surrounding the creation of art in this chapter.

Abstract

This chapter looks at the changing politics of urban redevelopment in a politically divided democratic regime following the end of state socialism in 1989. It contrasts the emergence of two cultural institutions of national importance, the Palace of Arts and the National Theatre, as part of a megaproject in Budapest. They emerged almost at the same time as part of the Millennium City Center, a large-scale urban redevelopment project, but have come to stand for two radically opposed worlds dividing the nation and pitting against each other – the cosmopolitans and the nationalists. The research design is that of incorporated comparison; the two case studies are embedded in the analysis of the larger redevelopment project. The study mixes primary and secondary sources; draws on interviews, extensive discussions with architects and planners, as well as an analysis of planning documents, expert reports, and media coverage. It describes the dynamics of private–public partnerships in urban politics pointing to the changing role of the post-socialist state and the new power relations among the various groups involved in urban development in a newly democratizing regime. On the one hand, the analysis shows how local and national-scale political fights make sense from a larger political–economic perspective of waterfront regeneration; on the other, it argues that party politics in politically divided regimes have serious implications on the processes of large-scale urban development, ultimately making them even more under-determined than suggested by the literature. The chapter breaks the assumed unity of the state in studies of urban megaprojects and demonstrates the usefulness of both a scalar analysis and that of the changing political content of the state, which ultimately account for much of the variation in this global genre.

Abstract

Corporate social responsibilities (CSRs) with social, economic, and environmental elements become of high demand in the private, public, as well as third-world sectors or so-called non-governmental organizations (NGOs). These sectors have their own identity in carrying out the CSR projects. However, the CSR initiatives to be implemented by the NGOs promised challenges due to the NGOs' identity in justifying human rights that remains dissimilar with corporation or fund provider's identity to maximize the profit with less concern on the humanitarian issues leading to tension for both parties to have CSR project alliances. NGOs face extreme difficulty to raise funds from the private sector due to their ideology in influencing the social movements that might harm society. Also, the fund raised by the NGOs for CSR projects are somehow misused by this party for its own self-interests and leads to an accountability issue. An NGO is seen as a key player in CSR projects but still there is an issue of legitimacy and mistrust amongst stakeholder groups. Underlying to these issues, this study aims to explore the challenges faced by NGOs in regards to the CSR initiatives that have been announced by the United Nations Global Compact (UNGC) to be used widely and harmoniously by all sectors of the world and its future directions to successfully implement CSR in its own style of leadership. Therefore, the involvement of NGOs in CSR initiatives can be effectively employed with government intervention on economics development programmes in alleviating poverty which becomes a central issue highlighted in many countries nowadays. Extensive rules and regulations from the government towards NGOs are embedded within the CSR project developments of NGOs and are necessary in reducing the discrepancies in the roles that NGOs play.

Although few fully understand the evolving science of blockchain technology, many agree that such technology promises countless crypto innovative applications. However, institutions using blockchain and cryptoassets face issues. Since more institutions are beginning to explore various private, public, and hybrid blockchains and their related cryptoassets, an increased need exists to understand and anticipate implementation problems. Such problems include contractual issues, privacy concerns, tax implications, jurisdictional issues, financial fraud, and data theft. Others involve intellectual property rights, money laundering, accounting and financial reporting, fork management and governance, and compliance and regulatory obligations. This chapter reviews and analyzes the various problems facing institutions in using blockchain and cryptoassets as financial instruments and mediums of exchange. It focuses on these aspects concerning custody, provenance, and reporting. This chapter also discusses the compliance, disclosure, and regulatory reporting of cryptoassets.
