Abstract

Purpose

The construction industry is shifting towards becoming more circular by reducing waste, reusing building materials and embracing regenerative solutions for energy generation and biodiversity conservation. Thus, construction professionals must perform diversified services to achieve a circular built environment (CBE). Implementing resource planning and waste management in CBE has already posed challenges to the quantity surveying profession; thus, quantity surveyors (QSs) should be equipped with new roles and competencies to tackle challenges in achieving a CBE. Hence, this study aimed to investigate the functions and competencies of QSs at the design and building material sourcing stages in achieving a CBE according to 3R principles.

Design/methodology/approach

The research apprehended a qualitative approach, including two expert interview rounds adhering to the Delphi technique with 14 and 11 experts per each round. Manual content analysis was incorporated to analyse the collected data.

Findings

The research findings revealed the important roles and competencies of QSs in achieving a CBE. In addition, essential functions and competencies were categorised according to the 3R principles (reduce, reuse, recycle) to successfully implement CBE during the Design and Building Material Sourcing stages. According to the 3R principles of CBE, cost control, cost planning, feasibility studies, measurement and quantification, risk management, value engineering and innovations and technologies were well-received by most interviewees as essential roles of QSs during the Design and Building Material Sourcing stages. Further, basic/mandatory competencies (personal, interpersonal, professional practice and business skills), economic analysis, BIM management, cost management and risk management are highly regarded by experts for QS as important competencies to achieve CBE.

Originality/value

With new construction trends, QSs must enhance their conventional roles and competencies and search for new skills and competencies. Those skills and competencies could be linked to the CE concept, either directly or indirectly. Since QS holds a prominent place in sustainable construction in CBE, adapting to changes in the construction industry such as CBE is timely for QSs. Further, there is a shortage of literature regarding QSs' roles and competencies in achieving a CBE; thus, this study will contribute by identifying new avenues for QSs in achieving a CBE in the practice and the research.

Abstract

Purpose

Cost overrun is a significant issue in construction, an undesirable feature the industry has long been associated with. Poor procurement practices are often blamed for subsequent cost overruns in construction, especially with conventional procurement methods leading to outrageous cost overruns. The purpose of this study is to review the features of the new models of construction procurement (NMCP) and assess their potential to reduce cost overruns in construction projects.

Design/methodology/approach

A literature review was conducted to identify the issues of procurement leading to cost escalations. Primary data were obtained through exploratory, semi-structured interviews using a case study approach.

Findings

Clients’ lack of knowledge was highlighted as a key issue in procurement that interlinks with many factors causing cost escalation. The findings suggest that the features contained within the NMCP, such as early contractor involvement and collaboration throughout the project team, have the potential to make a positive contribution to addressing cost escalation in construction.

Research limitations/implications

The primary research was undertaken as an exploratory study and presents the contractor's perspective. Further research is therefore suggested, with multiple organisations representing all key stakeholders in a construction project, including clients, consultants, sub-contractors and suppliers.

Practical implications

The study recommends awareness of the NMCP be raised throughout the industry, and simplified information must be made available to help widen uptake of these contemporary procurement methods.

Originality/value

Addressing the dearth of research concerning the use of NMCP within the industry, this study makes a niche contribution to the body of knowledge on construction cost management by illustrating the potential offered by these new procurement methods for addressing cost escalation. For an industry where collaboration is accepted with reservations, this case study demonstrates how novel collaborative strategies such as open book costing, project bank accounts and shared pain and gain mechanisms can be implemented as part of the procurement strategy and how such strategies can contribute towards minimising the cost escalation inherent in construction projects.

Abstract

Purpose

Design for safety (DfS), also known as prevention through design (PtD), is a concept that mitigates accidents and hazards through considerations during the design stage of building projects. The literature provides much information on this concept, but such information is only limited to a few developed countries such as the UK, the USA and Australia. There is limited insight into DfS implementation in the construction industry of several countries, including countries in the Gulf Cooperation Council (GCC) such as Kuwait. Therefore, this study investigates DfS implementation among design professionals in the Kuwait construction industry.

Design/methodology/approach

The study used a questionnaire survey to obtain data from design professionals. The data were analysed using descriptive and inferential statistics (i.e. analysis of variance and t-test).

Findings

The results revealed that DfS awareness among design professionals is very high; there is a very high willingness among design professionals to apply the concept, and design professionals generally view DfS implementation as important. Despite these, the frequency of implementation of DfS practices is generally moderate. In addition, the results revealed that though there is a high interest in DfS training among the design professionals, their actual engagement in training is low. The results also suggest some association between the frequency of engagement in the DfS practices and designers' DfS awareness, training and education. DfS related regulations, industry guidance, formal education and training are considered by design professionals to have the greatest influence on DfS implementation in Kuwait.

Originality/Value

These emerging findings both mirror and contradict aspects of the outcomes of previous DfS studies in other countries. Furthermore, the findings from this study provide insights into a less investigated area regarding work-related health and safety in the GCC region. It offers new and additional information and insights into the current state-of-the-art DfS implementation in the construction industry in Kuwait. In view of the findings, joined-up efforts by government, industry and academia are needed to enhance DfS implementation by design professionals in Kuwait.

This paper aims to develop and validate a strategy for reducing construction waste (CW) generated during the design process (DP) in architectural design firms (ADFs) in Egypt.

Abstract

Purpose

This paper aims to develop and validate a strategy for reducing construction waste (CW) generated during the design process (DP) in architectural design firms (ADFs) in Egypt.

Design/methodology/approach

Qualitative and quantitative research methodology was designed to accomplish four objectives. The literature review investigated DP, CW, waste management (WM) and WM strategies (WMS). Three case studies were analysed to investigate the role of WMS towards reducing CW during DP. A survey questionnaire was conducted with a representative sample of ADFs in Egypt to assess their perception and application of WMS during DP. Lastly, a strategy was developed and validated to reduce CW generated during DP.

Findings

Through literature review, the research identified the highest 40 causes of CW during the DP and classified them into 13 categories. Despite early promotion of WMS to reduce CW at its source, Egypt and other countries with similar construction market characteristics lack laws and regulations to address CW during the DP, with current codes primarily focusing on post-occurrence issues. In addition, analysis of three case studies showed that CW was reduced by adopting WMS during the DP. Findings of data analysis revealed that ADFs have an average knowledge of WMS and a low awareness of Egyptian laws and WMS during DP. “Prefabrication” was the highest-ranked strategy for CW reduction during DP. Several challenges hamper the implementation of WMS. The “preparation and briefing” was ranked the most common design stage where CW causes occur, while “waiting” was ranked the most common form of CW. These findings informed the research outcome and helped in the development of the proposed strategy.

Research limitations/implications

The proposed strategy was developed taking into account the results of the survey questionnaire which was conducted in ADFs in Egypt where the authors reside, and such a strategy is needed. However, it could be applied in other countries that share the same characteristics of the architectural DP as well as the causes of CW and WMS implementation challenges.

Practical implications

This research presents a practical strategy to reduce CW generated during the DP. It was based on the findings of literature review, case studies and survey questionnaire. The strategy was explained in a workable way to include the required activities; tools and techniques; involved personnel and needed resources. The strategy was validated by a representative sample of ADFs in Egypt to ensure its practicability and viability for implementation towards developing a sustainable built environment. The practical application of the strategy will have long-term and short-term benefits. The long-term benefits include improving the social, economic and environmental aspects of sustainability during the design and construction phases in Egypt. In the short term, application of the strategy will improve the cooperation between design and construction teams, reduce the negative impact of CW production and enhance the quality of construction projects in Egypt.

Originality/value

Despite the need to reduce CW during DP, a practical strategy is lacking in Egypt, where laws are focused on dealing with CW after its existence. This research studied a topic that received scant attention in construction literature. It developed and validated a strategy to reduce CW during DP, which represents a synthesis that is novel and creative in thought and adds value in a manner that has not been previously explored.

Abstract

Purpose

The construction industry is complex, human-intensive and driven by monetary values. Hence, disputes are widespread. Initial conflicts among parties may develop into a disastrous dispute that costs the project success and good relationships and affects stakeholders' expectations. There has been a focus on causes of construction-related disputes, and studies over the past three decades have attempted to identify a more comprehensive list of reasons for disputes. Some of these studies' limitations were geographical, project delivery methods and project types. The purpose of this study is to identify the most recent and conclusive list of causes of disputes based on current literature by undertaking a systematic literature review (SLR).

Design/methodology/approach

Considering the large number of studies that focused on causes of disputes, this study aims to develop a comprehensive list of causes, using a SLR, as it ensures that all previous articles in multiple databases are reviewed to produce a comprehensive outcome. A six-stage SLR was followed from background study to analysis and reporting.

Findings

Not surprisingly, the number of publications has increased over time, most from the Middle East region. The interconnected nature of the causes was widely emphasised. The SLR has produced eight common core causes of disputes. They are: poor contractual arrangements, employer-initiated scope changes, unforeseen site changes, poor contract understanding and administration, contractor’s quality of works, the inability of the contractor to achieve time targets, non- or delayed payments and poor quality of design. The majority of previous authors realised that disputes could be avoided by parties’ involvement during the early stages, avoiding being opportunistic and acting collaboratively.

Originality/value

Even though numerous studies have been carried out to identify the causes of disputes in the construction industry, none did a SLR. This study aggregates all the previous studies that focused on construction-related disputes systematically. Categorising causes based on the party primarily responsible help various stakeholders by providing a distinct list of factors to avoid that contribute to disputes.

Abstract

Purpose

The aim of this paper is to develop a framework to enhance building maintainability through facilitating early suppliers’ involvement (ESI) in the design process.

Design/methodology/approach

A research methodology consisting of literature review, case studies and survey questionnaire was designed to achieve the above-mentioned aim. Firstly, literature review was used to examine the concepts of building maintenance, maintainability, the design process and ESI. Secondly, three case studies were presented and analysed to investigate the role of ESI towards enhancing building maintainability during the design process. Thirdly, a survey questionnaire was carried out with a representative sample of architectural design firms (ADFs) in Egypt to investigate their perception and application of ESI towards enhancing building maintainability during the design process. Finally, the research developed a framework to facilitate ESI in the design process in ADFs in Egypt.

Findings

Through literature review, the research highlighted the relationship between ESI and enhancing building maintainability and identified the roles, benefits, challenges and that encounter ESI in ADFs, factors for suppliers selection and levels of involvement. Results of the data analysis showed that “Difficulty of trusting external parties and sharing information with transparency” was ranked the highest challenge of ESI in ADFs in Egypt, followed by “Legal competitive advantage restrictions”. Moreover, “Better estimation for operation and maintenance costs” was ranked the highest contributions of ESI towards enhancing building maintainability, followed by “Reduce the number of operation and maintenance problems or reworks”. Finally, respondents stated that “Innovation, technical expertise, and competence” was ranked the highest supplier’s selection criteria, while “paying consultation fees for offering advice and recommendations to the design team” was ranked the highest form of supplier’s remuneration.

Research limitations/implications

The proposed framework contributes to the body of knowledge through proposing five functions that aimed to facilitate ESI in the design process, a research area that received scant attention in construction research. In addition, because of the conceptual nature of the framework, it has to be validated to ensure its capability to overcome the challenges of ESI as an approach for enhancing building maintainability during the design process.

Practical implications

This research presents a practical solution that bridges the gap between theory and practice through overcoming the challenges that obstruct suppliers from being involved in the design process as an approach for enhancing building maintainability.

Originality/value

This research discussed the relationship between ESI and enhancing building maintainability as well as the roles, benefits and challenges that encounter ESI in ADFs. In addition, the research investigated the levels of suppliers’ involvement, selection criteria and forms of payment. Moreover, it investigated the perception and application of ESI in ADFs in Egypt towards improving building maintainability. The research proposed a framework to facilitate the integration of suppliers in the early stages of the project life cycle. It represents a synthesis that is novel and creative in thought and adds value to the knowledge in a manner that has not previously occurred.

Abstract

Purpose

While stress, anxiety and depression rank as the second leading cause of work-related ill health in the UK construction sector, there exists a scarcity of empirical studies explicitly focused on investigating the sources of occupational stress among construction workers and professionals at both the construction project and supply chain levels. This study seeks to identify and investigate the primary stressors (sources of stress) in UK construction projects and to propose effective strategies for preventing or reducing stress in this context.

Design/methodology/approach

The study adopted a qualitative multi-methods research approach, comprising the use of a comprehensive literature review, case study interviews and a focus group. It utilised an integrated deductive-inductive approach theory building using NVivo software. In total, 19 in-depth interviews were conducted as part of the case-study with a well-rounded sample of construction professionals and trade supervisors, followed by a focus group with 12 policy influencers and sector stakeholders to evaluate the quality and transferability of the findings of the study.

Findings

The results reveal seven main stressors and 35 influencing factors within these 7 areas of stress in a UK construction project, with “workflow interruptions” emerging as the predominant stressor. In addition, the results of the focus-group, which was conducted with a sample of 12 prominent industry experts and policy influencers, indicate that the findings of the case study are transferrable and could be applicable to other construction projects and contexts. It is, therefore, recommended that these potential stressors be addressed by the project team as early as possible in construction projects. Additionally, the study sheds empirical light on the limitations of the critical path method and identifies “inclusive and collaborative planning” as a proactive strategy for stress prevention and/or reduction in construction projects.

Research limitations/implications

The findings of this study are mainly based on the perspectives of construction professionals at managerial and supervisory levels. It is, therefore, suggested that future studies are designed to focus on capturing the experiences and opinions of construction workers/operatives on the site.

Practical implications

The findings from this study have the potential to assist decision-makers in the prevention of stress within construction projects, ultimately enhancing workforce performance. It is suggested that the findings could be adapted for use as Construction Supply Chain Management Standards to improve occupational stress management and productivity in construction projects. The study also provides decision-makers and practitioners with a conceptual framework that includes a list of effective strategies for stress prevention or reduction at both project and organisational levels. It also contributes to practice by offering novel ideas for incorporating occupational stress and mental health considerations into production planning and control processes in construction.

Originality/value

To the best of the authors’ knowledge, this is the first, or one of the very few studies, to explore the concept of occupational stress in construction at the project and supply chain levels. It is also the first study to reveal “workflow” as a predominant stressor in construction projects. It is, therefore, suggested that both academic and industry efforts should focus on finding innovative ways to enhance workflow and collaboration in construction projects, to improve the productivity, health and well-being of their workforce and supply chain. Further, it is suggested that policymakers should consider the potential for incorporating “workflow” into the HSE's Management Standards for stress prevention and management.

Abstract

Purpose

Formulating strategic decisions poses a significant challenge for construction organizations, profoundly impacting their overarching strategic management. The success of an organization’s strategy relies on how information is managed and decisions are executed. However, the literature has a limited understanding of the connection between information quality and strategic decision-making, particularly in construction business performance. This study aims to bridge this gap by exploring how information quality mediates the relationship between strategic decision-making and the performance of construction businesses in New Zealand.

Design/methodology/approach

This quantitative study aims to fill this gap by assessing how information quality shapes strategic decision-making practices, impacting construction organizations’ performance. Analysing 102 viable responses through partial least squares structural equation modeling structural equation modelling offers partial support to the research framework.

Findings

The study used statistical analysis to gauge the impact of adopting strategic management practices on construction business performance, considering the mediation of the quality of information within New Zealand’s context. It affirmed a positive correlation between strategic decision-making management and construction business performance, underpinned by the mediation of quality of information.

Practical implications

This study underscores the critical role of information quality in evaluating strategic decisions for bolstering construction business performance. In essence, it affirms that enhancing the performance of construction organizations via strategic decision-making is intrinsically linked to the quality of information.

Originality/value

This study makes a noteworthy contribution by establishing connections between decision importance, process effectiveness, information quality, intuition in decision-making and model development, providing valuable insights to the field.

Abstract

Purpose

Despite the number of quality management procedures being currently applied, construction defects in the domestic sector are acknowledged to contribute to the energy performance gap of buildings. This paper investigates the limitations and challenges to the implementation of project quality plans (PQPs) and their impact on the achievement of expected thermal performance in the UK social housing projects.

Design/methodology/approach

A qualitative approach, guided by grounded theory, was used in this research. This methodology provided the structure for systematic data analysis iterations, enabling cross-case analysis. An analytic induction process was designed to seek the explanation of the targeted phenomenon and required data collection until no new ideas and concepts emerged from the research iterations. This study collected data from five social housing projects through interviews, site observations and project documentation.

Findings

Multiple limitations and challenges were identified in the implementation of PQP to deliver thermal efficient social housing. Generally, there is the need for more objective quality compliance procedures based on required evidence. When investigating the root of the challenges, it was concluded that the adoption of statutory approval as the main quality compliance procedure led to the dilution of the responsibility for prevention and appraisal of defects that compromised the effectiveness of PQP devised by housing associations (HA) and contractors.

Originality/value

This study identifies the shortcomings of PQP in addressing quality issues with potential to undermine the thermal performance of social housing projects. The findings could be used by HA, contractors and policymakers as steppingstones to improve the energy efficiency in the domestic sector.

Purpose

This study aims to review the current trends in early contractor involvement (ECI) in construction project development. The review consist of the following objectives: (1) identifying the benefits of ECI on construction project development; (2) identifying the challenges of ECI in construction project development; and (3) identifying the strategies of ECI in construction project development.

Design/methodology/approach

This study systematically reviews the literature on the application of ECI in construction project development. A total of 133 related articles were identified and analyzed using the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) method.

Findings

This review identified “improved team work/collaboration working relationship” as the top benefits of ECI in construction project development. “Cultural barrier” was identified as the top challenge of ECI in construction project development, while “contributing value engineering” and “buildability evaluation input”, were the top two strategies of ECI in construction project development.

Originality/value

To the best of the authors’ knowledge, this study is the first to systematically review prior literature on ECI. As a result, the study provides a comprehensive understanding of the current state of the art and fills the literature gap. Researchers and industry professionals can use the study findings to increase the rate and benefits of implementing ECI in construction projects.
