Abstract

Purpose

The paper aims to present a pedagogical model tailored to the development of key competences in the urban planning profession in post-socialist transitional countries that is based on the creation of an integrated platform for dialogue and the development of professional competences as part of the process, whereby students produce their final projects.

Design/methodology/approach

The pedagogical model is based on the principles of education for sustainable development and focuses on the establishment of a repeatable platform for dialogue between students and mentors, members of the mentoring team, the local community, external members of the consulting team of experts and foreign master’s degree programmes, in the process of producing students’ projects. The proposed method addresses several dimensions, including: the education of students, teachers, professionals and local experts, the establishment of a network for cooperation and collaboration and the delivery of practical and usable results.

Findings

The paper provides a comparative overview of the pedagogical model’s application in producing the final master’s degree projects of three generations of students, as well as its alignment with the needs of re-defining the role and reach of the profession of urban planner in an environment of post-socialist transition. The model was improved, enhanced and optimised through this process and then corroborated with its practical implementation.

Originality/value

The innovative pedagogical model comprises an instrument to enhance the professional capacities of all participants in the production of final master’s projects: academics, practitioners and future professionals/students, through discussions of topical issues, innovative modes of work and new professional responses grounded in the local context and tested by a broad range of stakeholders. It is of particular importance for countries in transition experiencing a shift in the paradigm of professional action, especially as the proposed pedagogical model establishes a problem-solving platform that surpasses academia.

Abstract

Purpose

The purpose of this paper is to present the changes in political and socioeconomic conditions after 25 years of transformation and how it provided to adopt new methodology in tourism planning. It shows the possibilities offered by the use of the foresight process in planning the development of tourism in Poland. Since one of the main foresight goals is to identify trends, the paper takes attempt to verify trends that occurred in Poland after 1989 and if they have now and will have in the near future influence on Polish tourism. Detailed objective is to characterize the systemic transformation and its impact on the tourism economy.

Design/methodology/approach

Paper is the review, which used literature, legislation and strategic documents query. It also includes comparative analysis.

Findings

The analysis of the political and economic changes that have taken place in Poland over the last 25 years shows that they were positive for the development of tourism base. The impact of globalization and global trends is now clearly noticeable also in Poland. Political and economic changes allow the use of foresight methodology in studies on the future of tourism while maintaining its main attributes: anticipation, participation, action, networking, vision.

Research limitations/implications

The analysis included the impact of political changes and social trends on the tourist economy. Proposals that show the positive aspects of these changes relate to tourism and present extensive opportunities to create scenarios, both at the national and regional levels.

Practical implications

The analysis forms the basis for the activities of tourism entities in Poland. It shows the characteristics for the future of the tourism market particularly the demand side.

Social implications

The analysis of changes in systemic and social trends enables anticipation of changes in tourism as a social phenomenon.

Originality/value

The paper presents the historical basis for the development of tourism in Poland after political changes in relation to the planning of tourism by using the methodology of foresight. It also presents these phenomena and social trends that have an impact on the development of tourism.

Abstract

Purpose

The purpose of this paper is to explain the issues and variables that influence the bureaucracy’s role and work in the transitional period, which is known with its complexity, uncertainty, instability, ambiguity and asymmetry. This paper highlights the transition from theoretical perspective, giving examples from the Polish experience in transition.

Design/methodology/approach

This paper describes the changing roles of public bureaucracies in transitional periods by highlighting their ecology with the transitional period and analyzing the determinants of bureaucracy’s role and functions in terms of participation in policy-making policies, providing consultations to executives and elected officials, working as a mediator in communication and acting as an active participant in the development process giving examples from Poland. Finally, it highlights the way the bureaucracy manages its functions and the internal and external variables that constitute various levels affecting this role in the transition.

Findings

Bureaucracy is supposed to function naturally and stably in an unstable environment (transition) as its success in doing these functions and helping the new regime to exceed the transition and achieve its goals depends on many variables (bureaucracy capabilities and skills, history, power, experience, the nature of politics and bureaucratic functions, political support, policy environment, knowledge, cohesion, etc.). Most of these variables were demonstrative in the case of Poland.

Originality/value

This paper will be useful for scholars and policymakers interested in public administration role in the time of transition, especially countries that recently have been experiencing the transition.
