Abstract

Purpose

This paper aims to explore the ethical dilemmas faced by records administrators concerning political impartiality by examining the case of the National Archives and Records Administration (NARA) in the USA, which has faced reputational challenges due to perceived political bias.

Design/methodology/approach

This paper proposes a phronetic approach to resolve the ethical dilemmas associated with political impartiality in records administration. This approach emphasizes practical wisdom and ethical decision-making, offering a unique and effective way to address the challenges faced by presidential record archivists.

Findings

The proposed phronetic approach provides a means to resolve the ethical challenges posed by political impartiality in records administration, with a particular focus on NARA. By taking a transparent and impartial approach, agencies can minimize criticism and ensure their continued ability to equitably serve the public.

Practical implications

The phronetic approach offers a framework for addressing ethical dilemmas related to political impartiality in records administration, with potential implications for other independent agencies facing similar challenges.

Originality/value

This paper offers a unique perspective on the ethical dilemmas of political impartiality in records administration and proposes a practical and effective approach to resolving these challenges. It contributes to the broader discussion on the intersection of ethics and public administration.

Abstract

Purpose

The notion that disasters are not natural is longstanding, leading to a growing number of campaigns aimed at countering the use of the term “natural disaster.” Whilst these efforts are crucial, critical perspectives regarding the potential risks associated with this process are lacking, particularly in places affected by violent conflict. This paper aims to present a critical analysis of these efforts, highlighting the need to approach them with care.

Design/methodology/approach

The author draws upon insights and discussions accumulated over a decade of research into the relationship between disasters and conflict. The article includes a critical literature review on the disaster–conflict relationship and literature specifically addressing the idea that disasters are not natural. The analysis of field notes led to a second literature review covering topics such as (de) politicisation, instrumentalisation, disaster diplomacy, ethics, humanitarian principles, disaster risk reduction, peacebuilding and conflict sensitivity.

Findings

This analysis underscores the importance of advocating that disasters are not natural, especially in conflict-affected areas. However, an uncritical approach could lead to unintended consequences, such as exacerbating social conflicts or obstructing disaster-related actions. The article also presents alternatives to advance the understanding that disasters are not natural whilst mitigating risks, such as embracing a “do-no-harm” approach or conflict-sensitive analyses.

Originality/value

The author offers an innovative critical approach to advancing the understanding that disasters are not natural but socio-political. This perspective is advocated, especially in conflict-affected contexts, to address the root causes of both disasters and conflicts. The author also invites their peers and practitioners to prioritise reflective scholarship and practices, aiming to prevent the unintentional exacerbation of suffering whilst working towards its reduction.

Abstract

Purpose

This paper aims to investigate the relationships amongst career patterns, neutrality of the state civil apparatus, and organizational performance of the local government in South Konawe District, Southeast Sulawesi Province in Indonesia.

Design/methodology/approach

Data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) to investigate the relationships between variables through direct and indirect influence testing.

Findings

The findings reveal that career patterns influence neutrality and organizational performance. Neutrality of the state civil apparatus in politics mediates career patterns and local government organizational performance. The findings indicate that, first, promotions most significantly influence the organization’s neutrality and performance. Second, demotions have the least influence on the organization’s robustness and performance.

Originality/value

This paper is among the first to examine the relationships amongst career patterns, neutrality, and organizational performance. Recommendations are provided to improve neutrality and organizational performance, that is, the need to increase promotions and reduce demotions.

Abstract

Purpose

Concerns regarding the dysfunctional behaviours of public officials have sparked renewed interest in public service ethics and spirituality. While national and organizational systems have been established to eliminate dysfunctional behaviours such as corruption, sexual harassment and misuse of confidential information, the practice continues to have a demoralizing impact on developing countries. The study aims to intend to investigate the empirical relation between the application of spirituality and ethics in reducting dysfunctional behaviours within Ghana's Public Sector.

Design/methodology/approach

The study conducted a qualitative case analysis that utilized 28 semi-structured interviews and four focus groups. Interviews and group discussions with public sector staff, managers and policymakers were used to collect qualitative data. This approach facilitated an in-depth investigation into their views on dysfunctional actions and the possible impact of workplace spirituality and ethics in the Ghanaian public service.

Findings

The study uncovered a persistent recurrence of dysfunctional behaviours, such as fraudulent activities, resource misuse, unofficial work and inappropriate use of official time. There was uncertainty regarding the effectiveness of integrating ethics and spirituality to curtail dysfunctional behaviours. Nevertheless, the results supported adopting spiritual and ethical rejuvenation in the public service as a universal solution to overcome these behaviours.

Originality/value

This study enhances comprehension of dysfunctional behaviours in Ghana's public service by providing insights into how spirituality and ethics can transform it. The potentials of workplace spirituality and ethics can lead to a strong public service that embodies accountability, integrity and effectiveness, thereby serving as a pivotal device for Ghana's holistic advancement.

Abstract

Purpose

As social media has become an ingrained aspect of our lives—including our political relationships with other citizens and the state—various governments have warned public servants that being politically active online might threaten the reputed impartiality of themselves and the public service. This study examines whether public servants are less likely to be politically active on social media than other citizens, and seeks to understand public servants’ varying disposition to be politically active online by investigating the role of employees’ underlying Big 5 personality traits.

Design/methodology/approach

Multivariate regression, along with marginal effects and predicted probabilities, are used to investigate public servants’ online political activity with survey data from Canada, a country where impartiality is a core public service value, and where governments, public service commissions and even public sector unions have voiced cautious messages about the threat online political activity presents to the reputed impartiality of public servants, and the public service at large.

Findings

Analysis of the direct effects of being a public servant and each Big 5 personality trait finds that being a public servant significantly, and substantively, reduces the probability of engaging in online political activity, meanwhile, Extraversion and Conscientiousness have consistent, significant and substantive relationships with being politically active online. Subsequent analysis investigating the dynamic between the Big 5 and being a public servant, uncovers a more complex story. Among public servants, Openness and Neuroticism, rather than Extraversion and Conscientiousness, are associated with significant and substantive changes in the probability of engaging in some online politically activities. This is consistent with research investigating the relationship between the Big 5 and risk aversion, given that public servants in Canada work in an environment with a highly cautious discourse portraying social media as a serious risk to impartiality.

Practical implications

The findings also speak to best practices for public service human resource managers by shedding light how public servants’ behavior can be better understood and managed by paying attention to their underlying personality traits.

Originality/value

This study moves beyond analyzing trends between public and private sector employees, to instead examine public servants’ online political activity. This study offers theoretical and empirical insight into how public servants’ disposition to be politically active online is, in part, influenced by their underlying Big 5 personality traits, specifically, Neuroticism and Openness.

Abstract

Purpose

This study draws parallels between the Major and Johnson eras to reclaim a discursive space beyond the media and political battlefields to examine long-term systemic failure of government PR.

Design/methodology/approach

As part of a wider study into government communications from 1979 to date, this paper draws on evidence from government archives from the 1990s, as well as contemporary accounts, official documents, media accounts, memoirs and biographies, to examine the PR record of two Conservative administrations divided by three decades.

Findings

News management during the Major premiership is worth serious scrutiny, not just as an interlude between two media-friendly Prime Ministers, Thatcher and Blair, but in comparison to Boris Johnson's struggle to contain the news narrative between 2019 and 2022. Both administrations experienced terminal reputational crises during their closing years but their means of managing the news were counter-productive and damaging to public trust (65).

Practical implications

Does this failure in public communication illustrate a systemic dysfunction in government-media relations and, if so, what is the role of government PR in these circumstances?

Originality/value

This article uses a comparison between fixed and moving variables associated with two very different administrations to identify the causes of ongoing systemic failure in government communication.

Abstract

Purpose

The main purpose of this study is to examine the political economy of financial development in Ethiopia, specifically, to test the empirical relevance of the interest group theory of financial development in the context of Ethiopia.

Design/methodology/approach

The autoregressive distributive lag model to co-integration is applied to Ethiopia’s time series data from 1990 to 2020 to identify the long- and short-run effects of the political regime characteristics on financial development of the country.

Findings

The findings reveal that the degree of democracy in the political system (a proxy for narrow elites) was found to have a significant positive effect on financial development in the long run but has negatively affected financial development in the short run. Similarly, the political regime durability indicator shows a positive and statistically significant effect both in the long run and short run. The macroeconomic policy indicators which are used as control variables in this study reveal significant effects on the financial development of Ethiopia. Generally, the finding supports the interest group theory of financial development.

Originality/value

This paper is the original work on the effect of political regime characteristics on financial development in Ethiopia. Thus, it brings substantial value to studying determinants of financial development as it goes beyond the conventional determinants by considering the role of political power in the process of financial development.

Abstract

Inquiries, commissions, reviews and the promise of broader data collection about racial and gender disparities are now the reflex defensive responses from state institutions charged with grievous social harm, particularly in the UK. Recommendations from these exercises are rarely implemented. As criminologists, our ability to produce and analyse data that evidences or better illuminates social harm has long been a key offer of the discipline to activism.

How are we to respond to the very institutions activist criminologists seek to challenge immediately offering this very activity, invariably protracted and ineffectual, as a reflex response to activist challenge? This chapter explores this tension. Grounded in the work of groups struggling to end police stop and search, it considers the strategy impasse around research and data production that faces grassroots activists and their accomplice researchers. The chapter proposes new routes for collaboration and action across activist and criminologist communities that may help move past the ‘data trap’. In short, it seeks to answer: do activists need more evidence?

Abstract

Purpose

The study examines the instigating factors behind the development of the local content (LC) policy in Ghana and it further investigates the accountability mechanisms that drive the LC policy implementation to promote sustainable development.

Design/methodology/approach

The study reports on a series of interviews with key actors using Institutional Theory and the application of Bovens’ (2010) Global Accountability Framework as a lens for discussion and interpretation of results.

Findings

The results reveal that two forces instigated LC policy enactment. One is external funding pressure from the Norwegian government and the World Bank. The other is the government’s engagement of Civil Society Organisations and other internal stakeholders to justify its activities and missions to signal adherence to impartiality, neutrality, and, to a lesser extent, solidarity. The analysis also reveals tensions in how accountability legitimacy relates to implementation of the LC policy. The study further discovers that while participation, transparency, monitoring, and evaluation are frequently invoked as de jure institutional legitimacy in oil and gas contracts, actual practices follow normative (de facto) institutionalism rather than what the LC policy law provides.

Research limitations/implications

The interview had a relatively small number of participants, which can be argued to affect the study’s validity. Nevertheless, given the data saturation effect and the breadth of the data obtained from the respondents, this study represents a significant advancement in LC policy enactment knowledge, implementation mechanisms and enforcement in an emerging O&G industry.

Practical implications

The findings of this study suggest that future policy development in emerging economies should involve detailed consultations to increase decision-maker knowledge, process transparency and expectations. This will improve implementation and reduce stakeholder tension, conflict and mistrust.

Originality/value

The findings of this study build on earlier investigations into legitimacy, accountability and impression management in and outside the O&G sector. Also, the findings reveal the legitimising tactics used by O&G actors to promote local content sustainable development targets.
