The Quality Assurance Agency (QAA) for Higher Education in the UK focuses on maintaining, enhancing and standardising the quality of higher education. Of significant impact are the development of subject benchmark statements (SBS) by the QAA, which describe the type and content of study along with the academic standards expected of graduates in specific disciplines. Prior to 2022, the QAA did not have a SBS to which higher education policing programmes could be directly aligned.

Over 12-months, a SBS advisory group with representatives from higher education across England, Scotland, Wales and Northern Ireland, The College of Policing, QAA, Police Federation of England and Wales and policing, worked in partnership to harness their collective professional experience and knowledge to create the first UK SBS for policing. Post publication of the SBS, permission was sought and granted from both the College of Policing and QAA for members of the advisory group to reflect in an article on their experiences of collaborating and working in partnership to achieve the SBS.

There is great importance of creating a shared vision and mutual trust, developed through open facilitated discussions, with representatives championing their cause and developing a collaborative and partnership approach to completing the SBS.

A collaborative and partnership approach is essential in developing and recognising the academic discipline of policing. This necessarily requires the joint development of initiatives, one of which is the coming together of higher education institutions, PSRBs and practitioner groups to collaborate and design QAA benchmark statements.

The SBS advisory group has further driven forward the emergence of policing as a recognised academic discipline to benefit multiple stakeholders.

The SBS for policing is the first across the UK. The authors experiences can be used to assist others in their developments of similar subject specific benchmarking or academic quality standards.

This paper aims to propose a methodology to support public managers' adaptation of the Hoshin Kanri (HK) strategy deployment approach in the context of lean thinking (LT), considering strategic alignment and consensus reaching when prioritizing a vital few of the organization's continuous improvement (CI) projects.

The methodology incorporates the A3 problem-solving report into the HK approach to identify and outline CI projects. The priority and deployment of the projects are weighted by a composite score for impact and innovation using the Delphi method. The proposed methodology was applied in one Norwegian police district as part of action research.

The obtained results indicate that the proposed methodology provides an intuitive and systematic approach to weigh the importance and ensure alignment of CI projects with the organization's strategy and goals. Consequently, this minimizes the possibility of strategy deployment priorities being weighted by decision bias and siloed decision-making.

The literature on strategy deployment in the context of LT in police services is significantly limited and this study aids in fixing this gap. The adapted HK approach can support the implementation of LT as an integral part of a comprehensive strategic management system, thereby enabling knowledge sharing and exploration of the extendibility of implemented best practices and improvement ideas to problems arising across the organization.

In the current chapter, we discuss the shape and contours of the field of probation in Romania as they appear in scientific literature and mass media, focusing on the concerns academics and professionals have voiced about Romanian probation. We analyse the timeframe from 2014 to 2021, after the introduction of the country’s New Penal Code (NPC). We structure our argument as follows. The chapter begins with a short incursion into the historiography of probation as a field in Romania. The focus, however, is on the adoption of a NPC in 2014, as this was a significant moment that led to changes for both probation workers and probationers. While we present the first 25 years since probation was instituted in Romania in 1997 as a period of experiments, trials and errors, we aim to highlight the development and consolidation that occurred in the period after 2014 (see Durnescu 2008, 2015; Preda, 2015a, 2017; Sandu, 2016). The NPC was intended to bring forward a reconfiguration of the probation system in Romania (Preda, 2015b). Beyond the promise of the NPC, the 2014–2021 period is one where probation edges into the public sphere via extensive media coverage, including the considerable number of probationers or a string of protests by probation counsellors who felt overworked and overwhelmed. We continue the chapter by analysing the composition and the dynamics of the probation population, always looking beyond the mere numbers to other analytic markers (i.e. numbers of obligations and lengths of the probation period). We conclude the chapter by arguing that our discussion of the ‘weight’ of supervision adds to the current understanding of mass supervision by looking at the aggregated impact that different social, political, penal and cultural factors have on probation practice. In other words, large caseloads, limited human resources, precarious material conditions and negative organisational cultures are likely to generate supervision experiences that can be better interpreted by looking and thinking beyond numbers.

This study employs Stein Rokkan's methodological approach to analyse state formation in the Greater Middle East. It develops a conceptual framework distinguishing colonial, populist and democratic pacts, suitable for analysis of state formation and nation-building through to the present period. The framework relies on historical institutionalism. The methodology, however, is Rokkan's. The initial conceptual analysis also specifies differences between European and the Middle Eastern state formation processes. It is followed by a brief and selective discussion of historical preconditions. Next, the method of plotting singular cases into conceptual-typological maps is applied to 20 cases in the Greater Middle East (including Afghanistan, Iran and Turkey). For reasons of space, the empirical analysis is limited to the colonial period (1870s to the end of World War 1). Three typologies are combined into one conceptual-typological map of this period. The vertical left-hand axis provides a composite typology that clarifies cultural-territorial preconditions. The horizontal axis specifies transformations of the region's agrarian class structures since the mid-19th century reforms. The right-hand vertical axis provides a four-layered typology of processes of external intervention. A final section presents selected comparative case reconstructions. To the authors' knowledge, this is the first time such a Rokkan-style conceptual-typological map has been constructed for a non-European region.

This study aims to fill the research gap regarding the usability of group reporting information in the central government. It answers the question of how the consolidated information should be formed to benefit the real needs of governmental information users.

The empirical research is based on a survey and interviews among key internal preparers and users in the central government sector in the case country, Finland.

Results show that the private sector approach regarding consolidation is not appropriately transferable to the central government sector. The key stakeholders identified several economic and financial reporting needs that exceed what formal Consolidated Financial Statement (CFS) can offer. Consolidation is needed but not according to the extensive full control approach, but rather following the budgetary approach consolidating units of the legal person of the government, and further using the partial control approach for consolidating by discretion essential special purpose SOEs.

Respondents and interviewees represented governmental internal organisations, free experts, auditors and financial managers from the group entities. Politicians and citizens were not directly represented.

Research gives applicable insights into central governments planning and developing group reporting for information needs in a favourable cost-benefit ratio. Findings benefit the development of EU's EPSAS (European Public Sector Accounting Standards) project which is still incomplete.

Research recommends governments to make a thorough analysis before deciding on a new financial reporting system. A critical analysis prevents governments to waste money and resources on a reporting system not fulfilling the real needs of information users.

The value of this research is that the private sector approach in consolidation was not taken as granted. This study investigated critically and empirically the real need for consolidated information serving steering and overseeing purposes of the government's group entities.
