Abstract

This study presents an innovative approach to Information and communication technology (ICT) skill training and employment generation for out-of-school and disadvantaged youths in Africa. With technical and policy assistance from the World Bank, ICTs can be used to revitalize technical and vocational training to meet skill and employment needs of disadvantaged youths in the region. The deplorable conditions of out-of-school youth and the state of secondary education in Africa underscore the urgency to engage disadvantaged youth in productive economic activities. An ICT-enhanced technical and vocational training program in Africa provides both private and social gains: it provides economic prospects for disadvantaged youth and; it adds to the development of the knowledge economy in Africa. The NairoBits Digital Design School in Kenya is presented as a model of a vocational and training school that uses ICTs to improve skill formation among disadvantaged youths in informal settlements in urban Africa. Meeting the objectives of an ICT-based training and employment generation program for underprivileged youth in Africa require strong regulatory frameworks and contributions from the World Bank. The involvement of the bank, particularly through private sector grants for ICT skill train in Africa will help to revitalize technical and vocational education and training in the region. Above all, the collaboration of government agencies, private businesses, other international development agencies and civil society groups in ICT skill training will help to meaningfully engage African youths in the development of their communities in the emerging knowledge economy.

Abstract

This article traces the experience of countries reforming their vocational education and training policies and summarizes the lessons learned. It is based on a recent joint World Bank‐ILO study focussing on the obstacles to implementing change in vocational education and training systems in response to changing labor markets and innovative approaches to overcoming these constraints in 19 countries worldwide. It tracks the demand‐side pressures and supply‐side responses and highlights some critical issues, constraints and innovations in the reform of these systems. The main messages from this study are: matching instrument to target group is as important as picking the best delivery mode; the government’s role in facilitating the provision of information about vocational education and training has been relatively neglected; a vigorous private response has refuted claims of the reluctance of private providers to enter the field; and political will, not institutional capacity, is the main obstacle to comprehensive reform.

This overview of current themes in vocational education and training policies and systems is presented in three parts. PART 1 treats the context of vocational education and training and discusses the major issues influencing national Governments to change their role in vocational education and training. PART 2 discusses the common themes in how central Governments are changing their role in vocational education and training, particularly concerning the devolution of training responsibility to local bodies. The ways in which vocational education and training systems controlled by these local bodies are reacting to this increased responsibility are pursued in detail. PART 3 discusses the growing realization by central Governments that their responsibility for economic development and productivity can be discharged by a closer focus on vocational education and training, not at the delivery level, but at a policy level which includes both policies for vocational preparation of all citizens — particularly youth — and policies which promote new and existing enterprises which show high returns on investment and productivity.

Abstract

Iraq with a population of approximately 13 million in 1980 is one of the capital (oil) rich countries of the Arab region, and shares with them the objective of a fast pace of economic development. Such Arab states may be characterised by the existence of a large and expanding government sector, ambitious industrial development programmes and the pursuit of an increasing standard of welfare and income for their inhabitants. Since about 1970 Iraq's economy has been radically transformed and change is continuing. The demand for labour has grown commensurately with the successive national development plans of the decade. Meeting these increased labour requirements presents formidable tasks for policy makers and planners in Iraq as in other Arab countries.

Abstract

Purpose

The purpose of this paper is to discuss the status, values, and attributes of dual education. It investigates key elements of the dual education system in four selected countries while examining and recommending dynamics and roles for governmental policy, technical and vocational institutes, and employers in developing a dual education system in Thailand to generate a competitive workforce. The tripartite system of technical and vocational institutes, employers, and government in Thailand’s dual education is central to this study.

Design/methodology/approach

This study employs a documentary study, a survey, in-depth interviews, and responses from a focus group from technical and vocational institutes, employers, and the government.

Findings

This study found growing interest among technical and vocational institutes, employers, parents, and students in dual education. Within the tripartite system framework, the nine essential factors to improve the capacity of Thailand’s dual education system are: the technical and vocational institutes, curriculum, in-school teachers, accredited qualification, students, employers, in-company trainers, government policy, and government and related agencies. The government, companies, and technical and vocational institutes must collaborate for mutual trust and benefit while ensuring the quality of dual education programs.

Originality/value

This study is the first to examine the status and development of dual education in Thailand through the collaboration of key players. This study reflects the challenges of a major developing country in developing a dual education system, which other countries might face.

Abstract

Discusses the methodological issues in costing two common types of vocational training programmes: institutional vocational training and enterprise‐based vocational training. Points out that the survey/interview approach should be used to collect data from institutions instead of from the government in costing institutional vocational training, and that more frequent use should be made of the case‐study and survey methods in costing enterprise‐based vocational training. Based on empirical studies on both developed and developing countries, analyses the costs of different types of vocational training programmes. Shows that training costs are influenced by such factors as the technology of training, teacher costs and their determinants, programme length, extent of wastage, extent of underutilization of training inputs and scale of operation. In general, vocational/technical education is more costly than academic programmes and pre‐employment vocational training is more expensive than in‐service training. Discusses the implications of these findings for training policies.

Abstract

Purpose

In Germany, various approaches have been taken to tackle the current teacher shortage in technical and vocational education and training (TVET). One attempt to remedy the shortage in Bavaria has been the introduction of an engineering education study programme at universities of applied sciences. Ideal candidates for this programme should have an interest in both engineering and social interaction. For effective recruitment, therefore, it is necessary to know applicants’ characteristics such as their vocational interests. In this study, the vocational interest profiles of students in TVET teacher training programmes were identified and their interest profiles and further characteristics were compared with those of other VET students at universities and universities of applied sciences.

Design/methodology/approach

An online questionnaire based on Holland’s interest theory and adapted from the Allgemeiner-Interessen-Struktur-Test-3 (interest structure test) was administered to 85 students in TVET teacher training programmes at universities and universities of applied sciences in Bavaria. Items regarding reasons for choosing a particular study programme, university location and other personal details were added.

Findings

The vocational interest profiles of students at universities and universities of applied sciences can be described as similar but weakly differentiated. Insights are provided by the characteristics of students such as the majority being first-time academics in the family. The reasons for choosing the degree programme and university location highlight the fact that a large proportion of students in engineering education would not have chosen a teaching-related degree programme if it had not been offered at the respective university of applied sciences.

Research limitations/implications

Although the sample in this study was small and, therefore, limiting, it represented a high proportion of TVET teacher training students in Bavaria and a substantial proportion of first-year students in TVET teacher training programmes at universities and universities of applied sciences in Bavaria (section 2.2 and 3.1). Thus, the findings provide valuable insights into commonalities in interest profiles between engineering education students at universities of applied sciences and other TVET students at universities. With respect to the domain of the chosen vocational specialisation, differentiated profiles emerged that, for example, showed a stronger artistic orientation among students in construction technology/wood. For further analysis, the previous variable-centred orientation of the analysis can be supplemented by person-centred analyses (e.g. cluster analysis and latent variable mixture modelling, LVMM) (cf. Leon et al., 2021).

Practical implications

The findings in this study reveal the potential for attracting candidates to universities of applied sciences if they prefer to study in rather rural areas close to their hometowns. With the aim to educate prospective teachers for future work not only in metropolitan regions but in rural areas too, offering bachelor degree programmes in rural areas would seem promising. A regional option can boost the recruitment of new students and attract candidates that otherwise would be unable to pursue studies or a career as a teacher in vocational education. The results of this study and those of previous studies suggest that universities of applied sciences can cooperate with universities to help solve the teacher shortage problem.

Social implications

Overall, it is apparent that the students' interests reached comparatively high values in all interest orientations and thus are only weakly differentiated. If undifferentiated profiles indicate low levels of career readiness, this significantly affects the recruitment of young people for the teaching profession. Assessing career orientation and promoting vocational interests should be prioritised during secondary school education. Vocational orientation measures are essential and should provide insight into typical activities of daily work life in different professions and thus pique and foster interests.

Originality/value

This study provides insight into how to respond to the teacher shortage in VET by identifying important characteristics of engineering education students using vocational interest profiling.

Abstract

In the 1980s, the Chinese government undertook a major structural reform in education by which upper secondary education was converted from predominantly general education to an equal mix of general education and vocational/technical education. A critical examination is provided of the rationale for and implementation strategies of the reform, framed in a broader context of the development of secondary education in the past four decades. It points out that, although the reform was justified in largely economic terms, there is actually little empirical support for the economic assumptions; the development of vocational/technical education is prompted more by a desire to reduce the social demand for higher education and to use education as a social stratification device. The reform reflects changing perspectives of the Chinese leadership on the role of education in national development; and it can be seen as the outcome of the most recent episode of continuing social and political conflicts in the Chinese state that began in the 1950s.

This monograph is on developments and trends in vocational education and training in Europe. An overview is given of what is being planned in Western Europe. This is illustrated by a detailed description of the educational systems of a selection of EC and non‐EC countries (Austria, Denmark, France, Germany, Holland, Sweden and Switzerland), followed by discussion of the current provision for vocational education and training within those systems and also in commerce and industry. Also provided are additional information on the work of CEDEFOP and of the European Commission, further reading, useful addresses and a glossary of some European language vocational education terms.
