Abstract
Purpose
Modular construction is an innovative method that enhances the performance of building construction projects. However, the performance of steel modular construction has not been systematically understood, and the existing measurement methods exhibit limitations in effectively addressing the features of steel modular building construction. Therefore, this study aims to develop a new performance measurement framework for systematically examining the performance of steel modular construction in building projects.
Design/methodology/approach
This study was conducted through a mixed-method research design that combines a comprehensive review of the state-of-the-art practices of construction performance measurement and a case study with a 17-story steel modular apartment building project in Hong Kong. The case project was measured with data collected from the project teams and other reliable channels, and the measurement practices and findings were referenced to establish a systematic performance measurement framework for steel modular construction.
Findings
Considering steel modular construction as a complex socio-technical system, a systematic performance measurement framework was developed, which considers the features of steel modular construction, focuses on the construction stage, incorporates the views of various stakeholders, integrates generic and specific key performance indicators and provides a benchmarking process. Multifaceted benefits of adopting steel modular construction were demonstrated with case study, including improved economic efficiency (e.g. nearly 10% cost savings), improved environmental friendliness (e.g. approximately 90% waste reduction) and enhanced social welfare (e.g. over 60% delivery trips reduction).
Originality/value
This paper extends the existing performance measurement methods with a new framework proposed and offers experience for future steel modular construction. The measured performance of the case project also contributes in-depth understanding on steel modular construction with benefits demonstrated. The study is expected to accelerate an effective uptake of steel modular construction in building projects.

Abstract
Purpose
The recent performance measurement literature suggests that organizations should put more emphasis on non‐financial measures in their performance measurement systems, that organizations must use new performance measurement approaches such as the balanced scorecard and that measures should be aligned with contextual factors such as strategy and organizational structure. The purpose of this paper is to assess the extent to which organizations are following these prescriptions.
Design/methodology/approach
A survey of a sample of Canadian manufacturing firms was conducted. In the questionnaire, organizations had to indicate the extent to which they use 73 performance measures. They also had to respond to questions about determinants such as strategy, organizational structure and environmental uncertainty. More than 100 organizations responded to the survey. The response rate was 50.5 percent.
Findings
The results show that manufacturing firms continue to use financial performance measures. Despite the recommendations from experts and academics, the proportion of firms that implement a balanced scorecard or integrated performance measurement systems is low. Furthermore, organizations that use these approaches are not employing more extensively non‐financial measures than those which are applying traditional performance measurement approaches. This research project also shows that there are some significant relationships between the types of measures and contextual factors like strategy, decentralization and environmental uncertainty. This research finally demonstrates clearly that there is a need to develop a theory that explains how firms can use their performance measurement system to enhance their performance.
Originality/value
This paper provides information on performance measures used by organizations and their association with organizational determinants.

Purpose
Literature identifies the key relevance of human resource management (HRM) in the creation of an organisational performance measurement and management system, while, in practice, small and medium-sized enterprises (SMEs) continue to prioritise financial and operational aspects. This study aims to identify the main characteristics that typify an advanced performance measurement and management system in SMEs, according to the literature dedicated to performance measurement and HRM.
Design/methodology/approach
Through a multiple-case study methodology, the research deeply investigates four European SMEs. Empirical data were collected through interviews, company documents and direct observations. Then, within- and cross-case analysis were implemented to analyse the data.
Findings
In designing organisational performance measurement and management systems in SMEs, HRM emerges as essential in supporting the enhancement of the maturity of performance measurement and the improvement of performance management. Through a framework based on the relevant literature, this research identifies three conceptual propositions that highlight the main characteristics that typify advanced performance measurement and management systems in SMEs.
Research limitations/implications
The research identifies a conceptual framework suitable to investigate empirically the role of HRM in developing performance measurement and management systems at SMEs, and it lays the foundation for future broader empirical studies in this field.
Originality/value
This paper underlines HRM as an important driver in the creation of organisational performance measurement and management systems. Moreover, it suggests some key characteristics that such a system should develop to be effective in the target enterprises.

Purpose
A number of approaches have been suggested in the literature for maintenance performance measurement, including use of the balanced scorecard (BSC). However, its application towards assessing maintenance contribution to business objectives is limited. Currently, a framework integrating maintenance activities in a supply chain environment is lacking in the literature. The purpose of this paper is to develop a maintenance performance measurement framework using BSC for multi echelon repair inventory systems (MERIS) comprising of modular electronic equipment. The paper also suggests a large number of performance measures/indicators (PMs/PIs) pertaining to both maintenance and supply chain components including a few BSC implementation issues for such types of supply chains.
Design/methodology/approach
The paper analyses a base model of a large maintenance organization and after carrying out SWOT analysis, identifies strategic themes/objectives for performance measurement. Performance measures for various objectives are identified for MERIS and implementation strategy including cascading of BSC is suggested. The developed performance measurement model is also validated using an action research (AR) based approach.
Findings
A performance measurement system (PMS) for MERIS using BSC approach has been developed and an implementation strategy suggested. AR methodology is used for developing BSC for an organization using the selected performance measures. The importance of cause‐effect relationships between various performance objectives and measures is also established.
Research limitations/implications
Quantification of each of the developed PMs/PIs and establishing an effective information system for MERIS are the limitations of the present work and may be taken up for more research.
Practical implications
The paper will be useful for practitioners in the field of MERIS of electronic repairables wherein relevant PMs/PIs can be selected for implementation as per the requirement of the application.
Originality/value
The paper is of value by being original, as no work towards performance measurement of MERIS using BSC concept (as applicable for non‐profit organizations like military, government, NGOs etc) is reported in literature so far. The paper is relevant in this context and its contribution lies in the area of performance measurement.

Abstract
The application of performance measurement procedures can provide major benefits to organisations. The broad performance measurement need for management applies in a facilities management (FM) context when FM is considered as a subset of general management. To this can be added need which is applicable more narrowly to FM. This paper presents a case for the need for and benefits of performance measurement systems in FM environments. It is discussed together with relevant trends in the performance measurement literature which identify key opportunities in this area. It further discusses the increasing trend towards performance measurement in FM organisations and illustrates the different ways in which authors perceive the relationship between FM and performance measurement. Both motivational and organisational variables are considered and an attempt is made to identify relationships between these issues and performance measurement in FM.

Purpose
This study proposes a systematic and comprehensive circular economy (CE) performance measure as an instrument to operationalize and quantify circularity. It seeks to evaluate the relative contribution of blockchain technology to evaluate various measures in this study. A general research agenda for investigating blockchain capabilities to performance assessment in CE is presented.
Design/methodology/approach
Empirical survey data from 32 CE and blockchain experts are collected to inform this study. Inductive reasoning, heatmaps, and a middle-range theory building approach are utilized to generalize theoretical patterns for blockchain support of CE performance assessment and measurement. A series of propositions are then developed as a middle-range theory for the true, false, perceptible, and hidden affordances of blockchain technology capabilities for CE performance measurement.
Findings
Overall, sixteen performance measures and metrics are identified and examined. The authors find most of these measures and metrics – based on literature and expert opinion – can be supported using blockchain technology capabilities. Four major blockchain capabilities, transparency and traceability, reliability and security, smart contracts, and incentivization and tokenization are shown to have varying potential support for CE performance assessment. There needs to be an evaluation of true, false, perceptible, and hidden affordances of blockchain technology capabilities for CE performance measurement in future studies.
Originality/value
Blockchain application for CE, and specifically performance measurements, is a new area. Research and practice evaluation on this issue is important but needs substantially additional investigation to help CE progress. This study provides a framework for evaluation and a foundation for future research at the nexus of CE, blockchain technology, and performance measurement.

Purpose
Promoters of performance measurement are convinced that performance measurement can greatly contribute to an efficiency boost in the field of public services. The purpose of this article is to treat this as a hypothesis and examine this hypothesis from various theoretical perspectives.
Design/methodology/approach
After some introductory remarks dealing with terminology, the article examines the potential offered by performance measurement and performance‐based contracting for increasing the efficiency of public service delivery. As a framework for this investigation, several theories are used in order to obtain a theory‐driven answer.
Findings
The majority of the theories applied are sceptical about the assumption that performance measurement will act as an efficiency driver. All in all an ambivalent picture prevails.
Research limitations/implications
Further research is required into the factors which ensure that performance measurement will function as an efficiency driver for public services. Also, the empirical basis which investigates the relationship between performance measurement and efficiency is, up to now, very slim.
Originality/value
This paper looks into the chances of performance measurement – a central plank of new public management – as an efficiency driver. That performance measurement contributes significantly to an increase in efficiency is often articulated in official documents. This belief is treated throughout the paper as a hypothesis. The chances performance measurement may offer are examined from various theoretical angles. On a theoretical level, the paper contributes to obtaining a clearer picture of the potential performance measurement may offer.

Abstract
Purpose
The purpose of this paper is to identify the fundamentals of a performance measurement system (PMS) as discussed in the literature for the past 32 years in an attempt to provide a research agenda (RA) for future research.
Design/methodology/approach
The paper uses a systematic review of the business, public and non-profit sector literature in examining what constitutes the fundamentals of PMS, and how these fundamentals have influenced the use of data (especially on non-financial data), development of measuring methods, measuring attributes and measuring process.
Findings
The paper finds that there are a small number of articles providing that can be considered to have provided substantial discussion of the fundamentals of PMS. While there is no consensus on what constitute the fundamentals of PMS, using content analysis, citation analysis and on the strict criteria of necessary and/or sufficient for the existence of a PMS, this paper managed to characterize the fundamentals into six categories. This paper found that the field of PMS has not change much during the past 30 or more years, and there remains various pragmatic and research gaps that need to be addressed.
Practical implications
The results, outcomes, and analysis of this paper have both practical and academic implications. The gaps and recommendations for future research is consolidated into a RA that provides practitioners to evaluate existing PMS, avoid issues and seek ways to develop a conceptual (theoretical) PMS that is of greater practical significance.
Originality/value
The results of this study contribute toward providing an update of the current state of development and research into PMS; and managed to identify existing practical issues and research gaps of PMS, and provided a RA on which ongoing and future research efforts on this topic can be built upon.
