Abstract

This chapter discusses the ongoing transformations of the French defence support. Considering the importance of economic activities related to defence support, this contribution aims at discussing the evolution of defence support and its costs for the State. The literature in defence economics presents very little analysis of defence support in its different forms. Neither space nor base locations have been deeply analysed in such a literature. We try to bridge this gap in an original research framework. We focus on the Maintenance, Repair and Overhaul (MRO) of defence platforms. More particularly, we focus on the array of measures that surround French defence support in MRO since the end of the 1990s. Considering both economic and spatial leverages, how can the organisation of MRO be optimised? With concepts from spatial economics, we propose a new look on the defence support system. We examine new economic interconnections (e.g. Public Private Partnerships and outsourcing) between military and civilian activities. More broadly speaking, this path of research could help us to better understand the new type of economic interrelations between defence organisation and ‘territory’ as a social fabric.

This chapter provides basic knowledge on the principles used in modern signalling systems to ensure safe train separation and to establish safe routes through point zones. For train control, lineside signals are compared with cab signalling. For block protection, fixed block and moving block systems are covered. The described interlocking principles for routes leading through point zones include route locking and release, conflicting routes, flank protection, and overlaps. A section on automatic train protection explains the principles of how trains can be prevented from violating speed and authority limits. For this, an overview on the levels of the European Train Control System is provided. Some information is also given on train describers and automatic route setting systems to support traffic management in signalling centres.

Abstract

In this commentary I take issue with Torpey's claim that political developments at the dawn of the new millennium caused liberal democracies to tilt away from those visions that have the potential of promoting an inclusive and just society. I argue that the politics of identity and its modes of repair do not necessarily undermine these visions but rather render them often possible and even infuse them with their true meaning. I present my argument against Israel's recent policies to privatize state-owned lands and of the various strategies employed by different social groups to influence these policies in their favor. These policies, I claim, involve all the ingredients that figure in Torpey's lamentation against the politics of identity and its modes of repair. In a way, they buttress Torpey's disdain for the politics of difference, for they show how the category of culture or cultural affiliation figure detrimentally in the articulation of social groups’ demands for reparation based on their past. But nonetheless, and in contrast to his condemnation of identity politics, I present this account with the aim of underscoring its significance and of stressing the importance of reparation as a means to promote equal and full citizenship. My claim is that social and political arrangements in the nation-state are so ordered – either formally or informally – that they promote the interests of the dominant groups, based on their alleged past contribution to the res public, i.e., the common good of the nation. Put differently, the promotion of these interests is grounded in what we may label republican meritocracy. Republican meritocracy amounts to a reward system allocating benefits to dominant groups for the efforts they allegedly exerted in the past in promoting the ‘vital interests’ of the nation. Thus, this system takes on board the notion of compensation but incorporates it within a meritocratic system. It does not grant these groups with a compensation for past injustices inflicted upon them but a compensation for their alleged past contribution to the nation. Hence, when marginalized and oppressed groups embark upon identity politics they do not actually depart from a political system that looks askance at the idea of reparation and compensation, but rather they employ moral vocabulary which is already embedded in that system.

Purpose – Freeway networks are designed to higher standards and are safer infrastructures as compared to other road types, if properly designed. On the other hand, these facilities are driven at very high speeds and therefore speed and design consistency are essential for achieving safe infrastructure designs. This chapter describes the criteria for speed and design consistency and looks at new tools and criteria for improving freeway safety in new and in existing infrastructures.

Methodology – This chapter describes the criteria to evaluate if there are speed, design and human factors inconsistencies, as well as potential solutions for tackling local deficiencies and speeding issues. As one of the critical issues in freeway safety is represented by run-off-road crashes, a specific section in the chapter is devoted to newly developed design and assessment tools for improving roadside safety. The potential implications of Intelligent Transportation System (ITS) technologies on freeways design and management are also presented.

Findings and Social Implications – The important crash reduction trends observed in the decade 2001–2010 are now slowing down and new actions are required to be coupled with more traditional design checks. The full implementation of cooperative ITS systems is expected to have a very important impact on road safety, but in the short term several safety improvements can be realised: section speed enforcement techniques and high-friction wearing courses have been proven to be extremely effective, as have perceptual measures accounting for human factors principles.

Technology is present in classrooms today in many ways that it never has been before. Technology, and more specifically assistive technology, can be used to provide students with visual impairments with equal access and engagement in learning. Best practices for using technology to enhance learning for students with visual impairments includes, but is not limited to, collaboration among all stakeholders involved, individualized instruction, and specialized training on behalf of students with visual impairments and their teachers. The heterogeneity of the population of learners with visual impairments must be explicitly addressed by educational teams taking into account the high prevalence of additional disabilities among students with visual impairments and other unique characteristics of this population. Stakeholders (i.e., students, families, caregivers, educators, administrators, and policymakers) need to work together and continue working together as education evolves to make this access and engagement a reality for all learners including those who are blind or have low vision.
