Abstract
Purpose
This research aims to measure the public sector comparator (PSC) to reach public–private partnership (PPP) projects' negotiable price range for water and sewage companies in Iran. PSC measurement drives the public sector to make valid decisions about costs.
Design/methodology/approach
Around 170 risks were primarily determined through studying numerous articles. Then, risk effects were specified by distributing questionnaires in two steps. The questionnaires are distributed among experts on PPP-related projects and the Monte Carlo simulation method is used for confidence factors of 70, 80 and 90%. PSC is measured based on these results to study cases of Sirjan’s sewerage and sewage purification systems.
Findings
11 risks were identified as the main risks that are effective on PSC, and project implementation costs were specified based on the modeling. The corruption of the private and public sectors was identified as the most effective risk in this research. It can affect a project’s cost up to 158% in the construction period and up to 134% in the operation period. Based on the obtained results, 63% of this risk’s cost goes to the public sector.
Originality/value
The originality of this research is the PSC measurement method and appointing the risk share of each private and public sector. The results of this research can be applied to all the infrastructure and PPP projects in Iran and other developing countries as a way for employers to estimate accurate negotiable price ranges.

Abstract
Purpose
The purpose of this study is to investigate the relationship between inclusive leadership (IL), psychological safety (PS), affective commitment (AC) and organizational citizenship behavior (OCB) at the workplace. By understanding the sequential linkages, the research aims to provide insights for fostering a positive organizational culture that promotes employee commitment and employees’ willingness to go the extra mile for the organization.
Design/methodology/approach
The authors study how IL and OCB are related through PS and AC. For this purpose, cross-sectional data from 384 nursing professionals in India was collected and structural equation modeling was conducted on the same using IBM AMOS.
Findings
The study found that IL has a major impact on OCB. The study further found that perceived IL leads to PS which is associated with OCB through AC.
Research limitations/implications
The study has many theoretical and practical implications. This study uses a framework that is based on Affective events theory. In a health-care environment, IL can foster AC by promoting a culture of respect, collaboration and value for diverse perspectives, which enhances health-care professionals’ emotional attachment to their work and the organization. Additionally, by encouraging open communication and a sense of belonging, IL contributes to OCB, as health-care staff are more likely to engage in discretionary behaviors that support the overall effectiveness and positive functioning of the health-care team if PS is improved, ultimately improving patient care outcomes.
Originality/value
To the best of the authors’ knowledge, this is one of the primary studies that looks into the sequential mechanism through which IL impacts OCB.

Abstract
Purpose
The purpose of this study is to examine approaches used by university libraries to enhance the visibility and utilization of research support services (RSSs) among doctoral students and to assess the competencies of library staff in delivering research support services.
Design/methodology/approach
This study used qualitative design approach, purposively sampled 40 librarians (8 university librarians and 32 librarians) in charge of RSSs and use of structured interview.
Findings
The findings of this study revealed three major themes: offline and online strategies, the need for upskilling and professional development programs and proactive empowerment.
Research limitations/implications
This study focused on research support services in chartered public universities in Kenya; private universities were not included.
Practical implications
The need to enhance library staff's ongoing professional development programs, increasing funding to university libraries and proactivity by the libraries to improve the provision and promotion of RSSs to doctoral students in Kenya.
Originality/value
There are limited existing literature in the Kenyan context. This study will fill a knowledge gap and contribute to the literature on academic libraries support and doctoral students experience in Kenyan context.
