Abstract

Purpose

This paper aims to study gender differences on six organizational climate variables. Employees’ views on their identification level, clarity of goals, perceived equity, welfare measures and outward focus of the organization were solicited in two different studies, while supervisors’ views on subordinates’ deviant behavior was explored in one of the studies.

Design/methodology/approach

The research design incorporated getting data using a questionnaire from two large organizations in India: a government utility and a private sector company. In all, 545 responses from government utility and 8,853 responses from the private company were analyzed, which formed the basis for this study.

Findings

The paper demonstrates that gender differences in employee perceptions are not only socially determined for some variables but in fact may also depend on the organizational structural contexts in presence of explicit supporting policies. Gender differences in identification level and goal clarity were determined by larger social context in the absence of any structural arrangement in both organizations. However, gender differences regarding perceived climate of welfare measures, outward focus of the organization and fairness were contingent on the structural context of the two organizations on account of differing arrangements in both the organizations. Also, women participants were perceived by their supervisors to indulge less in deviant behavior as compared to male participants in one of the study.

Research limitations/implications

Although this research includes only two organizations and the findings may, thus, not be generalizable, a key finding that emerges is that to balance the needs of both genders, managers may need to be cognizant of both organizational and social contexts.

Originality/value

To the best of the authors’ knowledge, this study is first to consider a detailed analysis of organizational climate with respect to gender perception particularly in the Indian context. The context of the study in two structurally different large organizations further adds to the value of this research.

Abstract

According to Global Healthcare Security Index 2021, India ranked 66 out of 195 countries, indicating the need and scope for improvement. The Cooperative healthcare system which has been rendering exemplary services is yet to gain visible recognition in India. Given the need for upgrading the health infrastructure in India and providing more affordable health services to the country’s growing population, it would help appreciate the large role that cooperative healthcare can play along with others. This study explores the structure, conduct, and performance of healthcare co-operatives in India, the factors contributing to their success and failure, and the challenges they face. The Health Cooperatives have a strong presence in Kerala and Karnataka and are also coming up in other parts of the country. However, a detailed database of them for public awareness is very limited. The cooperative hospitals can meet the basic requirements of curative treatment in rural and poorly-endowed urban areas. The democratic way in which they function makes them a destination for a financially weaker section. They must retain this feature. The study covers two successful cases which reveal that India needs a more dense healthcare cooperative network. Since cooperative hospitals in tune with the spirit of service run on the principle of being ‘Not-for-Profit’ they need to be supported by the governments more liberally, without however interfering with their governance and administration.

Abstract

Access to pure drinking water is considered as a basic human right and part of the United Nations' Sustainable Development Goals. India ranks poorly in terms of providing universal coverage of potable water to its citizens. This case highlights the challenges faced by the private sector in providing purified drinking water for a diverse country like India with many geographical regions (and their corresponding water impurities) and differing levels of economic prosperity (making sustainability tougher for private companies) by focusing on Waterlife India Private Limited (WLIP). WLIP is a for-profit social enterprise that sells drinking water in rural hinterlands and urban slums at a very affordable price of US$0.006 per liter. Since its inception in 2008, WLIP has evolved to become a major player in the fragmented Indian affordable drinking water industry. Sustainability of the WLIP business model is based on a unique public–private partnership template in which three parties come together—a corporate sponsor who bears the cost of the water filtration equipment; community governance bodies like panchayats or municipalities, which give a sense of operational legitimacy to the model; and WLIP as the driving force of the network. This business model is unique for three reasons: suitable incentive mechanisms with proper alignment of interests among various stakeholders; optimization of the water-filtration plant equipment to community demand; and achieving the delicate balance between standardization of processes and customization in offerings to the operating context. Alignment of partner interest is the principal differentiator that also ensures accountability and impact.

Abstract

This article explores the relationship between knowledge and sustainable placemaking. Distinguishing between “expert knowledge” and “local knowledge,” it first problematizes expert knowledge, and then traces the local knowledge approach to placemaking. The widening gap between expert and local knowledge prompts understanding their sources and modes of knowing. By viewing place as an organization this article draws from Nonaka's (1994) distinctions of four modes of knowledge creation in an organization, and explores the commonalities between the two. The analogy between place and organization helps gain new insights from the organizational theory literature which links processed information to knowledge creation. Seeking similarities between place and organization arises from how individuals in organizations and places process information to solve problems. Critically examining local knowledge questions the presupposition of a fixed, static mode of knowing, and helps incorporate a range of activities and knowhow associated with different stages of placemaking. The study suggests that local knowledge converts existing knowledge into four types of new knowledge during the placemaking process. Furthermore, compared to the top-down nature of expert knowledge which mainly adheres to the principles of scientific rationality for grand planning and problem solving, the local knowledge approach to placemaking is bottom-up, fosters piecemeal growth, and thus is more adaptable and sustainable. Promoting (social) sustainability through knowledge conversion (i.e., converting tacit knowledge into explicit knowledge and vice versa), social interaction and self-help characterize placemaking in informal settlements.

Abstract

Theoretical basis

Kotter’s framework of change management adapted to the situation of public policy implementation under the leadership of a civil service officer in the rural areas of a developing economy in South Asia.

Research methodology

This case has been written using the primary data collected from the protagonist through personal and computer-based interviews. Some of the documents associated with the event shared by the protagonist are also reproduced as case exhibits. Secondary data from government official websites were also used to enrich the case.

Case overview/synopsis

Mahbubnagar, an arid agricultural district in central India faced the threat of a water crisis owing to the unscientific water extraction by the resident farmers. The government appointed a task force to investigate the problem. The team executed the idea to harvest excess water from the fields through a cheap and efficient method. Though it showed spectacular results in the initial months, the farmers gave up the innovation soon. When the team met two years later, they were shocked by the unenthusiastic response of the farmers. This case pertains to the failure of policy innovations and change management in government.

This case is useful for undergraduate-level courses in public management, public policy and governance with modules in change management, innovation management, rural development and programme implementation. Abstract

Purpose

This study analyzes the impact of COVID-19 on agricultural production in South India by evaluating the influence of market channels and socioeconomic conditions on the production decisions of farmers during two key cropping seasons. We base our analysis on primary data from 200 marginal, small and medium farmers, primarily focusing on the key seasonal crops, namely paddy and black gram.

Design/methodology/approach

We studied the downstream supply chains of paddy and black gram crops in the district of Villupuram, situated in the South Indian state of Tamil Nadu. Using a Bi-Probit model, we analyzed the production decisions of marginal, small and medium farmers engaged in paddy and black gram cultivation. Various factors are considered, including farmers’ socioeconomic characteristics, gender, market channels accessed and the coping strategies employed.

Findings

After the easing of lockdown measures in June 2020, our research revealed substantial disruptions in agricultural production during the critical Kharif and Rabi seasons. Most farmers refrained from returning to their fields during the Kharif season; those who did produced millet as the main crop. Factors such as choice of market channels in previous seasons, economic status, access to all-weather roads, labor availability, gender and coping strategies played an important role in the return to production in the subsequent Kharif and Rabi seasons.

Research limitations/implications

Our data revealed several interesting threads related to price volatility, irrigation and access to markets and their impact on food security. The role of intermediaries and market channels in providing liquidity emerges as an important aspect of farmers' choice of markets. The pandemic impacted all these factors, but a detailed analysis was beyond the scope of this study.

Social implications

We also find that resilience to economic shocks varies not only by economic status but also by gender and social groups. Farmers with female members are more likely to be resilient, and marginal and small farmers primarily belong to social groups that are economically less developed.

Originality/value

This study contributes to the literature on factors influencing farmer choice and decision-making and provides nuances to discussions by analyzing crop-specific supply chains, highlighting the critical role of socioeconomic factors. It also highlights the role of demographics and infrastructural factors like access to all-weather roads and access to markets that influence farmers’ production decisions.
