Abstract

Purpose

Due to the political, economic and infrastructure barriers and risks that international entrepreneurs (IEs) face when researching an emerging economy's agrifood sector, this research aims to identify the major barriers, analyse their relationships, quantify their importance, classify and rank them. Thus, the IEs will gain a better understanding and vision of their decision-making processes in this era.

Design/methodology/approach

To do this, the authors first created a list of barriers to entry for IEs into Iran's rising economy's agrifood industry. Following that, a multi-layer decision-making approach was developed and implemented to accomplish the research objectives. The first stage utilized a hybrid of interpretive structural modelling (ISM) and cross-impact matrix multiplication applied to classification (MICMAC) to depict the level-based conceptual model and classification of the IEs’ obstacles to entry into the agrifood sector. Following that, a hybrid decision-making trial and evaluation laboratory (DEMATEL), and analytic network process (ANP) called DANP was utilized to present a causal relationship between the barriers, identify their causes and effects, and also quantify the relevance of each barrier.

Findings

After employing the multi-layer decision-making approach, the results demonstrated that fundamental limitations, including infrastructure and technology limitations, are the most critical barriers alongside policy factors encompassing governmental support and access to global or regional economy/market. According to the results, innovation and economic sustainability of the agrifood supply chain also matter. All of these critical barriers are intertwined and should be planned and solved simultaneously. Furthermore, based on DANP results, the sustainability pillars (economy, environment, society), besides the low efficiency of the agrifood sector in Iran, should be investigated further for future policy makings.

Originality/value

A hybrid multi-layer decision-making approach has been used for analysing the barriers of investment in the agrifood sector of the emerging economy of Iran for the international entrepreneurs. Moreover, the authors provide implications and insights for IEs and officials for decision-making in the future.

Purpose

The role of inter-organizational knowledge mechanisms (IOKMs) in learning networks is increasing so that the competition of business networks in providing innovations is highly dependent on the effective selection and application of these mechanisms. This study aims to argue that recognizing the classification of IOKMs and understanding their impact on networking capability (NC) makes the selection of mechanisms more effective.

Design/methodology/approach

With a systematic review of literature, a comprehensive list of IOKMs, their main characteristics and NCs have been extracted. The authors have used a focus group for data gathering and a hybrid multi-layer decision-making approach for data analysis. Finally, the impact of IOKMs on NC was determined.

Findings

By implementing a multi-layer decision-making approach, four categories of IOKMs including person-to-person, co-creation, team-oriented and informational are illustrated and their effects of NC are determined. Therefore, the findings of this research provide latecomer firms (LCFs) managers with a clear framework for selecting IOKMs.

Originality/value

The literature review shows that the number of knowledge mechanisms, especially their inter-organizational types, is increasing. It has made it difficult for LCFs managers to select effective and efficient mechanisms. Most of these mechanisms are listed, and few studies have classified them. Besides, research shows that fewer studies have investigated how IOKMs relate to NC. Furthermore, most studies on IOKMs have been conducted in the context of leading firms and LCFs have been neglected.

Abstract

Purpose

This paper proposes a multi-layer hybrid decision-making approach to evaluate the capability alternatives for developing a collaborative network to operate in the international market.

Design/methodology/approach

The present study is contextualised in the Iranian pistachio export industry. An extensive review of the state-of-the-art literature on supplier collaboration was conducted to identify key capabilities that are essential to establish a collaborative network. The set of defined capabilities were then optimised through interviews with 14 experts from the relevant industry, academics and export authorities. A combination of the fuzzy Delphi method and the best–worst method (BWM) approach was, respectively, used to reduce the number of capability alternatives and assign priority weights to these alternatives. Subsequently, a weighted aggregated sum product assessment method (WASPAS) was employed to rank and evaluate the ability to creating a collaborative network for the export of pistachio.

Findings

From the extant literature review, 18 capabilities for the formation of coordination networks in the international markets were identified. Then, the prominent indicators in forming a global network were extracted. After ranking the top pistachio export countries/regions to formalise an efficient collaborative network, it was revealed that although Iran exports approximately 30% of the global market, it falls behind the USA and European Union. The competitors have scored higher in critical criteria, including “trust and commitment”, “strategy and management”, “managerial control and standardization” and “financial resources”.

Originality/value

The proposed hybrid approach encompassing fuzzy Delphi–BWM–WASPAS offers to solve the capability evaluation and selection as well as ranking the possible alternative to formalise a collaborative network in an integrated fashion. This combination of methods is capable to first identify the most important factors, then measuring their importance and eventually rank the possible alternatives. The suggested framework provides an approach to deal with the uncertainty of global collaborative network formation.

Abstract

Purpose

Knowledge management seeks collaborative practices among organisations to generate technical, adapt and share knowledge to obtain a sustainable competitive advantage in cross-border business activities. This paper aims to disentangle the crucial determinants of knowledge management in inter-organisational arrangements settings.

Design/methodology/approach

In the first stage, after an in-depth literature review, the main knowledge management drivers are identified. In the second stage, based on the identified drivers, the importance and relationship between the drivers are evaluated by expert opinions from academic and executive activists. Eventually, in the last stage, a multi-layer decision-making approach has been proposed and used to determine the relationship and the importance of the drivers.

Findings

The findings of this paper assess the ranking of the different elements from experts’ opinions and discuss important theoretical and managerial implications. The influential factors were identified through an extensive literature review, which combined with the views of experts from academia and industry (international firms). Furthermore, the ranking of factors based on the experts’ overall opinion was used to discuss theoretical and managerial contributions.

Originality/value

This research provides a better understanding of the interrelationships between the key drivers of knowledge management, which helps management draw more effective strategies to address the cultural differences between firms. Moreover, understanding of the importance of the systems and structures that define the nature of the collaboration in inter-organisational settings, as well as the risks related to those are presented in this research.

Abstract

Purpose

The use of unmanned aerial vehicles (UAVs) has significantly increased in the past decade and nowadays is being used for various purposes such as image processing, cargo transport, archaeology, agriculture, manufacturing, health care, surveillance and inspections. For this reason, using the appropriate image processing method for the intended use of UAVs increases the study’s success. This study aims to determine the most suitable one among the innovative methods that constitute the image processing system for a UAV to be used for surveillance purposes.

Design/methodology/approach

Analytical hierarchy process has been used in the solution of the decision problem to be handled in three stages, namely, platform, architecture and method. The most suitable alternative and the effect weights of these criteria results were determined at each stage.

Findings

As a result of this study, Jetson TX2 was determined as the most suitable embedded platform, ResNet is the optimum architecture and Faster R-convolutional neural networks was the best method in the image processing layer for a system that will provide surveillance with image processing method using UAV.

Practical implications

In UAV designs, where multiple hardware and software choices and system combinations exist, multi-criteria decision-making (MCDM) approaches can be used as a system decision mechanism.

Originality/value

The novelty of this work comes from the application of MCDM methods that are used as a multi-layered decision mechanism in UAV design.

Abstract

Purpose

When new public management (NPM) emerged in the mid-1980s, most governments such as New Zealand, Australia and Canada embraced it as a better way to provide public services. A more recent assessment of NPM would conclude that its appeal has faded. The purpose of this paper is to assess the serious impediments to NPM-inspired change.

Design/methodology/approach

The literature is diffuse, and therefore its insights have been limited by the lack of synthesis. In this paper the authors set out to synthesize the main work already available.

Findings

Change, such as breaking up large public sector hierarchies, or developing internal market-like competition and contracting out public services is indeed disruptive. Such change cannot be achieved without shifting decision-making processes, disrupting existing roles and working relationships and leaving some confusion and uncertainty among staff. Many of the changes feature numerous levels of ill-defined processes, ongoing multi-layered and complex decision making, and no easily agreed or clear path to resolution.

Originality/value

The terms “wicked problem” and “disruptive innovation” are increasingly familiar to public managers and policy makers. This paper argues that managing NPM-style change represented yet another wicked problem in managing public organizations. The authors set out to synthesize the main work available, and in so doing, frame the various attributes of NPM-inspired change – five basic parts, five types of uncertainty and five fragmenting forces. The conceptual framework suggests hypotheses as the basis for further research.

Abstract

Purpose

According to the grey uncertainty and the connotation of different types weights, the purpose of this paper is to establish the pattern of multi-dimensional grey fuzzy decision making with feedback based on weight vector and weight matrix, and applies this pattern to evaluate the regional financial innovation ability.

Design/methodology/approach

At first, this paper analyzes the connotation of financial innovation ability and establishes the evaluation system of regional financial innovation ability. Second, the formula of computing the multi-objective weighted comprehensive value based on weight vector and weight matrix is put forward. In view of the object function with supervised factor and stability coefficient, this paper gives the formulas to compute weight vector and weight matrix. Moreover, the algorithm of the multi-dimensional grey fuzzy decision making pattern with feedback based on weight vector and weight matrix is expressed. At last, this paper uses the presented pattern to evaluate the financial innovation ability of thirty-one provinces in China.

Findings

The results are convincing: the development of regional financial innovation is not balanced in China, having obvious spatial clustering feature. The comparisons of evaluation results based on different forms of weights show that the calculating convergence speed of the pattern presented in this paper is fast. The pattern enhances the rationality of the demarcation point between categories, and the convergence within categories, making the evaluation more reasonable.

Practical implications

The method exposed in the paper can be used at evaluating the regional financial innovation ability and even for other similar evaluation problem.

Originality/value

The paper succeeds in realising both the pattern of multi-dimensional grey fuzzy decision making with feedback and evaluating the regional financial innovation ability by using the newest developed theories: weighted grey and fuzzy recognition theory based on weight vector and weight matrix.

Abstract

Purpose

Science and technology parks (STPs) have a limited capacity, which can create challenging conditions for applicants. This makes the location selection a multi-criteria decision-making (MCDM) problem to find and apply for the most appropriate STP with the highest accordance with the startup's requirements. This research aims to select the most appropriate STP to locate an international entrepreneurial pharmaceutical startup under uncertainty. Since drugs are generally produced domestically in developing countries such as Iran, the access of pharmaceutical startups to the resources provided by STPs can lead to overcoming competitors and improving the country's health system.

Design/methodology/approach

In this research, the factors or attributes effective on startup location were extracted through a two-round Delphi method, which was performed among 15 experts within three groups. Subsequently, the determining factors were used to select the location of a pharmaceutical startup among possible STPs. In this regard, decision-makers were allowed to use different types of numbers to transfer their opinion. Afterward, the heterogeneous weighted aggregated sum product assessment (HWASPAS) method was applied to calculate the score of each alternative and rank them to place the studied startup successfully.

Findings

The results indicated that Tehran STP stands in the first place; however, if the decision was made based on single criterion like cost, some other STPs could be preferable, and many managers would lose this choice. Furthermore, the results of the proposed method were close to other popular heterogeneous MCDM approaches.

Originality/value

A heterogeneous WASPAS is developed in this article for the first time to enable international entrepreneurs to imply their opinion with various values and linguistic variables to reduce the emphasis on accurate data in an uncertain environment.

Abstract

Purpose

The purpose of this paper is to understand how women with a diagnosis of schizophrenia or bipolar disorder approach medication decision making in pregnancy.

Design/methodology/approach

The study was co-produced by university academics and charity-based researchers. Semi-structured interviews were conducted by three peer researchers who have used anti-psychotic medication and were of child bearing age. Participants were women with children under five, who had taken anti-psychotic medication in the 12 months before pregnancy. In total, 12 women were recruited through social media and snowball techniques. Data were analyzed following a three-stage process.

Findings

The accounts highlighted decisional uncertainty, with medication decisions situated among multiple sources of influence from self and others. Women retained strong feelings of personal ownership for their decisions, whilst also seeking out clinical opinion and accepting they had constrained choices. Two styles of decision making emerged: shared and independent. Shared decision making involved open discussion, active permission seeking, negotiation and coercion. Independent women-led decision making was not always congruent with medical opinion, increasing pressure on women and impacting pregnancy experiences. A common sense self-regulation model explaining management of health threats resonated with women’s accounts.

Practical implications

Women should be helped to manage decisional conflict and the emotional impact of decision making including long term feelings of guilt. Women experienced interactions with clinicians as lacking opportunities for enhanced support except in specialist perinatal services. This is an area that should be considered in staff training, supervision, appraisal and organization review.

Originality/value

This paper uses data collected in a co-produced research study including peer researchers.

Purpose

In this research, the initial list of internal capabilities in small and medium-sized enterprises (SMEs) leading to success in international markets has been extracted. Then, the most relevant capabilities to international SMEs under servitisation and hybrid offerings have been screened. Next, the selected capabilities have been classified, and ultimately the relationship amongst the capabilities has been analysed. The conceptual model for SMEs participating in international markets with hybrid offerings has been illustrated.

Design/methodology/approach

A literature review has been employed to extract the initial list of internal capabilities to address the research objectives. Then, a novel hesitant fuzzy Delphi (HFD) method has been developed to select the most relevant capabilities for SMEs for hybrid offerings in international markets by using the experts opinions. Subsequently, a novel hesitant fuzzy interpretive structural modelling (HFISM) has been developed to classify the capabilities, design a level-based conceptual model and present the relationship amongst the prominent capabilities.

Findings

After the literature review, sixteen internal capabilities leading to success in the international market via hybrid offerings have been extracted. Then, eight selected capabilities were chosen for further investigation by applying 15 expert opinions and via the HFD approach. According to HFISM results, a level-based conceptual model was emanated, and “ability to take advantage of international opportunities”, “financial strength”, “technology level” and “efficient innovation management” were considered as the most fundamental capabilities resulting in successful hybrid offerings in international markets.

Originality/value

Alongside the multi-layer decision-making approach developed in this manuscript to analyse the internal capabilities roles in hybrid offering success towards international markets, to the best knowledge of the authors, the hesitant fuzzy approaches developed in this article have not been previously presented by any other scholar. A novel HFD approach has been designed for consensus amongst the experts under uncertain circumstances. Furthermore, a novel HFISM has been suggested and employed in this research to comprehend the relationship amongst the internal capabilities.
