Abstract

Purpose

South African public archives have not been able to transform into active documenters of society. As a result, they cannot carry out their mandate of collecting non-public records of lasting value and national significance and recording aspects of the country’s experience that have previously been ignored by archives repositories. This paper aims to discuss efforts by the Gauteng Provincial Archives to transform the archival landscape in South Africa by collecting sports memories. This is because, in democratic South Africa, the archival landscape was expected to change and reflect the nation’s diversity, despite the fact that it still largely reflected the Western-dominated global mainstream.

Design/methodology/approach

This study is based on the authors’ personal experiences with the development and operation of the Gauteng Provincial Archives. The authors are also involved in the Gauteng Provincial Archives’ oral history project, which aims to build an inclusive archive by recording oral histories of sports memories across the province.

Findings

The construction of the Gauteng Archives Repository has ushered in a chance to decolonise South African archives by collecting sports memories. These are windows of opportunity through which ordinary people can include their own experiences, filling in the gaps left by colonial and apartheid archives.

Originality/value

This paper offers practical experience in transforming and decolonising archives through collecting sports memories.

Abstract

Purpose

The purpose of this paper is to determine the major long‐term role that hands‐on entrepreneurship training could play in poverty alleviation and job creation in one of the poorest regions of South Africa – the Eastern Free State (EFS). This is done against a background of frequently occurring violent protests against the inadequacy of the government's hand‐out poverty alleviation strategy of social grants, free houses and free social services.

Design/methodology/approach

The paper uses desk research and quantitative analysis of survey data collected from the Phuthaditjhaba area of Qwaqwa in the EFS.

Findings

The poverty indicators confirm the accepted view of the Free State as one of the poorest provinces in South Africa, which makes Qwaqwa, the poorest part of the Free State, a real human plight. While government hand‐out poverty alleviation measures, with their unintended consequences of violent protests and demonstrations, may only help some of the poor in the short term, training in entrepreneurship and provision of other facilities could give poor owners of micro and small enterprises (MSEs) opportunities to grow their businesses and get themselves and other out of poverty. Furthermore, as a result of a huge communication gap, MSE operators in Phuthaditjhaba, the commercial hub of Qwaqwa, do not even know of government agencies charged with the responsible of assisting small business operators in the area. Though they lack the finance and other endowments required to grow their businesses, the experience has given MSE operators some ideas about the kind of assistance that may help in this regard and even make it possible for them to provide employment for others – finance, government support, infrastructure and premises, training, etc.

Practical implications

As shown by the findings of a study sponsored by the Maluti‐A‐Phofung local municipality, there is potential for growth of small businesses in many areas of the EFS economy. Training of survivalist entrepreneurs and other poor persons with potential could open their eyes to opportunities around them which they could take advantage of to improve their economic situation and that of other poor persons in the area through job creation.

Originality/value

In addition to highlighting the shortcomings of the current poverty alleviation strategy of the South African Government, this is the first study that brings entrepreneurship training to the fore in the fight against poverty in the EFS.

Abstract

Purpose

The purpose of this paper is to provide a systematic review of the literature on school leadership and management in South Africa, linked to the 20th anniversary of democratic government and integrated education.

Design/methodology/approach

The authors conducted a systematic review of all published work since 2007 with a more selective review of sources before 2007.

Findings

The findings show emerging evidence about the development of school leadership and management in South Africa but they also highlight on-going challenges, including poor learner outcomes, conflict with teacher unions, uneasy relationships between principals and school governing bodies, and leadership which remains focused on administration rather than teaching and learning.

Research limitations/implications

The findings show that research on school leadership and management is developing but remains limited in terms of its scope and a reliance on small-scale unfunded projects.

Practical/implications

The findings confirm the need for specialist leadership training for current and aspiring principals and for other senior and middle leaders.

Social/implications

The findings show that South Africa remains a divided society with great differences in the quality of education available to learners, based on social class rather than race.

Originality/value

The paper’s value lies in the comprehensive and systematic review of research on school leadership.

Abstract

Indigenous health care models have continued to play significant roles in the development and sustenance of livelihoods in African communities. Such models are used not only to provide affordable community health care services but also as an employment resource for traditional practitioners within African communities. Yet, for lack of documentation and lack of discussion in the management and Indigenous Knowledge System literature, the models are hardly incorporated into the official health care services of African countries. This chapter addresses this problem by documenting the benefits and merits of the entrepreneurial principles embedded in the Tsonga traditional health care practice. First, it highlights how the unique indigenous traditional model is used for administering health care in a selected Tsonga-speaking community in South Africa. Second, it analyses the entrepreneurial principles embedded in the model. Finally, it discusses how such principles have been used as tools for entrepreneurship and enhancing the economic upkeep of the traditional health care practitioners (THPs). The chapter's main argument is that even though the Tsonga traditional health care practice model is complex, mystical, and in most cases challenging to explain to a non-native, it presents a great entrepreneurial opportunity for South Africa.

The learning outcomes are as follows: to identify stakeholder groups in an inter-country training intervention and apply contextual intelligence to a leadership role and to apply the theory of constraints in developing solutions to research constraint environments.

Case overview/synopsis

On 10 September 2018, the Director-General (DG) of South African National Department of Health (NDOH) Ms Precious Matsoso pondered over the scheduled meeting that afternoon with the South African Committee of Medical Deans in Pretoria. She was leading the initiative of the integration of the South African Cuban-trained medical students into the local medical schools for the final phase of their studies. She needed to streamline the assimilation process. The case highlights the dilemma to identify actions to improve the level of integration of these students.

Abstract

Purpose

This paper aims to assess the functions of the National Archives of South Africa regarding universities’ records and archives by comparing the University of the Witwatersrand (Wits) and the University of Venda’s (Univen) implementation of the National Archives and Records Service of South Africa Act, No. 43 of 1996 (NARSSA) provisions 11 and 13, with the view of recommending best practice.

Design/methodology/approach

The quantitative research methodology was adopted. The data collection tool was a questionnaire completed by 34 heads of divisions, departments and units from the Wits and Univen, supplemented by a document review. Thus, the study population comprised universities’ heads of divisions, departments and units.

Findings

The National Archives of South Africa is not playing a role in providing advice to universities on how to manage their records and archives to fulfil their teaching, learning and research mandate, protect them from litigation and preserve their corporate memory such as records with national and international significance. Most of the respondents were not aware of the NARSSA provision 11 on the custody and preservation of records, and provision 13 on the management of public records. NARSSA lacks provision specifically for the management of university records. NARSSA appears vague about the management of university records, as it does not explain the legal definition of university records.

Research limitations/implications

This is a comparative case study limited to Wits and Univen. The shortcoming of this study is that the author did not provide relevant and detailed information for the article reader to fully understand the functions of the NARSSA provisions 11 and 13 regarding university records and archives at Wits and Univen, respectively.

Practical implications

The study recommends the South Africa legislature to review the NARSSA regarding records and archives’ role in the university. The researcher’s view is that reviewing existing NARSSA provisions 11 and 13 would provide universities with the responsibility of managing some of their national and international records. This might improve the management of records and this, in turn, would enhance the preservation of records.

Originality/value

This paper appears to be the first to review the functions of the National Archives of South Africa regarding the South African university’s records and archives.

Abstract

Purpose

This study aims to assess the Venda indigenous archives incorporation into the Limpopo Provincial archives to promote archives decolonisation.

Design/methodology/approach

This research is based on a qualitative research method. Interviews conducted with the 10 Limpopo Provincial Archivists and 25 community leaders based in the Venda area were conducted. The semi-structured interview was used to collect data.

Findings

It is a South African constitutional mandate for each province to manage its archives. As the former Venda was now part of the Limpopo province, its archives were incorporated into the Limpopo Provincial Archives. The Venda archives incorporation to the Limpopo Provincial Archives did not consider the will of a community member to travel a long distance. Furthermore, challenges faced by archivists such as lack of skills and knowledge to process archival materials, lack of funding and participation in the incorporation of archives materials.

Research limitations/implications

This research confines itself to the Venda indigenous archives created from 1979 to 1993.

Practical implications

This paper addresses archives decolonisation.

Social implications

The paper has the potential to demonstrate the value of the indigenous archive.

Originality/value

The study can be replicated for other research practices. This case study can be implemented in other parts of the world that face similar circumstances so regarding the transfer of archives and the challenges faced to maintain community knowledge and make them accessible.
