Abstract

Purpose

This paper analyzes the impact of obesity on the probability of a motor vehicle fatality (highway death rate) and on its component probabilities: the probability of a fatality, given a crash (vulnerability rate) and the probability of a crash (crash rate).

Design/methodology/approach

Using state-level data for 1995–2015, the paper estimates models explaining all three rates. Explanatory factors include obesity and a representative set of potential determinants.

Findings

Results indicate that obesity has a statistically significant positive relationship with the highway death rate and the crash rate. Also having a statistically significant positive association with at least one of the three rates are the proportions of young and old drivers, alcohol consumption, the ratio of rural to urban vehicle miles and temperature. Factors with a statistically significant negative relationship with at least one of the rates include primary seat belt laws and precipitation. In 2016, a total of 928 traffic fatalities could have been avoided if obesity rates decreased by one percentage point.

Practical implications

Seat belts and crash dummies should be better designed to fit and represent those with higher BMIs, and education efforts to increase seat belt use should be supplemented with information about the adverse impact of obesity on highway safety.

Originality/value

This paper uses 21 years of state-level information, including socio-economic and regulation data, and contributes to the existing research on the relationship between obesity and highway safety.

Abstract

Purpose

The purpose of this paper is to illustrate how COVID-19 lockdowns in the USA impacted traffic safety.

Design/methodology/approach

The authors explored the role of vehicle, user and built environment factors on traffic fatalities in the USA, comparing results during COVID-19 lockdowns (March 19th through April 30th, 2020) to results for the same time period during the five preceding years. The authors accomplished this through proportional comparisons and negative binomial regression models.

Findings

While traffic levels were 30%–50% below normal during the COVID-19 lockdowns, all traffic fatalities decreased by 18.3%, pedestrian fatalities decreased by 19.0% and bicyclist fatalities increased by 3.6%. Fatal COVID-19 crashes were more likely single-vehicle crashes involving fixed objects or rollovers. COVID-19 traffic fatalities were most common on arterial roadways and in lower density suburban built environments. Findings suggest the importance of vulnerable road users, speed management and holistic built environment policy when pursuing safety on the streets.

Originality/value

The findings have road safety implications not only for future pandemics and other similar events where we would expect decreases in motor vehicle volumes (such as natural disasters and economic downturns) but also for cities that are pursuing mode shift away from personal automobiles and toward alternative modes of transportation.

Abstract

Purpose

Motor-vehicle-related events (MVEs) are the leading cause of on-duty death for law enforcement officers, yet little is known about how officers view this significant job hazard. The purpose of this paper is to explore officers’ motor-vehicle risk perception and examine how prior on-duty MVEs and the death or injury of a fellow officer influences this perception.

Design/methodology/approach

A state-wide random sample of 136 law enforcement agencies was drawn using publically accessible databases, stratified on type and size of agency. In total, 60 agencies agreed to participate and a cross-sectional questionnaire was distributed to 1,466 officers. Using six-point Likert scales, composite scores for motor-vehicle and intentional violence risk perception were derived. A linear regression multivariable model was used to examine factors affecting motor-vehicle risk perception.

Findings

Motor-vehicle risk perception scores were significantly higher than intentional violence scores. A prior on-duty motor-vehicle crash, prior roadside incident, or knowledge of fellow officer’s injury or death from a MVE significantly increased motor-vehicle risk perception scores. After controlling for potential confounders though, only prior on-duty crashes and roadside incidents impacted motor-vehicle risk perception.

Research limitations/implications

The study comprised primarily small, rural agencies and generalizability may be limited. Also, although the data were collected anonymously, reporting and response biases may affect these findings.

Originality/value

This study involved a large and diverse cohort of officers and explored motor-vehicle risk perception. A better understanding of officers’ risk perceptions will assist in the development and implementation of occupational injury prevention programs, training, and policy.
