In 2014, Japan ratified the CRPD, which spurred to the development of domestic laws; however, the education section of the Convention does not clarify how to educate children with disabilities in inclusive education. Thus, while the global inclusive education goal advocated by UNESCO and other bodies concerns education for all, inclusive education in Japan is seen as education for children with disabilities, and the philosophies and practices are very different. Therefore, this chapter introduces the policies and current practices of inclusive education in Japan and discusses the possibilities for school education reform from the perspective of real inclusive education.

The current structure and content of higher pedagogical education in Russia is a unique interweaving of the traditions of the historical past with post-Soviet and modern reforms of the last 30 years. They reflect the complex process of development of the national teacher training system, each stage of which not only built on the previous one, but also brought something new and more perfect, without denying the previous experience. The current situation in teacher education in Russia is quite diverse and original. Teachers have the opportunity to study in specialised secondary, higher and professionally oriented postgraduate education programmes.

This chapter presents modern higher pedagogical education in Russia as a rather complex and multilevel system. This required a rather in-depth coverage of state policy, structure and content of Federal State Educational Standards. On this basis, the authors planned to achieve a full understanding of the phenomenon of the combination of centralisation and decentralisation of the teacher training process in Russia, where the existing legal and content frameworks nevertheless leave ample opportunities for variability and autonomy in the formation of educational programmes at universities and institutes.

This chapter describes the changing nature of Japanese science production. The author explains Japan’s rise to prominence as the country with the second largest number of annual research publications in the world, followed by its subsequent decline to fifth in the world. The chapter highlights implications for Japanese universities of shifts in research policy.

The author examines bibliometric data as well as contextual data from Japan’s Ministry of Education, Culture, Sports, Science and Technology to analyze the contributions of Japanese universities in STEM+ research from 1975 to 2010. The chapter examines changes in higher education funding policies and their relationship to university-based production of STEM+ research articles in recent decades. The chapter also includes brief comparative analyses with selected other countries, including highly productive countries in Asia (China, Korea, and Taiwan), Western Europe (France, Germany, and the United Kingdom), as well as the United States.

Bibliometric data show that Japan’s second-tier research universities contributed to Japan’s rise to the second largest producer of STEM+ scientific research. When these second-tier research universities received less money from the government, their scientific output declined and aggregate national research output declined relative to other countries.

The chapter uses more recent and comprehensive data than other studies of research output of Japanese universities and offers several implications for research policy and higher education funding. Indeed, the chapter argues that second-tier universities are the “unsung heroes” of Japanese science production. The chapter also suggests that Japanese policymakers may need to reconsider their reliance on competitive funding over block grants that sustain research universities.

The chapter describes the emergence of the profession in Czechia. The major driver for universities and research and technology organisations (RTOs) was the country’s accession to the European Union (EU) in 2004. The country has a rich system of national research, development, and innovation (R&D&I) funding and EU Framework Programmes are witnessing a slowly growing interest and success of Czech researchers.¹ Yet, the major force in changing the research management and administration (RMA) culture and addressing the need of professionalising the environment of research administration, management, intellectual property rights, and technology transfer (TT) was European Structural and Investment Funds (ESIF). The Czech government repeatedly, through four EU programming periods, stressed the need for investments to reshape the research infrastructure, environment, and conditions on a scale not experienced by the universities or the RTOs ever before. The availability of EU funds and increasing emphasis on international cooperation enabled Czechia to witness slow, yet steady growth of demand to deliver better service in the field of RMA. This is illustrated through several EU-funded projects focussed on RMA skills development and the recent establishment of the Czech Association of Research Managers and Administrators (CZARMA) in 2022 (Masaryk University, 2022a).

This chapter analyses the structure, content and development trends of the system of postgraduate teacher training in Russia. It is shown that the system of postgraduate training in Russia has a long history and consists of postgraduate and doctoral levels. The trends that influenced the dynamics and essence of the modernisation processes of Russian postgraduate education are revealed. The content, logic and shortcomings of the not quite successful attempt to standardise the process of training higher-qualified personnel in postgraduate studies are substantiated. Changes in the nomenclature of scientific specialties, which are used to award academic degrees in pedagogy, are revealed.

The main part of the material is devoted to the general characteristics of the current pedagogical postgraduate programmes in Russia. It describes the peculiarities of the admission procedure and the organisation of training for graduate students, the nuances of the choice of supervisor, the definition of the thesis topic, and the current, intermediate, and final certification of graduate students. The essence of co-doctoral studies as a form of dissertation preparation is revealed. The requirements for the preparation, design and defence of candidate dissertations in pedagogy are outlined. The form of advanced training of scientific and pedagogical staff for the preparation of doctoral dissertations is briefly described.
