Abstract

Purpose

The purpose of this paper is to propose that conceptions of time and future that are currently in use restrict the possibilities for framing decision making. By privileging the notion of present moment over that of linear time, a more comprehensive framing of what it means to consider what influences our judgements. The ontology of the present moment provides a theoretical context for knowing what we can of the future in a more comprehensive way.

Design/methodology/approach

A review of ways of knowing the future that extends beyond linear assumptions of time leads to consideration of anticipatory systems and of the relationship between purpose and causality. It leads further into conjecture that the present moment is more ontologically fundamental than what we customarily refer to as past, present and future.

Findings

On this foundation, examination of experience of now reveals a multidimensionality which can include retrocausality, the possibility of the future influencing the present and the importance of latent patterning in determining events.

Research limitations/implications

The notion of the present moment has much in common with second order cybernetics and indicates a possible way of bringing systems thinking, especially boundary critique, to futures thinking and strategic decision making.

Practical implications

Although basically a theoretical paper, the framework does suggest possibilities for redesigning futures practice through using the present moment as a meta‐framing critique technique to reveal more clearly underlying assumptions in both futures studies and systems thinking.

Originality/value

In the context of a world where serious inability to see what is coming is pervasive in management and governance, a fresh look at fundamental assumptions may reveal flawed decision thinking and indicate ways of improvement.

Abstract

Putty with a difference. British Insulated Callender's Cables Ltd. market a new versatile type of putty called Bicaseal, for sealing, repairing, jointing and waterproofing a variety of materials including metal, wood, glass, ceramics and some plastics. It has been developed by the Accessories Division, Prescot, and consists of a two‐part (resin and hardener) mix supplied in stick form. It is easy to work, using equal lengths of both sticks, and begins to set as soon as it is mixed, setting hard enough for most practical purposes in about 1½ hr. in normal working temperatures. When fully cured it can be drilled, tapped, filed or cut. It will set under water.

Abstract

Purpose

Post-9/11 a first order terrorism narrative has been widely asserted. In this chapter, I explore the development of second order terrorism narrative or ideal-type.

Methodology/approach

The chapter begins by providing a brief synopsis of three highly mediated Australian counter-terrorism operations and of shortcomings in incident counting. It also relies on some U.S. research on counter-terrorism prosecutions in support.

Findings

In first order terrorism, crime appears as a spectacular irruption or original sin on a tabula rasa of innocence and there is a clean division between us and them, non-state and state, victim and offender. In the second order terrorism narrative there is a contrasting claim that 9/11 is blowback, in kind, for U.S.-led interventions and does not offer a clean division between how we and they behave, blurs non-state and state culpability in big crimes, and sees victims and offenders trading places over time. As we adjust our perspective from the presumptive first order to second order event-acts, terrorism and counter-terrorism, event-act and interdiction, is merged as one.

Originality/value

The concept may be useful in accounting for assumptions pertaining to this category of crime, including its relation with precaution and security.
