Abstract

This paper presents a broad survey of the structural problems associated with variable geometry for aircraft. Variable sweep allows an aircraft to fly throughout a broad regime of speed and altitude efficiently and without excessive power requirements. Tailored lift drag, improved ride quality, lessening of fatigue damage, and reasonable control sensitivities are advantages. Structural problems fall into two general categories: (1) Because of the number of wing positions, the equivalent of many fixed‐wing aircraft must be investigated, analysed and tested; (2) there are unusual problems which have heretofore not been important considerations in design. Category (1) presents the problem of managing and assimilating large amounts of data. Computer pogrammes and a family of cross‐plots assist greatly. Category (2) presents new fail‐safe criteria, a large lumber of possible flutter‐critical configurations, unavoidable free play in mechanisms which affect flutter speeds, dynamic loads, pivot mechanism bearing life, and requires high reliability in materials. Analyses and wind‐tunnel tests have shown that free play in mechanical joints may or may not cause significant service problems depending upon the mechanical arrangement selected and the actual degree of free play under service conditions.

Abstract

The field of transportation research, and the World Conferences on Transport Research Society (WCTRS), has an illustrious history. The challenge today is to look to the future in a deep and thoughtful way, to identify emerging issues and opportunities for practice and for research.

This chapter identifies several critical issues in transportation research. We then explore one issue in depth, the need to increase individual and collaborative effectiveness.

This issue points to the need for a new direction in transportation research. Historically, transportation research has focussed on two major thrusts. The analysis thrust has focussed on predicting the consequences of a given transportation plan, project, or service proposal. Associated “design” research has dealt with algorithmic and heuristic techniques for finding “good” plans or policies. The policy thrust has focussed on the organizational issues and processes around making decisions on and implementing transportation plans, projects, or services. This thrust includes public policy issues and approaches, market structures and regulatory processes, organization design issues, distributional consequences, environmental policy issues, and related areas.

Today, we see the need to add a third major thrust to the field of transportation — cognition and action:

  • to manage transportation services and enterprises better;

  • to use analysis more effectively to inform and influence decisions;

  • to use computer support more effectively in transportation organizations and enterprises.

Research in cognition and action examines how people think and act, and aims to develop aids to thinking and acting that result in significant improvements in peoples' behaviours and performance. Promising research directions draw on cognitive psychology and cognitive science, and especially empirical research on managerial cognition and problem-solving. We introduce the theory of cognitive informatics, describe some applications to transportation management, and discuss relevant software tools.

Abstract

New forms of ‘smart’ mobility have emerged with the advance of information technology. From a public sector perspective, these ambitions have been framed both in terms of innovation and sustainability. The development work of these technologies is in part being subsidised by public actors investing in and funding different types of pilots or experiments in order to ‘test’ these technologies in what is called a real-life environment. This is part of a larger trend of experimental governance in which smart mobility is an important and a possibly growing part. This chapter offers a conceptual analysis of experimental governance by analysing three underlying assumptions in literature and practice (1) the need for extraordinary solutions, (2) the importance of learning by doing and (3) the necessity of collaboration. These three assumptions are analysed in relation to smart mobility experiments in Sweden, and discussed in relation to public values. The concluding discussion elevates a number of normative implications of using experimental governance as a policy instrument for the development of smart mobility.

Abstract

How do you evaluate the implementation of large‐scale organizational change? As more organizations are implementing large‐scale improvement efforts, this has become a vital question for organizations. The importance of this question is underscored by the fact that the literature is filled with articles that suggest that many of these projects fail. In this paper, we provide a tool that can be used to measure the implementation of large‐scale improvement efforts and then we demonstrate how we used this tool to assess the implementation of a performance management system in the government of Botswana. We end with three benefits of using a large‐scale evaluation survey tool: (1) it provides hard data on large‐scale implementation; (2) it helps to de‐politicize situations caused by the stress of undergoing a large change; and (3) it provides management with a tool to help them understand how their organization is functioning.

This chapter focuses on one aspect of school reform: the role of families in supporting students’ success. Given shifting demographics nationwide, recommendations for two-way partnerships with Latino families will be proffered in light of renewed definitions and an increasingly robust research base.
