Abstract

Much has been analyzed regarding the origins and the impact of rankings and metrics on policies, behaviors, and missions of universities. Surprisingly, little attention has been allocated to describing and analyzing the emergence of metrics as a new action field. This industry, fueled by the “new public management” policy perspectives that operate at the backstage of the contemporary pervasive “regime of excellence,” still remains a black box worth exploring in depth. This paper intends to fill this loophole. It first sets the stage for this new action field by stressing the differences between the policy fields of higher education in the United States and Europe, as a way to understand the specificities of the use of metrics and rankings on both continents. The second part describes the actors of the field, which productive organizations they build, what skills they combine, which products they put on the market, and their shared norms and audiences.

Abstract

In academia, assessment is often narrow in its focus on research productivity, its application of a limited number of standardised metrics and its summative approach aimed at selection. This approach, corresponding to an exclusive, subject-oriented concept of talent management, can be thought of as at odds with a broader view of the role of academic institutions as accelerating and improving science and scholarship and its societal impact. In recent years, open science practices as well as research integrity issues have increased awareness of the need for a more inclusive approach to assessment and talent management in academia, broadening assessment to reward the full spectrum of academic activities and, within that spectrum, deepening assessment by critically reflecting on the processes and indicators involved (both qualitative and quantitative). In terms of talent management, this would mean a move from research-focused assessment to assessment including all academic activities (including education, professional performance and leadership), a shift from focus on the individual to a focus on collaboration in teams (recognising contributions of both academic and support staff), increased attention for formative assessment and greater agency for those being evaluated, as well as around the data, tools and platforms used in assessment. Together, this represents a more inclusive, subject-oriented approach to talent management. Implementation of such changes requires involvement from university management, human resource management and academic and support staff at all career levels, and universities would benefit from participation in mutual learning initiatives currently taking shape in various regions of the world.

Abstract

University administrators are increasingly using a range of metrics to evaluate the “quality” of work being undertaken at their institutions. The unit of analysis for these assessments varies from Department (England), field of research (Australia), and the like, but inevitably the assessment works its way to individual researchers. This poses a major challenge for administrators and even more so for researchers. Shifts in institutional policy to meet the challenges of funding and reputation/esteem of rising in the ranks raise a number of questions concerning the temporality and value of academic labor. Notably, decisions about the worth of academic labor are often well removed from the undertaking of that labor and this separation removes the human side of scholarly work and reduces knowledge production to numerical indicators and the achievement of key performance indicators. In this chapter I draw on shifts in an institution’s policy position and the impact that this has on researchers. Particularly I explore the implications of historically mapping research performance using different metrics than were available at the time and expecting researchers to adopt alternate strategies immediately (irrespective of delays in the publication process). Although I do not doubt that administrator decisions are arguably made in the best interests of advancing the institutions position in the increasingly global academy, the presentism of such strategies is in many ways at odds with the long-term focus of building coherent and sophisticated research programs. Alternate means of understanding the challenges and tensions of administrator strategy has the potential to impact on policy and the development of programs for current and aspiring researchers.

Abstract

In this chapter, the authors review talent management in the research university sector, business schools in particular. The authors adopt an “exclusive” perspective on talent management, assuming that some scholars contribute disproportionately to organizational performance. The authors identify two particular groups of scholars likely to be the target of exclusive talent management practices in business schools: (i) faculty on a tenure track career path and (ii) “star” tenured faculty with exceptionally strong track records. Focusing on these current and potential future “stars,” the authors review and discuss talent management practices related to talent identification, recruitment and selection, performance management, talent development, benefits and rewards, and tenure, promotion, and retention. In the extant literature, these topics have been mostly examined in the general university environment and less so in the business school context. This is somewhat problematic given that business schools have their own special characteristics. Moreover, some of the reviewed topics – especially talent development – have received only marginal scholarly interest thus far. Based on this literature review, and by drawing on their own experience working in different roles in academia, the authors highlight some of the gaps in the current body of knowledge and propose an agenda for future research.

Abstract

Until the 1960s, the Dutch state was characterized and limited by “pillarization,” “corporatism” and “consensus-democracy.” Its public administration reflected the juridical perspective that dominated continental European administration during the 19th and 20th centuries. The rise of Dutch administrative science in the 1960s is related to the postwar expansion of its welfare state. The growing welfare state needed scientific support for policy making and planning. Legal expertise alone was no longer sufficient. The one-sided orientation in U.S. literature in the 1970s made way or a growing self-identity and self-confidence. Dutch administrative research today has reached a relatively high level of maturity, which might possibly contribute to the development of a new kind of European thinking about public administration.
